Institution of Technicians and Engineers Kashmir


will encourage assess and recognize achievement,
to the benefit the individual, business and the
community, and will provide a service to its
customers/ members/ students. And organize the
un-organized skilled sector, on research based
establishment for development of skilled
knowledge and competencies. The pattern adopted
by the Great Sufi Saint Hazrat Mir Syed Ali
Hamadan (RH) for the development of skills and
socio-economic development in the Kashmir is the
basic system of the Institution.

Introduction.
Skilled Person Empowerment Civic Scheme ‘SPECS’ is a scheme developed for the un-
organized skilled class labours, for their livelihood, Skilled person are those who working as
mason, carpenter, black smith, electrician, plumber etc. we are talking those who are masters in
the field but they have not properly qualified in their very field, but through experience they are
well versed with system. Most of the construction works are completed due to those people.
Those people are important to every society, and in our state these people has been ignored by
the government and other organizations.
For these people we need a constructive policy for their development of such people in
the state.
ITE-Kashmir is a professional body working for the development of HRD in un-
organized sector, the Institution has qualified and eminent engineers as engineering council
members and qualified technician members in every field of engineering and designing. So this
institution is technically fit and knowledge base organization is registered as public charitable
trust.
The Institution has developed structure of members for their professional development on
the rules shown below:

This Institution has developed a membership category for those people who has master in their
filed/ professional but has not any such technical qualification which enhance their style of work,
institution will provide/ing the Licentiateship award qualification as well as membership of the
Institution after assessing their level of competencies, through our committed Engineering
members, members and associates. The Institution has developed a mechanism for such types of
assessments and testing.

Which schemes we want for the skilled people:


It may similar the schemes prepared by the Jammu & Kashmir Bank ltd already in favour
of artisans, craft persons.
The main thing is that who is a skilled person, who can assess it. The Institution is
providing this service to the skilled people and grant them licentiateship qualification award as
well as membership to the person who have much experience in their, vary filed.
Basically we have seven categories of members starting from Student-Licentiate-
Associate-Member-Senior Member-Engineering council members, besides of that we have
Institutional membership. The Institution committed for development of individual persons,
and makes them the pillars for development of the society. Also the institution will guide the
individual for establishing of their business proper way and provide them all available
knowledge for making their profession better.
The Institution will issue the professional card to the skilled person where his/her level of
competence and name of their professional is displayed.
The Jammu and Kashmir Bank Ltd. should accept this identity card in reorganization of his
ability and professional and provide them the all the benefits of finance, i.e. small loans, special
CC type account (credit card), life insurance, loans for purchasing power tools/hand tools etc.
