WorldBankAssistedProject"Neeranchal"fortheWatershedComponent(ErstwhileIntegratedWatershed
ManagementProgramme)ofthePradhanMantriKrishiSinchayiYojana
TheCabinetCommitteeonEconomicAffairs(CCEA),chairedbythePrimeMinisterShriNarendraModi,hasgiven
itsapprovalto:

(i) implement the World Bank assisted National Watershed Management Project "Neeranchal" with a total
outlayof$357million(Rs2142.30croreatRs.60=$1)
(ii)implementtheprojectattheNationallevelaswellasinthenineStatesofAndhraPradesh,Chattisgarh,
Gujarat,Jharkhand,MadhyaPradesh,Maharashtra,Odisha,RajasthanandTelangana.

ThetotalcostoftheprojectisRs.2142.30croreofwhichtheGovernment'sshareisRs.1071.15crore(50percent)
andrestistheloancomponentfromtheWorldBank.

For achieving the major objectives of the Watershed Component of the Pradhan Mantri Krishi Sinchayi Yojana
(PMKSY)andforensuringaccesstoirrigationtoeveryfarm(HarKhetKoPani)andefficientuseofwater(PerDropMore
Crop),Neeranchalisprimarilydesignedtoaddressthefollowingconcerns:

i.bringaboutinstitutionalchangesinwatershedandrainfedagriculturalmanagementpracticesinIndia,
ii. buildsystemsthatensurewatershedprogrammesandrainfedirrigationmanagementpracticesarebetter
focussed,andmorecoordinated,andhavequantifiableresults,
iii.devisestrategiesforthesustainabilityofimprovedwatershed.managementpracticesinprogramme
areas,evenafterthewithdrawalofprojectsupport,
iv. throughthewatershedplusapproach,supportimprovedequity,livelihoods,andincomesthrough
forwardlinkages,onaplatformofinclusivenessandlocalparticipation.

Neeranchal will translate into better implementation outcomes of PMKSY. The programme will lead to reducing
surfacerunoffofrainwater,increasingrechargeofgroundwaterandbetteravailabilityofwaterinrainfedareasresultingin
incremental rainfed agriculture productivity, enhanced milk yield and increased cropping intensity through better
convergencerelatedprogrammesinprojectareas.

Neeranchal is designed to further strengthen and provide technical assistance to the Watershed Component of
PMKSY,inparticularandallcomponentsofPMKSY,ingeneral,toenhanceitsdeliverycapacity.Neeranchalwillsupport
the Watershed component of PMKSY (erstwhile IWMP) which was implemented by the Department of Land Resources
(DoLR)in28States.

Watersheddevelopmentprojectsareareadevelopmentprogrammeandallpeoplelivingintheprojectareawillbe
benefitted.

Background:

The Integrated Watershed Management Programme (IWMP) was implemented since 200910 by the DoLR, for
supportingwatersheddevelopmentin28States.From201516onwards,theIWMPwillbeimplementedastheWatershed
ComponentofPMKSY.

The potential of the watershed approach followed by the erstwhile IWMP to support both conservation and
productionoutcomesincludingtheavailabilityofwaterinrainfedareas,cateringtotheneedsofsmallandmarginalfarmers
as well as the assetless, including women, has been successfully demonstrated at scale across various States of India.
However,despitethese successes, a number of challenges remain for watersheddevelopmenttoachievebetteroutcomes,
includingenhancedparticipationofcommunities,buildingstrongercapacitiesandsystemstoplan,implement,monitorand
postproject sustainability of local institutions and assets. These challenges, if not resolved, can result in implementation
delays,slowdisbursementsandbenefits.
