National Budget FY 2015-2016: Focused on

Science and Technology Sector

The need for faster technological development is increasingly felt in Bangladesh.


Development plans of Bangladesh have emphasized science and technological
research to develop technologies through adoption of imported technology as well as
development of indigenous technologies. As the country is heavily dependent on
imported technologies, proper planning is required for its effective transfer through
acquisition, assimilation and adoption.
National budget in FY 2015-2016, in the sector of Science and technology mainly
focused on Expansion of Science-based Education. The aim is to develop a pool of
scientists, technologists, researchers and educationists and are therefore providing
scholarships to suitable candidates under the Bangabandhu Fellowship on Science
and ICT to undertake research and pursue higher studies including PhD. Steps have
been taken to establish a trust to continue this scholarship after the completion of the
project in 2016. A project is being implemented to establish a national Marine
Research Institute at Ramu in Coxs Bazar to conduct research on oceanography.
There have a plan to set up an international standard Marine Aquarium in this area
following the completion of this project. In the budget propose to allocate Tk 1
thousand 551 crore for the Ministry of Science and Technology for FY 2015-16.

In our report, we will focus on the upcoming or ongoing projects. We will analyze
those projects by amount of money needed and how much time it will take and what
are the social benefits and costs for those projects. In the fiscal year 2015-16, there
have 14 projects are ongoing and we will discuss about those projects. Some projects

Establishment of pet-city with cyclotron facilities


Establishment of Radioactivity Test Laboratory in the port of Mongla
Nuclear Energy Plant in Ruppur, Pabna
Establishment of Institute of Nuclear Medical Physics
Upgrading and strengthening the facilities of National Institute of Nuclear
Medicine and Allied Sciences
6. Improvement of solar energy production at a lower cost
7. Establishment of designated reference Institute for chemical measurements

8. Development of BCSIR
9. Modernization of Animal research for Biomedical and toxicological study
10. Modernization of pilot plant unit under BCSIR
11. Build national science and technological building
12. Establishment of national Marine Research Institute
In above projects have been taken by ministry of science and technology. Those
projects advantage and disadvantage will be discuss in the report in details.
Precisely, we mainly focused on some interesting projects in more details. Those
projects are- Nuclear Energy Plant in Ruppur, Pabna, Establishment of national
Marine Research Institute, improvement of solar energy production at a lower cost.
We also focus on the past projects benefits and costs, impact on the social activity as
well as on the development of standard of life. We will develop a framework where
reflects the budget amount employed and how much development has been occurred
by those funds in the economic well-being. We will recommend the factors those are
needed to improve the science and technology sector.
Moreover, if we manage or get some data regarding the development measure by
taking science and technological project, we can develop the cost and benefit model.
In that model, precisely we discuss about the development activities by the assigned
amount of budget in last several years. In that model, we assume whether the budget
amount is significant in developing science and technological sector or not. If budget
amount increase whether development is increase or not.
Secondary data is used in this study. The time series (historical) data have been
considered where the values of one or more variables are observed at different points
in time. The following hypothesis has been tested:
H0: a = 0 (There is no relation between budget amount and development in Science
and Technological sector)
H1: a 0 (There is relation between budget amount and development in Science and
Technological sector)
And also we will recommend some projects those have already been implemented in
the developed country.
