THE EDWIN JAMES ROYE BUILDING
In effort to architecturally describe the Edwin James Roye building commonly known as the
E.J. Roye building and state the reason for choosing to write about this building it seem
proper to remember the building designer and architect Winston Richard or perhaps to
recommend to the Liberia Institute of Architects to name is very good professionally
exercise the Winston Richard Architectural Recognition Award for Best Building
Architectural Description, owing to the fact that this Liberian Architect project manager
and lead architect on numerous landmark projects in Liberia, including the Roberts
International Airport, University of Liberia Fendall Campus, Liberia Industrial Free Zone,
Department of Treasury Office Tower, John F. Kennedy Hospital, Unity Conference Center,
Virginia and Hotel Africa, Gabriel Tucker Bridge, Liberia-Sierra Leone road, and several
other rural roads and highways throughout Liberia.
The E.J. Roye building cushioned in one of Monrovias furthermost historic quarters towers
over the Mesurado River and Providence Island is surrounded by several of Liberias most
revered nineteenth century churches, the first executive mansion, and the national museum.
The building opened in 1965 was built on the site where Liberia fifth president Edwin J.
Roye was assassinated. E. J. Roye building covers an area of approximately 12500 square
feet and stands at approximately 100 feet with ten floors and includes a basement,
auditorium, several meeting rooms and office spaces. Constructed and opened in 1965 it is
one of Liberias first low-rise modernism architectural style buildings.
The building architectural elements include square and rectangular forms in its floor spaces
and elevations, and its faade include decorative concrete slabs of abstraction of Liberian
political motifs of Liberia settlers and indigenous people. The front entrance has a protruded
cantilever reinforced concrete canopy with huge abstract stain glass fixed windows above.
The materials used include concrete walls and roofs and glass windows with steel and
aluminum frames with hardwood heavy doorframes and panels.

MAIN CAREER ACHIEVEMENTS

Presently providing project management and technical advisory to the United Nations Office for
Project Services (UNOPS) in Afghanistan for community infrastructure development project in
Eastern Afghanistan for the construction of education and health facilities buildings, borehole
wells, etc. and upgrade of gravel surface to double bituminous surface treatment to existing
community access tertiary roads.

Provided emergency construction advisory and overall technical management and support to
Save the Children International (SCI) in South Sudan emergency team for construction
programming and construction of temporary structures within other programming sectors.

Provided consultant services to the Internal Audit Secretariat, RL, and the Ministry of Public
Works, RL, for the development of a Technical Audit Guideline document to be used in the audit
of capital construction projects implemented under the Ministry of Public Works, RL.

Provided technical management and support to Save the Children, South Sudan Emergency
Response team for construction programming and construction of temporary structures within
other programming sectors, that led to the development and implementation of an emergency
programme construction management for UNHCR, Danita, etc.

Provided project management capacity building advise through a USAID Private Contractor,
Development Alternatives Inc. (USA Private International Development Company) Project and
Engineering department to Sar-E-Pul Municipality authority in Northern Afghanistan that led to
the management and implementation of bridges, irrigation canals and roads in Sar-E-Pul,
Afghanistan.

Provided technical advisory services to Save the Children International that led to the
development of Capital Asset Management Plan for the organizations facilities in South Sudan

Supported Development Alternatives Inc. (USA Private International Development Company) in


working with Provincial Government and Shuras Leaders and managed 12 civil engineers
directly and 100 civil engineers indirectly in Nangarhar and Kunar Provinces respectively in

Eastern Afghanistan, providing project management, monitoring and reporting, human resource
management, financial management, and procurement and logistical services support that led to
the management and implementation of more than 100 infrastructure projects that included
roads, suspension and concrete bridges, irrigation systems, flood walls, retaining walls, schools,
health centers, office buildings, district centers, and boreholes, reservoirs and bazaars/markets

Provided technical writing support to Development Alternatives Inc. (USA Private International
Development Company) in the development of Infrastructure Management Manual for
international use, and Engineering Implementation Guidebook for Engineering works in
Afghanistan

Supported a team of 157 staff and 700 volunteers and provided voters education to more than 1
million voters in five states in South Sudan by first managing finance, administration, logistics,
procurement, fleet, and security to later completing the project as program manager

Led a team of more than 30 staff and provided architecture, engineering and construction
management support through the USA NGO CHF International to the Government of Southern
Sudan, in the implementation of community-based projects including flood protection dike,
municipal office buildings, schools, community pipe-scheme, radio station, and water supply
and sanitation facilities, as well as hygiene promotion education, and community development
committees and state government capacity building workshops

Technical advisory consultancy and construction auditing support to UNICEF in its Tsunami
Recovery Program for Aceh Province in Indonesia that led to the construction of more than 250
primary schools and 200 maternity health centers

Project monitoring and reporting support through UNDP/UNV to UNICEF in collaboration with
more than 500 local community leadership groups in the design and construction of primary
schools and maternity centers in Aceh, Indonesia

Provided project management, human resource management, financial management,


procurement and logistics services, as well as monitoring and reporting services to United
Methodist Committee on Relief or UMCOR (USA-based NGO), leading a team of more than
150 staff including engineers, agriculturists, community developers and mobilizers, accountants,
logisticians and construction workers, to 6 communities and more than 8000 Liberian refugees
in Sierra Leone in the construction of family shelters, agricultural irrigation system, and water
and sanitation facilities respectively

Provided technical advisory to the Corrections Advisory Unit of the United Nations Mission in
Liberia and UNDP Liberia in the planning, design, estimation, scheduling, contracting, and
construction/renovation of correction facilities in the 15 counties of Liberia

Worked with German Technical Co-operation (Now GIZ) and liaised with the national
government and five local governments in Liberia, and the UNHCR that led to the planning,
design, estimation, and construction of more than 100 schools, health centers, and boreholes and
latrines as well as the repairs to more than 100Km of primary and feeder roads

refugees in South Sudan.

Afghan Municipalities Program for Urban Populations - North Project Afghanistan (January
- April 2013). Advise on a project to create effective, responsive, democratic, transparent, and
