An increase in K-8 school taxes
for the 2016-2017 school year will
raise taxes for Shamong residents.
The Shamong Board of Education unanimously approved the
2016-2017 school budget at its May
3 meeting. The average assessed
home at $308,080 will see an increase of $120.95 in K-8 school
taxes.
The general fund expenditures
for the 2016-2017 school year will
total about $14.2 million, a 1.18
percent increase over last year. Including special revenues and debt
service, the total is $15.3 million.
With the debt service aspect of
the budget, there is a 2.81 percent
increase in the tax rate.
The debt owed by the district is
in large part due to the unauthorized early retirement plan from

Tyrrell was looking for her silver
lining.
Tyrrells father had passed
away from cancer, and the Shamong resident wanted to turn
this tremendously negative event
into something positive. She
came across Medfords Relay for
Life, signed up and has never
looked back.
I think cancer is something
that makes you feel alone a lot of
times. This makes you feel like
youre not alone, Tyrrell said.
And if youve lost someone,
theres other people here going
through the same thing. Its really
helpful in that way.
Tyrrell now serves as the volunteer event chair for Relay for
Life Medford-Mt. Laurel. Medford
has hosted the fundraiser for 15
years. Mt. Laurels event started
five years ago. This is the first
year the two towns have merged.
Its a really great event where
the communities come together.
There are survivors. There are
caregivers. There are young kids
and older people, Tyrrell said.

June 4, and runs through 6 a.m.
on Sunday, June 5, at the track at
Lenape High School, 235 Hartford
Road. Teams sign up, fundraise
and, at the event, walk laps
around the track.
Relay for Life was started by a
doctor who was suffering from
cancer, Tyrrell said. The reason
why it runs overnight is because
cancer never sleeps. Its to be
there for those people who are
awake in the middle of the night
because theyre scared or dont
know whats going to happen.

ast week, state education officials held two hearings to discuss the potential of moving
middle and high school start times to
later in the day. Proponents of the
measure say kids need their sleep, and
delaying the opening of schools will
help in that regard.
The American Academy of Pediatrics has recommended students start
class no earlier than 8:30 a.m., which is
why the Legislature passed a measure
last year to study the feasibility of
changing the states laws. Reports indicate that 85 percent of New Jerseys
schools start before 8:30 a.m.
Doctors typically recommend teens
get eight to nine hours of sleep per
night. Most teens arent getting that
much sleep.

But is that realistic?
If classes start at 7:30 a.m., for example, teens would have to wake up about
an hour earlier, at 6:30 a.m., to allow for
the typical morning routine and travel
to school. To get the recommended
nine hours of sleep, this same teen
would have to shut his or her eyes by
9:30 p.m.
Yeah, right.
Adolescents naturally go to bed later
as they grow older; their hormones

keep them up and active at later hours.


In addition, weekday school activities
such as sports, theater and other
clubs take up more of their time immediately after school ends and also at
night, making it even harder for early
bedtimes to occur.
So is it really fair that as the day
grows longer for teens, we ask them to
wake up and be ready at the same time
as when they were in elementary
school and could easily be in bed earlier?
We dont think its fair or healthy,
for that matter.
We believe our states education officials should follow the recommendations of the AAP and push school start
times to 8:30 a.m. for middle schools
and high schools throughout New Jersey.

Budget approved with slight tax increase


Residents with average assessed home will pay $61.60 more a year in municipal taxes

Shamong Township residents will see a
slight increase in municipal taxes this
year.
The Shamong Township Committee
unanimously passed the 2016 municipal
budget at the Tuesday, May 3 meeting. Shamong residents living in the average assessed home of just less than $308,000 will
pay an extra $61.60 in annual municipal
taxes.
The budget will see a two-cent increase
in the local purpose tax, from 6.4 cents to
8.4 cents, Township Auditor Robert Inverso
said. He also said the budget is well within
the appropriation cap and the levy cap does

not apply for less than 10 cents.


After obtaining $3.24 million in revenue
last year, the township is now anticipating
$3.17 million in 2016. However, this drop of
more than $69,000 will likely be significantly decreased by extra revenue that is anticipated by the township. The township doesnt build this number into the budget because it doesnt have an established number yet, and the administration views it as
a nice addition to the surplus down the
road.
Revenues and appropriations are relatively the same as last year at $3.17 million.
There is also a difference in surplus for
this year. The surplus anticipated in 2015
was $1.2 million, and this year it is $1.1 million because the available surplus is $1.15

million, according to Inverso.


If it is a good budget, you replace your
surplus. The challenge is going to be getting that $1.1 million back this year, Inverso said.
At the previous committee meeting,
township officials let residents know it had
received a $220,000 grant from the state Department of Transportation to repair Oak
Shade Road and a $150,000 Burlington
County Municipal Park Grant, which the
committee plans to put toward the
repaving of the tennis courts at Dingletown and also the tennis and basketball
courts at Stony Creek.

Relay for Life has grown to include 4 million people in more


than 20 countries. Its the largest
grassroots fundraising event for
the American Cancer Society.
And while some of the money
raised goes toward research, a
large portion stays in the communities where it originated.
It is earmarked to go back to
the services provided in Burlington County, Tyrrell said.
These American Cancer Society services include Roads to Recovery, where volunteers give
rides to those going to chemotherapy or treatment, and Look Good
Feel Better, which helps teach
women undergoing treatment
how to cope with skin changes
and hair loss by teaching scarftying, makeup applications and
more. There is also (800) 227-2345,
the 24-hour help line to give answers to those facing cancer.
They can get information on
anything insurance questions,
clinical trials, what to expect in
their treatment, Tyrrell said.
Relay for Life Medford-Mt. Lau-

rel kicks off with an opening ceremony. Cancer survivors walk the
first lap together, and then caregivers join for the second lap.
Teams set up tents inside of
the track to act as home base for
the overnight event. They bring
their own food, but there are also
on-site vendors. There are games
and activities the entire time, too.
Last year, we were playing
kickball at 3 oclock in the morning, Tyrrell said with a laugh.
At 9 p.m., a Luminaria Ceremony is held, with white candle-lit
bags lining the track.
The Luminaria Ceremony is
just so special, Tyrrell said. The
bags are in honor of survivors or
in memory of people we have lost,
with names on them. At our
event, we have a bagpiper come in
and play, and all the lights are
turned off on the track.
These bags can also be purchased before the event for a $10
donation, which is part of the
fundraising efforts by the participating teams. The American Cancer Society hopes each individual
taking part raises at least $100.
The Relay for Life Medford-Mt.
Laurel has raised $36,253.69 as of
last week, with 33 teams and 220
participants. The goal is 56 teams
and $120,000.

We set the goal based on what


Mt. Laurel individually raised
last year and what Medford
raised. It might have been a lofty
goal considering we merged,
Tyrrell said.
But there is still plenty of time
to sign up and start fundraising.
Participants dont have to live in
Medford or Mt. Laurel to take
part. The Shamong Strutters recently signed up. Team McDonald
is based in Tabernacle. Schools
are involved, too. For instance,
Seneca High School students have
donated thousands in the past.
Tyrrell also wants people to
know they can come enjoy the
event without signing up, although to participate and stay
overnight, registration is required.
If people want to come and
check it out and see what its
about, theyre more than welcome, Tyrrell said. Hopefully,
theyll get bit by the bug and
come back next year with a
team.

Marie Goodwin. This issue surfaced about a year ago when the
state Division of Pensions and
Benefits, which oversees all pensions and benefits for public employees, argued that Shamongs
early retirement benefits program was never properly approved by the state, and therefore
the district now owes the state
money.
The program was approved by
the Shamong BOE in November
2004 to incentivize early retirement of employees to save money.
However, New Jersey court cases
in the past have interpreted the
state statute to mean that boards
of education cannot negotiate
early retirement incentive programs without first having state
approval.
The board plans to use its
$200,000 of bank cap to put toward
this. The pension liability in total
will be $646,817, so this $200,000

payment will only cover a portion


of the penalty. Without this penalty, the tax rate increase would
have been less than 1 percent for
this year, officials said.
The budget continues all programs, including athletic and extracurricular activities. It also
supports increases in technology.
The 2016-2017 budget was unanimously approved by the board 40, with Jeffrey Siedlecki being the
only board member absent that
evening.
In total, the average Shamong
homeowner with a house valued
at $308,080 will pay about $250
more in property taxes this year,
when considering municipal and
school tax increases. The K-8
school districts budget will see
an average increase of $120.95,
the Lenape Regional High School
Districts proposed budget includes a $62.94 average increase
and the municipal tax increase
was approved at a $61.60.
