include station re-development, development of hotel, operations & maintenance of station, hotel &
existing convention centre (Mahatma Mandir) & exhibition centre (Helipad Exhibition Grounds) facility.
IRSDC now invites interested developers/ operators to submit their Expression of interest.

1. DISCLAMIER
A. Though adequate care has been taken in the preparation of this Expression of
Interest document (EOI document), the Applicant should satisfy himself that the
document is complete in all respects. Intimation of discrepancy, if any, should be
given to the Chief Executive Officer at below mentioned address latest by 1400 hours
of 4th April 2016, in case, no such intimation is received by the said deadline, it shall
be deemed that the Applicant is satisfied that the document is complete in all
respects.

2.

INTRODUCTION

2.1. Background
The Government of Indias vision is to drive economic growth of India on the foundation of
strong infrastructure. The Indian Railways is aligned to this vision and working with a resolve
to transform railways by taking various actions to push the economy on a higher growth
trajectory. One such initiative of the Indian Railways is to modernize its railway stations and
to augment & improve the passenger related amenities. Indian Railway Stations
Development Corporation (IRSDC), a joint venture between RLDA & IRCON, entrusted with
the responsibility to develop railway stations.

2.2. Objective
IRSDC intends to develop Gandhinagar railway station on PPP mode. The project includes
three parts1:
1. Gandhinagar Station Re-Development (indicative details are in Annexure-V).
2. Development of 300/400 Room Hotel on the Airspace rights of station
3. Operation & Maintenance of the Station, Hotel & convention cum exhibition
centre (Mahatma Mandir of 25,576 sq.mtr& Helipad Exhibition Grounds of 74,235
sq.mtr)
The project has been conceptualized on Design, Build, Finance, Operate and Transfer
(DBFOT) concession basis. Under this project, the developer has to undertake Station ReDevelopment, develop a 300/400 Room Hotel and Operate & Maintain the station & hotel.
Another component of the project is the existing Convention Centre (named as Mahatma
Mandir) and Exhibition Centre (Helipad Exhibition Grounds) facility currently operated by the
Govt. of Gujarat. The developer of this project shall also operate and maintain both Mahatma
Mandir& Helipad Exhibition Grounds apart from the station and hotel. The concession
period for the entire project would be 45 years inclusive of construction period of 3 years.
Through this EOI, IRSDC intends to gauge the prospective players/ firms who would be
interested in such project and understand their field of expertise as well as the role in which
they would like to participate. The feedback would be important to formulate the eligibility
and other terms and conditions at the next stage of bid document preparation.

4.

PREPARATION AND SUBMISSION OF EOI

4.1 General
The Applicant may be a single entity or a group of entities, expressing interest to come
together for the Project.
However, no applicant applying individually or as a member of a Consortium, as the case
may be, can be member of another Applicant Consortium. The term Applicant used herein
would apply to both a single entity and a Consortium. In case of an individual applicant/ a
consortium, details to be furnished as per FORM A

4.2. Sealing and marking of EOI

EOI has to be submitted in Hard copy as a spiralled/ hard bound document

4.3. EOI preparation cost


The Applicant shall be responsible for all of the costs associated with the preparation of
its EOI and its participation in the EOI.
IRSDC shall not be responsible or in any way liable for such costs, regardless of the
conduct or outcome of the EOI.

4.4.Right to accept any EOI and to reject any or all EOIs

Notwithstanding anything contained in this document, IRSDC reserves the right to


accept or reject any EOI and to annul the EOI process and reject all EOIs, at any time
without any liability or any obligation for such acceptance, rejection or annulment,
without assigning any reasons.

Congestion free non-conflicting entry/ exit to the station premises,
Segregation of arrival/ departure of passengers i.e. no conflict between incoming and outgoing passengers,
Adequate concourse without overcrowding generally above the platforms/ lines.
All essential facilities at concourse i.e. catering, small retail, washrooms, cloak rooms, drinking water, ATM, pharmacy, internet, etc
Integration with other modes of public/ private transport systems e.g. Bus, Metro, etc
