2. Utility Data
The following data should be used for design purposes. Projects should wherever possible confirm
typical operating utility conditions for the area of the Refinery under consideration.
Particular attention should be paid with steam systems due to the large number of inconsistencies
which exist between the Refinery Offsites steam producing systems and internal to the unit
steam producing systems. For steam systems, the following guidelines should be followed.
SOL below refers to safe operating limit as defined in the pressure systems definition information at
the Refinery. The design pressure should be set at the SOL of the system.
LP Steam: If using unit generated LP steam, consult pressure system dossier for the unit concerned
to determine the SOL. If tying into the Refinery Offsites system, use an SOL of 3.5 barg.
MP Steam: Use an SOL of 15.5 barg (except for Hydrocracker complex where 17.2 barg should be
used)
HP Steam: If tying into a unit generated HP steam system refer to the Pressure system dossiers for
the unit to determine the SOL. If tying into the Refinery Offsites system, use an SOL of 50.barg

3. Civils
3.1.

The maximum allowed ground bearing pressure in the Refinery, Refinery Tank Farm and
Kinneil is 25k N/m. In other specific areas (eg RLPG), this is reduced to 12.5 kN/m.
Design groups shall ensure that appropriate ground loadings are applied in each design.

Additional information on soil and sub-soil conditions is held in Factory Drawing Office.
3.2.

Setting out and design levels shall be in accordance with BP Engineering


Recommended Practice RP4-3 paras 3.3 and 4.2.

Grade Level, as defined in RP4-3, for construction of new development work shall be based
on the local National Geographical Survey Level Datum:- A.O.D. Newlyn.
3.3.

Existing Drawings

It should be noted that levels on existing pre. 1973 drawings within the refinery area are either
referred to the now obsolete Ordnance Survey Liverpool Datum or to one of three
assumed datum with a known relationship to the Liverpool Datum. BP Chemicals also
refer all levels to an "Assumed Datum".
Later drawings are referred to Ordnance Survey Newlyn Datum currently used by National and
Local Authorities and industry throughout the country.
The Liverpool Datum is higher than the Newlyn Datum by an amount which varies from district
to district over the country because of inaccuracies in the original levelling. A similar
reason, along with instability of BP bench marks, explains a local difference in the
correction factor between BP Refinery bench marks and BP Chemicals bench marks.
To ensure that new structures are compatible with existing structures, it is essential that existing
drawings are checked for accuracy of elevation.
Many existing drawings show elevations based on an Assumed Datum :Refinery Grade Level (Refinery + Jetties) = 100 on drawings = 4.289m A.O.D. Newlyn.
Kinneil Grade Level = 100 on drawings = 4.225m A.O.D. Newlyn.
Chemicals Grade Level (Refer to Drawing No. 87630).
Chemicals Docks Grade Level = 100 on drawings = 4.016m A.O.D. Newlyn.
This conversion should only be used as a guide, as no account is made for long term differential
settlement etc..
Finnart - not a level site.
At the terminal, earlier existing levels have been shown in Feet above Ordnance Datum
Liverpool (obsolete). More recent levels are shown in Metres above Ordnance Datum
Newlyn.
Dalmeny - not a level site.
At the terminal, all existing levels are shown in Metres above Ordnance Datum Newlyn.
Where existing levels are shown in Feet above Ordnance Datum Liverpool, conversion
to Metres above Ordnance Datum Newlyn is as follows:Refinery (including Jetties and Kinneil) : add 0.32ft, multiply by 0.3048.

Chemicals : add 0.40ft, multiply by 0.3048.


Finnart : add 0.70ft, multiply by 0.3048.
To establish accurate up to date levels, specific locations on existing units should be
surveyed from current survey stations prior to design.
Survey station information is available, and maintained up to date, by Factory Drawing Office.
