Gentlemen:

Just found the references for the GULF COAST PIPE EXPERT
FIRM WHO SUPPLIED THE RISER PIPE as this emergency must
be dealt with immediately.  PLEASE let the USCG Commander
know the BOP riser can be cut away and sealed but it is
necessary to have a way to vent the gas, oil, water away while
such is being welded and pulled into place at all of the these
leak locations THEN the BOP flange can be shut down and
attempts made to shut the BOP by replacing the BOX plus
going to plan B or plan C before FLORIDA GOES AND THEN
GULF STATES GO UNDER OIL DISASTER !

orders to the U.S.S. Randolph CVS-15 then precom detail of the

OWNER  before being assigned to NAF NAPLES until blowing
my cover with ONI and being shipped out in one day from Italy
on paper as Coast Guard Officers were arrested for various
Felonies and I only had to take ONE FLIGHT TO WHEELUS IN

SCHOOL at Newport R.I. then assigned to Destroyers

Gentlemen:

The PROBLEM is that I am aware of your 90 foot sections of riser pipe and Claudi
Santiago plus the firm should review and have this procedure from Branko R. Babic
in mind in any future OIL WELL DISASTERS. I know you have people who can
advise BP, Transocean and Halliburton that the CPP and hollow pipe CPP with ball
valve can be inserted into your 21 inch pipe and sealed while the flow goes through
the special piping of lesser size until the weld is made then the leak can be SEALED
IMMEDIATELY.

According to the Transocean website, the riser devices on the Deepwater

Horizonwere manufactured by VetcoGray, a division of General Electric Oil & Gas.
The specific designation is a "HMF-Class H, 21-inch outside diameter riser; 90 foot
long joints with Choke & Kill, and booster and hydraulic supply lines."

Here's a photo of something similar. These are Vetco risers sections show on
another vessel, the Transocean Discoverer Inspiration, when someone visited that
ship last month:

As an OLD Florida Plumbing Contractor I started back

IN APRIL 26 TH or later screaming about using a section of

PIPE from experience in the Mexican Oil Rig IXTOC 1 which made

ME get involved and knew you CAN use a flange with section of

PIPE, BALL VALVE THEN PLACE SAME ON A JOINT FLANGE AND

SEAL THE LEAK but the bolts must be cut and pipe section going

AWAY FROM LEAK SOURCE fall away to make these connections.

My idea was to use one LONG bolt on the flange with TOP OF

BOLT WELDED STRAIGHT THEN LOWER TO BOTTOM AND INSERT ON

FLANGE THEN WITH ROV SWING OVER CONNECTION AND PULL DOWN

OVER THE FLANGE WHICH SHOULD BE 90 FEET AWAY FROM BOP

TOP. ONCE PULLED DOWN THE RESTRICTIVE FORCE WOULD GO UP

TOWARD THE SURFACE ALLOWING FREE FLOW OF GAS AND OIL

THEN ONCE TIGHTENED ALL AROUND WITH NEW BOLTS AND SCREWS

WHICH WOULD BE TIGHTENED QUICKLY BY ROV PERHAPS USING DEEP

WELL SOCKETS MANUFACTURED TO ALLOW TURNING QUICKLY IF NOT

USING HYDRAULIC SPINNING SOCKET ACTION FOR LOCKING DOWN.

I then found an OPEN PIPE with seal made of RUBBER which could be

INSERTED, TIGHTENED AND SEAL MADE which could be welded in

PLACE BY ROV using the edge of the pipe and round beveled washers.

Once full flow was going through perhaps even a 6 inch pipe inside with

FULL FLOW AND GAS PRESSURE RELIEVED…the round wheel ball vavle

COULD SHUT THE SECTION DOWN SAFELY ! JET SWET and BRANKO5 BABIC

INVENTIONS ARE SUPER SIMILAR BUT BRANKO BABIC WAS DESIGNED FOR

SUPER PRESSURE WHEN JET SWET COULD BE TESTED IN A POOL ALONG WITH

BRANKO BABIC INVENTION THEN THREE TAKEN TO SITE AND INSERTED EVEN
INTO

PIPE CUT WITH ROTARY BLADES ON ROV. CLEAN CUT IS NOT SUPER
NECESSARY

COMFORTABLE INSIDE THE HEAVY

STEEL WALL PIPE, AS YOU KNOW FROM YOUR SHOPS. WHY BP WELDERS
CANNOT SEE THIS SHUTTING DOWN THE SPILL OVER 25 DAYS AGO IS BEYOND
ME ! I KNOW IT WILL WORK !

I have asked the President of the United States to review the suggestion with U.S.
Navy Divers and applaud the ROV operators on the surface who can indeed
manipulate the special TUBING and WELD same to interior of thick wall pipe then
when ready CLOSE THE VALVE with any ROV and stop the leaks IN ALL THREE
LOCATIONS. To me, one length of pipe, even recovered from the yards and flanges
cut away could be flown in to make up a flange for attachment of a ball valve wheel

away from the ROV work areas and the entire BOP TOP LEAK stopped quickly. True

Counter Pressure Plugs designed to contain damaged oil wells in Kuwait but will work just as well
in the Gulf of Mexico.

The hollow CPP can be used in horizontal situations by removing the heavy metal plates as seen in
Fig 4. The neck of the hollow tube plug is welded to the riser pipe and the valve turned off. Works
extremely well and I do not know why BP will not use my7 patents.

by ROV as the pressure is not great away from BOP at this time !

Once BP or ROV weld the last open pipe inside the Riser tube then shut off the valve
on your invention similar to JET SWET we should breathe a sigh of relief.

Underwater WELDING with ROV would do the trick and weld can be xrayed by USCG
if necessary to confirm SAFE !

Contractor and more people such as UTILITY COMPANIES who uses similar
methods along with Underground Utility Contractors WHO KNOW how to shut down
the well riser problems in all three sections. Perhaps Mr. Bunker at Brenelle
Enterprises, Inc. In Texas can get local MEDIA covering the method and it will save
the GULF !

As a State of Florida Certified Plumbing Contractor since perhaps 1984 and one who
worked on ships and in shipyards I fully realize that super thick wall steel pipe can
be inserted solving the problem ONLY if the pressure from INSIDE on the exterior of
that smaller piping is forced to SEAL with sufficient strength the SUPPLY PIPE
inside then with another PIPE to accept the flow of oil and gas, water or anything
else, the line can be tapped WITHOUT ONE DROP OF OIL LEAKING from the main
RISER yet fed to the surface through a 5000 + foot flexible tubing to capture all oil
and water above the surface in BARGES or empty ship compartments used for
transporting OIL.

The SUPER DANGER is the gas, similar to methane, which could be above the water
and being heavier than Oxygen it would sink to the surface and above PUSHING OUT
OXYGEN which is dangerous PLUS any super spark or lightning strike could start a
TORCH immediately. How to take the GAS from the line will be up to the
professionals and USCG/NAVY experts. ALL ABOVE WATER NEAR THE SITE
SHOULD HAVE OBA OR SCUBA BREATHING PROTECTION OR STAY UPWIND AT
ALL COSTS !

AGAIN --- SOLUTION IS KNOWN AND WILL WORK. Imagine inserting the JET SWET
modification into the 21 INCH OD OR ID [unclear] PIPE with oil, gas, water and
anything else but NOT RESTRICTING FLOW THROUGH THE 20 INCH LINE WITH A
BALL VALVE AND FLANGE to be mated up with another Flange to transport same to
the TOP of the Gulf and dump it even ONTO BARGES by flexible LARGE FIRE
HOSES ON A CONTROL SURFACE ! Much like filling multiple barrels on a barge
with fire hoses.....controlled flow.

Once the NEW PLUG is inserted then before insertion the ROV can have a special
BOLTED COUPLING or other sealable item attached to be welded underwater to the
extra heavy steel pipe then a BALL VALVE or type of NON RISING STEM
UNDERGOUND WATER MAIN SHUTOFF can be in place to allow FULL SEALING of
the entire FLOW on that RIG.

Should the RISER have a flange attached to the BOP TOP OR OUTGOING SECTION,
the FLANGE CAN BE CUT AWAY AND PRESSURE WOULD PUSH THE SAME RISER
SECTION AWAY TO THE SEA FLOOR WHILE ANOTHER FLANGE WITH FULLY
OPERATIONAL BALL VALVE CAN BE SWUNG OVER BY ANY CRANE FROM THE
TOP AND PUSH FROM A ROV MATCHING UP TWO LONG BOLTS ALREADY
WELDED FROM THE TOP WITH SPECIAL SEAL FLANGE TO FLANGE PROTECTED
THEN NUTS APPLIED WITH FLOW UP THROUGH THE FLANGED UNIT AND BALL
VALVE INTO THE SEA WITH PERHAPS ANOTHER LOOSE FLANGE ATTACHMENT
OF FLEXIBLE FIRE LINE TO TAKE THE FLOW AWAY FROM THE WORK AREA SO
ROV'S CAN ATTACH MORE BOLTS AND NUTS THEN SECURE THE FLANGE TO THE

p.s. FYI have used the JET SWET invention many times making up broken copper lines
1/2 inch through 1 inch then sweating new components on same without burning up the
rubber annular which compresses in a slick way. The 4 inch is perfect for those using PVC
sewer piping with a water flow leak or soldering . I even suggested a 4 inch section of pipe

with ball valve and flange thinking the riser was perhaps 6 inches when now they have
released information stating the riser which collapsed is a 21 inch riser but NO ONE
CLARIFIES ID OR OD AND THICKNESS OF PIPE ! NAVY DIVERS CAN SHUT DOWN
ANYTHING USING THE SAME TECHNIQUE IN A POOL TO PROVE IT WILL WORK
WITH HIGH AIR PRESSURE.....THEN GO INSIST BP DOES IT ! MY BACKYARD IS
BEING RUINED AND PEOPLE DIED ! NEVER OBSERVED AN ROV DOING
UNDERWATER WELDING BUT THOSE ROV OPERATORS SEEM PRETTY
COMPETENT !

My following the conversation with Deepwater Horizon Chief ET Mike Williams which aired
on 60 minutes convinced me as a former Navy man, who served many years on Carriers
and Destroyers , that BP, TRANSOCEAN plus Halliburton or perhaps ALL THREE knew of
the failed BOP due to annular destruction by an accident causing severe damage and
chunks to go up the pipe PLUS the MODULE was down and reported but no one took
action for unknown reasons.

My interest peaked when Survivors started telling of being held incognito enroute to land on
a supply ship UNTIL they all signed documents stating they were not hurt in any way.
PLUS the damaged BOP and fact NO SPRINKLERS WITH SALT WATER WERE
ACTIVATED PROTECTING ALL AND THE RIG ! NO DEEP WELL WATER PUMPS
WORKING WITH FAN SPRAYERS AND SUPER POWER FIRE PUMPS ......I can go on
and one screaming to recover the bodies underwater once the flow is secured in the ocean
bottom and channeled properly to the top vessels.

FIGURE OUT HOW YOU WILL HOLD SHIPS ON A PIN WITHOUT DP MODE USE !
PULL APART TOO FAR AND THE SAME PROBLEM IS THERE !
Laugh at the ball valves to shut down and applying a shutoff over the drain material
on the main pipe.....you may need it if you allow the coiled piping to be pulled off of
those flanges....then how will you stop the SPILL ?

LIGHTNING STRIKE CAN LIGHT UP GAS FROM BELOW ALL THE WAY 5,000 FEET
UP LIKE IXTOC 1. BET ON IT !

also agrees that insertion of perhaps an 18 inch pipe using the patented
idea from Brenelle on their JET SWET configuration using 18 inch flow
thru thick wall pipe and ball valve with flange would SEAL THE INTERIOR
OF THE 21 INCH OUTSIDE DIAMETER RISER PIPE. One thing he would
need immediately is to know the INSIDE DIAMETER OF THE RISER PIPE in
order to get the patented idea made with even 18 inch heavy wall pipe.

We discussed the fact that BP through a ROV could CUT CLEAN AROUND
THE PIPE WHERE YOU HAVE INSERTED A 6 INCH PIPE TO COLLECT OR
DRAIN OFF OIL AND GAS PERHAPS. Such would allow a clean opening
NOT BENT to be the next challenged insertion point with TAPERED STEEL

Ladies and Gentlemen of the TASK FORCES: Please send this to LABEOC direct
for the genius engineers to review IMMEDIATELY !

My profession in Florida is being a State Certified Plumbing Contractor PLUS

specialist in Backflow Assembly Installation, Repair and Installation makes me
question what is MISSING AND NOT BEEN THOUGHT OF WITH THE
MANUFACTURERS OF THE BOP AVAILABLE INSTANTLY for consultations and
there must be a WET LAB to attempt to repair what is not working or ATTACH a
face plate or some component so that IT will WORK ! 21 days and this has not
been solved how to close a partially closed BOP since the Hydraulic Lines leaked
OIL into the sea perhaps because NO CHECK VALVES prevented same in all of the
sections used. THAT SHOULD CHANGE !

In that it would appear ONE line from the TOP all the way down to the bottom HAD
a line for hydraulic oil pressurized I am ASKING AND BEGGING for BP or
Tansocean or even CAMERON, manufacturer of the BOP, to provide me and the
entire TASK FORCE investigating this partial CLOSURE problem with a PDF
MANUAL or description or pints of the FRONT PANEL of the BOP controls for ROV
use.

Many no doubt laughed at the belief from this OLD PLUMBER that the ROV was
turning the valve the wrong way counter clockwise but I ask someone to provide a
PICTURE of the ROV panel to see if the sequence is from LEFT TO RIGHT
movement OR is it what was used by the ROV operator RIGHT TO LEFT which
would have indicated OPENING. 22 DAYS OR MORE AND YOU STILL HAVE NOT
SOLVED THE BASIC PROBLEM SO PERHAPS YOU WILL NOW LOOK SERIOUSLY
AT THIS POST !

SECOND PROBLEM. No backflow or CHECK VALVES on the entire OIL RIG

HYDRAULIC LINES KEEPING PRESSURE IN BOP OR OTHER AREAS FOR 5000
FEET IF OPENED AT SURFACE ? Such makes no sense folks. No way on this BOP
model to cut into or remove couplings attaching HYDRAULIC OIL TO CHARGE the
system and RETRY SHUTTING DOWN THE BOP by ROV OR USE ELECTRICAL
CONTACT BY ROV BATTERIES PERHAPS ? NO WAY TO MAKE UP A FLANGE
TO JOIN THE SUPPLY SIDE FLANGE WITH SPECIAL CONNECTORS ALLOWING
FULL PRESSURIZATION OF HYDRAULIC LINES AND SEAL THE PIPE WITH A
BALL VALVE WELDED INTO THE PIPE AND A SECOND DOWNSTREAM FLANGE
TO CONNECT WITH ANOTHER PIPE AFTER THE BALL VALVE TO DRAW OFF THE

LIQUID AND GAS OR SHUT DOWN THE ENTIRE WELL OUTPUT ? Six bolts means
one bolt long to allow positioning with ball valve open on a flange then ROV swing
unit over where second ROV can push down LONG BOLTS with NUTS ON TOP
then start tightening unit in place while GAS AND OIL are flowing through the
section and OUT of the downstream open pipe where there is another special
flange which could be used later. LIKE WE DO HERE ON LAND OR
UNDERWATER FOLKS ! NO WELDERS UP TO THE TASK CERTIFIED AND
COMPETENT TO MAKE THOSE WELDS AND THIS CONNECTION OR FLANGE
CONNECTOR CAN BE CUT IMMEDIATELY AND WELDED INTO PLACE THEN WITH
THE LONGER 12 INCH OR MORE bolt AND nut IN PLACE TO HOLD SAME IT CAN
BE BROUGHT DOWN TO THE BOTTOM WITH ONE ROV AND HELD IN POSITION
WHILE SECOND ROV ATTACHES NUTS TO PULL IT DOWN A LITTLE THEN YOU
SWING IT OVER THE GUSHING PIPE WITH GAS, WASH YOUR CAMERA LENS
AND START ADDING BOLTS AND NUTS TO PULL IT DOWN ON THE FLANGE
OPEN UNTIL TIGHT THEN SHUT DOWN THE BALL VALVE AND STOP THE LEAK
UNTIL EVERYTHING CAN BE CLEANED UP AND BOTTOM CLEARED !

Hard to believe the manufacture did not have a section where something could be
unscrewed and PRESSURE LINE ATTACHED TO OVER RIDE ANY SURFACE
HYDRAULIC FLUID BEING APPLIED then SHUT HER DOWN !

Look at the pump lines for Hydraulic and MUD !

I see flanges which can be taken apart and matched up
With new ball valves high psi then one long BOLT allow
New flange and two pumping sections to be placed on
A section of line above the BOP perhaps before the bendcrack.

Imagine welding fittings to recharge the Hydraulic Lines !

Imagine leaving the main flow OPEN with a ball valve that once
Pulled down onto the flange even at the top of the BOP you can
Shut down this leak and come back perhaps with something after
Shutting down to reconnect piping to the TOP for normal use.

LOOK AT THE MANUAL PAGES AND CALL THE BOP

ENGINEERS TO SEE HOW TO MAKE IT WORK !!!!!

ELECTIC >>>>>MAYBE NOT REQUIRED WITH ROV !

My suggestions are ALL FINISHED and you will not see any more e-mails on use of
INSERTION OR CAPPING items but this view of the casing sections tells me that
there are indeed OPTIONS no one has covered like making up a flange allowing re-
pumping of hydraulic oil and CAPPING of the downstream flange with ball valves
OPEN until you get it swung in position using one LONG THREADED BOLT
PERHAPS then having the ROV swing it over the flange even with reduced
pressure allowing same to be positioned with second ROV placing bolts in flange
then one ROV can start holding while the other attaches screws to pull the special
sealing metal flange down onto the space AND then you can hook up single
HYDRAULIC PIPING and pressurize the BOP. How you get electric down to use
same will be a mystery simply because no one indicated HOW to manually shut
down the BOP with hydraulic lines leaking same into the GULF.

Again.

THIS IS THE LAST MESSAGE UNLESS SOMEONE CAN SEND THE BOP MANUAL
INFORMATION AND PANEL PICTURES ON ONE SIMILAR TO REVIEW.

THERE MUST BE A PLAN B, PLAN C IF HYDRAULIC LINES ARE BROKEN FROM

AN EXPLOSION OR ANY OTHER EVENT LIKE HURRICANE PUSHING THE DP
MODE UNIT OFF COURSE ! Obviously this spill involves the entire NATION so
many of us old folks are trying to review options to submit to the new younger
EXPERTS who are missing something perhaps ! CHECK WITH MANUFACTURER
AS THERE MUST HAVE BEEN FAILURES IN THE PAST AND OVER RIDE SYSTEMS
TO ALLOW CLOSING NOW THAT IT IS, ACCORDING TO THE USCG, PARTIALLY
CLOSED !

FYI.  I sincerely believe this can be made up anywhere and tested on a 6 inch section of well casing and IF 
it works will seal the pipe after being made up really tight with ROV’s then closing the ball valve on 4 or 5 
inch steel pipe instead of the solid threaded rod.  SEE Brenelle Enterprises PICTURE and you too will 
understand what us Plumbers take for granted when soldering or replacing a section of pipe underground 
or underwater.

The model shown might work at say 100 PSI with tubing but you need

15,000 PSI protection with special ball valves and heavy steel piping.

IT CAN WORK IF YOU THINK IT OUT AND USE THEIR DRAWINGS !!!!!

HOW FAST CAN YOU MAKE TWO…..ONE FOR THE SECOND LEAK AWAY FROM THE BOP THEN ONE FOR 
THE LEAK AT THE BOP RISER ?

IF I AM CORRECT YOU SOLVE THE FLOW AND GAS ESCAPE AND CAN, AT YOUR LEISURE USE SAME TO 
PULL OUT OIL AND GAS TO THE SURFACE WITH PROPER SAFETY AND BALL VALVES SHUT OFF BY ROV 
LATER  AND BOP AT SURFACE ON VESSEL.

and U.S. Government utilize your 4 inch tool
concept to make a PLUG for the bottom at
5000 feet where the Gulf Oil Spill is leaking.
Such seems PERFECT for stopping the flow
