Powers and Functions:
General:
Prepare management framework
- Approve local plans
- Review and monitor implementation of plans
Specific:
- Develop mechanism for imposition of sanctions
- Manage fund
- Review incentive scheme
- Formulate education promotion and campaigns
- Establish standards, criteria and guideline for rates and charges for the
operation of facilities
- Develop safety nets and livelihoods for affected sectors
- Formulate and update a list of non-environmentally acceptable materials
- Encourage private sector initiative and community participation
In coordination with LGUs:
- Coordinate operations
- Assist in the preparation, modification and implementation of plans
- Develop a prototype to help LGUs meet national framework requirement
- Provide technical and capability building assistance
- Encourage LGUs and agencies to patronize recycled and recyclable products
- Propose and adopt regulation on the separation, collection, processing,
marketing and sale of recyclable materials in each LGUs
National Ecology Center
Composition:
- Head of the Bureau
- Multi-sectoral and multi-disciplinary pool of experts (academe, inventors,
practicing professionals, business and industry, etc.)
Role:
- Chair the Commission
- Prepare Annual Status Report
- Prepare and distribute information and communication materials

Establish methods and parameters of measurement of waste reduction,


collection and disposal
Provide technical and capability building assistance
Exercise policies and visitorial powers to ensure compliance
Issue rules and regulations

Provincial Solid Waste Management Board


Chairman: Governor
Composition:
- Mayors of component cities and municipalities
- 1 representative of Sangguniang Panlalawigan
- Provincial health and/or general services, as recommended by the governor
- Provincial engineer
- Congressional district representatives
- Representative from the NGO
- Representative from the recycling industry
- Representative from the manufacturing or packaging industry
- Representative with relevant technical and marketing expertise
Functions and Responsiblities
- Develop provincial plan from consolidated component unit plans
- Provide logistical and operational support to component cities and
municipalities
- Recommend measures and safeguards against pollution
- Identify common problem areas
- Coordinate efforts of component cities and municipalities
- Develop incentive schemes
- Convene quarterly joint meetings for monitoring and evaluation
- Oversee implementation
- Review sustainability every two years
City and Municipal Waste Management Board
Chairman: City or Municipal Mayor
Composition:
- 1 representative of Sangguniang Panlungsod or Bayan
- President of the Association of Barangay Councils
- Chairperson of Sangguniang Kabataan Federation
- Representative from the NGO
- Representative from the recycling industry
- Representative from the manufacturing or packaging industry
- Representative with relevant technical and marketing expertise
Functions and Responsiblities
- Develop city/municipal long-term plans
- Adopt measures to promote and ensure the viability and effective
implementation
- Adopt specific revenue-generating measures
- Coordinate efforts of political subdivisions and private sectors
- Convene regular meetings for monitoring and evaluation

Oversee implementation
Review sustainability every two years
