Federal
Government,

aptitude to provide the best service to the nation.
The

Commission

is

fully

committed

to

substantiating its key performance indicators in


the selection of the best candidates for the civil
services through Competitive Examination and
professionals for ex-cadre positions in the Federal
Government through professional/screening tests,
in line with modern quality intake methods.
A focus on deliverables

and a systematic

targeting of performance to achieve desired


results are the major attributes of the ongoing
segments of recruitment, which would continue. It
has been noticed that leadership and soft skills
are becoming increasingly rarer in the careers of
our young generation and are instead being
replaced by emotional personality traits. It is the
FPSCs mission to narrow down this gap.
The Commission is ready to switch from manual
to E-Government in all its day to day operations.
Automated technology provides an integrated
environment that will enhance the performance of
the Commission.

FPSC Chairman Called on Prime Minister


of Pakistan
Mr. Naveed Akram Cheema, Chairman Federal Public
Service Commission, called on the Prime Minister of
Pakistan, Mian Muhammad Nawaz Sharif, on 08th
October 2015 at Prime Minister House Islamabad.
During the meeting, he discussed various pertinent
organizational issues relating to the FPSC. The Prime
Minister expressed hope that high standards of merit
will be observed under the Chairmanship of Mr.
Naveed Akram Cheema at the Federal Governments
human resource agency to improve the performance
of the public sector.

Farewell Party in Honour of Outgoing


Chairman FPSC and Senior Officers
A graceful farewell party was arranged on 17th
November 2015 at Islamabad Club in honour of the
outgoing Chairman FPSC Major General (R) Niaz
Muhammad Khan Khattak HI (M) on the completion of
his tenure. Chairman FPSC Mr. Naveed Akram
Cheema, Members and Senior Officers of the
Commission attended the party. The Commission
expressed a profound sense of admiration for the
leadership, policy inputs and splendid services of the
Ex-Chairman in the selection of quality human
resource for public service.

Another farewell party was arranged on 12th


November 2015 at FPSC Headquarter Islamabad in
honour of the Senior Officers of the Commission who
retired on attaining the age of superannuation, i.e., Mr
Azmat Hayat Malik, Director, Mr Mahmood Alam
Rana, Senior Private Secretary, Mr Abdul Samad,
Senior Private Secretary, Mr Sain Faqir, Deputy
Director, Mr Shujjat Hussain, Deputy Director, Ch.
Saleem Khan, Deputy Director and Mr Muhammad
Shamraiz, Deputy Director. The party was attended by
the Chairman, Secretary and Senior Officers of the
Commission. The Chairman FPSC appreciated their

valuable contribution in various activities for


improvements in the recruitment system of FPSC.

Workshop for Officers of Public Service


Commissions of SAARC Member States
In pursuance of decisions taken at the 4th meeting of
Chiefs of Public/Civil Service Commissions of SAARC
Member States, the Union Public Service Commission
of India organized a workshop on ICT and Post
Examination aspects of data management on 1-2
November 2015 at New Delhi (India). At the invitation
of the SAARC Secretariat, Dr. Syed Hyder Ali, DG
(Recruitment), represented FPSC at the workshop.

Governance Forum, Expo-2015

Pakistan

The Ministry of Planning, Development and Reforms


organized the Pakistan Governance Forum-Expo 2015
on 31st December, 2015 at the Auditorium of
International Islamic University Islamabad to share the
performance and achievements of the Government as
well as hold a Job Fair to bring qualified Pakistani
youth and employers under one roof, providing them
with an opportunity to interact with each other. The
Federal Public Service Commission also participated
with a team of Officers headed by Mr. Amin-urRehman, Deputy Director. FPSCs team highlighted
useful information about career opportunities available
under the Federal Government and briefed intending
candidates and the general public about online
registration for the CSS Competitive Examination and
General Recruitment as well as about different stages
of the Selection System of FPSC.

Meeting for Timeline Segments of General


Recruitment
A series of meetings was held on 6th October, 2015
and 20th October, 2015 for the purpose of identifying all
the activities involved in the process of recruitment and
formulating a timeline for various segments of General
Recruitment. Chaired by Secretary FPSC with detailed
presentations delivered by Chief IT, the meetings
provided a platform for discussions on streamlining the
recruitment process with a view to curtailing time and
making the recruitment procedures more efficient.

Meeting of Steering Committee for Online


Recruitment System Project (Phase-II)
Two meetings of the Steering Committee for Online
Recruitment System Phase-II were held on 2nd
November, 2015 and 11th December, 2015 which were
chaired by Mr. Akhlaq Ahmed Tarar, Member FPSC.
The meetings were attended by Senior Officers of the
Ministry of IT and all Heads of the Wings/ Directorates
of FPSC. Policy decisions regarding the project were
taken in the meeting.

Updates on CSS Competitive Examintaion


i. Psychological Assessment and Viva Voce for
Competitive Examination-2015

Psychological Assessment of the candidates of


Islamabad (Phase-I), Lahore (Phase-I) and Multan
centres was held from 11th November, 2015 to 1st
December, 2015, 4th December, 2015 to 28th
December, 2015 and 29th December, 2015 to 5th
January, 2016, respectively. Viva Voce of the
candidates of Islamabad (Phase-I) and Lahore
(Phase-I) centres was held from 01.12.2015 to
15.12.2015
and
28.12.2015
to
14.01.2016,
respectively.

Final Passing Out Examinations


A schedule for conducting the Final Passing Out
Examinations-2016 for 11 Occupational Groups/
Services (except Commerce & Trade Group for which
no fresh or failed probationer was available) was
issued on 4th November, 2015. Accordingly, time
tables and admission certificates were issued to the
concerned Academies/Ministries to deliver the same
to the probationers of Foreign Service of Pakistan,
Police Service of Pakistan, Inland Revenue Service,
Postal Group and Office Management Group.

Other Competitive Examinations


(i) The Commission announced the final result of 7
posts (open merit=06, women quota=01) of Civil
Judge-cum-Judicial Magistrate (BS-18) in Gilgit
Baltistan Judiciary. Out of 28 written qualified
candidates, 22 candidates finally qualified after the
interview; and the nomination of 7 candidates was
issued on 11th December, 2015.
(ii) Competitive Examination for 4 posts of Assistant

A public notice was published in leading newspapers
to invite applications for CE-2016. The last date for

General Recruitment for Ex-Cadre Positions


The Commission performed following activities for
recruitment against ex-cadre positions requisitioned
by various Ministries/ Divisions/ Departments during
the 4th quarter (October-December) 2015:i)
Recruitment Rules
The Commission processed the Recruitment Rules of
190 cases. 19 cases were approved and 171 cases
remained under process for lack of certain requisite
documents.
ii) Advertisements
The

iii) Test Schemes and Syllabi
Test schemes and syllabi outlines for 66 recruitment
cases against 159 posts were approved by the
Commission and these were placed on the FPSC
website for the information of the candidates.
iv) Professional/Screening Tests (Phase-IV/2015)
The Commission conducted professional/screening
tests (phase-IV/2015) for ex-cadre posts in BS-14 and

vi) Ministry/Division/Department-wise Selection


Recommendations of 324 officers/officials in BS-14 to
BS-19 for various posts were made in following
Ministries/Divisions/Departments:-

Karachi, Lahore, Peshawar, Quetta, Multan, Sukkur,


D.I.Khan and Gilgit. Out of 140,180 applicants,
82,065(59%) appeared in these tests.

vii) Alternate Nominations
Occasionally, principal nominees recommended by
the Commission do not join due to one reason or the
other. The Commission recommended 19 alternate
nominations against such posts in BS-14 and above,
who were next in merit on the waiting list.

FPSC Online Services for Recruitment


The IT Wing provided the following technical services
for the smooth conduct of examinations/tests.
(i) CSS-2016 Online Applications
100% of the applications for CE-2016 were
invited online during the month of October, 2015.
IT Wing managed the application software and
ensured

its

smooth

operation

for

the

convenience of the candidates. Pre-scrutiny


eligibility reports for CE-2016 were generated to
convey the deficiencies to the applicants before
the start of the examination.
(ii) Competitive Examination-2015
Summary bio-data of 379 written qualified
candidates of CE-2015 were generated for the
Viva Voce Board.
(iii) General Recruitment
In response to Consolidated Advertisement Nos.
10, 11 & 12/2015, 9021 applications were
received online and the data output was
forwarded to the Recruitment Wing to conduct
the examinations/tests. Attendance Lists/Sheets,
necessary reports pertaining to 139,738
candidates and reports for Descriptive
Examinations and Assistant Private Secretaries
Tests were also generated.
(iv) Professional and Promotional Examinations
The data of probationers of Services/Groups
Foreign Service of Pakistan, Police Service of
Pakistan, Inland Revenue Service, Postal Group

schedule of tests, interviews, personal hearings,


etc.
(vi) Assistance to Control Room/Facilitation
Centre and Provincial Offices
In order to effectively respond to the queries of
candidates, all required information pertaining to
General Recruitment (Phase-IV/2015) was
provided to the Control Room established at the
FPSC Headquarter Islamabad. 7835 phone calls
and 5219 e-mails were received and
appropriately responded by the Facilitation
Centre. Similarly, basic information about the
candidates was also shared with all the
Provincial/ Regional Offices of FPSC.
(vii) Online Services and Web Management
Following online and allied services were
provided in English/Urdu through the FPSC
website www.fpsc.gov.pk for convenience of
the applicants:a) Facility to view/ download/ print online
admission certificates including Roll no, date
& time of test, centre-wise details, etc. was
provided to 140,180 candidates for general
recruitment (phase-IV/2015) of professional/
screening tests held in December, 2015.
b) Placement of consolidated advertisements
Nos 10, 11 and 12/2015.
c) Inviting
online
applications
against
advertised posts.
d) Placement of syllabi, press release, Annual
Report of FPSC, Newsletters, Tender
Notices and other related information for
general public and candidates.
e) Lists of pre-selected candidates, interview
schedules and nominations of candidates,
etc. were also uploaded.
(viii) SMS Based Information Delivery System
A total 227,000 SMSes were sent to the
candidates on their mobile phone numbers

and Office Management Group was processed

(v) Intimation through E-mails
More than 3921 e-mails were sent to the
candidates on their given e-mail addresses

Right of Appeal for Aggrieved Candidates


Under Section 7(3) of the FPSC Ordinance 1977, the
candidates, who are un-satisfied with the decision of
the Commission have a right to file appeals/petitions
etc. in the High Courts/Tribunals of competent
jurisdiction throughout the country. Latest statistics on
