Team Description
WaterAid is an international non-governmental organisation. Our mission is to
transform lives by improving access to safe water, sanitation and hygiene (WASH) in
the worlds poorest communities.
WaterAid launched its programme in Pakistan in 2006. Our programme focus in the
coming five years will be sustainable WASH services, improved sector
governance and coordination, cross integration of WASH with other social
sectors and WASH legislation and prioritisation for many poor people through
direct services and millions more through our influencing work.
Job Purpose:
The position holder reports to the Country Representative (CR) and will be a
member of the Senior Management Team. You will provide strategic leadership and
take responsibility for finance function across the organization. This will be achieved
by supporting CR in ensuring the effective application of Water Aid financial policies
and procedures in collaboration with other members of the Senior Management
Team and the UK head office. You will play a pivotal role in ensuring sound financial
management at WAP by helping management in effective internal controls and
supporting partner organisations to operate according to WAs financial management
framework using Value for Money (VFM) principles.
Key working relationships:
Internal: Country Representative, SMT, Budget Holders, staff of Water Aid
in Pakistan and WA UK Finance team.
External: Partners, consultants, Auditors, sector stakeholders and other
NGOs.

Job description

Key Accountabilities
Financial planning at CP level

Proactively contribute to the strategic planning for the Country Programme.


Develop effective financial strategies, plans and policies to support the
strategic plan in consultation with CR and other SMT members

Support the programme team leads in preparing budgets with precision


Critically review the prepared budgets including budgets for proposals to
donors for efficacy, VFM and total cost recovery
Apprise CR in advance of any anticipated financial risks
Lead the financial forecasting process to produce relevant, accurate, and
timely financial forecasts in collaboration with CR.
Manage fund transfers to ensure funds are always available for WaterAid
offices and partner activities, but are within permissible limits.

Financial reporting

Ensure that relevant reconciliation, consolidation and financial reports are


completed accurately, on time and submitted as appropriate.

Review actual expenditures and feedback to budget holders on monthly basis


to seek their views on over/under budget utilization and agree on a way
forward with CR.
Generate financial reports for CR, UK Office, SMT, statutory requirements,
and external donors
Lead the financial year end processes

Financial reporting

Ensuring compliance of the approved financial management policies,


procedures, systems, and tools across the organisation.

Internal controls and risk management

Ensure required financial policies and guidelines remain current and applied
across the country programme
Ensure WaterAid assets are adequately safeguarded, and report to Country
Representative of any financial irregularities
In consultation with CR, develop and implement financial risk assessment
processes to ensure risk is appropriately identified and mitigated, and
financial compliance achieved.
Responsible for regular WAP risk register updation through all SMT members
on a periodic basis.

Job description

Ensure all data is accurate, complete, and relevant for WaterAid, donor, and
budget holder information requirements

Partner financial monitoring & technical assistance

Facilitate assessments of partners financial and administrative ability and


assist in building their capacity to develop internal financial systems
Report to CR on status of existing partners financial controls and risk
assessment

Audit

Facilitate and co-ordinate the external and internal audit in collaboration with
SMT.
Support CR in the development of action plans based on both external and
internal audits recommendations.
Coordinate donor audits and share findings with CR and with other SMT
members where required.

Value for money

Lead the specification, selection, and implementation of accounting processes


and systems to ensure they meet WaterAids financial management needs in
a cost-effective manner
Ensure value for money in all the financial transactions and assert it as part of
the organisational culture making.

Developing finance systems

Review and suggest changes in the financial policies to CR and where


required SMT
Develop and/or improve financial information systems through a consultative
process

People management:

Lead, manage, motivate, and develop team members in order to maximise


their contribution to the team, organisation, and their own professional
development
Manage the performance and development of staff to create and maintain an
effective, motivated team
Other Professional Expectations:

Develop and maintain effective working relationships with all SMT members to
understand their financial support requirements and provide trainings where
required.

Job description

Maintain up to date knowledge of financial legislation and good practice to


ensure that the Country Programme complies with all legal requirements and
proactively stays at the forefront of financial management practice.

Maintain oversight of the country programme funding position and grant


management.

Masters or an advanced
degree in a Finance
