researches and studies through our MIS (Management Information System) and M&E (Monitoring and Evaluation System). In this manner, we can easily gather data and information with respect to our programs and projects. Also, our MIS generate updated and accurate data from the field implementers for use in decision making and policy direction. 2. Usually, we use three inputs, the PRODUCT, PERFORMANCE and FEEDBACK for AREA FOCUSING and ANALYTICS using both Qualitative and Quantitative study. a) PRODUCT, the learners, who they are and what becomes of them after exposure and participation in ALS; b) PERFROMANCE, the ALS strategic implementing scheme and program of activities c) FEEDBACK, the stakeholder perception of ALS program implementation. a) Areas of Focus: Based on goals, objectives, and performance indicators, the areas of focus will enable determination of appropriate and pertinent data from which to extract information about program practices; and b) Analytics: the manner of collecting and analyzing data for information and knowledge, the basis for planning and decision making.
3. In the decision making, we tend to focus more on the result
of M&E to work on where to improve and what are the necessary changes especially on the norms related to the out-of-school population.
This is a logical framework approach, a valuable tool for project
design provided it is used in a flexible manner and its common problems are understood and addressed. The logical framework matrix summarizes a project's intervention logic, its underlying assumptions and how M&E will be undertaken. The matrix constitutes a useful management tool and forms the basis for operational and annual work plans, but consistent and regular use and attention to detail are needed.
4. Alternative Learning System (ALS) is one of the programs of the
government under the Department of Education that provides alternative means of education. It is the forerunner of Nonformal Education that offers an opportunity to the Out-of-School Youth (OSY) and Adults to have a basic education and skills training. Bannered by its theme Lifelong Learning, ALS operates with three major programs, namely the Accreditation and Equivalency (A&E) Program; Basic Literacy Program (BLP); and Informal Education (InFEd) formerly known as the Cum Livelihood, which provide its clienteles a wide range of learning opportunities. It aims to empower every Filipino especially the underprivileged and least fortunate individuals who are impoverished due to poverty. 5.
May be our biggest problem is more on societal since ALS
exist to respond on this fast changing modern society. The literacy must be core on anything undertaking of our nation.
