Sealed tenders are here by invited in two bid system from manufacturers/Authorised
dealers for the work mentioned hereunder:Name of the Work: Supply, Installation, Testing and Commissioning of VRV/VRF Air
Conditioning system and associated electric work executed on turnkey basis in Kidney
transplant unit at 4th F of Main Hospital Building.
Tender fee: Rs.500/-+VAT@5% (Non-refundable)
EMD: Rs. 30000.00

Lucknow- 226010 by registered/speed post only.

deposit. This security deposit shall be forfeited if he/they fail to comply with any of the
conditions of the Contract.
10. SUBMISSION OF TENDERS: The duly completed tenders will be sent to the
Director, Dr.RMLIMS, Vibhuti Khand, Gomti Nagar, Lucknow by registered/Speed post
only and reached in the office upto 5:00pm on 20.07.2015 . This will be opened on the
next day 21.07.15 at 11.30 am; Bidder/Authorised representative of bidders may attend
the bid opening.
11. Dr. RMLIMS, Lucknow will not be responsible for any postal delay.
12. The successful agency shall execute an agreement on a stamp paper of required
value for due performance of the contract within a week.
13. Before submitting the tender, please go through the all Terms and Conditions on
which the work will be awarded and shall be executed by the successful tenderer.
14. Tenders submitted shall remain valid for 90 days from the date of opening for the
purpose of acceptance and award of work, Validity beyond 90 days from the date of
opening shall be by mutual consent.
15. Before tendering, the tenderer shall inspect the site to fully acquaint himself about
the conditions in regard to accessibility of site, nature and extent of ground working
conditions of site and locality including stacking of materials, installations of tools &
plants etc., conditions affecting accommodations and movement of labour etc. required
for the satisfactory execution of the work. No claim whatsoever on such accounts shall
be entertained by the Institute in any circumstances.
16. Except writing rates and amount, the tenderer should not write any conditions or
make any changes, additions, alterations and modifications in the printed form of
tenders, desire to offer rebate, the same should be brought out separately in the
covering letter and submitted along with the tender.
17. The Director, Dr. RMLIMS, Lucknow reserves the right to accept or reject any or all
tender bids without assigning any reasons whatsoever and his decision will be binding on
all the parties.

3. Prices: - The rate quoted should be F.O.R. at Dr. RMLIMS in rupees & inclusive of all
taxes & charges e.g. packing, forwarding local taxes, railway freight and transit
insurance. Escalation in prices will not be payable for any reason whatsoever throughout
the contract period.
4. Payment Schedule:
(i) 80% (Eighty Percent) of the contract value shall be released on delivery and due
installation of the Air conditioning along with all the associated items given in the
Schedule of Quantities including any other item which is required to complete the
system.
(ii) Further 20% (twenty Percent) of the contract value shall become payable on the
successful testing, commissioning and handing over the system and submission of
PBG/FDR of 10% of contract value for warranty period one year.
(iii) Income tax may be deducted by the Institute as per rules
5. Facilities for Test & Examination:- If the material supplied by the manufacture/
supplier or performance of the material and/ or stores during inspection and tests is not
found satisfactory, the Institute reserves the right at his discretion and without any claim
for compensation to the Contractor, either cancel the order altogether or modify the
quantity ordered.
6. WARRANTY FOR PRODUCT PERFORMANCE:
Items shall be under minimum warranty for a period of one year from the date of
successful installation. The contractor shall replace any defective goods free of charge or
the repair of defective goods/stores within the warranty period.
7. Time of completion:- The entire supply and installation should be completed within
02 months (two months) of releasing purchase/work order
8. Compensation for delay: - Charged 0.5% of total amount per week or part of the
week for the delayed period.
9. Acceptance of Offers: - Order will be placed after the tender has been examined
and negotiations with the tenderer, if considered necessary, have been completed. The
purchaser may accept the tender for a part or whole of the quantity offered or reject the
same without assigning any reason.
10. CAMC (Comprehensive Annual Maintenance Contract):- Institute reserves the
right to enter into CMC of VRV/VRF Air conditioning system after warranty period and
bidder should be furnish price schedule of CMC (General terms and conditions for CMC
mentioned in Annexure-I)
11. ELECTRICAL WORKS: - Power supply will be provided at the ODU by the successful
tenderer. Cabling work (i.e. from main electrical panel of the floor to ODU & indoor units
etc.) is in the scope of the tenderer.

12. SPACE FOR OUTDOOR UNITS:Suitable space to install the ODU shall be provided by the Institute as required.
13. Losses or damage in transit will be borne by the Bidder. The bidder may, if he so
desires, get the goods insured and include such charges in the tendered rate.
14. Warranty certificate against all the items developed defects covering warranty
period, shall be given at the time of handing over the air conditioning system.
15. During the warranty period whenever the firm is called upon to attend the
rectification of the defects/faults in the consignments or replacement, the firm shall
attend the complaint immediately on same day.
16. Failure to comply with all the terms and conditions mentioned in the tender being
summarily rejected. Conditional tenders will not be accepted.
17. OTHER CONDITIONS:a) Quantities mentioned under BOQ are approximate only. So the successful bidder
should supply items listed in this section as and when required during the execution of
the work. The payment will be made only for actual/supply/executed/utilized quantities
& labour at the site.
b) The contractor shall supply the technical literature, maintenance schedule and
operation manual of the equipment for the record and reference of Institute.
c) Contractor should take care of workers safety and discipline while carrying out the
job. All the required safety equipment have to be provided to workers by the contractor
during the work. Institute will not be responsible for any casualty or incidents.
d) Contractor must comply all the statutory provisions as per the Govt. of India rules
and act applicable for executing such jobs.
e) Proper electrical safety will be exercised during the work and all the personnel
protective equipment and tools like helmets, gloves, safety belts, shoes etc. Will be
provided by the contractor during the work at his own cost.
f) Contractor will ensure proper cleaning of site and hygiene during the work on regular
basis.
g) The work quality should be high and the workmanship must be in accordance with the
best engineering practice to ensure the satisfactory performance of the system
throughout the service life.
h) Contractor has to submit the completion certificate with all the required reports and
approvals at the end of work.
i) All legal and other statutory responsibilities regarding securities of materials, labour,
payments, accident, insurance and law suits during the work will be solely borne by
contracting agency and Dr. RMLIMS shall not be responsible in any manner whatsoever.
The contracting agency will ensure proper and disciplined behaviour of the workman. If
any damages are caused by the contracting agency to the property to the Institute, the
same shall be recovered from contracting agencys bill.
j) All the items covered in the schedule of the requirements, shall carry minimum one
years onsite Comprehensive guarantee, and commence from the date of completion of
entire job. The after- sales service support/ warranty services has to be provided at Dr.
RMLIMS. The repairing/rectification, if any of the items under warranty must be done at
site only within 24 hours. Prompt and efficient after sales service must be free within the
warranty period.
k) Wherever required, the contractor shall prepare and produce instruction, operation
and maintenance manuals in English for the use, operation and the maintenance of the
supplied equipment and installations, and submit to the Engineer-in-Charge (i.e. hard &
soft copies for each equipment) at the time of handing over.
18. Arbitration: Any dispute or difference under or arising out in respect of the
agreement/purchase/supply order be referred to the Director of the Dr. RMLIMS,
Lucknow or his authorised representative as sole arbitrator and the decision of the sole

arbitrator on the matter in dispute shall be find and binding on the both. The arbitration
shall be carried but as per Arbitration Act & Rule 1996 made there under as amended
form time to time.
19. Jurisdiction: In case of any dispute, arising out of this tender shall be subject to
the Jurisdiction of "The Courts in Lucknow".

Annexure-I
COMPREHENSIVE MAINTENANCE OF AIR-CONDITIONING SYSTEM
AFTER WARRANTY PERIOD.
SCOPE OF WORK:
1. The work shall be carried out as per OEMs.
2. Regular inspection of the VRV/VRF system should be carried out at least once in a
month by the service provider.
3. The complaints received should be attended within 4 hours of their receipts where as
major repair like replacement/repair of compressor, gas charging, replacement of fan/
blower motor shall have to be rectified within 48 hours failure to do so a penalty of Rs.
1000/- per day.
4. All the preventive and breakdown maintenance work done should be recorded in
service report and be deposited in Institute.
5. In addition to breakdown maintenance, the agency shall carry out monthly preventive
Maintenance of VRF system & submit the report to department accordingly.
6. Half yearly payment shall be released to the contractor.
7. 5% performance guarantee will be taken before commencement of CMC work from
the contractor.
8. Income tax, work contract tax would be deducted as per rule whenever required.
9. CAMC will be awarded initially for one year and will be renewed every next year if
services of agency found satisfactory. (or as per recommendation of OEMs)
10. The contractor shall arrange all the materials, labour etc. required for the work.
11. The contractor should quote his rates including service tax and other taxes.
12. The comprehensive maintenance contract includes electrical and electronic system
components and accessories repair/ replacement of all faulty parts/ spares parts from
Main electrical panel to ODU, IDU, Inline Fans including electronic, electrical and
microprocessor based controls and displays, remote controls, cables and wires etc. not
limited to the same.
13. The comprehensive maintenance contract includes Mechanical System components
and accessories repair/ replacement of all faulty parts/ spares parts such as
compressors, refrigerant circuits, ducting, drain lines, copper tubing along with
insulation, fans etc. not limited to the same.
14. All the spares, consumables and materials required for breakdown works/preventive
maintenance works/overhauling of the above equipments are covered under the CAMC.
15. Spares and consumables are to be used of manufacturers make or recommended
makes.
16. Special care and attention be given to ensure that no damage is done to the
equipment in terms of: Usage of eco-friendly chemicals/cleaning agents for de-scaling/coil cleaning etc.
Every breakdown /preventive maintenance service shall be followed by necessary
Service Report indicating details of consumables/spares used separately.
Compressors units shall be replaced with either Factory new compressors of the
same make in case of requirement.
In case, the insulation/ cladding is removed during breakdown / preventive
maintenance works shall be reinstalled/repaired/ replaced immediately.
All control & power wiring between indoor & outdoor units. Any other associated
work for proper & specified functioning of air conditioning system.
Any other item/ activities associated with proper functioning of comprehensive
AMC.
17. TOOLS, TACKLES AND MEASURING INSTRUMENTS: All the necessary Tools,
Tackles and Measuring Instruments required during preventive Maintenance works/
Breakdown Maintenance works/Overhauling works/While conducting tests are to be
arranged from your end as and when required at no extra cost. Maintenance of complete
air conditioning system deemed to have been included in the scope of work.

installation of air conditioners as given in detail. Having examined the site, contract
documents, specifications and schedule of quantities, Further, I / we herewith deposit
30000/- as Earnest Money Deposit as per the Terms of Contract and our offer. In the
event of my / our tender being accepted, I/we agree to enter into and execute the
necessary contract required by you. I am /We are aware that the Institute intends to
