[ STATEMENT OF PROBABLE CAUSE / NARRATIVE ]


On 08/06/15, between 1230 hours and 1530 hours, Karen Passmore died at 6839 Trail Ride North in Milton, Florida,
within Santa Rosa County. An investigation into the death was conducted by the Santa Rosa County Sheriff's Office. The
facts supporting probable cause, that the death of Karen Passmore was caused by the culpable negligence of Jackie
Passmore, are as follows:
Detective Burris responded to the scene to investigate. The decedent died in her bed. The decedent's bedroom smelled of
trash and rotting flesh. There were gnats swarming through out the room around old food and bags of soiled adult
diapers. The decedent, Karen Passmore, was found to be extremely emaciated, filthy, and having numerous pressure
ulcers (bed sores). The worst of the pressure ulcers were infected and gangrenous. One of the wounds appeared to have
been dressed using disposable shop towels and painter's tape. It was immediately apparent that the decedent had critically
needed medical care.

Through consensual interviews with Jackie Passmore and


, it was learned that Karen Passmore was a
fifty-seven years old disabled female. Karen Passmore had suffered a massive stroke after giving birth to Jackie Passmore
in 1993. Since the stroke, Karen Passmore had been completely disabled. She was unable to care for herself or complete
daily living activities unassisted. Karen Passmore had been primarily bed ridden and had limited communication skills.
She could not bathe herself or use the toilet. She had to be assisted 24 hours a day. Karen Passmore could feed herself
using gross motor skills, but only after being provided food someone else had prepared for her. She also wore adult

diapers, and relied on others to change the adult diapers when they were soiled. Due to these facts, Karen Passmore was a
"vulnerable adult" as defined by F.S.S. 415.102(29) and a "disabled adult" as defined by F.S.S. 825.101(3).
Through consensual interviews with Jackie Passmore and
it was learned that twenty-one years old Jackie
Passmore was the primary caregiver for Karen Passmore. Karen Passmore's husband had cared for her from the time of
her stroke, until his death in July, 2014. At that time, Jackie Passmore assumed responsibility for the care of Karen
Passmore. Jackie Passmore does not work outside of the home.

Passmore stays home to care for Karen Passmore and assist in her daily living activities. Due to these facts, Jackie
Passmore was Karen Passmore's "caregiver" as defined by both F.S.S. 415.102(5) and F.S.S. 825.101(2).
During a consensual interview of Jackie Passmore, she said that on 08/06/15 Karen Passmore was seen alive by
around 1230 hours. Jackie Passmore found Karen Passmore deceased around 1530 hours.

current physical condition. Jackie Passmore said that she fed Karen Passmore adequate amounts of food several times a
day. Jackie Passmore also said that she changes Karen Passmore's adult diapers several times a day, as needed, and bathes
her daily. As to Karen Passmore's pressure ulcers, Jackie Passmore acknowledged she was aware of a couple of them.
Jackie Passmore said she had been treating and dressing the ulcers, and the ulcers were healing. However, Karen
Passmore had not seen a doctor in a year. The only exception being an emergency room visit approximately six months
prior due to weight loss concerns. Jackie Passmore said the reason Karen Passmore was not under a doctors care was due
to issues obtaining and utilizing health insurance.

On 08/07/15, an autopsy was performed on Karen Passmore by Dr. Minyard of the Medical Examiner's Office. The
decedent was weighed. Her weight was 58.5 pounds. During the autopsy, it was discovered that the decedent had many
more pressure ulcers visible once the adult diaper was removed. These ulcers were so decayed that all tissue was gone and
bone was exposed. The decedent's groin area, to include vagina and anus, were red and irritated. Within her pubic hair,
suspected insect larvae and food particles were collected. Once the dissection began, it was apparent to Dr. Minyard that
the decedent had pneumonia. There was also a large area of infection on the right interior of the chest cavity.

On 08/11/15, Jackie Passmore and

met me at the Major Crimes office for follow up interviews.

I conducted a sworn recorded interview of Jackie Passmore. I advised her of her Miranda Rights. She acknowledged her
rights and agreed to speak with me without an attorney present. I explained what had been observed in the autopsy. I then
asked that Jackie explain to me the care she had been giving to Karen Passmore. Jackie said that she fed Karen several
times daily. She also said that Karen drinks several large glasses of fluid daily. Jackie said that Karen began losing weight
before Billy Passmore died. Karen weighed about 100 pounds when Billy Passmore died. However, her weight loss has
accelerated in the last few months. When Jackie was having problems with Karen's weight loss, and insurance coverage,
Jackie contacted DCF case worker Winters. Winters provide public service agency and doctor phone numbers, as well as,
providing diapers and Ensure. I asked about Karen Passmore's physical and mental abilities. Jackie described Karen as
being totally dependent on Jackie for everything except feeding herself. Karen could communicate some with Jackie, but
Karen was not very verbal in her communication. Jackie said she would change Karen's adult diapers 7 to 8 times a day.
She would also bathe Karen at varying intervals ranging from once a day, to every other day. I told Jackie about the
pressure ulcers observed on Karen. Jackie said she did not know the ulcers were that bad. She said the ulcers began to
develop about 3 weeks earlier. Jackie had not sought medical attention for the ulcers because of the health insurance
issues Jackie was trying to get resolved. Jackie would treat Karen's ulcers by rinsing them with salt water, and applying
bandages to the wounds. Jackie had run out of bandages, and began using paper towels to dress the wounds. Jackie said
she had not noticed how bad the ulcers were. She said the smell coming from the wounds was believed to be from wetting
the bed. I then asked about Jackie changing Karen's diapers. Jackie said she changes the diapers in a similar manner to

changing a baby's diapers. Also, Jackie would wipe urine and feces from Karen's genitals and anus. I described the
condition Karen's genitals were found in. Jackie said she did not notice the redness or irritation. Jackie did not give any
definitive explanation for how Karen Passmore's wounds and ailments were over looked.

On 10/15/15, the Medical Examiner's report, from Karen Passmore's autopsy, was received. The cause of death was listed
as "combined effects of acute pneumonia and arteriosclerotic cardiovascular disease." The contributory cause was "adult
neglect by caretaker." The manner of death was "homicide."

Based on the information gained about Karen Passmore through interviews and observations, she was a disabled adult
who had physical limitations that restricted her ability to perform the normal activities of daily living. Karen Passmore
suffered from neglect as defined by both F.S.S. 415.102(16) and F.S.S. 825.102(3)(a)1. Jackie Passmore was responsible for
Karen Passmore's neglect. Karen Passmore died as a result of the neglect. The neglect rises beyond a level of failure to use
ordinary care. There was such an entire want of care that it was gross, flagrant, and a reckless disregard for human life.
