6.0 Observations.
1. According to the Bid summary, the pricing of the lowest Bidder namely M/S Electro Metal
Pressings (Pvt) Ltd. is well below market rates and therefore during the construction, this
contractor is likely to the delay work due to cash flow difficulties.
2. According to the comparison after arithmetically corrected, the second lowest responsive bid
has been submitted by M/S Orient Construction Company (Pvt) Ltd. at a sum of Rs.
142,462,421.94 No arithmetical errors found in their bid.
Given proposal for shoring system is not adequate for the nature of site condition.
3. According to the ranking of bids, the fourth lowest responsive bid has been submitted by M/S
Lego International (Pvt) Ltd. at a sum of Rs. 155,308,158.38 No arithmetical errors found
Proposal for shoring system is given and to be verify by structural Engineer.
All quoted rates are fair & reasonable.

7.0 Recommendation.
The total price quoted by M/S Orient Construction Co. (Pvt) Ltd. and M/S Lego International (Pvt)
Ltd. two eligible are very reasonable and workable. However it is recommended that the two
bidders are interviewed to get suitable adequate method for planking and strutting system,
ascertain their ability to complete this job satisfactorily.
The technical capabilities of two bidders are provide for handling this type of projects looking at
the past experience of the bidder.
The main cost difference in between two bids is in planking & strutting.
Two bid amounts are less than the Engineers estimate considering the above observations we
recommend to obtain clarification from these two bidders as follows prior to a decision on
awarding.
