What is the basis for the Construction Costs estimates?

Our estimates are based on an industry-average cost of $40,000 to $60,000 per bed for the
men's facility. After further study and feedback from the prison construction industry, we are
basing our model on $51,500 per bed ($205.8 million total construction cost for 3,996-bed
facility). Construction costs under this model include architect, engineering, specialty
consultants, construction hazard, performance bond, surveys, and legal fees.
Because the needs in a women's facility are more complex, and we plan to include in-patient
medical capability, the construction costs are estimated to be approximately $80,000 per bed
($96 million for 1,200 bed facility).

We have not conducted a detailed Economic Impact Analysis for communities losing or gaining
facilities. ADECA uses a standard of 1.6 for the impact of spending ($800 million x 1.6 = $1.28

State in proximity to current prison locations to reduce the impact to the department's existing
