In an attempt to attract more foot traffic to the


downtown core and strengthen Strathmores local
businesses, council was asked to consider removing the two-hour parking restrictions a request
some local officials deemed currently unnecessary
and a carte blanche for unlimited employee parking.
Councillor Bob Sobol brought the request to the
forefront at the May 4 regular council meeting,
but concerns about allowing business owners and
their employees unrestricted parking, possible
changes to the area in the future, and a lack of
amenities to justify the action resulted in council
defeating the motion.
As a downtown business owner, the way the
downtown is right now, I dont know why anybody needs two hours or more to park down
there, said Councillor Rocky Blokland. There is
nothing major down there to spend two hours on.
We want to discourage business employers and
employees from parking on the street all day taking away from the public. Thats what parking is
there for, for them.
Council was informed that only 11 parking tickets were issued in 2015 for violating the two-hour
rule. Questioning possible changes in the future,
such as alterations to the street direction and further businesses moving downtown, the request
was putting the cart before the horse for some
councillors.
Right now we have a fair amount of vacant
buildings downtown and if we take this away and
as these buildings fill up, down the road it could
change the whole dynamic of the whole parking
issue, said Councillor Steve Grajczyk.
Im concerned about that and I think were
making a mistake. Were jumping in too quickly.
Its wrong at this point.
Nonetheless, other council members sided with
the local business community. With efforts being made to revitalize the downtown, the loss of
larger business in the past, and a desire to appeal
to more people, removing the two-hour parking
signs may prove to be a step in the right direction. As 41 businesses signed a petition to remove
the restricted parking, Councillor Pat Fule felt the
need to support the businesses was of utmost importance.
I was concerned that this would this just give
an open license to park as long as you want and
would that affect businesses negatively, but seeing
all these businesses that signed, if they feel that
to open up the parking would help them, then I
would support this, said Councillor Pat Fule.

Fundraiser to help Fort McMurray

As the unforgiving Fort
McMurray inferno continues to wreak havoc in the
region, demand the efforts
of hundreds of firefighters
and emergency crews, and
leaves thousands of people
stranded and homeless, local
politicians are pooling their
resources to raise funds for
the Canadian Red Cross and
the displaced residents of
the northeast Albertan service area, this Friday.
The local Wildrose Constituency Association cancelled
their long-planned fundraiser as a direct result of the
tragedy in northern Alberta,
and instead partnered with
the Town of Strathmore,
Wheatland County, Member of Parliament, and local businesses to organize a
barbeque-silent-auction fundraising event.
Everybody gets it, said
Derek Fildebrandt, MLA for
Strathmore-Brooks.
When your neighbour is
in trouble you help each other out. Fort McMurray is sort
of a really distant neighbour
but we all have connections.
The leader of our party lost
his home, so it hit close to
home. We were sitting in Edmonton just sort of stunned
and not really knowing how
we can help. So the best
we can all do is pitch in as

neighbours and help.


Fildebrandt also recently lent a helping hand at a
Fort McMurray fundraiser in
Calgary that surpassed their
initial goal of $4,000 by raising $15,000. Just as he is
involved in Strathmore, the
politician is in touch with
groups in Brooks to create a
similar event.
According to Pastor Dawn
Nelson at the Lord of All Lutheran Church in Strathmore,
seven families have already
found shelter in Strathmore
as well as numerous animals
are being cared for in local
kennels.
To see all of the volunteers and whats coming together in regards to this, just
shows the pride that we have
in our community and how
we are, as Albertans, how we
help each other and support
each other in times of need
and this is indeed a time of
need for our people that are
up in Fort McMurray and the
surrounding communities,
said Strathmore Mayor Michael Ell. There are many
citizens wanting to help and
seeing what theyre doing is
really heart-warming and really appreciated.

are also collecting and accepting donations, including
Tinas No Frills, Strathmore
Ford, Starbucks, and the

services was read before dancers took
the stage to entertain the crowd. Simon

bottles where the bottle depot matched 20 per cent of
the total amount. He is asking anyone interested in volunteering or any local businesses able to provide items
for the silent auction to contact the Strathmore constituency office at 403-324-4400.
The fundraiser is scheduled for May 13 at Kinsmen
Park with main events taking
place from 5 p.m. to 7 p.m.

Council moved to give second reading to Bylaw No. 15-27
Taxi Bylaw as amended. This motion was defeated.
Council gave first reading to Bylaw No. 16-09 Land Use
Bylaw Amendment Bylaw.
Council will hold a Public Hearing for Bylaw No. 16-09 on
June 1, 2016.
Council approved the purchase of a two door and one
door coolers to replace the existing coke coolers at a cost
of $5,098.00 plus GST with funds to come from Financial
Stabilization.
Council approved the construction of the Waddy Lane
Reconstruction and Overlay Program to Bluebird Contracting
Services Ltd. with an added 10% contingency for a total amount
of $1,368,309.69 plus GST with funds to be drawn from MSI.
Council directed administration to develop a terms of
reference for a task force for Emergencies.
Council appointed Deputy CAO Linda Nelson as the
Interim Director of Emergency Management for the Town of
Strathmore.

4(c) No person shall allow:


(i) a Recreational Vehicle in a front yard for longer
than seventy-two (72) hours in any one hundred and
sixty-eight (168) hour period;
(ii) a Commercial Vehicle of gross weight exceeding
five thousand five hundred (5500) kilograms to be
parked in a yard in a residential district for longer
than twenty four (24) hours to load or unload the

Welshimer Crescent area of Langdon

Council defeats revised taxi bylaw

Ensuing numerous complaints from the public late last year,
council requested a revision of the taxi bylaw, and despite
passing the first reading in early March, were left divided last
week when a split vote defeated the regulation.
Under the Municipal Government Act, Section 8 provides
councils the authority to pass a bylaw to regulate taxi services.
Administration was directed to revisit the Taxi Bylaw resulting in research of other communitys taxi bylaws, meetings
with local taxi companies, law enforcement, and underwent
a Policy Review Committee review to ensure it would be suit-

and see what its all about.
Our cook, Jan, is retiring as of May 15th. If anyone is interested in taking over the
Legion kitchen, please put together your resume/tender and drop it off at the Legion bar in
an envelope addressed to the attention of the Kitchen Chairman.
The Ladies Auxiliary will be holding their next Breakfast on Sunday, May 15th.
The LA is holding their meeting on Tuesday, May 17th.
The next General meeting will be held on Tuesday, May 24th, at 7:30 pm.
Tickets are still available for the First Annual Ed Smith Memorial Roast Beef BBQ and all
the trimmings, which will be held at the Legion on Saturday, June 18th, 2016. The cost for
this dinner is $25 per person and any leftover roast(s) will be auctioned off towards the end
of the evening. There will be also be a 50/50 draw. This annual memorial BBQ will replace
the LPC BBQ which we used to have. Of course, the Legion bar will be open to serve your
favourite beverage, but unlike the LPC, drinks are not included with your tickets. Tickets are
available at the bar or from individual sellers. See you there!!!

In the proposed bylaw, administration addressed
certain issues including permanent decaling, regular vehicle inspections, smoking, the position of a
chief license inspector, and wheelchair accessible
vehicles.
When this motion was first made to have a local
taxi bylaw review it was for specific reasons that
came about because a lot of our constituents were
dissatisfied by some of the services either being
provided or not being provided, said Councillor
Bob Sobol.
To be clear, the focus of the changes being made
have always been about improving the service that
our local public transportation suppliers provide.
It is my belief that this new bylaw [wouldve] increased the safety and comfort of our citizens as
they utilize this form of public transportation.
Yet that belief wasnt met by everyone, including
one of the taxi company owners who had previously voiced his indignation of the lack of protection
from the town regarding local businesses, by allowing outside taxi companies to pick up and drop off
clients in Strathmore.
Martin DePeuter, owner of Strathmore Taxi and
Economy Taxi, had addressed council in a prior

council meeting about his issue with permanent


decaling that he said would interfere with his other
contracts of transporting items not individuals
to the city of Calgary. Furthermore, he argued
the bylaw didnt put both local taxi companies on
an equal playing field regarding wheelchair accessible vehicles, where the bylaw states that for every
eight vehicles the company must have one access
vehicle. He also wanted both companies to offer
debit and credit card payments for services, and
have the town request proof of Workers Compensation or proof of insurance for drivers.
At the May 4 regular council meeting, administration presented the amended bylaw and defended
their reasoning. In regards to payment options, the
belief remained that form of payment should not
be legislated by the town and that taxi owners display their rates and methods of payment as holds
true with other businesses. As its the responsibility
and obligation of employers to ensure their company are complying with provincial laws and are participating in Workers Compensation for the safety
of their employees, any non-compliance would fall
under the jurisdiction of the Workers Compensation Board and not councils.

Alberta beef

Recently, we all heard that a popular chain of
restaurants with several locations in Alberta decided to source their beef from the United States.
Their rationale for this was that the American
raised beef was certified to be humane by a private organization. It would seem that the executives at this restaurant chain needed to be convinced that Alberta beef producers raise their
cattle humanely.
As a proud Albertan and Canadian, I am very
concerned with this poorly thought out decision.
The executives clearly did not do their research,
because if they had, they would have discovered
quite quickly that Alberta beef producers have
some of the best and most humane practices for
handling cattle in the world.
We know that Alberta beef is humanely raised,
notwithstanding any special certification or label.
We see it among our neighbours in our communities that they take great care of the animals in
their charge.
Unlike the restaurant chain in question, my office did the research necessary to understand the
great lengths that our hard-working Albertan cattle feeders go to, to ensure that they are meeting
the highest standards for humane treatment.
I reached out to Bryan Walton, CEO of the Alberta Cattle Feeders Association (ACFA) (http://

cattlefeeders.ca) as well as General Manager of its


parent organization, the National Cattle Feeders
Association (NCFA) (http://nationalcattlefeeders.
ca).
He was more than happy to review the history
and extensive policies/practices for humane cattle
treatment in our province.
To start, Alberta cattle feeders have met, and
continue to meet the national standards for humane treatment as recognized by the National
Farm Animal Care Council (NFACC). This is the
national body that sets standards and codes of
practice for the humane treatment of farm animals
across Canada.
The NCFA recently developed a new recognized
Canadian Feedlot Animal Care Assessment tool for
auditing animal welfare. This will allow them to
be even more diligent in monitoring animal welfare across their membership. This is clearly an
industry that has the humane treatment of cattle
as one of its core principles.
If you ask any Albertan or Canadian that handles cattle for a living, they will be the first to tell
you that it is in everyones best interest to ensure
that they are treating their cattle well.
I have a great amount of faith in our cattle producers and feeders, and I trust them to do whats
right, and I know the great majority of Albertans
and Canadians feel the same way. I choose Alberta
beef, I choose Canadian beef, because its handled
humanely, and its the best beef in the world.

Unlimited parking a no-go

With the loss of the Co-op and the fact that
downtown has become the way it is right now, we
want to support as many of the businesses as we
can. If the business people are requesting this and
theyve come forward in such strength and this is
what they want then Im totally supportive of doing whatever we can to support them.
According to Councillor Bob Sobol, the Town
of Strathmore enacted a bylaw 37 years ago, to
prohibit parking for more than two hours in the
downtown area from 9 a.m to 5 p.m. While he
argued that the action may have been necessary
in 1978, he felt it now contributes to a loss of potential customers. The issue was also debated by
the Downtown Revitalization Committee, where
Councillor Sobol and Councillor Fule represent the
town, and was brought before the Traffic Advisory
Board Committee.

We want the message to go out that were open,


were coming in the downtown area, and you dont
do that by giving people $50 for parking for twoand-a-half hours, said Councillor Bob Sobol.
My focus is twofold. First I want to put our
downtown businessmen and women on even keel
with other business people in our community.
Second I want to ensure that everyone will understand that our downtown is ready to welcome you
and that you are welcome to spend as much
time and hopefully as much money in our downtown area as possible. Im not alone in this position.
The motion to remove the two-hour parking
signs in the downtown area with an exception to
any individual parking stalls where a need has
been identified by administration to restrict parking times was defeated on May 4. Councillor Blokland, Councillor Walls, Mayor Ell, and Councillor
Grajczyk were opposed.

Councillor Alice Booth was in favour of supporting the pipeline; however, she wants more information in the form
of a schedule of planning and engineering, designs, and a breakdown of construction dates, including start and finish
projections for the project. This would give council more information when the matter is revisited in council.

Supporting Fort McMurray


To the Editor
Im not sure what it is in human nature that compels us to criticism and judgment of others. I am dismayed at the negative comments this week regarding
the tragedy in Fort McMurray.
Much has been made about the timing of the evacuation order and declaration of the State of Emergency.
Disaster and emergency protocols are created through
the efforts of many skilled and experienced people,
and are updated based on review of past and similar
events and knowledge of the local resources. When
the need arises, the process is locally activated and
further levels are triggered as the situation indicates.
If the process isnt followed there will be duplication,
inefficiency and chaos. Leaders must make the best
decisions they can with information available at that
time. In future, this event will be examined and analyzed, and the knowledge gained will be shared and
applied to the next emergency response plan.
The images from Fort McMurray are heartbreaking:
a police officer with no protective gear directing traffic amid falling embers and thick smoke during the
evacuation, firefighters stretched out on a lawn trying to get a little rest. The fire chief reduced to tears.
These people have not asked for praise or recognition, and they certainly should not have their efforts
deemed a failure.
I have heard people complaining about government
matching Red Cross donations with our tax money.
This is a long-recognized incentive to elicit financial

donations from those who have the means to do so.


By all means give to another charity if you would rather, or give to more than one - there is no limit. However, I cannot fathom how anyone would begrudge
tax dollars being used to help our neighbours.
I have heard cruel comments about karma.
Again: hurtful not helpful. Think before you speak
sometimes its ok to be silent.
It should be celebrated that 80,000 people safely
exited the city through what must have been terrifying conditions. I cant imagine. The inadequacy of
Highway 63 has been acknowledged for decades, and
the evacuation bottleneck provided further evidence,
as does the tragic accident that took the only two lives
that were lost.
There is a fine line between supporting people
through trauma while bearing witness to their loss,
without deteriorating into negativity and blame. Now
is not the time to listen to under-informed bystanders
who think they could have done a better job. Now is
the time to start helping the evacuees look forward,
and to provide constructive support in the long road
ahead.
I am not perfect, I also enjoy role of armchair critic.
But this disaster has encouraged me to reflect on my
own behaviour. Next time, I am going to ask myself
first: is this helpful, or do I just want attention?

Fule for Thought
Before I begin the actual column, I need a little help.
I do not know how to get safely and gracefully into a
bathtub. I mean, I can get in, have the water running,
but somewhere between entering, and the water flowing, I try to sit and basically fall in to the water! There
is no grace, no smoothness only a fall, and a mighty
splash! Now, if anyone can help with this, please e-mail
me! I have even gone on YouTube to see if there are
videos on this, but there were only dog bathing ones,
and even one on making Jello in a tub! Now, that one
was weird and no, I didnt watch it all!
So this is a pretty monumental week. Maybe not
all of you know this, but our illustrious publisher, man
about town, entrepreneur, and journalist Mario, is getting married! Now fess up how many of you had
doubts? You know, like was he going to be a priest?
Did he have a real girlfriend, or was she just one of
those imaginary online ones? Did he really want to
give up his Hugh Hefner-like lifestyle, with his pipe,
his smoking jacket, and his scotch? (actually, I dont
think Mario even drinks!)
So, with all the wealth of married experience I have
(30+ years of hard labour), I thought Id give him
some advice, and survival rules!
Rule #1: Always listen to your wife. When she
wants to open up to you about her day, and whatever
the heck else takes a half hour to explain pay attention. At least, focus on key words! That way, when
youre angrily quizzed as to what shes just said, you
can fake it, and save yourself.
Rule #2: Dont sweat the buy stuff! If she eventually has it on her mind to buy something, at least fake
interest, and just go along and approve of the buy. I
mean, when it comes down to it, its really only money
shes going to get it anyway, so just agree! That way,
youll look like you had a say in it, and therell be no
fight! Its a Win-Win!
Rule # 3: Forget that crap about dont go to bed
angry in a fight. If youre still fighting at 2:30 a.m., and

its not settled, go to sleep does anyone really think


that going for another 45 minutes will really help anything? Youll at least be rested for Round 2, and youll
both have cooled off by then! It also doesnt mean you
have to sleep in the same room after a fight, either.
I mean, lets face it why push your luck with that
other pillow she could hold over your face when you
hit that deep REM sleep!
Rule # 4: Dont forget to keep dating. You worked
hard early on to actually fool and convince this gal to
marry you, didnt you? Try to keep this going, and its
not like you have to rent an island somewhere, or rent
50 Shades of Gray just go out on some dates with
her like before! I saw a great quote about this the other
day Marry the one who gives you the same feeling
you get when you see your food coming in a restaurant. Ahhh pizza steak Debbie!
Rule # 5: Never be afraid to say Im sorry. I mean,
heck, its only two words you dont even have to really mean it, but it sure does defuse a situation! How
can your wife go ballistic on you in an argument, if one
of the first things you say, is Im sorry, you were right,
it wont happen again? And, feel free to interchange
those expressions in any order! You could lead off with
it wont happen again followed by the others! Anyway, preemptive apologizing is kind of like when you
were a kid, and maybe you were picked on. When the
bullies hunt you down on the playground give yourself the weggie it wont be as painful, or last as long!
An apology can be just like that!
So, congratulations to Mario and Andrea! I hope you
have a great wedding day, and that you have many
happy years together! And Mario one last bit of Pinterest Advice( I cant believe I just said that).
If at first you dont succeed, do it the way your wife
told you!

Residents outraged over no-parking signs

There was an array of confusion
and lack of information in the council
chamber last week when a concerned
citizen acknowledged the no-parking
sign implementation in front of Wheatland Trail signs which were installed
without any notice to the residents and
seemingly without councils knowledge.
Strathmore resident Tony Silva was
accompanied by many of his neighbours at the regular council meeting
on May 4, when he addressed the issue
with council regarding the elimination
of parking spaces in the 100 block of
Wheatland Trail and the safety concerns surrounding the action.
Yet while Silva said he spoke with
Alberta Transportation and was told
the request for the signs was made
from the Town of Strathmore, council
remained perplexed stating the issue
never came before council and the de-

cision by council to construct the signs


had therefore not been made. Nonetheless, the residents in the area wanted
council to take action.
We had no notification and then
they put no-parking or no-stopping
signs along the front of the residences, and theres a few of us here today
and I have signatures of everybody
that couldnt make it, said Silva, who
spoke on behalf of the residents on the
100 block of Wheatland Trail.
I find weve been parking there for
more than 55 years and for you guys
to be able to just put up no parking,
when weve been parking there for so
long and leaving us with no place for
our guests, is not fair. I dont think its
right and I want the signs removed.
According to Silva, the enforcement
of no parking would free up a lane that
could potentially lead to greater speeds
as vehicles approach the school zone.
Furthermore, without a nearby crosswalk, family members and guests visiting are forced to park further away

and cross four laneways, while driveways become barricaded with snow in
the wintertime contributing to further
loss of parking spaces. While councils hands were tied without detailed
information around the circumstances
and authorization regarding the signs,
some councillors were adamant about
conducting an investigation.
Simply put I would like to go back
to transportation, said Councillor
Steve Grajczyk. I dont think council
was given a lot of warning either a
lot of input as to what should happen there and I think we should go
back to transportation and review this
whole issue. I think we have to have a
long discussion with Alberta Transportation and see what can be done about
this whole issue.
Councillor Denise Peterson echoed
Councillor Gracjzyk, and added that
she was not aware of the situation prior to that meetings council package.
Councillor Pat Fule mentioned a past
E-mail that informed of a Sunset Haven
resident who phoned Alberta Transportation with questions about parking on
Wheatland Trail or Highway 817. He
continued, stating that Alberta Transportation then contacted former Chief

and Operations Manager at Alberta
Transportation Fred Lee, upon which
the town was then directed to put up
the signs. Fule emphasized that the
town council had not made a decision
about this issue however. Peace Officer
Teresa Fuchs also provided some clarity about the situation when she said
Town staff met with Alberta Transportation following numerous complaints
about parking in the area.
Back in November we received a
few complaints in regards to parking
in front of the residences there, said
Fuchs.
Because the highway goes through
town, we have the rights to put up the
signs if we wanted to, so we did have a
discussion and then we decided at the
time, due to safety reasons, wed put
up no-parking signs. I hope that helps
a little bit, but I dont have access to
the e-mails that were actually sent back
and forth.
Council directed administration to
provide further background information for a better understanding, and for
the information to be brought back to
council before moving ahead with a
decision.

When Dee Ann Wagner lost her hearing almost 13 years ago to Neurofibromatosis (NF) she also lost her ability to
socialize.
As few are able to communicate
through American Sign Language (ASL),
Wagner was left feeling like she was no
longer part of the community.
Almost a year ago, after 12 years of
silence, Wagner took matters into her
own hands and approached the Strathmore Municipal Library and started up a
sign language program to help her communicate and meet community demand.
When you are deaf it is easy to sit at
home and become a hermit with no one
to communicate to, said Wagner. I am
trying to make my world neutral again.
Wagner also explained that while the
program is celebrating its first anniversary, May is a special month as it is NF
awareness month and Wagner suffers
from NF2. NF is a genetic disorder that
causes tumors to form on nerve tissue.
She doesnt like to be referred to as
a teacher, as the program is more of an
informal affair, yet it has not stopped
her from sharing what she knows with
others.
I really feel like I am part of the community now, its a pretty amazing feeling
to run into someone in our group when
out and about and to be able to be included, said Wagner.

the group of people she has now are
good people ranging in age and ability.
Generally a course like this would be
an expensive venture, but this course is
offered for free, which has allowed for
more people to be included.
We have seen a lot of feedback from
people who are very overwhelmed and
excited that we are able to provide this
programing, said Carmen Erison, the
assistant director of library service at
Strathmore Municipal Library.
[They are] definitely enjoying this
new language so much so that we have
seen a positive response that we will be
continuing this into next fall.
Carmen thanked Wagner and her family for their continued volunteer work
with the program.

Administration also explained the importance of permanently affixed decaling, for safety reasons allowing the public to identify a taxi company, and also
for the purpose of identification where
the chief license inspector can ensure
that every vehicle meets the proper
standards. Where the access vehicles
were concerned, administration felt
there was a need in the community and
decided on one access vehicle per every
eight regular taxis to provide these services. Administration further informed
council that DePeuter had acquired
a wheelchair accessible van and was
charging patrons extra fees for loading
and unloading the wheelchairs an action deemed against human rights under the Charter of Rights Commission,
administration said.
While administration addressed the
four major concerns, some councillors
remained uncertain about the bylaws
implications.
Taxi Bylaw 15-27 to the best of my
understanding does nothing positive,
said Councillor Rocky Blokland. It
doesnt achieve anything more than the
original had. I suggest throwing this
whole bylaw out. I would start over and
get a proper bylaw started right from
the ground up. A bylaw thats made for
Strathmore, not something we copied
from Airdrie, Fort McMurray or anywhere else.
Councillor Blokland added that the
bylaw was not enforceable. However,
the bylaw does mention violation tickets, authorization to a peace officer to
issue voluntary payment tags to anyone
who has contravened any provision of
the bylaw, and outlines penalties.
Council also discussed the recently
introduced volunteer driver program
through the Family and Community
Support Services (FCSS) which charges a fee to take residents to Calgary

council when a fee is charged, the service must comply with all aspects of the
bylaw. After rumours of the town starting up its own taxi service spread on
social media, council was also told that
the town was not considering such options.
With the absence of Councillor Brad
Walls, who had excused himself from
the meeting due to a possible conflict of
interest, the motion for second reading
to the amended bylaw received a vote
of 3-3, defeating the motion.
Councillor Blokland, Councillor Fule,
and Councillor Grajczyk opposed the
motion.

SWAT extends mandate with new initiatives

Strathmore Wheatland Addictions
Team (SWAT) has expanded their
mandate with the creation of two new
initiatives that intented to foster positive youth development and community involvement in teaching about
the dangers of addictions.
We want to help society and our
community kids get ahead of drugs,
alcohol and other related addictions
prior to the kids actually getting troubled by these things, said Community Peace Officer Dean Young. So we
are looking at positive development,
looking at parenting and looking at
community programing for kids.
As part of this programming, Young
spoke of two new agendas the group

has introduced.
Not Another Anonymous Face,
one of the new initiatives aimed toward youth, is a presentation given
to Crowther Memorial Junior High
School health students that shows
them real life stories about three
people who have previously gone
through addictive behavior.
The presentation specifically made
to fit the request of Crowther teacher
Laura Ryan to show the real life implications of addictive behavior.
Young explained that the groups
direction was expanded to include
more than just alcohol and drug education because youth are already inundated with this information. Rather
than making the kids listen, which he
said seems to insult their intelligence,
the group engages them on all levels

Young. Every single member of the
committee is responsible for the success of the group because we are not
an established, for-profit large group
with regular membership but we have
a number of people that have come
through our doors and we engage the
students and parents in the area.

Rick Pollard, stakeholder
relations manager of the
Premiers office, spent some
voice to voice time via a conference call with Wheatland
county councillors on May 3,
discussing area concerns.
He stated the premier wanted to ensure a more proactive
communications
approach
within Alberta.
I can act as a bit of a trouble shooter, said Pollard. If
something is getting jammed
up in government because a
certain level of government
isnt reached I can help
with that.
Wheatland County Reeve
Glenn Koester took the lead
on behalf of council and outlined some of their concerns.
He led with the proposed
centralized linear tax assessment process being proposed
by the province. He stated
it would remove municipal
autonomy and put an extra
workload on already limited
staff.
Koester also commented
on the 2016 eight per cent

education taxation rates. He


asked for clarification on how
and why the increases were
determined, when compared
to other centres with less increases. He noted that existing allotments to the schools
were not covering some education programs and supplies,
forcing parents to fundraise
in the community to supply
those needs for their children.
The reeve touched on the
Calgary Growth Management
plan and councils unified
view that it did not represent
rural interests because of
veto and double majority voting structures.
Being mandated to participate in this gives us concerns, said Koester.
Councillor Brenda Knight
asked about urban sprawl
and whether any measures
were in place to curtail this
around big centres like Calgary.
Pollard said he had heard
concerns that good quality
land vs poor quality land was
being developed, but did not
offer any specific information from the province on the
topic.

Amanda came to our Centre with nowhere else to turn. She was low income,
had few supports, and was extremely
anxious about the future. Amanda had
lived through a traumatic childhood
and was estranged from her family.
She felt that she could not provide the
home her child would need.
Working with a counsellor at the
Pregnancy Care Centre, along with a

local adoption agency, Amanda developed an adoption plan. She chose a


loving family she felt would be a good
fit for her child. Through the PCC,
Amanda took prenatal classes where
there were sensitive to her circumstances. Her counsellor encouraged her and
walked beside her as she navigated her
concerns.
Initially, Amanda was reluctant to
talk to, touch, or hold her baby but her
counsellor encouraged her to make
space for the small part of her that was
curious. After some time, sitting with

the family and her counsellor, Amanda


carefully touched the tiny hand of her
baby.
Then, after some more time passed,
she decided to hold her baby. There
were no tears, but as she held her baby
she was captivated, pointing out little
observations. The adoptive family supported her through this process and
has since continued to show her great
care. Initially, she did not want contact
but now has enjoyed seeing pictures
and getting to know the family. Amanda continues to see her counsellor and

is working through the grief journey.


Love changes our plans, alters our direction, and breaks down our defenses.
Love is what causes an adoptive family
to look at a birth mom who is feeling
lonely and isolated and to treat her as
their own. Love brings together agencies and supports and causes them to
work together to help.
This is the story of how someone
feeling alone, afraid and unsupported
has slowly begun to realize that she belongs, she is courageous, and she is not
alone.

Encana stays course in lean times

Lean times for Encana have shown a
55 per cent reduction to their capital programs and a halt to new well drills for
2016.
However, the company is maintaining
production, maintenance and remediation on its 3719 existing wells.
It has been challenging times with the
price drop since 2014, said Dave Serfus, Encana land surface manager. Noone expects it to come back up anytime
soon.
Serfus said there are a lot of people
contacting Encana looking for work.
They are continuing to work closely with
local businesses and municipalities to
pick up any available work. He said they
have established a good work synergy
with stakeholders in the past and will
continue that trend.
Programs like Courtesy Matters will
continue, to keep safety measures at the
top of everyones mind. He mentioned
that three wellheads were damaged last
year and five have been hit already this

Looking at percentages the Ag community is doing a great job, but we would
like to see zero accidents, said Serfus.
The wellheads in Wheatland County are
unique as they are a low profile design,
which poses some challenges.
He said the company is trying to pinpoint risk sites and some of those have
had concrete barriers placed around
them. There was some discussion about
charging for damage done to wellheads
due to sheer negligence as the repairs
can work into thousands of dollars. The
company has not done so yet.
The contributions to local charities are
reduced. Serfus said the lower profits
have a ripple effect across company programs.
The current average price per barrel of
crude oil is $44.86. Council thanked the
Encana representatives for keeping them
informed and indicated they were aware
that prices paid at the pump are due in
large part to taxation. They indicated that
they were discussing with the province
the impact high gas prices are having on
municipalities and Albertans.

At just 12 years old, Gunnar Raycroft had his whole life
mapped out and knew just how
to make his dream come true
by joining the 903 Royal Canadian Air Cadets in hopes of
becoming a pilot in the military.
Throughout the years, Raycrofts
ambitions landed him on the
fast-track, excelling in his fitness
levels, joining the ground school
program at 13 years old - two
years earlier than is usually accepted - and receiving every recognition and medal he strived
for. So when he applied for the
Glider Pilot Scholarship in 2015,
one of three steps to achieving
his goals glider pilot license,
power pilot license, and the military he was a shoe in.
Yet shortly after receiving
the scholarship and passing his
mandatory aviation medical,
Raycroft ended up in the hospital, losing a significant amount
of body weight in four hours
and was diagnosed with Type 1
Diabetes ultimately disqualifying him from the scholarship
and driving a permanent wedge
between him and his dream of
serving as a pilot in the military.
That was a pretty rough year,
said Raycroft. In the beginning
I achieved everything I wanted
to. It was smooth sailing. I got
the Glider Pilot Scholarship and
thought, this is perfect, everything is working out. Right as
I thought I was home-free life
threw a curve ball and said just
kidding.
While Raycroft and his family
fought to defeat the legislation
set forth by the Department of
National Defense and Transport
Canada that was prohibiting the

young cadet from pursuing his


ambitions due to his medical
condition, only Transport Canada reinstated his medical. Without the green light from the Department of National Defense,
Raycroft wasnt able to obtain
his glider pilot license. Nonetheless, the keen cadet pressed on.
He took part in ground school
training for the fourth year in
a row, where he achieved top
marks and was awarded the
highest honour of Chief Warrant
Officer first class two weeks ago.
Despite unfavourable odds, Raycroft also applied for the International Air Cadet Exchange - a
program that selects roughly 40
candidates from the region made
up of Manitoba, Saskatchewan,
Alberta, and Northwest Territories and requires its candidates
to have achieved all milestones
including the pilot license. The
903 Royal Canadian Air Cadets
have only been successful once
in sending one of their cadets
on the exchange. Then, Raycroft
became the second.
These people were so impressed with him coming forward and going through the
process and being very adult
about this at 17 years old, said
Captain Barry Duffield, commanding officer with the 903
Royal Canadian Air Cadets. He
came forward knowing full well
that his chances of becoming
glider pilot would be reduced.
Its crushing. Its life, and its a
really good life learning experience but when you have a cadet who has put everything into
the squadron and all they ever
wanted to do was go flying, as
an aviator myself, I can appreciate that. But then to have the
rug pulled under him for something he has no control over, its

Unable to fulfill his initial
plan of attending the Royal Military College, Raycroft is now
entertaining other options of a
post secondary education. Although the pricey aviation program wouldve been covered at
the Royal Military College and
played a key factor in him attending the aviation program,
Raycroft hasnt completely ruled
out becoming a pilot outside of
the military. For now, he is planning his trip to Belgium with
the International Air Cadet Exchange program and taking on
his new responsibilities as chief
warrant officer.

Moses, Gods chosen leader
of the Israelites, needed a
little help from his friends.
Truly, at some time, at some

point in our lives, we all will


need a little help. In times
of joy, we need a little help.
Assistance when welcoming and caring for a new
baby is a welcome blessing. In times of trouble and
pain we need a little help.
Support in times of trouble
cuts the pain as the burden
is shared.
The events of this week
fires raging, people fleeing,
makes this message all
the more poignant. Refugees are pouring out of the
north here in Alberta as
in other towns and cities
that have been and are
being evacuated. They are
going to need a little help.
May those fleeing the fires,
those fighting the blaze,
those who serving the fire
refugees and those who
work at rebuilding, find the
help they need in family,
friends, and stranger.

Co-op building to revitalize downtown

When the Co-op building was left vacant last
year, following the conglomerates move near the
highway, it left a void in the downtown core and became the focal point of much controversy among
seniors and low-income residents who relied on the
franchise as a lifeline. Now nearly a year later, two
local business men took the initiative to aid in the
revitalization of downtown, sell the building, and
spread their vision of a mini-mall equipped with
brand-name stores, food court, and education centre, and even an upscale flee market with a minimum six-months lease. Having sold the building to
a Calgary corporation, Orange Jigsaw will manage
and lease the facility in hopes of creating more foot
traffic in the downtown area and work together with
the community to bring their vision to fruition.
The way I see it, the town needs something and
I believe its a mini-mall, said Barry Duffield, real
estate broker with Orange Jigsaw Real Estate.
Its in our best interest of course to market what
we do, but at the same time since starting up Orange
Jigsaw weve made sure that we are pinnacle to commercial ventures in town. I think its important for
people to know its going to take more than just us
to make this happen, and weve already seen that on
Facebook. We can facilitate in so many ways, there
are so many opportunities and so many options to
fill this space.

Orange Jigsaw Real Estate also renovated and


manages the Hilton Plaza, where its appearance
lighting, signage and interior attracted the attention of the corporation. With plans to provide the
30,000 sq. ft. building with a much-needed facelift
including new windows, options for leasing space is
already available.
To insure the success of the four-season mall
the business has also been communicating with the
Town of Strathmore and the Downtown Revitalization Committee.
Im very pleased to see that the building has
been sold, and the concept that Ive seen in regards
to the use of the building, should bring a lot of our
citizens to the downtown area and make our downtown just a little bit more exciting and busier, said
Strathmore Mayor Michael Ell. I want to congratulate Jigsaw Realty for such a great job in having this
property sold and what theyre managing to accomplish. Its very positive for the town and very positive for business in our community.
Duffield and his business partner Jonathan Peters have already received interest from Bow Valley College and are in discussions with Indigo, the
Discovery Hut, Footlocker, Bulk Barn, Second Cup,
Pita Pit, Arbys, Jugo Juice, and Manchu Wok.
The duo anticipates that by getting some wellknown stores committed, it will create a domino
effect for others to follow.

of discussions with them going through all the dif-

ferent possible scenarios that were kind of going


through to figure this out and make sure that we
dont get to a certain point and then all of a sudden
it doesnt work, said Peters.
One of our ideas is making sure that we bring in
some quality stores, some stuff that comes from the
city. Mom and Pop stores are great and we love supporting local businesses, but we also want to make it
so its useful for everybody. Some people like to see
brand name stores.
Since sharing their venture on Facebook, the
post already received nearly 200 shares and over
12,000 views nearly Strathmores entire population. While public input is vital, Duffield states, he
wants the community to understand they are invested in creating a gem in downtown Strathmore.
Its not just about us but its about us succeeding
on doing something that weve promised to do, not
just to the owners but now the town, Duffield said,
adding the building will have a similar feel to the
Hilton Plaza.
Thats really important to the town and the
ownership and us, because we wouldnt have taken this on otherwise, we want to property manage
something that people look at and say, you know
what they did a good job. Because raising tide raises
all ships.

Feed-a-Steer success
The annual Feed-a-Steer was held at the Cheadle Community Hall on May 7. The money that
was raised from the auction of the steers went
to the Wheatland and Area Hospice. Ron Warrack from Bruce Farms handed over a check for
$100,000 to the Hospice while the Cheadle Lions
Club handed over the $53,436.61 that was raised
during last years event. Devon and Kelly Hall
won $3,800 for their Steers average daily gain.
Dale Cockx came in second and Lorne and Pat
Miller coming in third.

Wheatland County has been the backdrop for various film productions in the
past. On May 3, Wheatland County reviewed policy changes that will ensure
production companies keep Wheatlands
residents concerns and safety in mind.
Councillor Ben Armstrong noted that
emergent situations werent included in
the policy, such as immediate filming
needs due to weather.
I suggest that council direct those
requests to administration and give the
CAO permission to deal with those issues, said Armstrong.
The guidelines for film companies can
be viewed under the May 3 Wheatland
County agenda package.
ECONOMIC DEVELOPMENT
Many municipalities are resorting to
hiring economic development officers
to attract business. Wheatland County is
moving to develop an Economic Development board.
We had interest from eight people
with a pretty good mix from small business, said CAO Alan Parkin.
He said some applicants had to be reconsidered, as they did not live in the
county or did not have small business
experience.
The county is currently applying for
grants, so Parkin indicated that the positions werent currently paid as they have

a mandate and structure for the board
were Marci Field, Betty Jane Janzen, Dianne Brown, and Traci Cornett, along
with councils Alice Booth.
SALUTE TO SLIM MOOREHOUSE
Commencing July 1, the Dimmrock
family will pull ten grain tanks with
36 Percheron horses to commemorate
the pull done by Slim Moorehouse for
the 1925 Calgary Stampede. The pull
will begin in Gleichen and make a
route through Wheatland County, until
it leaves the county on July 6. Council
was approached to help with organization and presentation duties. The route
can be seen in attachments to the May 3
Wheatland County agenda.
COUNTY CONNECTOR
Every two months a new and improved version of the County Connector
will appear as an insert in the Strathmore Times.
It will change from being a page in
the newspaper to a smaller size magazine format.
Staff propose that the regular communication will help build trust and relationships with ratepayers and increase
understanding and engagement. The
magazine will have more detailed information that is designed to keep ratepayers informed.
The publication and distribution is set
for May 2016.

My journey started in October of 2015,
for years I have been over weight but
nothing I seemed to do would give me
any results so I would get frustrated
and stop everything. After years of
frustration and disappointment decided
one more time to try and lose weight
and feel better about myself. I started
by joining Anytime Fitness and doing
a couple of the classes and getting
help from Katrina, one of the fitness
trainers, improvement happened and
I was over the moon that something
I was doing was finally showing me
results. I was hooked and found the
staff to be a great help while I am on
my journey. I met my first goal a short
4 months after starting. I now have a
routine and have lost over 25 lbs and
23 inches. I will say it has not all been
easy and fun, but I am glad I started
this journey and look forward to the
future and meeting my goals!

Fifteen teams come out to try their best
at the sixth annual Mothers Day Fastpitch Tournament, which included the
Strathmore Thunder U16, U18 and Junior teams. In the first event the Thunder
Junior team won 3-1 in the round robin
while getting more hits in the semi-finals
than the Calgary Rays. They made it to

the final but were eliminated 5-3.


Having played 13 games in nine days
to start the season is a good challenge,
both physically and mentally for the
team, said Lanky Johnson, the junior
team coach.
Getting 12 of the 14 players together
this weekend was good. We had a surprise losing a pitcher Friday to injury,
possible broken foot, and still have another pitcher away at school.

In the second event the Thunder U16


and Thunder U18 girls played well with
the U16 making it to the consolation final
in the U18 event. While they lost to Innisfail it had a positive effect on the team to
make it to playoffs. The U18 also played
well but due to defense struggles didnt
progress past the round robin.
All teams, including the minor teams,
will return to playing in the Fast-pitch
league this week.

Local high school students will get a chance
to prove their mettle at
the annual Alberta High
School Rodeo when it
comes to Strathmore next
week.
The rodeo is one of 15
events across the province that contestants will
compete in, in the hopes
of moving on to the provincial and national finals.
It is a high-caliber rodeo, said Crystal Stevens,
one of the organizers of
the rodeo. These kids are
all very competitive. This
isnt like a junior rodeo
per se, its a high-caliber,
good-stock, action-packed
rodeo.
The event will feature
10 local students competing, the largest increase
noticed in previous years.
They will compete against
nearly 85 other participants in their specific
classes.
The rodeo will feature
fan-favourite events such
as bull riding, saddle
bronc, steer wrestling, tie
down, team roping, girls
breakaway, pole bending,
barrels and goat tying.

are building future champions while creating a fun
experience for the participants.
The free rodeo will take
place on May 21-22 with
a barrel jackpot fundraiser being held at 6 p.m. on
May 20 at the Strathmore
and District Agricultural
grounds.

Public assistance needed in robbery

The Strathmore RCMP are
calling on local residents with
any information regarding an
armed robbery at the Strathmore Station Restaurant and Bar
two weeks ago.
Two male suspects were seen

entering
the
establishment
around 4:30 p.m. on April 28
with a hand gun demanding
money. Soon after the suspects
fled the scene with an undisclosed amount of cash in a white
Dodge Ram pick up truck. According to Strathmore RCMP the
vehicle had been reported stole
in Calgary earlier, and was later

found burned at a rural location


southwest of Strathmore.
As the investigation continues,
Strathmore RCMP are seeking
any information pertaining to
the incident.

Les Misrables

Since early February, the Strathmore
High Schools (SHS) Drama 25/35 and
Dance 25/35 programs have been
working tirelessly to bring an entertaining and captivating performance to
the stage in the upcoming performance
of Les Misrables. Director Deanne
Bertsch, one of the drama teachers at
SHS, says that it is remarkable what
the students have been able to accomplish, with the challenge of having both
seasoned and new singers featured in
the performance along with other very
demanding features. SHSs take on
this story has posed a challenge but is
broadening the scope of its students.
With the inclusion of difficult choreography, a large amount of memorization, and lots of vocal work in a short
amount of rehearsal time, students are
excited to showcase their potential and
hard work.
Tanya Shpyth, a Grade 11 drama student, has tackled the major role of Cosette, a star-crossed lover who falls in
love with a revolutionary in her words.
Cosette has a beautiful voice in the
movie so Im going to try and bring that
into my character its a very interesting story, and a lot of fun to take on as
an actor.
It is a group undertaking, though,
with approximately 60 students working sound, lights, and advertising to
being actors, vocalists, and dancers,
while teachers have assisted with set
construction along with directing and
producing.
I enjoy the story of Les Misrables
because it is relatable. It may not seem
like it [because] the French Revolution
isnt really relatable, but the characters
are just everyday people. Shpyth said.
This rendition of Les Misrables has
been dedicated to retiring SHS principal Gary Reagan, who Bertsch claims
reminds her of one of the storys characters, Jean Valjean, a man of kindness
and granting second chances when others are not as willing.
Les Misrables will be showcased
from May 15th-18th at 7:00 p.m. and on
the 16th and 17th at 11:00 a.m. in the
SHS theatre.

Dick was born in Bassano, Alberta on


November 6, 1929 and passed away
at Strathmore, Alberta on May 3, 2016
at the age of 86 years. Dick was predeceased by
his parents Albert and Ada Schindeler. His is survived by his loving wife Jarmila (Jerri); son Al (Tracy);
grandchildren Candi, James, and Cody; great granddaughter Emma and Paige; four brothers, Bill (Peggy),
Gerald (Gwen), Nelson, and Doug (Rhondda), as well
as numerous nieces, nephews, and cousins. Dick attended school at Clancy and completed High School
in Brooks. He went to SAIT taking welding, also NAIT
taking gas fitting and pipe fitter. He operated Dicks
Welding from 1952 to 1978. Dick was employed at
the Eastern Irrigation District until he retired in 1994.
Dick served on the board of the Scandia Museum and
the Brooks Museum. He was involved at St. Albans
Anglican Church with garage sales and other activities. Dick was a life member with the Pioneer Acres
Plowmen and Threshermens Club at Irricana. A memorial service will be held on Saturday, June 4, 2016
at Strathmore United Church, Strathmore, Alberta at
