It is my pleasure to convey this proposal from Fauquier County to host the Veterans Care Facility that the
state plans to build in Northern Virginia. Veterans are a top priority in Fauquier County, where they make
up about 10% of our total population. I have spent the past seven years helping to support our regional
military installations, active military, veterans and their families.
Fauquier County has an ideal site for the Veterans Care Facility at Vint Hill, a thriving business park located
in northern Fauquier County. The site is fully served by infrastructure, is shovel-ready, and will be donated
by the County if we are selected. The business park is a safe haven, attractive and set apart, yet has
amenities within and just outside its borders. Moreover, Vint Hill has a long and storied history as an Army
listening post, which played a role in our victory in World War II.
The County has a strong commitment to aiding the transition of veterans and already has services dedicated
to helping with the move from military service to civilian employment. Our business incubator in Warrenton,
the Mason Enterprise Center-Fauquier, has regular counseling sessions each month to assist veterans in
finding jobs and preparing them for entrepreneurship if they have interest in starting a business. In fact, we
are just now finalizing a Memorandum of Understanding with Marine Corps Base Quantico, which will open
the Fauquier business incubator to transitioning Marines.
The County offers an unequaled quality of life for veterans who would come here, whether temporarily
or more permanently. In fact, the abundance of educational institutions, training opportunities, business
support services and amenities make this a place where many of the veterans who receive treatment at the
facility will want to live, work and raise their families. There is no place that can match our beautiful open
spaces, equestrian traditions, historic towns and rich sense of community.
Our strong involvement with the Quantico/Belvoir Regional Business Alliance, for which I am Chairman of
the Board, affords us numerous opportunities to address the needs of veterans as well as active military. Our
leadership of this Alliance has put us in position to assist other communities in the region (e.g., Alexandria)
to build their own veteran support systems.
In short, we have the site and support services along with a commitment to providing veterans with a
superb quality of life. This is what makes Fauquier County a perfect spot for the Veterans Care Facility.

EXECUTIVE SUMMARY
PROPOSED SITE
Fauquier County wishes to donate a site for the proposed Veterans Care Facility and has identified a prime
25-acre locale with excellent transportation access, comprehensive amenities and a convenient location at
Vint Hill in the northern end of the county. Vint Hill is a former Army base that served as a key listening post
during World War II and is now a successful, privately owned, multi-purpose business park. The attractively
situated site is shovel-ready with all necessary infrastructure already in place.
This site represents the best of all possible worlds. For those receiving treatment, it offers a serene
environment balanced with a dynamic economy, a rich and diverse history, numerous support services and
easy access to Route 66 and Dulles Airport. There is also quick and convenient access to quaint, historic
towns like Warrenton, which also boasts one of the most progressive business accelerators in the region.
Local incentives are also available to attract compatible private service providers who could help create a
more comprehensive health services cluster around the facility.

COMMITMENT TO VETERANS
This community has strong ties to its neighbors at Marine Corps Base Quantico, and has committed
to serving military and former military residents that make up roughly 10% of the Countys population.
Currently, Fauquier County offers counseling for veterans at its business incubator, along with career
fairs and entrepreneurial workshops, which are already in the works. A Memorandum of Understanding
with Marine Corps Base Quantico is about to be signed, which pledges further cooperation in support of
transitioning Marines.
The County also acts as a leading member of the Quantico/Belvoir Regional Business Alliance, an
organization dedicated to building closer ties between businesses, communities and the military. Fauquier
County participates in its innovative programs, including one that provides one-on-one mentoring to
veterans using local business leaders. One needs only to read the letters of support from our retired and
active military partners to gauge the depth of our commitment to supporting veterans.

QUALITY OF LIFE
Fauquier County offers a high quality of life, which will appeal to the veterans receiving treatment, as well
as positioning the community as a supportive landing place for those who might wish to settle here. A
community which features twenty-seven wineries, world class equestrian events, incomparable history, fine
food, mall-free shopping and a pro-military culture would welcome and nurture our returning veterans.

WHY FAUQUIER COUNTY?


A 25-ACRE DONATION
In cooperation with the Vint Hill Economic Development Authority (VHEDA) and Vint Hill Village, LLC,
Fauquier County wishes to donate a desirable 25-acre parcel of land valued at $5 million to the Department
of Veteran Services for its planned Veterans Care Facility.
The proposed 25-acre lot, Land Bay C, is part of a 250-acre, mixed-use community called Vint Hill. Formerly
a 695-acre Army installation known as Vint Hill Farms Station, the property was taken over by the VHEDA in
1997 as a result of the Base Realignment and Closure Act. The VHEDA reached a consensus with the County
to rezone and redevelop the property as a thriving commercial/industrial district and planned residential
development. Since then, the VHEDA has transferred the majority of the property into private ownership
with Vint Hill Village, LLC, which now is the Master Developer of 250 acres at Vint Hill.
The VHEDA and Vint Hill Village, LLC share joint control of this particular undeveloped parcel and are
delighted to offer it to the County as the site for the proposed Veterans Care Facility. See appendix to find
their letter offering control to the County, should the site be selected. With its military history, significant
local veteran population and strong roots in the military community, Fauquier County is an ideal location for
a facility dedicated to making specialized care and treatment available to veterans.
Vint Hill is located at the heart of a picturesque, growing community in Fauquier County. Nestled in
Virginias beautiful northern Piedmont Region, Vint Hill makes for an attractive environment to pursue a
work and home life. Land Bay C is close to homes, provides idyllic mountain views and has quick access
to major roadways. Vint Hill and the surrounding towns of Warrenton, Haymarket and Gainesville provide
access to amenities such as shopping, dining and cultural attractions. Additionally, Vint Hill offers living and
office space to help keep jobs local, creating a vibrant sense of place worth visiting and calling home.

COMMITMENT TO A VETERANS PROGRAM


Veterans make up roughly 10% of the population of Fauquier County and hold notable roles as business
owners, community leaders and government officials.
Due to its proximity to Marine Corps Base Quantico, Fauquier County has a long history of working with
active and retired Marines, whether in the government realm or through the private sector. Many county
businesses work with the base and provide services to the Marine Corps.
Fauquier County, therefore, is not new to the business of addressing and responding to the needs of
veterans and active military and their families. In fact, it has made it a priority to assist transitioning
warriors as they integrate back into the commercial sector. The Fauquier County Department of Economic
Development (FCDED) is currently finalizing a Memorandum of Understanding (MOU) with Marine Corps
Base Quantico. The MOU draft, which is included in the appendix, was presented by the office of Quantico
Commander Col. David Maxwell and was approved by the Board of Supervisors earlier this month.
The objective of the MOU is to provide additional counseling and training services that allow transitioning

Marines to explore entrepreneurship and other commercial opportunities. The ultimate goal of the
partnership between the FCDED and Marine Corps Base Quantico is to ease the transition from the military
to life in the civilian economy. This MOU between the two parties outlines the various means by which the
FCDED will assist active duty and transitioning service members. Among the items defined in this list is for
the FCDED to facilitate cooperation with the Quantico/Belvoir Regional Business Alliance (see item 7, page
2 of attached MOU draft).
The connection here is Fauquier Countys Director of Economic Development, Miles Friedman, a leader
in and a co-founder of the aforementioned Alliance. His would be the lead agency on this project, should
Fauquier County be selected.
The Quantico/Belvoir Regional Business Alliance was founded in 2008 by 22 businesses, educational
institutions, not-for-profits and local governments for the purpose of building stronger relationships
between the business community and local military installations. The Alliance brings together communities,
key businesses and other vital local and regional players in support of Fort Belvoir, Marine Corps Base
Quantico and Department of Defense (DOD) agencies in the region like the Washington Headquarters
Service and the National Geospatial Agency. In 2014, the Alliance reached 80 members made up of local
businesses, educational institutions, chambers of commerce, the healthcare industry and local governments
in Northern Virginia.
This unique Alliance has become a true regional development organization, with strong, ongoing ties to the
aforementioned parties. It continues to play a role in helping to inform the community about the impact of
these installations on the regional economy, as well as providing insights on government plans regarding
BRAC and Sequestration.
One of the groups most important causes has been to support transitioning veterans, and the Alliance
has assisted the City of Alexandria, the Alexandria Chamber of Commerce, the Fauquier Chamber of
Commerce and Fauquier County in building support programs for transitioning warriors. The Alliance
partners with the Northern Virginia Veterans Association to implement a one-on-one mentoring program
that pairs veterans with business owners and others in the civilian world.
Fauquier Countys Department of Economic Development Director Miles Friedman is a founding member of
the Alliance and served as its president and CEO from 2008 to 2013, when he took on the director position
of the FCDED. When Fauquier County joined the Alliance Friedman was elected to the Alliance Board of
Directors and then selected as Chairman, starting in late 2013. He continues to be among the Alliance
leaders and works closely with local military installations and DOD agencies. Friedman also works closely
with Virginia Secretary of Veterans and Defense Affairs, Retired Admiral John Harvey in Richmond, and sits
on a council of local and regional agencies chaired by Secretary Harvey.
With a focus on veterans already in place, the proposed Veterans Care Facility would nicely complement
and be supported by these and other county initiatives designed to enhance services available to veterans.

SUPPORT FROM VETERANS, CITIZENS, AND PUBLIC FIGURES


Fauquier County and Friedman continue to receive endorsements from retired and active members of
the military and from key legislative figures. See appendix for a letter from Fauquier Countys Board of
Supervisors Chairman Chester W. Stribling and Virginia Delegate Michael Webert endorsing Fauquier
County for the proposed Veterans Care Facility and a letter of appreciation from the Northern Virginia
Veterans Association. The appendix also includes a letter addressed to Friedman from Major General
Bradley A. Becker, Commanding General of the military district of Washington. In it, Becker expresses his
support for the services that Friedman spearheaded to sustain a connection between soldiers, families and
civilians.
The following are statements of support.
I worked with Miles Friedman to help found the Quantico/Belvoir Regional Business Alliance and
have continued to work with him as he has expanded business and community support for active
military, veterans and their families. Now Miles has brought that same commitment to his job as
Director of Economic Development in Fauquier County, a county that has embraced a role as local
support system for active military, veterans and military families.

Miles Friedman was the Chairman of the Board for the Quantico/Belvoir Regional Business Alliance

time, I came to realize how committed and genuine he was in supporting military service men
and women along with their families by hosting patriotic events, while continuously leading and
teaching the Alliance membership why it is important to recognize and support the military families
in their communities. Unwavering in his drive and commitment to the military communities in the
region, he then pursued a position as the Economic Director at Fauquier County, in which I had
the opportunity to continue my relationship with him in a business capacity. His vision and focus
to support the men and women who serve or have served this great country continues through
his current actions and intentions today! I applaud and endorse him for both his past efforts and
continued enthusiasm to care for those great Americans that have sacrificed so much for this
Nation.

AMENITIES FOR FAMILIES AND POST-TREATMENT SUPPORT


A veteran care facility will bring families to the community as they work to support their loved ones,
especially during prolonged treatment periods. Veterans and their families will need access to dining,
shopping, accommodations, and medical facilities. The Vint Hill location we are proposing is just minutes
from amenities that families would need to make their stay as comfortable and convenient as possible. Vint

Hill Village, LLC would commit to actively enhancing such supporting amenities, both from private sources
and from other public and not-for-profit sources. This community can offer a reassuring experience that
supports and respects the dignity of all involved.
Once veterans and family members successfully emerge from the treatment period, they can find assistance
with training, financing, business startups and small business growth, agricultural endeavors, community
involvement and career counseling. The following is a list of organizations that actively partner with

Fauquier County will offer all available services of the Mason Enterprise Centerthe countys business
acceleratorin order to facilitate a smooth economic transition for veterans. The Mason Enterprise Center
regularly hosts business and entrepreneurial counselors from several agencies, and plans are already in
place to open two new business accelerators, one of which will be in Vint Hill. Veterans can attend training
sessions, meet for counseling, utilize other support services and even locate, affordably, in the business
accelerators. The chambers of commerce also offer mentoring and training programs to assist with starting
and operating a business.

A VETERAN-FRIENDLY LOCATION
Warriors in transition will find themselves in an area filled with people, businesses and agencies that want
to help. Cecil Campbell, business owner in Fauquier County and commissioner on the board of the Vint Hill
Economic Development Authority, explains his involvement with veterans through the Outdoor Recreation
Heritage Fund (ORHF).
Ive been on the board of the ORHF for a number of years now. The ORHF is a sister board under
the Paralyzed Veterans of America (PVA), which advocates for health care, benefits, job training and
career opportunities for all who have served.
The ORHF takes veterans on hunting, fishing and other outdoor trips and pays for all travel
expenses. We do our own fundraising and use that money to support our mission, which is to act as
an extended family that shares in these healthy experiences. We want to support veterans and their

families by giving them moments to look forward to. These men and women endure unspeakable
difficulties, and they deserve support from their community.
My personal contribution on the ORHF is to interact with veterans one on one I get a lot of
fulfillment from that. Ive gotten close with some of these guys, and based on what Ive seen and
heard, there is no doubt that veterans in our county would benefit from anything we can give them.

While utilizing services that are central to recovery, many veterans may find themselves considering an
extended stay in horse and wine country or even wanting to settle down in a community with some of the
most affordable homes and tax rates in the region. Few places in the world offer a higher quality of life than
the Piedmont Region of Northern Virginia.
Fauquier County offers a comprehensive array of benefits for veterans and their families, with each
individual component interlocking to form an immutable safety net. The county is deeply committed
to making its services available to veterans in need of medical, emotional or financial support with one
ultimate objective their recovery and well-being.

ACCESS TO EDUCATION
Public School SystemA Veterans Care Facility would attract families, not just individuals. Veterans who
seek to locate their families in Fauquier County will find an outstanding public school system to support
their childrens education. With fully accredited and highly rated elementary, middle, and high schools,
Fauquier County is a community that is invested in the growth and achievement of youth.
Higher EducationFauquier County is close by to a number of military-friendly colleges and universities.
Vint Hill is home to one of the four campuses of Lord Fairfax Community College, which has programs
specifically designed for veterans looking to further their education or get workforce training for local
business pursuits.
According to an article published by NBC News in 2012, approximately 800,000 veterans in the U.S. Armed
Forces are pursuing a degree, but only 3% are expected to graduate. In response to these statistics, many
higher learning institutions across the country have implemented programs that enable veterans to attend
college and assist in their adjustment to academic settings. They also offer counseling services and student
organizations that specifically address their needs.
Lord Fairfax Community College is one such institution, providing access to external educational, emotional,
financial, employment and other resources to veterans. George Mason University is another nearby
university, ranked 7th on the list of the 40 best schools for veterans. Georgetown University, Mary Baldwin
College, Marymount University and the EPCI College of Technology are also in close proximity to Fauquier
County.
See appendix for a map showing 86 institutions of higher learning that offer information technology and
engineering programs. Approximately half of them are within a 50-mile radius of Fauquier County.

ACCESS TO QUALITY
Fauquier County is situated between the Blue Ridge Mountains to the west, and Washington, D.C. to the
east. This location gives residents a huge variety of things to do and an exceptional quality of life. Within a
40-minute drive, Fauquier residents can kayak the Shenandoah, rock climb and hike the Appalachian Trail;
head 40 minutes east and explore the museums, theaters, restaurants and city streets of Washington, D.C.
Staying close to home, residents can enjoy the incredible countryside and scenic vistas Fauquier offers.
Fauquier County has traditionally been known as Horse Country, but has quickly become known as Horse
and Wine Country.
Fauquier is currently home to Old Bust Head Brewing Co., Cobbler Mountain Cidery, and over 27 wineries
to enjoy. Many equestrian events are held in Fauquier such as fox hunting, Gold Cup races, point-to-point
races, and the oldest Horse Show in the Country. Outdoor lovers can enjoy bicycle trails, hiking, horseback
riding, canoeing, and fishing. History lovers will appreciate the vast Civil War history of Fauquier and its
small towns and villages, along with the unique restaurants and shops offered here.
Fauquier County has various facilities available for recreational use by county residents and organizations,
including facilities at the countys schools, twelve county and state parks, the Marshall & Warrenton
Community Centers, various indoor and outdoor facilities at Vint Hill Park in New Baltimore, and the
Northern Fauquier County Community Park and Sports Complex in Marshall.

VINT HILLS RICH HISTORY


The history of Vint Hill dates back to 1772 when a deed records Thomas and Sara Foster as taking
ownership. The ownership of this 700-plus-acre plot changed hands and purposes several times as the
centuries rolled by.
The Low Family, both British citizens and owners of the property at the time of the Civil War, flew the Union
Jack Flag. This meant they were neutral (neither Confederate nor Union). Both the North and South used
the property, leaving it intact despite the skirmishes and major battles going on at the time.
In 1942, the property was sold to the U.S. Army and was established as a cryptology school and intelligence
gathering station during World War II, officially named Listening Post #1. In 1943, Vint Hill played a critical
role in eavesdropping on enemy communications when it intercepted a message that helped lead to the
successful D-Day invasion at Normandy Beach.
The progressive technology and concepts developed here during the war served as a model for similar field
stations around the world. Vint Hill employed over 2,000 military and civilian employees, and became a busy
training center for cryptanalysts and radio operators after the war.
In 1974, the mission of Vint Hill changed to research, development, and logistics for the Army and
Department of Defense. After the Cold War, the base was no longer regarded as necessary by the military
and the property was repurposed.

In the mid-1990s, the Vint Hill Economic Development Authority (VHEDA) was established to begin
development of a housing and business community, and in 2014 the torch was handed to a new group of
dynamic developers and business leaders. This group, behind the success of the neighboring Brookside
residential development, is planning swift and vibrant enhancements to the already iconic Vint Hill property.

since 1922. Fox hunting, point-to-point races and the Upperville Colt and Horse Show, the oldest horse
show in the country, are just a few more historic equine happenings in the region known as horse country.
Recreational opportunities are also very important in developing an environment that supports the
recruitment, development and retention of thriving industries. Walking trails are located all throughout the
Vint Hill development, and frequently host running races, cycling events and walking meetings. Vint Hill also
boasts a dog park, Covert Caf, craft winery, craft brewery, community pool, recreation center, Cold War
Museum and Fauquiers only stand-alone theatre for the performing arts. Lake Brittle, a state maintained
lake of 77 acres, is a popular fishing and boating destinationone of several in Fauquier County.
Locals and tourists also enjoy an array of outdoor activities in the conveniently located Shenandoah National
Park, where 200,000 acres of protected land welcomes hikers, campers and explorers from across the
country. Skyline Drive, a 105-mile scenic journey along the crest of the Blue Ridge Mountains is the only
road running straight through the park and has access to an array of popular day hikes on the Appalachian
Trail.

mid-1990s, the VHEDA was established to begin development of a housing and business community, and

behind the success of the neighboring Brookside residential development, is planning swift and vibrant
enhancements to the already iconic Vint Hill property.

LETS TALK INFRASTRUCTURE


INFRASTRUCTURE
Land Bay C is shovel-ready and comes equipped with all utilities, including water, sewer, fiber optics, natural
gas, power, telephone and storm water management.
Since 1997, Vint Hill has invested over $20 million in new infrastructure. These investments include a major
sanitary sewer pump station and force main, 4.5 miles of new water and sanitary sewer lines, a new 300,000
gallon elevated water storage tank, more than 2 miles of new fiber cable and conduit and 2.3 miles of new
natural gas line. Road improvements include new internal roads with 1.5 miles of arterial roads, 3 miles of
residential collector roads and improvements to existing roads. An $11 million-plus project to complete
internal roads is currently underway in a joint-effort project with the Virginia Department of Transportation.
Over the past few years the Fauquier County Water & Sanitation Authority has upgraded the Vint Hill
Wastewater Treatment Plant to a maximum capacity of 950,000 gallons per day. Vint Hill has a reserve
capacity of 200,000 gallons per day, with significant additional capacity available.
Vint Hill has conveyed over 100 acres of open space to the established Vint Hill Conservancy for
preservation. The property is equipped with regional storm water management ponds and 2.5 miles of
walking trails throughout the property. Future plans include renovating the existing Vint Hill Park to include
more trails, an outdoor amphitheater and other amenities.
In 2008, Vint Hill launched new fiber capabilities to serve businesses in the park. Vint Hill also negotiated
a four-party innovative partnership with NOVEC Solutions, Buccaneer Computer Systems & Service
(now General Dynamics) and the Fauquier County Industrial Development Authority, bringing enhanced
fiber capacity to Vint Hill. This fiber capacity adds substantial value to the land and will be a catalyst for
welcoming future businesses and agencies with virtually any broadband capability requirements.
Columbia Gas, regionally headquartered in Vint Hill, has natural gas available throughout the site. Vint Hill
also owns its own robust public water system. It is approved by the Virginia Department of Health for more
than 850,000 gallons per day, though the system currently only has customer demand for about 40% of
that amount. Thus, there are more than 400,000 gallons per day available for use within the current existing
infrastructure.

1.

Purpose

a. This is a Memorandum of Understanding(MOU) between the


Marine Corps Installations National Capital Region Marine Corps
Base Quantico (MCINCR-MCBQ), Quantico, Virginia, and Fauquier
County Department of Economic Development (FCDED). Warrenton,
Virginia. When referred to collectively, the MCINCR-MCBQ and
FCDED are referred to as the Parties.
b. This MOU establishes the working arrangements and
responsibilities for the Parties to assist active Marines and
their family in the transition from the Marine Corps to become
productive and happy members of the civilian economy.
2. Scope. This MOU is limited to MCINCR-MCBQ and FCDED, and
does not empower either party to act on behalf of the other with
regard to any contract or representation as to any other matter.
3.

Understandings of the Parties.

might want to start their own business.
(3) FCDED counselors would be available to discuss
options in the business world and how to pursue them.

Joint efforts between the Parties could include:

(1) Counseling and training for prospective


entrepreneurs.
(2) Individual training and mentoring and group training
for job seekers.
(3) Arranging mentors from amongst the business
community.
(4) Development of special programs that address
community resources and opportunities.
(5) Career fairs for veterans, targeting employers with
real job openings.
(6) Developing ongoing mechanisms for matching veterans
to employment and entrepreneurship opportunities.
(7) Facilitating cooperation with other service
organizations such as local chambers of commerce, the Northern
Virginia Veterans Association, the Quantico/Belvoir Regional
Business Alliance, the Virginia Employment Commission, local
workforce investment boards and other non-profit groups and
government agencies.
(8) Help build a region-wide support system for Marines
who are transitioning to civilian business opportunities in
cooperation with Quantico/Belvoir Regional Business Alliance.
4. Financial Details. This MOU is to be at No Cost to MCINCRMCBQ and does not authorize or require any expenditure of
MCINCR-MCBQ funds.
5. Points of Contact. The following points of contact (POC) will
be used by the Parties to communicate in the implementation of this
MOU. Each Party may change its POC upon reasonable notice to the
other Party.

6.

Modifications

a. This MOU may only be modified by the written concern of the


Parties, duly signed by their authorized representatives.
b. Neither FCDED nor any MCINCR-MCBQ office below that of the
Commander, MCINCR-MCBQ may expand the support, services and/or
facilities utilization as stated herein without first receiving
written authorization from the Commander, MCINCR-MCBQ or above, and
without notifying the Support Agreements Manager.
7. Disputes. Any disputes relating to this MOU will, subject to
any applicable law, Executive Order, directive or instruction, be
resolved by consultations between the Parties in accordance with
Reference (a).
8. Transferability. This MOU is not transferable except with the
written consent of the Parties.
9. Entire Understanding. It is expressly understood and agreed
that this MOU embodies the entire understanding between the Parties
regarding the MOUs subject matter.
10. Review. This MOU will be reviewed triennially on or around the
anniversary of its effective date.
11. Termination of MOU. Either party may terminate this MOU upon
30-days written notice to the other party. However, the Commander,
MCINCR-MCBQ, has the right to terminate this MOU for any reason
deemed necessary. If this MOU should be so terminated, the XXXXX
will not have any action or recourse against MCINCR-MCBQ, the USMC,
the Department of the Navy (DON), the DoD, and all agencies and
instrumentalities of these organizations.
12. Effective Date. This MOU enters into effect upon the date of
the final signature.

from the date it is signed, unless terminated in accordance with

RE: Veterans Care Facility
The purpose of this letter is to demonstrate that the Vint Hill Economic Development Authority
(VHEDA) and Vint Hill Village, LLC (VHV) are committed to supporting Fauquier Countys
effort to bring the proposed Veterans Care Facility to Vint Hill, Va. Vint Hill, having been a U.
S. Army installation from 1942 to 1997, played a key roll intercepting and decoding enemy
communications throughout WWII and the Cold War. We feel that it is more than fitting for
Vint Hill to continue to play a key role for the U.S. military in Vint Hills peace-time repurposing.
As you are aware, the VHEDA took ownership of the former 695 acre Army installation known
as Vint Hill Farms Station in 1997 as a result of the Base Realignment and Closure Act. Since
that time, the property has been rezoned and redeveloped as a mixed-use community. The
VHEDA has transferred the majority of the property into private ownership with VHV now
owning over 250 acres at Vint Hill as the Master Developers. VHV and VHEDA jointly control
over 80 acres of undeveloped property at Vint Hill and wish to offer 25 acres to the County
for the purpose of locating the Veterans Care Facility at Vint Hill.
The proposed 25-acre property, known Land Bay C, was selected because of the infrastructure
already in place at the location. The property has new water, sewer, power, fiber, telephone,
natural gas, and a storm water management facility in place that will save the Commonwealth
vast amounts of time and money if it were to locate the facility at the proposed location. The
proposed land is also advantageously located just one mile from US 29 between Gainesville and
Warrenton with frontage on Vint Hill Road.
Together, Vint Hill Village, LLC and VHEDA look forward to working with the County on this
exciting and vital endeavor to bring healthcare and wellness opportunities to the veterans in
Fauquier County and the surrounding region.
