GENERAL SPECIFICATION FOR THE WORK UNDER THE


SCOPE OF THE TENDER
1.0

GENERAL REQUIREMENTS:

1.1

The quality of the material/electrical equipment to be supplied and erected should be


of high standard and the technical features of these equipment/material must conform
to the Technical Specifications given in bidding document. Wherever the same is not
specified for any material, it must conform to the relevant I.S. for that material.

1.2

The contractor shall be responsible for overall co-ordination with internal/external


agencies, project management, training of owners manpower where ever required,
loading, unloading, handling, shifting of the required equipment and material to final
destinations, erection, successful testing & commissioning of the same at the desired
site. The supplier/ contractor shall open his office in that town which shall coordinate with concerned authorities of UPPCL/ DVVNL for all the matters pertaining
to the works. The contractor shall develop necessary store sheds/ infrastructure for
safe upkeep of the equipment and materials supplied by them till they are erected and
commissioned.

1.3

The contractor shall himself arrange all men & material, all constructional T & P and
any other material required for taking up the construction, up gradation /
modernisation of substations and lines as per specifications for successful and speedy
execution of the job within the prescribed time.

1.4

It will be in the best interest of the bidders to conduct pre tender survey of the sites
and for that they should visit every proposed 33/11 KV Sub station and other works
site & also see the tentative line routes to access the quantum of work before quoting
the price bid. For that they should contact Superintending Engineer of concerned
Distribution Circle, who shall also designated as Chief Executive Officer for this
works. However no payment shall be made on this account.

1.5

The contractor shall supply all the materials required for successful execution of the
job. He shall also supply all other associated equipment/ material not specifically
mentioned in this tender specification but are required for successful and trouble free
operation of the executed work as a whole. For that no extra payment shall be made to
the contractor. This also includes insulators, cross arms, hardwares, jumpers, cable
racks, GI strips, junction boxes, lugs, clamps, connectors, earthing rods, hardware
fittings, angles and channels and all other unforeseen items whose prices are not
indicated in the price schedule.

1.6

This being a Turn key contract, successful installation, commissioning & integration
with existing system, of those equipment/accessories not specifically mentioned in the
specifications, shall be the responsibility of contractor. For all such items the
contractor shall be supplying all material and equipments required to accomplish the
job in all respects. No extra payment shall be made for these inherent works.

1.7

Quantities indicated in the tender are tentative. The actual quantities shall depend on
the actual site conditions. Therefore the contractor shall procure the material only

after ascertaining the revised bill of quantity, approved by the CEO. The payment
shall be made accordingly.
1.8

While Repairing & Replacing the equipment, if any other equipment gets damaged
due to negligent handling of the contractor the same shall be replaced by the
contractor at his cost to the owner satisfaction. The following materials shall be
inspected/tested at contractors premises or its vendors premises.

1.9

While executing the job it is quite possible that some of the specified work may not be
carried out due to space/land/ other technical constraints etc. In such case the
concerned CEO, if required, may divert this work at some other site or cancel the left
over portions of work.

1.10

The Contractor shall be responsible for dismantling of defective equipments, there


proper handling and shifting. Also he shall hand over the old & dismantled
equipments/ material to the purchasers local stores or other sites as per instructions of
the CEO for which no extra payment shall be made.

1.11

The contractor shall exercise all possible care to avoid damage to public utilities e.g.
water/ sewage pipes telephone and power lines/cable already existing. In case of any
accidental damage during the work, the contractor shall be responsible to
repair/replace the same at his own cost, and shall ensure that the purchaser is not put
to any loss.

1.12

The contractor shall have to provide proper lighting, barricading, signboards etc. at the
work site as a necessary precautionary arrangement to avoid accident/ damage/ losses
to the public /utilities/properties.

1.13

All charges on account of damages/losses/claims/thefts etc. involved under the


conditions laid down above shall be borne by the contractor.

1.14

In case of any damages/losses/claims/thefts etc. of the property/materials of the


Corporation, the contractor will have to make good the same, otherwise its cost shall
be recovered from his bills /security deposits /other assets.

1.15

The contractors shall themselves be responsible for timely arrangement/ procurement


of all the raw materials required for the manufacture of all tendered items by them/
their sub vendors.

1.16

The equipment such as Transformer, Capacitor Banks, Switchgears etc. if required to


be kept charged after installation till their commissioning, shall be cordoned off by
suitable barriers to prevent accidental injury to personnel moving around.

1.17

Where the equipments/ assemblies are supplied in more than one part, the contractor
shall make all necessary mechanical and electrical connections between the sections.
The contractor shall also do necessary adjustment in the alignments required for its
proper operation.

1.18

The major equipments/material supplied by the contractor or its sub vendor has to be
got inspected and tested by the Engineers of the Corporation for its quality and
quantity before dispatch to the work site. For that the contractor shall have to follow

the procedures laid down at clause 2.7 to 2.12 of General Requirements of
specification annexed with this tender specification or any other procedure intimated
later on. Rest of the equipments/ materials shall be checked at site for dimensions,
weights, finish and quality. For this purpose the contractor shall have to provide
general measuring equipments like steel tape, vernier calipers, screw gauge, tong
tester, earth resistance tester, 2.5 KV meggar etc. The following items shall be
inspected/tested at the manufacturers premises before despatch:

23) Distribution Boxes/Kiosks used for tapping the connection from Aerial Bunched
conductor.
1.19

All the works covered under the scope of the tender shall be done in accordance with
the norms defined in urban construction manual of UPPCL and/or as per procedure
laid down by UPPCL unless the same is not specifically defined in the specification.

1.20

All work shall be completed by the contractor as per standard industrial practice so as
to comply with the provisions of Indian Electricity Rules/Acts/Other Government
Rules/Regulations as prevalent at the time of execution of the job/work.

1.21

The contractor shall submit a bar chart of the work to be carried out by him under this
scheme, to the CEO and also to the office placing the order within one month from
signing of the contract. He shall also submit monthly progress report to these offices
for monitoring the progress of the work.

1.22

The contractor shall observe strict adherence to the existing labour laws.

1.23

In this tender pipe type of earthings are generally used for earthing of equipments at
33/11 kV substations & DT substations. The same shall be constructed by boring upto
60 feet and driving 32 mm GI class B pipe upto the full bored length. The GI pipe
shall be kept about 150 mm above the ground level to enable welding of 2 nos. clamps
on it for making earthing connections through 30X5 mm GI strips.

1.24

All the substation structures taken up under the scope of this tender shall be painted by
white Aluminium paint as per UPPCL norms and the earthing strips by green enamel
paint. Similarly all the single, double, tri and four pole structures for new 33 kV, 11
kV & LT lines including its steel structures and the clamps shall also be painted by
white Aluminium paint of best quality. The top portion of the pole structure shall be
painted by post office red synthetic enamel paint of good quality upto 1 foot below the
guarding angle. No extra payment for these paintings shall be made to the contractor.
No such painting is required in the existing poles/supports taken up in reconductoring/
ABC work on the lines.

2.0

GENERAL SPECIFICATION FOR CONSTRUCTION OF NEW


SUB STATIONS & 33 KV LINES ON TURNKEY BASIS

2.1
1.1

SCOPE
The scope of work under this tender include the construction testing and
commissioning of new 33/11 KV Substations in the specified town which shall
include supply transit storage, erection testing and commissioning of all major and
minor electrical equipments like Power Transformer, Isolators. Circuit Breakers, 33
KV Cables, Lightening Arrestors, CTs. PTs. Control & Switchgear panels control &
power cables, battery & battery charger, substation lighting accessories, fire fighting
equipment etc. required for trouble free operation of the substation. The work also
include construction of equipments foundation support structure, the design of which
shall have to be got approved by DVVNL, before start of the construction work.
Further the scope include the construction of 33 KV line on 11 Mtr. Long Steel
Tubular Poles or on 9 Mtr. Long PCC Poles generally on ACSR 'Dog' conductor as
per standard norms of UPPCL and connecting the line with 33 KV source. Also it
includes the construction of 11 KV feeder double pole at 33 / 11 KV Substation.
These line work shall include supply transit storage & erection of all associated line
materials like Steel Tubular Poles, Conductor, Fittings, Insulator & Hardware items.
Earthing of poles, stringing sagging of conductor and guard wires, and then testing
and commissioning of the complete line. Further the scope includes the erection of 33
KV XLPE Cables.
All the works indicated at in Point 1.1 and 1.2 above are to be carried out complete in
all respect on Turnkey basis within the specified time.
The quantity of work has been described separately in the Bill of Quantity (BOQ)
annexed with this tender document.

33/11 KV

GENERAL REQUIREMENTS

infrastructure for safe upkeep of the equipment and materials supplied by them till
they are erected and commissioned.
The contractor shall supply all other associated equipment/material not specifically
mentioned in this tender specification but are required for successful and trouble free
operation of the substation as a whole. For that no extra payment shall be made to the
contractor. This also includes insulators, cross arms, hardware, jumpers, cable racks,
terminal boxes junction boxes, clamps, connectors cable jointing kits G.I. & G.S.S
wires, stay sets, Earthing rods, hardware fittings other sundries and all other
unforeseen items.
Laying of proper earth mat at the switchyard as per DVVNL standard, providing pipe
& electrode type earthing, connections of these earthing to the equipment as per
standard practice shall be the responsibility of the contractor.
The contractor shall be responsible to connect all protection and indicating devices of
the transformer the control / relay panel in the control room including assessment of
requirement of various size cables, supply and laying of required size standard make
copper control cables properly dressed and ferruled. The control cable trench and
power cable trenches shall be constructed separately providing proper cable racks. The
terminations of XLPE power cable shall be properly jointed using standard make heat
shrink type termination kits which are to be supplied by the contractor himself.
While carrying our settings of various protection schemes, contractor shall be
responsible for protecting cables against short circuits and earth fault etc. by suitably
designing & placing necessary protections.
The construction of main control room building is not in the scope of work under this
tender. The same shall be constructed by Civil Wing of DVVNL. The land for
switchyard shall be made available by DVVNL. The contractor shall be responsible
for carrying out civil work in respect of plinths, foundation & support structure related
to the equipments, and construction of cable trenches, the cost of which shall be
included in the cost of equipment quoted by the contractor.
TECHNICAL SPECIFICATIONS OF MAIN EQUIPMENTS:
All the equipments to be supplied under the scope of this tender shall be governed by
the technical specifications annexed separately for such equipment.
All the equipment described, various technical specifications annexed hereafter shall
have to be erected as per layout plan & drawing to be submitted by the contractor and
duly approved by the DVVNL. The drawing of earth mat, earthing system, the
transformer plinths, the foundations of all equipments & their support structure are to
be approved by DVVNL and the construction work shall be taken up by the contractor
accordingly. The layout and placement plan of equipments in switchyard and in the
control room is to be prepared by the contractor as per actual space available at site
and also get it approved by DVVNL.
Contractor shall be responsible for ensuring proper earthing of the transformer tank at
two places to the station-earthing grid. The transformer neutral terminal shall be
connected to the horizontal extension of the vertically grouted galvanized M.S. steel
angle through flexible copper bound strip of adequate cross section and size. The
vertically grouted angle frame in turn shall be solidly connected & welded to two pipe
earth electrodes in the earth pit providing adequate level of earthing i.e. earthing
resistance below prescribed level. All accessories associated with transformer and
mounted away from the main tank shall be connected to the station earthing grid at
minimum two points.
The 11 KV cable joint support structure is to be fabricated by the contractor for
connecting the cable to the transformer terminals in case of 10 MVA transformers this

structure shall be designed to hold two nos. 3 X 300 Sq. mm. Size XLPE cable with
joints.
The stringing and sagging of 3 Phase bus bar in the switchyard shall be done by the
contractor and ACSR panther conductor to the arranged by the contractor. All fittings,
T & P.G. clamps insulators, stays are to be arranged by him without any extra
payment. Main bus bar should be of Panther while the dropout jumper should be of
Dog conductor.
The control cable trenches shall be 300 mm. deep. It should be 150 mm. wide. These
control cable trenches shall have cable-supporting racks made of M.S. strips. These
trenches shall be covered with welded frame type trench covers of 500-mm. length.
The size of control cable to be laid by the contractor shall be 2 core, 4 core and 6 core
of minimum 2.5 sq. mm. cross section.
All the steel structures shall be painted with Aluminium paint as per standard practice.
The earthing strips shall be painted green.
Contractor shall be responsible for designing the earth mat of the switchyard including
diameter of the MS rod, which he proposes to be used, spacing of the rods etc so that
the specified value of the ground resistance (as per ISS/EEE) can be achieved. The
earth mat & earthing work shall laying mesh, fabrication and driving of 2500 mm.
long 32 mm diameter earth electrodes, connecting the same to the earth mat points of
all the equipments installed in the outdoor as well as indoor and the fencing. All the
jointing shall be done by electric arc welding.
The earth mat mesh made of M.S. Bar shall be laid crisscross as per standard
practice of RESSPO applicable to the particular site and as per directives of
representative of DVVNL. It should at least be 0.75 Mtr. below the make up ground
plinth level of switchyard. The earth electrodes shall have to be fabricated and driven
into the ground upto its full length in the manner that its top, is at least 750 mm below
the make up ground / plinth level. These electrodes shall be properly jointed with
earth mat mesh by way of electric arc welding. All the structures of the equipments
bus bar gantry and body of the transformer shall be connected through M.S. G.I. strip
electrical if welding and connected to the earth mat mesh by electric welding. This
M.S./ G.I. strip shall have to be suitable if shaped, bent and jointed as per directive of
site Engineer of DVVNL to give uniform shape above the ground level. The minimum
length of contact of the earthing strip and the equipment / structure should be 100 mm.
in length. The transformer neutral shall be earthed through independent pipe type
earthing and also jointed independently with the earth mat through M.S./ G.I. strip
duly welded. These electrodes shall then be connected to independent M.S. / G.I. strip
riser over M.S. Angle Iron support duly grounded and connected to neutral of the
transformer through independent flexible copper bound of sufficient current capacity.
The angle and M.S./G.I. strip required for transformer neutral earthing shall also be
bent / welded in proper shape as per directive of the site Engineer. The fencing shall
also be connected with the main earth mat mesh by means of M.S. / G.I. strips at an
interval of 10 Mtrs. (Approx.). After making joints / welding, each joint shall be
protected by coating the weld with molten bitumen.
The battery and battery charger alongwith D.C. and A.C. distribution board are to be
erected in the sub-station control room and are to be tested and commissioned. All
A.C. and D.C. wiring for the same is to be done by the contractor.
All the control and switchgear panels are to be properly grouted, erected at the
prescribed locations in the control room as per approved layout. All the A.C. and D.C.
connections are to be made complete in all respect. All the functions / system provided
in these panels should be tested and commissioned by the contractor.

4.10

All the switchyard structures shall have to be fabricated as per RESSPO manual of
drawing or firms drawing approved by DVVNL. If required, modification in the
structure to match with the related equipment and ground level shall have to be carried
out by the contractor, any special structure if required, shall also be fabricated as per
directive of the site Engineer of DVVNL. The fabrication includes cutting, bending,
drilling and welding as per requirement and includes all associated incidental
activities. No extra payment shall be made for all such fabrication work.
4.11 The contractor shall be sanctioned electricity connection for using construction power
on the payment basis at the rates prescribed by DVVNL. The contractor shall pay for
the power used by them.
5.0
CONSTRUCTION OF LINES:
5.1(I) The contractor shall have to arrange all the material for erecting 33 KV lines on 11
meter long Steel Tubular poles or on 9 Mtr. Long PCC Poles. The line shall be of
ACSR 'Dog' conductor on pin fittings. For that all material like rail supports,
conductor, G.I. pins & tension fittings, insulators, steel cross arms, channel & angles,
various types of clamps & hardwares GI Wire, G.S.S. earth & stay wires etc shall be
arranged supplied by the contractor as per technical specifications given in this tender.
The average span of the line shall be 50 to 60 M. in congested area and up to 80
meters in open areas as agreed by the site engineer of DVVNL.
II)
Erection of 33 KV / 11 KV XLPE Power and Control Cable
The 33 KV and 11 KV 3 core XLPE power cable shall be governed by the detail
technical specification given inn tender document.
III)
Lighting:
The control room and the switchyard are to be illuminated adequately to have clear
visibility at every point.
a)
The switchyard and control room lighting shall be governed by detailed technical
specification given in the tender document.
b)
Scope of the contractor.
i)
Contractor shall be responsible for calculating the number and type of light fittings
required for achieving sufficient visibility after taking control room and switchyard
size in consideration. The number and type of fittings shall be decided based on the
switchyard area to be illuminated in consultation with Purchaser.
ii)
Contractor shall be responsible for supplying light fittings and fixtures, laying and
terminating of the suitable power cable from the distribution board to the respective
light fittings.
iii)
In case a junction box is to be installed in the switchyard, its supply, erection
including terminal blocks shall be to contractor's account.
iv)
In control room, the illumination fittings and fixtures shall be so located that sufficient
illumination is available in and around C&R panels.
v)
One no. 63 KVA 11/4 kV transformer has to be supplied and erected on the proper
2 M X 1.5 M X 1 M concrete plinth. The cost of all thee equipments/ material shall be
included in the item of lighting.
IV)
Earthing of the sub-station
Scope & procedure:
Contractor shall lay new earth mat as per standard norms of RESSPO and shall carry
out measurements of the earth mat resistance and in no case it shall exceed 1 ohm.
The contractor shall make new pipe type earthing of transformers, L.As, CTs & PTs
and shall connect it to the station earth mat.

5.2

Sub station T& P:


Scope & procedure:
Contractor shall be supplying the following set of T&P (ISI marked if applicable) at
each of the 33/11 KV substations mentioned in BOQ: One sample of these T&P shall
be submitted before supply to DVVNL for approval. Only after getting the approval
of the sample T&P shall be supplied.
Chain pulley blocks 4 Ton capable of lifting upto ten feet. -1 number
Tirfur capable of pulling 5 Ton load.-1 number
Hand Gloves free size- 2 sets
1 no. Tool Box carrying: pliers of different types, set of various screw drivers, wire
stripers, wire crimping tool of various sizes (4 sq. mm. to 400 sq. mm.), slide wrench,
nose plier, ratchet spanners of various sizes, power operated drill machine, power
operated grinders, box spanners, various sizes and type of files, hexas. Also one no.
each of the following instruments of standard make Motwane/ Meco/ Riken etc.
Motorised cum manually operated 5 kv megger & digital multimeter
Tong tester capable of measuring both DC and AC voltages upto 0.5% accuracy. It
should measure A.C. upto 1400 Amps. and its loop size should be large enough to
insert 100 mm. dia cable in it comfortably.
Torch of three cells. 2 numbers.
Set of drill bits for metal and concrete 1 set
Slings of 2 meter and 6 meter sizes capable of carrying 5 ton load. 1 set.
BUS-BARS CONNECTORS AND CLAMPS
The Bus bar shall be made of ACSR Panther conductor for 33 KV outdoor substation.
The suitable size of aluminium connectors/ Bi-metallic connectors shall be used for
making connection to the equipment terminals. These shall be conventional type. The
surface of the clamps shall be smooth with all edges rounded off.
The Tee & P.G. connectors shall be conventional type extra heavy-duty class tested.
The connectors shall have maximum contact surface with the conductor, extremely
low and stable contact resistance and minimum power loss. These shall maintain
constant force within the connection for the life of the connector/ clamp while
compensating for thermal expansion or grip and increased life span.
An Oxidation inhibitor shall be applied to the surface thereby elimination of
oxidation of metallic surface. The jumper T-clamp is required for connection of drop
down type single conductor jumpers to bus bars and equipment. The normal current
carrying capacity of clamp shall not be less than that specified in the specification.
These connectors shall be used instead of the conventional PG and Tee clamp and
shall be installed by powder actuated tool using cartridges with valid explosive license
issued by Govt. of India State Govt.
Clamps shall be corona free and shall carry an overload of at least 20% over the
rated current of 250 A.
INSPECTION & TESTING:
The major equipments material to be supplied by the contractor or its sub supplier has
to be got inspected and tested by the DVVNL engineers for its quality and quantity
before dispatch to the work site. For that the contractor shall have to follow the
procedures laid down at clause 2.7 to 2.12 of "General Requirements of specification"
annexed with this tender specification. This clause cover the following material: Power transformers, CTs, PTs, LAs, 33 KV VCB, 11 KV VCB & panels, Steel
Tubular poles, Isolators, Fuse sets, Conductors, 11 KV XLPE Cable.
For all other equipments/materials no pre-dispatch inspection shall be done by
DVVNL. However the contractor shall provide copies of routine test results carried

out on the material by the manufacturer to ensure that the material is of prescribed
standard & quality.
Responsibility for successful installation of other equipment accessories purchased but
not mentioned specifically above, and their commissioning shall be on contractor
bidder. For all such items the contractor shall be supplying all material and equipment
required to accomplish the job complete in all respect.
It will be in the best interest of the bidder to visit each and every proposed 33/11 KV
Sub-station site & also see the tentative line routes to access the quantum of work
before quoting the price bid. For that they shall contact respective Dy. General
Manager of the circle.
While executing the job it is quite possible that some of the specified work may not be
carried out due to space/land various technical constraints etc. In such case the
DVVNL may divert this work at some other site if required or may short close the
contract within contractual provisions.
Bill of quantity indicated in the tender is tentative. Actual variation at the site is
possible and it shall be arranged by the contractor for which no payment shall be paid
extra.
Completion Schedule:
The contractor after being awarded the contract must study & plan the details of work
after survey of the site and submit a work plan showing time bound work activities
with yard sticks within 30 days to Engineer of the contract and Dy. General Manager
of the area concerned. The Complete work mentioned in the specification shall be
completed within 3 months from the date of issue of letter of intent for awarding the
contract.

6.0

CONSTRUCTION OF LINES:

6.1
6.2

General
Before taking up the line construction work the contractor shall verify the proposed
line route by jointly surveying with the representative of the concerned CEO. The
exact spotting of the single and multiple structures have to be finalised by the
contractor in consultation with the concerning CEO. For this purpose no topographical
maps prepared by the survey of India shall be provided by UPPCL/DVVNL.

6.3

All those materials required for construction & erection of the lines like, GI pins, G.I.
strips, tension & suspension fittings, aluminium binding wire, various types of
insulators, steel cross arms, MS angles & channels, all type of clamps and hardware,
etc. whose prices have not been asked to be quoted separately in the price schedule but
have been included with the various work activities in the price schedule, shall be
arranged/supplied by the contractor as per the technical specifications annexed with
the tender. The contractor shall take care to include their cost in the relevant columns
of the work activities, as no separate payment shall be allowed on this head.

6.4

The cost of GI /GSS wires and conductor required in bulk for stringing, sagging &
guarding of lines is not to be included in the activity of stringing, sagging & guarding.
The same shall be paid as per prices quoted separately in the price schedule. However
the cost of GI/GSS wire required in other activities like earthing and stays are to be
included in the corresponding activities of the price schedule itself and no separate
payment shall be allowed on this head.

6.5

Right of way and Way leave clearance shall be arranged by the contractor on behalf of
DVVNL in accordance with the work schedule. The contractor will arrange to secure
way leave and Right of way in the restricted area with the help of DVVNL.

6.6

On all important road crossings, the poles shall be fitted with disc type insulators and
the ground clearance of the conductor shall strictly be as per I.E. rules. Similarly
crossing of the line over other power lines & telecommunication lines shall strictly
follow the relevant provisions of I.E. rules 1956. The minimum vertical clearance to
be maintained between any of the power line crossing at same voltage or at different
voltage shall be as specified in rule 87 of Indian Electricity Act.
In case of line crossing the railway line the contractor shall get clearance from
Railway authorities and that portion of line shall be constructed as per regulation laid
down by Railway authorities

6.7

Every pole of new line is to be properly grouted by the contractor and plinth be made
around it as per UPPCL norms. All the fittings, cross arms, insulators and stays are to
be properly fitted/ erected by the contractor.

6.8

Each and every pole of the new line shall be properly earthed by the contractor by
constructing electrode type earthings using 5 mm GI wire and 2500mmx20 mm dia
MS earthing rod. The details are shown in the annexed drawings. The cost of the same
shall be included in the price quoted for poles/supports.

6.9

Lopping & chopping of trees, if required for erection of line shall be the responsibility
of the contractor.

6.10

All the materials like steel sections, masonry material i.e. Cement, Sand, Coarse Sand
etc. and paints are to be arranged by the contractor and no separate payment shall be
made for these items.

6.11

Adequate number of stays shall have to be provided on the angle support, section and
terminal supports to balance the sideward pull. For that stay sets or strut stays as
suitable shall have to be provided by the contractor as per standard norms of UPPCL.
The stay sets shall comprise GI stay rod, GI anchor plate, stay wire 7/10 SWG for 11
KV line and 7/8 SWG for 33 KV line, turn buckles, break insulators and stay clamps.
The cost of all these items shall be included in the relevant activities appearing in the
columns of the price schedule.

6.12

Every new support shall be provided with pole nameplate, danger plate and barbed
wire wrapped at prescribed height up to 900 mm length (Anti climbing device) in
accordance with the UPPCL drawings.

6.13

Stringing and sagging of the conductor and earth wires shall be done properly by the
contractor so that all poles remain erected vertically and no insulator is tilted. Proper
binding of conductor on the insulators and proper tightening of the nut bolts of the
cross arms, bracings, guarding angle and clamps must be ensured by the contractor.

6.14

The steel V-type cross arm of MS channel 100x50x6 mm shall be used for 33 KV line
on Dog conductor and 11 KV line on Raccoon & Dog Conductor. In case of 11 KV
line on Weasel & Rabbit Conductor MS angle of 65x65x6 mm shall be used to
fabricate the cross arms. The center-to-center hole for 33 KV & 11 KV cross arms
shall be 1525 mm and 1070 mm respectively.

6.15 While constructing the 33 & 11 kV lines on roadside having inadequate electrical
clearances between pole & buildings the feasibility of fixing projected bracket
fabricated by suitable size of M.S. Angle & Channel with its supporting bracing on the
existing poles may be explored. In case it becomes feasible, the line may be erected on
fittings & insulators to be fitted on such brackets. The cost of these brackets shall be
charged as per the prices quoted in the relevant column of price schedule.
7.0
7.1

33 KV lines:
Prescribed size of conductor shall be used to construct 3 phase 3 wire 33 kV lines. The
33 kV line shall normally be constructed on pin insulators and 11 m long Steel
Tubular Poles (410-SP-55)/ 9m. long PCC poles using ACSR Dog conductor. In some
cases it shall be constructed on suspension insulators on 13 m. long 105lbs steel rails
using ACSR Panther conductor for which cross arms of M.S. channel 125x65 mm
shall be used. However every road crossing shall essentially be done on 11 mt. long
ST poles in case the line is constructed on PCC poles.

7.2

String insulators shall be used at every section support structure.

7.3

Four numbers parallel GSS earthwires (guarding wires) of size 7/3.15 mm shall run
below the conductor and shall be supported on M.S. angle of prescribed size. Cross
lacings of 5 mm GI wire shall be provided at every 4 M. interval on normal route of
the line and at every 1 M. interval at sensitive places like road crossings. The cross
wires/ lacings shall be bent in U shape and their ends shall be clamped with the
parallel guard wires by proper binding.

7.4

The span of the line for 33 kV shall be 50 to 60 M. in congested area and up to 80


meters in open areas as agreed by the concerned CEO.

7.5

Stay of size 20x1800 mm with 7/4.0 mm stay wire shall be used in 33 KV lines
supports wherever required.

7.6

All the poles shall be earthed by electrode earthing.

8.0
8.1

11 KV lines:
Prescribed size of conductor shall be used to construct 3 phase 3 wire 11 kV lines.
The 11 kV line shall normally be constructed on pin insulators and 11 m long Steel
Tubular Poles (410-SP-55) or 9/8.5 Mtr. Long PCC Poles using ACSR Raccoon
conductor for main lines and ACSR Rabbit conductor for the tapping lines meant for
feeding the DT substations.

8.2

Disc insulators shall be used at every section support structure.

8.3

Two number parallel 5 mm GI wire shall run below the conductors as earth wire
(guarding wire) and shall be supported on M.S. angle of prescribed size. Cross lacings
of 5 mm GI wire shall be provided at every 4 M. interval on normal route of the line
and at every 1 M. interval at sensitive places like road crossings. The cross wires/
lacings shall be bent in U shape and their ends shall be clamped with the parallel
guard wires by proper binding.

8.4

The span shall range from 50 to 60 M for 11 kV lines.

8.6

Stay of size 16x1800 mm with 7/3.15 mm stay wire shall be used in 11 KV lines
supports wherever required.
All the poles shall be earthed by electrode earthing.

9.0

GENERAL ITEMS TO BE SUPPLIED UNDER THE SCOPE OF TENDER:

I)

Fire Fighting System


All the equipments in the yard and control room, including oil filled equipments, are
to be protected by portable fire extinguishers. These fire extinguishers are to be put at
appropriate locations in and around control room and switchyard at specified
locations. The quantities of portable CO2 and DCP type fire extinguisher to be
installed at one substation shall be governed by detailed technical specification given
in the tender document. The payment for the same shall be made as per price schedule.
The contractor must be quote the refilling charges of the extinguisher in the schedule
of spares annexed in the tender documents.

II)

Station Transformer:
Station transformer shall be supplied, erected and commissioned on the double pole
structure of 8.5 Mtr. Long PCC Poles in the 33/11 kV substation switchyards. The
work includes supply & erection of 11/0.4 KV 63 kVA transformer, double pole,
channels, angles, GI pin with insulators, ladder frame, clamps with packing pieces,
nuts, bolts off size including all the materials and the grouting, plinthing, painting
etc. of double pole. The transformer shall be energized through 11 kV 3x35 sq.mm.
XLPE cable emanating from 11 kV station transformer panel. 4 no. outgoing cables of
1x50 sq.mm shall be used to connect to AC distribution board & other switchyard
lighting points. The cost of all the above mentioned work shall be covered under the
relevant column of the price schedule. However separate payment for installation of
11 kV TPMO & DO fuse set shall be made, as per the prices quoted for these items in
the price schedule.

III)

Lighting of 33/11 kV substations:


a)
The switchyard and control room lighting shall be governed by detailed
technical specification given in the tender document.
b)

Contractor shall be responsible for providing sufficient visibility in control


room and switchyard. The number and type of fittings shall be as per the
provisions of detailed technical specification annexed.

Contractor shall be responsible for supplying and mounting of light fittings and
fixtures, laying and terminating of the suitable power cable from the AC distribution
board to the respective light fittings. He shall also supply & commission the junction
boxes and terminal boxes in the switchyard if so required.
In control room, the illumination fittings and fixtures shall be so located that sufficient
illumination is available in and around C&R panels.
The concerned CEO has discretion to divert some of the lighting fixtures to other
substation site if so required. The contractor shall execute the work accordingly.

Sub station T&P:


Contractor shall be supplying the following T&P :( ISI marked wherever applicable)
Chain pulley blocks 4 Ton capable of lifting up to ten feet. -1 number
Tirfur capable of pulling 5 Ton load -1 number
Hand Gloves free size- 2 sets
Tool Box carrying: pliers of different types, set of various size screw drivers, slide
wrench, ratchet spanners of various sizes, box spanners, wire stripper, lug crimping
tool of various sizes (35 sqmm to 400 sqmm), various sizes and type of files,
hacksaws, hand operated Megger 2.5 kV, digital multimeter, Tongue tester capable of
measuring ac currents up to 1000 amp. and voltages up to 650 V up to the accuracy of
0.5%. - 1 number each.
Torch four cells - 2 numbers
Slings of 2 meter and 6 meter sizes capable of carrying 5 ton load. - 1 set.

13.0

CIVIL WORKS:
The contractor shall also be responsible for constructing all the plinths & foundations
and other switchyard structures & equipments. In case of any modification required
for these at existing 33/11 kV sub station, the contractor shall carry out the necessary
work. The payment for all these activities shall be governed by the price schedule
under the head ELECTRICAL WORKS.
