I.

PREAMBLE

We, the members of MENTORS SOCIETY, Education students of College of


Education of Polytechnic University of the Philippines Taguig Branch,
with the help of God, believing in the need for a better organized student
organization, and in the development of the youth as future teachers and
leaders of the nation, hereby form a unified student organization that
shall embody the ideals and principles of democracy, in collective efforts
to promote the welfare of all Education students and the academic
standards of our Alma Mater, do hereby promulgate and adopt this
constitution and by-laws that will promote, implement, and maintain our
goals and aspirations.
ARTICLE I:
NAME, DOMICILE, AND GENERAL PROVISION
SECTION 1: The association under this constitution shall be known as the
MENTORS SOCIETY herewith after referred to as MS.
SECTION 2: This constitution shall govern the Mentors Society, its
officers and members.
ARTICLE II:
DECLARATION OF PRINCIPLES AND OBJECTIVES
SECTION 1: MISSION The Mentors Society serves as an active and
forceful medium ideas and sentiments to continue a developing close and
strong relationship among the students of Education and the university
while pursuing outreach programs that will benefit the school and the
community.
SECTION 2: VISION The Mentors Society shall promote academic
excellence and mutual understanding through social, civic, intellectual,
recreational, and scientific programs and activities, so that they can work
actively in beginning and service together.
ARTICLE III:
MEMBERSHIP

SECTION 1: ADMISSION TO THE SOCIETY Any bonafide student of
Polytechnic University of the Philippines Taguig branch can be a member
of Mentors Society, provided upon enrolment he/she shall pay the
prescribe membership fee.
SECTION 2: SUSPENSION AND EXPULSION
A. Any member who has suspended or expelled from the college
shall be considered suspended or expelled from the society as
the case may be;
B. A student shall not be considered as a member of the society if
at the time he/she enrolls in the university has found guilty of
having violated any rules or regulations penalized by suspension
and expulsion;
C. A member should not be a member of any organization whose
mission and vision are inconsistent with the societys mission
and vision;
D. A member shall be deprive of the societys privileges, if he has
found guilty, in accordance to due process, on the following
grounds:
1. Culpable violation of Mentors Society rules and regulations,
constitution and by-laws;
2. Direct assault to any of the Mentors Society officers, the
Mentors Society Assembly, the Core Group and any Mentors
authority, and the authority of the university;
ARTICLE IV:
RIGHTS OF STUDENTS
SECTION 1: Every student has the right to enjoy responsible freedom of
speech and expression.
SECTION 2: Every student has the right to avail of all the services offered
by the Mentors Society.
SECTION 3: Every student has the right to conduct and participate in all
school activities.
SECTION 4: Every student has the right to participate in annual election
of officer, to be nominated, and elected into office.
SECTION 5: Every student has the right to information on all issues and
matters concerning them.
SECTION 6: Every student has the right to be represented in all meetings
and assemblies of the school on issues affecting welfare of the studentry.

SECTION 7: Every student has the right to due process.
ARTICLE V:
DUTIES AND OBLIGATIONS OF MENTORS SOCIETY MEMBERS
SECTION 1: Every Mentors Society member has the responsibility to
observe the laws of the Republic of the Philippines, and the rules and
regulations of the school at all times.
SECTION 2: Every Mentors Society member must pay on all Mentors
Society fee as approved by the Mentors Society Assembly and in some
case, by the Office of Student Services. Other fees may be enforced
through the decision of the majority of the society.
SECTION 3: Every Mentors Society member must support and promote
the thrusts and objectives of the Mentors Society and the school.
SECTION 4: Every Mentors Society member must abide by the Mentors
Society constitution and by-laws.
SECTION 5: Every Mentors Society member must participate actively in
all affairs of the society and school activities, and strive for academic
excellence.
SECTION 6: Every Mentors Society member must exercise his/her rights
and do his/her responsibilities as an Education Students.
ARTICLE VI:
POWERS AND DUTIES OF THE MENTORS SOCIETY
SECTION 1: The Mentors Society shall have the following functions and
responsibilities:
A. Formulate and execute programs that will address relevant
issues or concerns of the studentry;
B. Plan and implement policies and programs designed to protect
and promote Education students right and welfare;
C. Create committees necessary to address the needs of the
Education and students;
D. Make recommendations to school authorities regarding Education
student/s matters, affairs, and activities;
E. Serves as a representative of the Education studentry in voicing
their opinions, suggestions and grievances;
F. Have such other powers and duties as the school authorities and
the Education studentry may, time to time, grant or delegate,
consistent with stated objectives and school policies;

G. Spearhead anti-drug abuse, anti-smoking, reading and tutorial,
and day care services for challenged learners, and in special
case, if any, may lead the outreach programs for less fortunate
citizen of the community, and environmental programs in the
school;
H. Monitor and supervise the elections of Mentors Society for the
succeeding academic year, and,
I. Turn-over the financial assets, papers, documents, properties and
other responsibilities to the incoming Mentors Society officers;
J. Submit financial and accomplishment reports to the school
authorities in monthly basis, or in some case, as a need arise,
may be of annually basis. Terminal reports must be submitted to
the school authorities and the incoming Mentors Society officers
during the turnover of the responsibilities.
K. Establish official communication medium through print,
broadcast, and online.

ARTICLE VII:
COMPOSITION, ELECTION AND TERM OF OFFICE
SECTION 1: The officers of the Mentors Society are the duly elected
President, Vice-President-Internal, Vice-President-external, Secretary,
Assistant Secretary, Treasurer, Auditor, Public Relations Officers, and
Business Managers.
SECTION 2: All Mentors Society elections shall be conducted course
wide every third and or fourth week of February annually.
SECTION 3: Campaign period shall not be more than five (5) school days
prior to the Mentors Society elections
SECTION 4: Candidates for all Mentors Society elective positions must
be:
A. Bonafide Education Student;
B. Of good moral character and have not been to any disciplinary
sanction;
C. Resident of the school or of the college for at least one academic
year (two semesters) prior to the filing of Certificate of
Candidacy (COC);

D. Considered resigned and ineligible from all elective positions
from clubs and organizations once elected;
E. The officers of the Mentors Society shall hold office for one
academic year.
ARTICLE VIII:
DUTIES AND FUNCTIONS OF OFFICERS
SECTION 1: The president shall be the chief executive officer of the
Mentors Society. He shall have the following duties:
A. Preside over all meetings and/or may designate another officer to
preside for a specific meeting;
B. Enforce this constitution, By-laws and other regulations that may
be promulgated;
C. Sign all official minutes, resolutions, correspondences, and other
official paper of the Mentors Society;
D. Represent the Mentors Society in the Student Council Assembly
headed by the Office of Student Affairs, and any official
external/internal functions;
E. Implement Mentors Society programs and projects;
F. Create Ad Hoc Committees, as the need arises, the chairperson
of which shall be appointed by the Mentors Society President;
and
G. Perform such other functions inherent and incidental to his/her
office.
SECTION 2: The Vice President-Internal shall have the following duties:
A. Assist the President in all internal matters where his/her
assistance is necessary;
B. Assume the Office of the President should the position become
vacant;
C. Supervise officers in planning and arranging meetings of
programs of activities;
D. Head the Internal Affairs Committee and conceptualize programs
and projects and plan activities with the Mentors Society
Assembly;
E. Perform such other duties assigned by the Mentors Society.
SECTION 3: The Vice President-External shall have the following duties:
A. Assist the President in all external matters where his/her
assistance is necessary;
B. Head the External Affairs Committee;

C. Perform such other duties assigned by the Mentors Society.
SECTION 4: The Secretary shall have the following duties:
A. Keep accurate records of the minutes and document proceedings
of every meeting;
B. Keep a file of all pertinent documents and papers of the Mentors
Society and make them accessible to the members;
C. Prepare a documentation or narrative report of events and
accomplishments ever month, after an activity, at the end of the
term; and at the end of academic year as annual
accomplishment report;
D. Call and prepare all notices of Mentors Society meetings;
E. Head the Mentors Society Secretariat; and
F. Perform such other duties assigned by the Mentors Society.
SECTION 5: The Assistant Secretary shall have the following duties:
A. Assist the Secretary in all Secretarial matters;
B. Keep accurate duplicate records of the minutes and document
proceedings of every meeting;
C. Safe keep and duplicate all pertinent documents and papers of
the Mentors Society;
D. Perform such other duties assigned by the Mentors Society.
SECTION 6: The Treasurer shall have the following duties:
A. Keep all financial records of the Mentors Assembly;
B. Serve as the disbursing officer of all Mentors Society Funds;
C. Prepare financial reports every month, after an activity, at the
end of the term; and at the end of academic year, as annual
financial report;
D. Formulate pertinent financial guidelines for the Society;
E. Head the Finance Committee; and
F. Perform such other duties assigned by the Mentors Society.
SECTION 7: The Auditor shall have the following duties:
A. Certify the legitimacy and correctness of the disbursement of
funds;
B. Act as an accounting officer and, audit all expenditures of the
Mentors Society funds;
C. Assist the Treasurer in formulating guidelines and reports;
D. Keep and update inventory of all Mentors Society properties;
E. Act as the assistant head of the Finance Committee; and
F. Perform such other duties assigned by the Mentors Society.
SECTION 8: The Public Relations Officers shall have the following duties:
A. Popularize the thrust and objectives of the Mentors Society;

B. Build and maintain a credible image of the Mentors Society;
C. Take charge in the promotion of Mentors Society projects and
activities;
D. Head the Publicity Committee; and
E. Perform such other duties assigned by the Mentors Society.
SECTION 9: The Business Managers shall have the following duties:
A. Scout for and develop new and innovative opportunities, talents,
and assets internal and external of Mentors Society;
B. Make recommendations to the Society about their findings,
researches, and studies;
C. Head the Research Committee;
D. Perform such other duties assigned by the Mentors Society.
ARTICLE IX:
THE PERMANENT MENTORS SOCIETY COMMITTEES
SECTION 1:There shall be seven (8) permanent committees in the
Mentors Society; namely, the Executive Committee, Internal Affairs
Committee, External Affairs Committee, Secretariat, Finance Committee,
Publicity Committee, Research Committee, and Special Projects
Committee. Members of each committee in the Mentors Society shall be
appointed by the President from among the officers of the homeroom
organizations and members of the society upon the recommendation of
the chairperson of the committee.
SECTION 2: The Executive Committee shall be headed by the President,
and shall act as the administrative arm of the Mentors Society.
SECTION 3: The Internal Affairs Committee shall be headed by the Vice
President Internal and shall take charge of all the internal matters,
regarding the members of the Mentors Society and their functions.
SECTION 4: The External Affairs Committee shall be headed by the Vice
President External and shall take charge of all the official external
dialogue and businesses of the Mentors Society.
SECTION 5: The Secretariat shall be headed by the Secretary, with the
help of Assistant Secretary, and shall be the official Mentors Society work
group.
SECTION 6: The Finance Committee shall be headed by the Treasurer and
shall be assisted by the Auditor. This committee shall take charge of all
monetary matters and properties of the Mentors Society.

SECTION 7: The Publicity Committee shall be headed by the Public
Relations Officers and shall be responsible for disseminating information
on matters concerning Mentors Society.
SECTION 8: The Research Committee shall be headed by Banagers and
shall be responsible of tapping undeveloped resources for the Mentors
Society.
SECTION 9:The Special Projects Committee shall be headed by a person
appointed by the President and shall implement programs and projects
like reading and tutorial services, and a day care center, go green, etc.,
for Challenged Learners, and environment, etc.
SECTION 10: Other committees, permanent or ad hoc in nature, may be
created by the Mentors the need arises.
ARTICLE X:
HOMEROOM CLASS ORGANIZATIONS
SECTION 1: There shall be a homeroom class organization in every
section composed of officers parallel, but not necessarily, to the
organizational structure of Mentors Society.
SECTION 2: The homeroom class organizations shall be responsible in
implementing programs and projects of each class.
SECTION 3: The homeroom class organization shall assist the Mentors
Society in implementing its programs and projects.
ARTICLE XI:
MENTORS SOCIETY ADVISER
SECTION 1: The Mentors Society adviser shall preferably be a professor
of Education units or any competent, able and willing professor.
ARTICLE XII:
COMMISSION ON ELECTIONS
SECTION 1: The Commission on Elections, herein referred to as the MS
COMELEC, shall be established within forty-five (45) days before the day
of the election.
SECTION 2: The MS COMELEC shall be the only agency that will manage
the electoral process, including the campaign.
SECTION 3: The MS COMELEC shall be composed of eleven (11)
members represented by each section who do not have vested interest in

the election, or in any way related to any of the candidates, and who shall
select a chairperson among themselves.
SECTION 4: The members of MS COMELEC shall be appointed by the
adviser of the Mentors Society.
SECTION 5: The MS COMELEC shall have the following duties and
responsibilities:
A. Conduct fair, honest, and systematic elections;
B. Validate the electoral proceedings and results;
C. Accept or revoke candidacy;
D. Proclaim the new set of officers;
E. Keep all pertinent election papers/documents;
F. Decide upon protest relative to the conduct and results of the
elections;
G. Prepare and distribute the necessary election paraphernalia,
certificate of candidacy forms and other election related
materials before, during, and after the election; and
H. Disqualify candidates who have violated any guidelines, which
have been promulgated.
ARTICLE XIII:
THE MENTORS SOCIETY ASSEMBLY
SECTION 1:The Mentors Society Assembly, herein referred to as MSA,
shall be composed of all elected Homeroom Class Organization Presidents
and Vice Presidents, the Mentors Society Officers namely, the President,
Vice President Internal, Vice President External, Secretary, Assistant
Secretary, Treasurer, and Auditor.
SECTION 2: The Mentors Society Assembly shall be a forum for
information and consultations, which decisions shall be executed.
SECTION 3: Majority of the officers of the MSA (50% + 1) shall constitute
a forum.
SECTION 4: The decision of the MSA shall be approved by two-thirds
(2/3) of the forum.
SECTION 5: Each officer of the MSA is entitled to only one vote.
SECTION 6: No proxy shall be allowed when voting.
SECTION 7: The MSA shall be convened by the President and/or by the
Vice President External once every two months starting in the month of
July and as the need arises.

ARTICLE XIV;
MEMBERSHIP TO OUTSIDE SOCIETY, ORGANIZATIONS, AND
FEDERATIONS
SECTION 1: The Mentors Society is free to join and be part of other
organizations of the same objectives and principles, outside Polytechnic
University of the Philippines Taguig Branch, especially if it is on the
Polytechnic University of the Philippines System.
ARTICLE XV:
MEETINGS AND QUORUMS
SECTION 1: The Mentors Society shall conduct regular meetings every
first week of the month or as agreed upon by the officers of the Mentors
Society.
SECTION 2: Special meetings of the Mentors Society may be called upon
by the Presidents of by a majority of the Mentors Society officers.
SECTION 3: Majority of the officers of the Mentors Society (50% + 1)
shall constitute a forum.
SECTION 4: The decision of the Mentors Society shall be approved by
two-thirds (2/3) of the forum.
SECTION 5: Each officer of the Mentors Society is entitled to only one
vote.
SECTION 6: No proxy shall be allowed when voting.
ARTICLE XVI:
FINANCE
SECTION 1: The Mentors Society funds shall be classified into Trust
Funds and Special Funds.
A. Trust funds shall consist of organizational fee, the amount of
which shall be recommended by the Mentors Society in
consultation with MSA, and with the approval of Office of Student
Affairs but in no case shall it exceed the limit set by the
Polytechnic University of the Philippines Student Handbook;
B. Special funds are funds that come from donations, sponsorships,
solicitations, fund-raising projects or any amount derived from
legitimate resources;
SECTION 2: The Mentors Society shall enjoy the freedom to determine
its priorities in the disbursement of its funds.

SECTION 3: The Mentors Society may undertake fund-raising activities
to subsidize its projects or activities.
SECTION 4: The Mentors Society can accept cash donations from any
member or any public or private person/s or institution/s, for as long as it
will not affect the integrity of the Mentors Society.
SECTION 5: The Mentors Society President and the Treasurer shall be the
signatory of all fund disbursement of the Mentors Society. All fund
disbursement must be accompanied with an Mentors Society resolution
duly approved by the majority of its members and all expenses supported
by official receipts.
SECTION 6: The Mentors Society, through the Treasurer and the Auditor,
shall promulgate financial guidelines for proper financial management.
SECTION 7: Funds of the Mentors Society shall be audited at the end of
the term, or at the end of every activity, or annually.
SECTION 8: Financial statements shall be posted in the Mentors Society
Bulletin Board every month and printed in every issue of the organization,
course, or college publication.

ARTICLE XVII:
IMPEACHMENT, RESIGNATION, AND VACANCIES
SECTION 1: Officers of the Mentors Society may be impeached on the
following grounds:
A. Culpable violation of Mentors Society Constitution and By-laws;
B. Gross misconduct, violence to person in authority, negligence,
and disloyalty to the cause of the Mentors Society and the
university;
C. Abuse or misuse of power and authority.
SECTION 2: Two-thirds (2/3) vote of the MSA shall be necessary to decide
after hearing a case of impeachment.
SECTION 3: The decision of MSA shall be final. However, the officer
charged shall be informed twenty (20) days prior to his impeachment case
proceedings, of the charge/s against him/her, to afford him the
opportunity to be heard with or without a counsel in his defense.
SECTION 4: Resignation shall be in writing and subject to the approval of
the Mentors Society officers.

SECTION 5: Any vacancy in any of the positions for the reason of death,
resignation, impeachment, shall be filled, subject to the recommendation
of the MSA.
SECTION 6:Any vacancy in the Mentors Society, except the position of
the President, shall be filled, within thirty (30) days from the day the
position is rendered or considered vacant, by appointment by the
President to the recommended persons of the MSA. Immediately upon
appointment, the officer appointed shall serve the remaining period.
SECTION 7: The MS COMELEC shall certify as to the vacancy occurring in
the Mentors Society and the Mentors Society adviser shall certify the fact
of appointment to the position.
ARTICLE XVIII:
AMENDMENTS
SECTION 1:This Constitution and By-Laws may be amended of modified
in full or in part once every three (3) years from its official approval and
publication.
SECTION 2: Only through the Mentors Society shall the proposal and/or
amendments be made. Such proposal and/or amendments shall be
carried through a resolution duly signed and concurred in by a majority
vote of the Mentors Society officers.
SECTION 3: Proposed amendments shall be transmitted to MSA at least
one month before the academic year ends, where the same shall be
submitted for ratification.
SECTION 4: Amendments to this Constitution and By-laws shall take
effect immediately upon its ratification, approval of the MSA, and
submission to the Office of Student Affairs.

ARTICLE XIX:
COMMUNICATION MEDIA
SECTION 1: The Mentors Society must establish official communication
media through print, broadcast, and online which are under the publicity
committee.
SECTION 2: Print: the official publication must be known as The Mentors
Guild which shall then be govern by its own rules and regulations, and its

own editorial staffs. Subscription of this publication is a must for all
students.
SECTION 3: Broadcast: the official broadcast may be done by traditional
or electronic means
SECTION 4: Online: the official online portal must be done by making an
official website and by making official accounts on social networking sites.
SECTION 5: Those official communication media must be used every
academic year.

RESOLVED, That the existing Mentors Society Constitution be laid before the
Mentors Society Assembly, and that it is the stand of this convention, that it
must afterwards be submitted to the assembly, the president and vice
presidents, chosen by each section, for their ratification and approval;
RESOLVED, That it is the unified conviction of this convention, that as soon as
the Mentors Society Assembly shall have confirmed and authorized this
Constitution, the assembly, together with this convention, the Mentors Society
Officers, headed by its president, must, without a delay, come to execute this
Convention.

LETTER OF TRANSMITTAL TO THE MSA CHAIR
In Convention. June 19, 2015
SIR:
We have the honor to submit to the deliberation of the Mentors Society
Assembly, that Constitution, which is for us, happens to be the most appealing
and advisable.
The changes that our university undertook these past few years require us to be
more attentive, aware, vigilant, and up to date. Our course, Bachelor of Science
in Secondary Education, belonged to the College of Office Administration and
Business Teachers Education before, now has its own college, the College of
Education. On the foregoing, this gives us unprecedented capacity to do more as
future educators and as future good citizen of our country. One of the problems
arising in our organization is the lack of support for our organizations official
publication, as mandated by the preceding Constitution. It is in our firm belief
that as the officials and representatives of the organization, we must be able to
act on the failure of some, but not all, officers to promulgate the said

Constitution. It is a shame if we continue to ignore and do not acknowledge the


problems of our organization.
After all the discussions on the matter, we kept in our firm belief and thoughts
that it is in our organizations best and greatest interest. Therefore, the
Constitution that now we present is the product of years of problems, countless
sleepless nights, mismanagements, wrong priorities, long meetings, spirit of
