APPOINTMENT, QUALIFICATIONS, AND COMPENSATION OF THE
SUPERINTENDENT

A. Appointment

The school division will employ a qualified person for the position
of Superintendent of Schools from the entire list of eligible
persons certified by the State Board of Education, in accordance
with the Code of Virginia and the regulations of the State Board of
Education Governing Licensure of School Personnel. Appointment
of the Superintendent will require the affirmative vote of a
majority of a quorum of the (4) School Board at an open Board
meeting for which due notice was given of the intended action.

B. Qualifications

The Superintendent will meet the qualifications specified in the


Code of Virginia and by the State Board of Education regulations.
Eligibility shall be limited to individuals whose records attest to
good character and demonstrated ability as an educational
administrator. The Superintendent must have specific
educational hours and experience requirements as identified in
the State Board of Educational regulations.

As part of the selection process, the School Board may identify


additional qualifications, experience, or strengths which the Board
determines are particularly suited to achieving the goals of the
school division.

C. Contract and Compensation

The Division Superintendent shall serve for an initial term of not


less than two years nor more than four years. At the expiration of
the initial term, the Division Superintendent shall be eligible to
hold office for the term specified by the School Board, not to
exceed four years. All contract terms for the Superintendent shall
expire on June 30.

The contract will be negotiated from time to time, however, the


School Board will not renegotiate a Superintendent’s contract
during the period following the election or appointment of new
members and the date such new members are qualified and
assume office. The contract will set forth the Superintendent's
right to compensation and a benefit package. Specific funding
levels will be negotiated annually, coordinated with the evaluation
process and the annual budget process, and may include
performance-based remuneration related to the achievement of
performance goals and standards established by the School
Board.
