Briefly, what are the roles of the President?

He is both Head of State and Chief Executive.


He is the Commander-in-Chief of all the Armed Forces.

What are his powers under the Constitution?


o Executive Power
The President shall enforce and administer the laws.
o Power of Appointment
The President can appoint officials of the government as
provided by the Constitution and laws. He also has the power of
removal, subject to the limitations provided by law.
o Power of Control
The President can modify or set aside the acts of any executive
officer in the performance of his duties.
o Military Powers
The President, as Commander-in-Chief of the armed forces, has
the power to direct military operations and determine military
strategy. Under specified conditions, he is authorized to (1) call
out the armed forces to prevent or suppress lawless violence,
invasion or rebellion, (2) to suspend the privilege of the writ of
habeas corpus, and (3) to place the Philippines or a part thereof
under martial law.
o Power of Executive Clemency
The President may grant reprieves, commutations, pardons,
remission of fines and forfeitures, and amnesty, subject to the
conditions and limitations prescribed by the Constitution.
o Borrowing Power [Sec. 20, Art. VII]
The President may contract or guarantee foreign loans with the
prior concurrence of the Monetary Board, subject to the
limitations provided by law.

Diplomatic Power [Sec. 21, Art. VII]


The foreign relations powers of the President include the power:
(1) to negotiate treaties and international agreements; (2) to
appoint ambassadors and other public ministers, and consuls; (3)
to receive ambassadors and other public ministers accredited to
the Philippines; (4) the power to contract and guarantee foreign
loans on behalf of the Republic; (5) the power to deport aliens.

Budgetary Power [Sec. 22, Art. VII]


The President shall submit to the Congress a budget of
expenditures and sources of financing as the basis of the general
appropriations bill.

Informing Power [Sec. 23, Art. VII]


Every year, the President addresses the Congress at the opening
of its regular session and delivers the State of the Nation Address
(SONA). He may also appear before it at any other time.

Other Powers
o Call Congress to a special session [Sec. 15, Art. VI]
o Power to approve or veto bills [Sec. 27, Art. VI]
o To consent to deputation of government personnel by the
Commission on Elections [Sec. 2(4), Art. IX-C]

23(2), Art. VI], and tariff powers [Sec. 28(2), Art. VI].
o General supervision over local governments and
autonomous regional governments [Art. X].
