Public Lighting/Security Lighting

Effective Date:
Rates effective for bills issued on and after July 1, 2016.
Availability:
A) For Public Street Lighting: In areas where service is supplied by the Holland Board
of Public Works (HBPW) electric distribution system.
The HBPW owns and maintains the lighting fixtures and appurtenances.
Lighting fixtures shall be energized from dusk until dawn each day except as noted in
the rate schedule.

B) For Standard Pole Mounted Security Lighting: In areas where service is supplied by
the HBPW electric distribution system.
The HBPW shall own and maintain all security lighting equipment and
appurtenances.
Lighting fixtures shall be energized from dusk until dawn each day.

C) Decorative Pedestrian Globe Style Street/Security Lighting: In areas where service is


supplied by the HBPW electric distribution system.
Decorative street and security lighting fixtures and poles must meet HBPW standards
and approval.
Lighting fixtures shall be energized dusk to dawn each day except as noted in the
rate schedule.
If timer controlled, the rate shall be based on energizing the light 2920 hours per
year.
When the initial cost of an approved decorative pole and fixture is compensated by
the customer, but owned by the HBPW, the standard pole mounted street/security
lighting monthly rates apply.
The Energy Only rate is available for customer owned street lights when the
customer assumes all costs for procurement, installation, maintenance and
replacement. A monthly fixture and pole maintenance only rate is optional to cover
ongoing maintenance and replacement.

Whenever a holiday falls on a weekend, neither the Friday nor the Monday will be
considered as holidays for application of off-peak hours.

Transformer Ownership Discount:


When the customer furnishes and maintains the complete transformer, including
switches, and other apparatus; if such transformers are satisfactory to the Holland Board
of Public Works, a credit of $0.45 per kW of maximum billing demand will be allowed on
each monthly bill. In addition, any customer who is primary metered will receive a three
(3) percent discount on all kWh used.
Billing Demand:
The on-peak billing demand for the month shall be the maximum fifteen (15) minute
integrated rolling demand that occurs during the on-peak hours. This amount shall not be
less than 60% of the highest on-peak demand during the preceding 12 months and not
less than 500 kW. The maximum demand charge shall be the maximum fifteen (15)
minute integrated rolling demand during the current month or the previous eleven
months.
Terms and Conditions of Service:
The obligations of both parties commence when the Holland Board of Public Works
begins to supply service and continues until the Holland Board of Public Works receives
written notice of a request to discontinue service, change to another rate or the average
power factor for the customer drops below 80%. If a customer elects to switch to another
rate or is removed from Rate F for low power factor, they must wait 12 months before
returning to this rate. If a customer requests to discontinue service, the Holland Board of
Public Works will have a reasonable time to make the disconnections not-to-exceed ten
(10) days.
Rate F must be used for the entire site.

The obligations of both parties commence when the Holland Board of Public Works
begins to supply service and continues until either party has received from the other any
form of communications (i.e. email, telephone call, or written) notice to discontinue
service; and thereafter for a reasonable time for making disconnections not to exceed ten
(10) days.
The following conditions must be met to qualify for Rate H:
(A)

That the occupation will be conducted entirely within a dwelling or integral part
thereof.

(B)

That the occupation is clearly incidental and secondary to the principal use of the
dwelling.

(C)

That only members of the immediate family residing on the premise may be
employed.

(D)

That no mechanical equipment is used except such as may be used for domestic
or household purpose (or as deemed similar to power and type).

(E)

That such occupation shall not require internal or external alteration or invoke
construction features not customarily in a dwelling.

(F)

That not more than fifty percent of the floor area of one story of the dwelling is
devoted to such home occupation.

(G)

Water will not be an integral part of the business or process.

(H)

For purpose of this rate, Home Occupation is defined as an activity that serves
as a regular source of revenue.

For loads of 1,000 kW or more that are controlled to permit use only during hours as
established by the Holland Board of Public Works, the capacity charges may be reduced
by 50% with prior Holland Board of Public Works approval. The controlled load shall be
separately served and metered and shall at no time be connected to facilities serving the
customers controlled load. Service under this schedule may be disconnected at the
discretion of the Holland Board of Public Works anytime during on-peak hours or during
periods of system emergencies.

Interruptible Rider
Rate MC & MI
Effective:
Rates effective for bills issued on and after July 1, 2016.
Availability:
This Rider is available to customers served under the Combined Lighting and Power
General Service Rate (Rate MC & MI) with a capacity demand of 1000 kW or more. It
may not be used in conjunction with the Intermittent and Seasonal Loads or Controlled
Large General Service Load provisions of Rate MC & MI.
Term:
The Holland Board of Public Works shall, prior to December 1 of the preceding calendar
year, establish the calculated monthly system requirements for the new calendar year.
The Interruptible Rider credits and marginal prices shall apply only to months in which the
calculated system requirements are greater than, or equal to, the averaged seasonal
output.
A customer electing service under this Rider shall continue service under this Rider for 12
consecutive months. Service under this Rider shall be for whole calendar years (Jan. 1
through Dec. 31). Customers electing service under this Rider shall request such
service, in writing, to the Holland Board of Public Works by Dec. 15 of the preceding
calendar year.
Service will be further governed by the Holland Board of Public Works Terms and
Condition.
Firm and Non-Firm Capacity:
The customer shall determine the total aggregated Firm Capacity Commitment which the
customer will achieve during an interruption period. This is the maximum total
aggregated load for all facilities under the direct operational control of the customer. The
customers Non-Firm Capacity is the difference between the Firm Capacity Commitment
and the highest billing demand during the previous 12 months.
The total Non-Firm Capacity Commitment of all customers served under this Rider will be
calculated annually by comparing the Projected Maximum System Demand to the highest
Averaged Seasonal Output. Whenever the Projected System Demand is lower than the
highest Averaged Seasonal Output, the Interruptible Rider option will not be available.
Whenever the Projected System Demand is higher than the Averaged Seasonal Output,
the difference, in MW, is the amount that is available for customer subscription.
If requests for service under this Rider total more than is allowed, customers shall be

Response:
When notice is given to the customer by the Holland Board of Public Works to interrupt
service, the customer shall accomplish the required interruption within 10 minutes.
Interruption shall be measured by metered quantities before and during the interruption
period(s). Failure to reduce the total aggregated demand to the Firm Capacity
Commitment shall be treated as if no capacity was interrupted. In the event that the
customer does not complete such interruption, the Holland Board of Public Works may
disconnect the customers entire service to accomplish the interruption. This action
would be in addition to the financial penalties that would also apply.
The customer will own and maintain all necessary switching equipment to interrupt
electric service supplied under this Rider.

Energy Charge:
Energy consumed under the Interruptible Rate will be charged when the system peak
demand is greater than the established system threshold. The Holland Board of Public
Works shall, by December of the preceding calendar year, establish the calculated
system requirement as well as the output from the largest generating unit, which will set
the monthly system threshold. The MWh charge during each hour of these periods will be
the Holland Board of Public Work's hourly marginal energy cost plus 10%. The Holland
Board of Public Works hourly marginal energy cost shall be determined by the higher of
the highest cost resource, including purchases, utilized during the hour or any energy
sales made during these periods. In the case of purchased power, the hourly marginal
energy cost shall include all charges (including, but not limited to, capacity, transmission,
losses, ancillary services, penalties, etc.) from the seller allocated to all energy delivered
under the transaction.
Priority and Apportionment of Interruptible Load:
In the event that less than the total subscribed Non-Firm Capacity is required to be
interrupted for a particular event, the amount each customer must reduce will be
determined by the Holland Board of Public Works. All off system Non-Firm sales will be
interrupted before any Holland system Non-Firm Capacity is interrupted. If less than the
full amount of Holland Non-Firm Capacity is required for interruption, the amount of
capacity required from each customer on the Interruptible Rate Rider Program will be a
proportionate share of the customers Non-Firm Capacity to the total subscribed NonFirm Capacity.
Penalty for Failure to Interrupt:
In the event that the customer is notified to interrupt their service and fails to do so, a
penalty of $57.65 per kW of Interruptible Capacity shall apply. This penalty would be in
addition to any penalties from other utility companies included in the marginal energy
cost.
Liability:
The Holland Board of Public Works shall not be liable for any loss or damage caused by
or resulting from interruption of service under this Rider.

Terms and Conditions of Service:


The Holland Board of Public Works implemented the Renewable Energy and Energy Optimization
programs in accordance with the Clean, Renewable, and Efficient Energy Act pursuant to
Michigan Public Act 295 (PA295) of 2008.
The Energy Optimization charge is used to fund the Energy Smart Program for the Holland
Board of Public Works customers. All residential customers are charged based on kilowatt hour
(kWh) consumption. All commercial and industrial customers are charged according to the
consumption tiers listed above per meter per billing cycle.
