Expression of Interest
For development of network of Freight Handling Terminal with the participation of Private
Sector through Public Private Partnership (PPP) on revenue sharing basis.
1.0

Ministry of Railways by opening of area of Terminal development with participation of the

logistic service providers to create world-class logistic facilities have issued policy guidelines on
Private Freight Terminals (PFT).
2.0
Accordingly North Eastern Railway, Gorakhpur hereby invites Expression of Interest (EOI)
from the interested parties falling under any of the eligibility criteria as given in Para 4.0 :3.0
Objectives of the policy :3.1
Enable rapid development of network of freight handling terminals with the participation
of Private Sector.
3.2
Enhance the presence and share of railways in the overall transport chain.
3.3
Divert traffic so far predominantly moving by road to rail and attain increase Rail freight
volumes by offering integrated, efficient and cost effective logistics and warehousing
solutions to users.
4.0
Main feature of the above policy:4.1
Eligibility Criteria :i.
A company registered in India under the Companies Act, 1956, or
ii.
A public sector entity (PSUs or organizations created under an act of Parliament.) or
iii. An entity registered as a Cooperative Society under the Cooperative Societies Act 1912, or
iv. An entity owning an existing Private siding or an assisted siding, or
v.
A subsidiary of an entity covered in (i) or (ii) above, or
vi. A joint venture company, or
vii. A consortium.
4.2
Application Fee :-Interested party may apply for PFT along with an application fee of Rs. 1 crore
enclosing various documents such as Papers relating to eligibility creiteria. Feasibility report of
the proposed PFT. Projection of anticipated business volumes & a list of authorized users of
PFT..
4.3
Revenue Sharing :- Revenue sharing will start after five years of notification of PFT in case of
Green Field (all together new PFT) and after two years of notification of PFT in case of Brown
Field (Existing Private Siding to be converted into PFT). Revenue sharing will be done by PFT
holders to Railway Administration @ Rs. 16 per tone from the charges collected from PFT users.
