Agenda #1- Balancing Fund for Long-Term Sustainable Development:

Republic of Ghana -whole heartedly appreciates the formation of Unity between the members countries By United Nation which
has established a strong transfer and exchange of culture, added values to social life raising living standards and uplifting a
nation by the creation of a bondage of warmth and friendliness Ghana- a developing democratic country since 1992 with a
population of 25.9 million which has a lower middle income of GDD25.9 billion on a growth rate of 7%, is considered a
regional model for political and economic reform. It is rich in natural resources, including gold, diamonds, manganese ore, and
bauxite, and oil production . Ghana ,being part of UN's one of the major purpose ,is working with governments and civil society
to shape an ambitious sustainable development framework and create the Future We Want, and strongly supports and welcome

the project of long term development Goal in order to secure a need of future generation without compromising it
need of today. Sustainable development recognizes that growth must be both inclusive and environmentally sound
to reduce poverty and build shared prosperity for todays population and to continue to meet the needs of future
generations. It is efficient with resources and carefully planned to deliver both immediate and long-term benefits for
people, planet, and prosperity. The World Bank Groups work in sustainable development can be found prominently
in, for example, its urban development projects, including support for energy efficiency improvements in buildings,
public transit, and carefully planned development based on low-carbon growth and social inclusion, including
public services. The IFC(WBG) is supporting private sector development in sub-Saharan Africa with
innovative investments and advisory services programs. That would helps simplify business procedures, attract
investment, create jobs, and stimulate growth.

The delegate of Ghana is pleased to announce that Ghana intends to with the economic program Ghana: Vision 2020
achieve its goals of accelerated economic growth, improved quality of life for all Ghanaian citizens, by reduced
poverty through, private investment, rapid and aggressive industrialization, as well as direct and aggressive povertyalleviation efforts in order to achieve the long term sustainable growth. Vision 2020 policy agenda on private sector
growth, and aggressive public spending on social services, infrastructure, and industrialization with projected
announcement that, Ghana's goal and target of reaching the high-income economy status and reaching the newly
industrialized country status, would be easily realized between 2020 and 2039 as Ghana rapidly enacts its Ghana:
Vision 2020.However, Ghanas Current growth patterns are not just unsustainable; they are also deeply inefficient. As a result,
they stand in the way of sustainable development and its objectives of economical, social and environmental -taking into
accounts the concept of inclusive green growth growth that is efficient in its use of natural resources, clean in that it
minimizes pollution and environmental impacts, and inclusive for the population. The government of Ghana has signed numerous
development project with WB,IDA for sustainable growth in order to provide future safe and sound economy without
compromising the needs of current economy. Ghanas implementation of Structural Adjustment Programmes (SAPs)
between 1983 and 1997, the IMF and the World Bank, the architects of these programme, claim that the country has
made tremendous progress in 'development', evidenced amongst others in consistent growth in Gross Domestic
Product (GDP), repair of structural imbalances, and growth in real income and in goods production. World Summit on
Sustainable Development, South Africa, 2002. worldwide conditions that pose threats to sustainable development of our people
include: chronic hunger; malnutrition; foreign occupation; armed conflict; illicit drug problems; intolerance and incitement to
racial, ethnic, religious and other hatreds; xenophobia; and endemic, communicable and chronic diseases, in particular
HIV/AIDS, malaria and tuberculosis. Thus in The RIO+20 Sustainable Development Goal for Ghanas main target of this policy
framework is to put the economy on the path to achieving a per capita income of least US $3000 by 2020 and attaining the
Millennium Development Goals. And sustainability in the use of natural resources given the recent discovery of oil, and a
framework that stipulates key policy objective is to ensure that the practices of the oil and gas industry are consistent with
international standards of environmental sustainability. Natural gas utilization will become a central part of every oil production
project. For the achievement of sustainable growth ensuring green growth. Beside this Ghana has put in place
mechanisms to attract investments into its biomass and bio-energy sectors to stimulate rural development, create
jobs and save foreign exchange and development of social inclusion and economic growth by injection of investment in the
circular flow of income creating a positive impact on sustainable long term development .
Proud delegate of Ghana blissfully share that our Nations positive performance was taken to a whole new level in the year 2011
when our country registered what is believed to be probably the highest growth rate in the world- a whopping 14.4 percent
growth in GDP. Since then our country has maintained its ranking among the 10 fastest growing economies in the world. Our

economy is improvising with the adaption of new sustainable development project ,namely the ,Growth and Poverty Reduction
Strategy (GPRS) I and II -Ghana Poverty Reduction strategy for diminishing poverty level and securing future along with
education strategy ,namely, Ghana Education Strategic Plan to be achieve by 2020.On the other hand Sanitation is a major
challenge in all of Ghana's major cities and regularly there is outbreak of diseases such as cholera. Increasingly Ghana's water
bodies are becoming heavily polluted and the Ghana Water Company Limited has complained about the increasing cost of water
treatment thus Ghana has purposed very recent project with World bank group The Sustainable Land and Water Management as
another positive step towards sustainable development .Beside this sustainable green growth is playing a major part in changing
the living standard of Ghanas population as the Government had implemented the project of low carbon growth and public
transportation and had adapt climate smart agriculture for cocoa production.

Being a delegate I would like to focus on a major a sector Of Ghanaian economy and like to propose the committee to take it
under consideration in order to sustain the growth.

*The small-scale gold and diamonds mining industry is of great importance to Ghana. Since its regularization in 1989
the sector has produced and sold over 1.5 million troy ounces of gold and 8.0 million carats of diamonds. During the
same period the sector also provided direct employment to over 100,000 people and improved the socioeconomic life
of many individuals and communities. However, these were largely achieved at a cost to the environment in areas
where mining is carried out and there is the need to develop the industry in a sustainable manner. Thus I strongly
recommend to bring in the concept of green growth strategy over this area to ensure the environment is clean and
green without hampering the eco-system and economic activities

*Ghana has a great potential in its forth coming future : improvement in Major challenging sector are to be takeninstitutional, technical and financial capacity to develop a national information network for sustainable development.
*Need to improve the capacity for gathering of national data for Development Planning and coordinating, harmonizing,
standardizing national data.
* Capacity-building, via Education, Training and Awareness-raising .

Agenda # 2: Peoples participation for accountable and transparent public services & Access Into
Public Service
For any government, it is important to release data it holds, such as information on where money is spent and how
well public services are performing. Not only does this let people hold government to account, but it can also help
to improve efficiency, give people choice in using public services and contribute to economic growth. Publishing
vast amounts of public sector spend data helps track civil service salaries, expenses and contracts, improving
government accountability this data about public services performance (eg school results, court sentences or
hospital waiting times) is a good way of measuring the effectiveness of our policies which will allows people to see
how it is doing, while also looking at better ways to carry out public services boasting up as business can use the
data for to produce goods and service. However, in order for data to be used this way, it has to be released in a
format that will allow people to share it and combine it with other data to use it in their own applications. So,
transparency isnt just about access to data, but also making sure that it is released in an open, reusable format.
Ghana continues to exhibit strong leadership in democratic governance, which makes us the envy of many
nations. Inorder to keep this flow , our government has been successful, to some extent, at keeping track of
public welfare ,active participation and by the inclusion of Citizen Charter by provision of public service
required for equity in our nation and active participation to uphold the prestigious well appreciated democracy.
The Citizen charter an agreement between organization and the public through which trust and confidence in
the public service would be sustained will allow the general public to have the opportunity to report public
officers who mishandle them in the course of doing. It is an important tool to use when we talk about corruption
as it would remove misconceptions that one had to see a big man before he got things done for him.
As an optimistic delegate, I can say Ghanas public service will improves its performance. About 24
organizations which include Ministry of Trade, Industry, PSI/PSD, National Board for Small Scale Industries,
Ghana Trade Fair Company, Immigration Services, Narcotics Control Board, VAT Service, Bureau of Ghana
Languages, Meteorological Agency, National Communications Authority, Ghana Employers Association,
Department of Cooperatives signed onto the charter.
The rest are Ghana Export Promotion Council, Gratis Foundation, Ministry of Food and Agriculture,
Agricultural Engineering Services Directorate, Veterinary Services Directorate, Ghana Irrigation Development
Authority, Women in Agricultural Development Directorate, Plant Protection and Regulatory Services, Animal
Production Directorate and the Agricultural Extension Services. Along with this the Ghana government has
improved the communication flow the Members of Parliament can operate from descent offices, MPs can expect
to be furnished with laptops with full Internet connectivity to facilitate communication between their offices and
constituents as promised in the NDC manifesto..
Beside this initiative Ghana has introduced the public Expenditure Tracking System (PETS)-randomized surveys
that track the flow of resources through the administrative system in order to determine how much of the

originally allocated resources reach each level The 2007 Public Expenditure Tracking Surveys (PETS) was
implemented by the Government of Ghana as part of measures in taking forward the findings of the
External Review of Public Financial Management (ERPFM) in 2006. The PETS was carried out in the
education and health sectors to support Government's efforts in streamlining public spending and
improving related outcomes in these sectors.
The objective of the Ghana PETS was to increase understanding of the link between public spending
and service delivery at the facility level in order to contribute to improving the effectiveness and
accountability in the use of public funds. Specifically, the PETS focused on identifying the
discrepancies/leakages, inefficiencies and delays in public spending execution for selected
expenditures in the education and health sectors.
However, in order to improve the human rights situation and public participation in Ghana there is need to
strengthen the capacity of civil society to demand services , while holding both central and local Government
accountable for delivery of services and creating environment for broad based participation in decision making
.This will make people more getting actively involved in public service. Transparent and accountable governance
is bedrock for the achievement of the objectives set out in the Ghana Shared Growth Development Agenda
(GSGDA).As a delegate I would like to give some proposals regarding this issues to :
*Enhancing the capacity for public and civil service
*Promoting evidence based decision making
*Efficient public policy management and coordination of the development planning system for a balanced spatial
and socio-economic development.
* support the National Media Commission to enact the needed Regulations that will establish an organizational
framework and standards to ensure balance, fairness, access, opportunity and objectivity in the media.

Over all my Nation focus on delivering on the following,

A Strong and Resilient Economy
Expanding Infrastructure for better economic growth sustainable development resulting from infrastructural
improvement
Transparent and Accountable Governance and active participation of public
which constitute the vital pillars underpinning our national development programme and giving the right to
demand accountability for these services .
The future is here; the future is ours; the youth, women and men, and especially the children of our motherland,
Ghana, expect noticeable improvement in their lives.
In all this we acknowledge our abundant faith in God and his bountiful mercies on our nation. Gods divine favour
is on Ghana. We have no cause to fear. With God in our boat we smile at the storm.
