EDUCATION
Commonwealth Postgraduate Scholarships Tenable in
Canada 2002
APPLICATIONS are entertained from eligible persons for the award of
Postgraduate Scholarships offered under the Commonwealth
Scholarships and Fellowships Plan. These awards are tenable at Institutions
of Higher Learning in Canada for the academic year commencing from
September 2002.
02. Field of Study.Other fields of study except Medicine, Dentistry
and Clinical Training.
03. Tenure.(a) For a Doctoral Degree/or equivalent Degree : Four
Years.
(b) For a Masters Degree or equivalent Degree : Two Years.
04. Termination.Any scholarship may be at the discretion of the
appropriate authority be terminate at any time owing to misconduct
irregularity of attendance, absence from class or hostel without prior
approval of the authority concerned unsatisfactory progress in studies,
or failure at examinations of the holder of such scholarship. Where any
scholarships has been terminated the scholar may be required to return
to Sri Lanka at his/her own expense.
05. Terms of Award.Each Scholarship will carry the following
benefits :
(a) Students concessionary or other approved air fares to the
awarding country by the most direct and economical route and
back on completion of studies ; the cost of journeys made
before receipt of award will not normally be reimbursed nor
can fares be paid for a scholars dependents ;
(b) a personal maintenance allowance per month from the
scholarship start date ;
(c) approved tuition and other compulsory university fees
(excluding board and residence) ;
(d) approved Medical and Hospital allowances ;
(e) an annual book allowance ; and
(f) certain research and equipment allowances.
06. General Eligibility Requirements.Each candidate :
(a) Should be a citizen of Sri Lanka ;
(b) Preference will be given to those who have obtained a First
Degree or Masters Degree within the last five years ;
(c) Should possess a First or a Second Class (Upper Division)
Honours Degree in the relevant field of study from a recognized
University ;
(d) Should be employed in a Government Department, University
or in a Public Corporation - Note (ii) and (iii) ;
(e) Should be possess high proficiency in English (also see para.
07(3) below).
Notes.(i) The requirements at 06 (c) above should also have to be
completed by candidates possessing postgraduate
qualifications ;
(ii) No application will be entertained from a person holding
a temporary or casual or contractual appointment or from
a person who is unemployed ;
(iii) An employee or probation may apply provided however
that his/her confirmation is conditional upon acquiring a
specified postgraduate qualification in such a case a statement
to that effect should be included in cage 15 of the
application.
No awards will be made to undertake, a second doctoral degree,
studies in medicine or dentistry, postdoctoral studies/research and
clinical training.
Previous Canadian Commonwealth Scholars are not eligible for a
second award.
07. Special Eligibility Requirements.Every candidate :
(1) For Business Administration and/or Management and other
related fields must take the Graduate Management Admission
Test (GMAT) ;
(2) For economics or related subject must take the Princeton
Graduate Recordate Record Examination (GRE) ;
(3) Those who will be successful at interview will be further
required to pass TOEFL Examination and should obtain an
overall score in the range of 550 600 ;
(4) For Art and Music should submit appropriate specimen work
(slides, cassettes etc.) with their applications.
08. Applications.(a) Every application should conform to the
specimen form given below and should be prepared on paper 8" x13"
in size.
(b) The word Commonwealth Postgraduate Scholarships
2002 should be clearly hand or type-written on the top left
corner of the envelope containing the application ;
(c) Each applicant should submit only one application and that too
for a single course of study ;
(d) A non-refundable stamp fee of Rs. 10 is payable in respect of
the application. A stamp or stamps to this value should be
affixed in the cage provided for this purpose in the application
and cancelled by the applicants signature ;
(e) No application from an employee of Government Service,
University or Public Corporation will be entertained unless

channeled through the Head of the Institution concerned. He


should in forwarding the application appropriately complete
the certificate in cage 16 of the application ;
(f) No application will be entertained from a person who has
entered into an agreement or bond to serve the Republic of Sri
Lanka, University or Public Corporation for a specific period
unless he/she shall have completed by 30.09.2000, the full
period specified in such agreement or bond and shall have
discharged fully all the other obligations under such agreement
or bond ;
(g) Any statement in the application, which is found to be incorrect,
will render the applicant liable to disqualification if the inaccuracy
is discovered before selection and to the withdrawal of the
award after selection ;
(h) Closing Date.Applications will be accepted only up to 4.00
p.m. 30.11.2001 ;
(i) Applications should be sent to the following address by
Registered Post.

(j) Every application which has not been sent through the proper
channel, which is incomplete in any respect, and which has been
received late will be rejected.
09. Interview.Every eligible candidate will be required to present
himself/herself at an interview to be held in Colombo at an appointment
time and place. He/She should produce at the interview original certificates
of qualifications, Certificate of Birth, National Identity Card and any
other documentary evidence in support of his/her candidature as
requested. Travelling or other expenses incurred in connection with this
interview will not be reimbursed.
10. Medical Examination.Selected candidates may be required to
pass a medical examination, conducted by a Special Medical Board.
11. Nomination for Scholarship.No candidate should treat his/her
nomination for a scholarship by the authorities of the Republic of Sri
Lanka his/her acceptance for an award. Acceptance is a matter entirely
within the discretion of the respective awarding agencies to whom the
nomination is made. Selected candidates who declined to accept award
after nomination will not be considered for any other award in future.
12. Leave.The grant of leave to public officers to accept awards will
be governed by the provisions of the Establishment Code and Departmental
Rules and Regulations in force at the time when application for leave is
made.
13. Agreement.Every selected candidate should before his/her
departure on scholarship enter into an agreement with the Republic of
Sri Lanka, undertaking among other things :
(a) to pursue faithfully and diligently and to successfully complete
the prescribed course of studies ;
(b) to serve the Republic of Sri Lanka if so required, for a specified
period (to be determined by the Republic of Sri Lanka) after
completion of the course of study ; and
(c) to re-pay the Republic of Sri Lanka the full cost of scholarship
(i.e. all expenses incurred by the Republic of Sri Lanka and the
awarding agency in connection with the entire scholarship,
including in the case of a public officer salary allowances, fees
etc.) in the event of his/her failure to comply with the terms and
conditions of the agreement.
14. Any form of canvassing or attempt to influence the selection of
a candidate will disqualify such candidate.

Appointment to Posts of Inquirer (into Sudden Deaths)
under Section 108 of the Code of Criminal Procedure Act, No.
15 of 1979
APPLICATION are called for in respect of vacancies in post of Inquirer
(into Sudden Death) in the Areas indicated in the schedule hereto.
Applications in accordance with the Format below should be sent
under registered cover to reach the Secretary, Ministry of Justice, Ethnic
Affairs and National Integration, before 30.12.2001. The envelope
containing the application should be marked Post of Inquirer (into
Sudden Deaths) District on its top left hand corner. Late
applications will be reject without any notice whatsoever.
02. The post is not a permanent or casual post in Government service.
The appointment will be given to be valid upto the age of 60 years. The
Minister may remove an Inquire at any time prior to that date for cause
assigned. The appointment will be in respect of an area specified in the
schedule hereto or as newly defined.
03. Appointees will be required to carry out the functions of an
Inquirer as set out in the Code of Criminal Proceudre Act, No. 15 of 1979.
04. The post does not carry a salary. However, a fee of Rs. 300 per
inquiry and travelling and subsistence allowance will be paid.
05. Only person possessing the following qualifications are eligible
to apply :(a) Should be a Citizen of Sri Lanka ;
(b) Should have been a permanent resident of the area to which
appointment is sought for the past two years ;
(c) Should be not less than 30 years and not more than 55 years
of age on 30.12.2001 ;
(The upper age limit in respect of Inquirer (into Sudden
Deaths) who, having obtained and appointment for a period
of not less than 3 years are still in services and persons who have
retired from state services or service under a Government
affiliated institution will be 58 years).
(d) Should have passed G.C.E. (O/L) Examination in six (06)
subjects in one sitting or passed not less than five (05) subjects
in one sitting and completed the six (06) subjects in not more
than two sittings, with passes in Sinhalese/Tamil language and
Arithmetic/Mathematics/Commercial Arithmetic and with
credit passes in any four (04) of those six (06) subjects, or any
equivalent examination.
Note 1 :
For the perposes of these qualifications, an ordinary pass at the
G.C.E. (A/L) Examination will be considered equivalent to a
credit pass for that subject at the G.C.E. (O/L) Examination.
Note 2 :
These Educational Qualifications will not apply to inquirers
(into Sudden Deaths) who having obtained an appointment
for a period of not less than 3 years or having got their
appointment extended are holding a valid appointment and
are still in service, and they are eligible to apply if the other
requirements are satisfied.
(e) Should be of excellent moral character and physically sound.
06. Persons who, as at the 30.12.2001 are in receipt of a salary or
an allowance from the Government, a Provincial Council Fund or a fund
of a Local Government Institution, or an employees and members of
Boards of Directors of Government Corporations and Co-operative
Societies, Members of Provincial Councils, and members of Local
Government institutions are not eligible to apply for this post.
07. No documents should be attached to the application. However,
applicants should produce adequate evidence in proof of all the

qualifications at the interview and should produce the original of the


following certificates.
(a) Birth Certificate ;
(b) Educational Certificates ;
(c) National Identity Card ;
(d) Grama Niladharis Certificate in proof of permanent residence ;
(e) Two recent Certificates of Character ;
(f) Other Certificates, if any, to prove additional qualifications ;
(g) In case of retired officers, documentary evidence proof of the
date of retirement ;
(h) If already serving as an Inquirer (into Sudden Deaths) the
Letter of appointment concerned.
08. All applications should be completed in legible letters in
compliance with the format set out below. Applications which do not
certain all the information required to be furnished will be rejected
without any notice.
09. In filling the specimen application, special care should be taken
to indicate accurate details of qualifications. Appointments of candidates
who do not possess the necessary qualifications or, who fall into the
category of persons stipulated in para. 06 above will be canceled
forthwith if the actual position is discovered after appointment subsequent
to selection at the interview. If a person appointed as an Inquirer into
Sudden Deaths is subsequently appointed to a post stipulated in para. 6
above, his appointment to the post of Inquirer will terminate with effect
from the date of such subsequent appointment.

SERVICE, BOOK KEEPERSS SERVICE, STORE
KEEPERS' SERVICE AND TYPISTS SERVICE OF THE
PUBLIC SERVICE2001
IT is hereby notified that a qualifying examination for promotion to
Class II Segment "A" for officers in Class II Segment "B" of the General
Clerical Service and recommended other service/Government Shroffs
Service/Government Book Keepers Service/Government Store Keepers
Service/Government Typists Service will be held in Sinhala, Tamil and
English Languages on February, 2002 by the Commissioner General of
Examinations.
Examination Centres.Examinations in respect of the General
Clerical Service and recommended other services of the Public Service
will be held in all cities where District Secretariats are situated and any
examination centre for which there are no sufficient number of
candidates will be cancelled.
Examinations in respect of the Government Shroffs Service, BookKeepers Service and Store-Keepers Service will be held in Colombo
and Jaffna.
Examinations in respect of the Government Typists' Service will be
held on in Colombo, Matara, Badulla, Ratnapura, Anuradhapura, Kandy,
Kurunegala, Batticaloa and Jaffna and any examination centre for which
there are no sufficient number of candidates will be cancelled.
Candidates will be subjected to the regulations imposed by
Commissioner General of Examinations regarding the conduct of the
Examination. Those who violate these regulations will be subjected to
any punishment decided by the Commissioner General of Examinations.
The regulations applicable to the candidates are indicated separately at
the beginning of the Gazette Notification.
02. Eligibility. The officers belonging to Class II Segment "B" of
the General Clerical Service and Recommended other services of the
Public Service, Shroffss Service, Book-keepers Service, Store-Keepers
Service and Typists Service, possessing 3 years permanent service and
confirmed in the post on or before 01.10.2001 and whose work and
conduct are satisfactory are eligible to appear for this Examination.
The officers who have not so far been confirmed in their
appointments due to delay in producing educational certificates or
general forms in support of their eligibility for selection to above
services could provisionally be permitted to appear for the examination
pending confirmation if the Heads of Departments are satisfied that
they are qualified in every respect for the confirmation. Such candidates
should indicate it in para 6A of their application.
Note. The date of appointment to class II Segment "A" of the
General Clerical Service, Shorffs Service, Book-Keepers Service, StoreKeepers Service and Typists Service will be the date, the officer
completes 4 years in Segment Class "II B" or the date on which the
qualifying examination was held, whichever occurs later.
In addition to the above requirement, the clerks appointed on or
after 01.10.1971 should pass the Typing test mentioned in para 5 of
the General Clerical Service minute. Those officers who have not passed
the said test should appear for the Typing test in addition to the other
subjects in this examination.
03. Salary Scale. The salary scale attached to Class II Segment
"A" of the General Clerical Service, Shroffs Service, Book-Keepers
Service, Store-Keepers Service and Typists Service is Rs. 54,4809x1,320-8x1,560-78,840 (Efficiency bar before reaching Rs. 67,920)
04. Scheme of Examination :

04.1. General Clerical Service and other recommended services:
Scheme of Examination. The subjects of the examinations and
the marks assigned to each subject are given below. Typewriting is also
a subject of this examination for those appointed to the General Clerical
Service on and after 01st October, 1971. Marks will be deducted for bad
hand writing and spelling mistakes. Candidates whose writing is illegible
are liable to be disqualified.
(1) Accounts (one and half hour paper).The paper will consist
of questions in accounts tots, etc, and will be designed to test
accuracy in handling figures and fundamental rules of accounts
- 100 marks.
Syllabus :
(a) Tots, designed to test the accuracy and speed in addings/
or subtracting, a series of figures (not exceeding 7
digits) appearing in 6 to 8 vertical and horizontal
columns.
(b) Double entry Book-Keeping application of fundamental
principle of Double entry Book-Keeping as applied to
a Sole Trade in Trading Business, practical use of prime
entry and subsidiary books,
i. e. ledgers, Journal,
Column cash books, petty cash book and other
subsidiary books including Control Ledger, Bank
Reconciliations, Correction of errors, Extracting a
Trial Balance, preparing and presenting a Trading
Profit and Loss Accounts, and Balance Sheet, including
simple adjustments for prepayments, Accruals,
Depreciation, Provisions Reserves, etc.
(c) Knowledge of Elementary Commercial and Banking
Terms
(2) Regulations Procedure and Office Systems. (Two hour
paper), The paper will be designed to test officers usefulness
and competence as a clerk and required to make a precise of
an actual series of official letters to submit a draft letter, in
terms of an order to show a knowledge of index systems
filing, and have the ability to express himself clearly on paper
- 200 marks.
Note. (i) Candidates should answer both papers in the language
medium in which they sat the Competitive
Examination to enter the clerical Service. In those
cases where initials recruitment took place without a
competitive examination the medium should be the
language in which the officer qualified for entry into
service.
Officers belonging to both categories may at their
option answer both papers in the Official Language
(Sinhala) Officers who are deemed to be the "Old
Entrants" for the purpose of the Official Language
Policy may and who have been recruited thorough the
English Medium may answer each of these two papers
as a whole either in Sinhala or English.
(ii) To qualify in these subjects, candidates will be required
to obtain a minimum of 33 percent of the marks in
each of these papers and an aggregate of 40 percent of
the marks in both papers.
(3) Sinhala and Tamil. (A written paper of one and a half hour
duration - 100 marks). The written paper will include exercise
on :
(i) Comprehension of simple prose passage ;
(ii) One or more of the following forms of composition;
description, dialogue and letter writing ;
(iii) Translation of :
(a) Sentences into Sinhala, Tamil ;
(b) a simple prose passage into English ;
(iv) Meaning functions and relation of words, phrase and
sentences, errors
Note. (i) The examination in this subject has been set as to test
whether the candidates has a working knowledge of
the language
(ii) Candidates who satisfy the requirements laid down in
Note (ii) above will be summoned for the Viva voce
test in the subject. Such candidates should obtain
aggregate of 35 percent marks of total marks on both
written papers and the interview to qualify.
(iii) Candidates who answer both question papers, viz. (1)
Accounts and (2) Regulations, procedure and office
systems in Sinhala or Tamil medium will be exempted
form subjects mentioned in para 03 above Sinhala or
Tamil.
(iv) Candidates who possess any one of the under-mentioned
qualifications will also be eligible for exemption from
the subject Sinhala or Tamil.
Exemption from Sinhala :
(a) A pass in the proficiency Examination in Sinhala
(Advance Level) of the General Treasury ;
(b) Senior School Certificate (Sinhala) ;
(c) Senior School Certificate (English) with Sinhala
Language or Modern Sinhala or Classical Sinhala as a
subject ;
(d) Ceylon General Certificate of Education (Ordinary
Level) Sinhalese Language Syllabus A or B
(e) A pass in Grade IV of the proficiency Examination in
Sinhala referred to in Treasury circular No. 640 of
23rd, March 1964.
Exemption from Tamil :
(a) A pass in the proficiency Examination in Tamil
(Advance Level) of the General Treasury.
(b) Senior School Certificate (Tamil) ;
(c) Senior School Certificate (English) with Tamil
Language as a subject ;
(d) Ceylon General Certificate of Education (Ordinary
Level) Tamil Language Syllabus A or B
(4) Typewriting (Sinhala/Tamil/English). This will consist of
typing not less than one page of the Establishment Code of
the Government of Sri Lanka within a time strictly calculated
to secure a speed of 15 words per minute, if the test is held in
the Sinhala or Tamil medium and 25 words per minute for the
English medium.
Note.(i)
The subject is only for those appointed to the General
Clerical Service on or after 01.10.1971;

(ii) The language medium in which candidate should take


this subject will be as indicated below :
(a) Officers recruited through the Sinhala medium should
take the test in the Sinhala medium ;
(b) Officers recruited through the Tamil/English medium
and who has exercised the option within one year
from the date of appointment to sit the test in language
of their medium of recruitment should sit this subject
in the medium or in Sinhala.
(c) Offices recruited through the Tamil/English medium
and who had not exercised the option within one year

(I) Accounting systems - Two hour paper - 100 marks
A question paper with reference to the following sections in order
to evaluate the knowledge and experience of the candidate in BookKeeping, computing figures horizontally and vertically accurately and

percent of the aggregate marks allotted for the written paper
in Sinhala/Tamil and Viva Voce Test.
(III) Candidates who answer both question paper, viz. Accounts and
Financial Regulations in the Sinhala or Tamil medium will be
exempted form the third subject namely, Sinhala or Tamil.
Candidates who possess any one of the under-mentioned
qualifications will also be eligible for exemption from the
subject Sinhala or Tamil.

Scheme of Examination.There will be two question papers each of
2 1/2 hours duration
(1) Store Keeping I
(2) Store Keeping II,
based on the syllabus given below. Each paper carries 100
marks, candidates must obtain a minimum of 35 percent marks
in each paper for a pass.
Syllabus :
(i) The Store functions.The place of Store Keeping in the total
supply function. Store keeping as a service function. Objectives
of Store keeping.
(ii) Building layout for Store keeping.Sittings, constructions and
layout of stores buildings and stock yards, types of stores, large,
small, central, unit, open access, sub-stores, work in progress,

inflammable items, explosioneries and special items, Security


of stores buildings and stock-yards.
(iii) Store keeping procedures.Receipt checking, inspection
preservation maintenance and issue, returns to stores, work in
progress, internal layout and space control, control of packages,
containers and scrap classification and cataloging, stock
verification and reconciliation, stock control, location and
fixed and flexible packaging and dispatch.
(iv) Stock records and store accounts.Maintenance of stock
records, visible word index, stock books, bin cards, etc.,
methods of pricing stores, report to management.
(v) Protection of items in Stores.Preservation and protection of
stores against hazardous conditions, weather, deterioration,
fire and theft.
(vi) State regulations governing the storage and transport of
explosive and other dangerous items. Some knowledge of
explosive regulations is required.
(vii) Stores equipment and mechanical handling.The use of
bining racking stilling, pallets, trays, tanks and other storage
equipment types and use of mechanical handing equipment in
store warehouses and stock yards.
04.4 Typists' Service :
Scheme of Examination.This examination will consist of 2 papers.
It includes following :
Paper I :Speed Test - 20 minutes
Minimum marks for a pass in 33% Minimum speed for Sinhala/Tamil
medium is 25 words per minute and for English medium is 40 words per
minute.
Paper II :Preparation of a draft letter and typing - 40 minutes duration
Minimum marks for pass is 33%.
Minimum marks for each subject and 40% of the total number of
marks for both papers should be obtained to qualify at the examination.
Note.Candidates recruited through the Sinhala medium must take
the examination in the Sinhala medium. Candidates recruited through
the Tamil/English medium may take the examinatioin in the Sinhala
medium and such candidates who are successful will be obliged to attend
to Sinhala Typing as well when recruited.
(a) Use of Typewriter.Candidates should bring their own
typewriters for their use at the examination. Candidates are
permitted to arrange among themselves to share a typewriter.
The number of sharing a typewriter should not exceed four.
The candidates concerned should make arrangements to share
a typewriter in this manner in consultation with the supervisor
before the test commences.
(b) Heads of Departments/Insititutions will grant permission to
Typists sitting for this examination to take their office typewriters
to the examination hall. Before this concession is allowed,
Heads of Departments/Institutions should obtain a written
undertaking form the officers who make use of this concession
that they will promptly and safely return the typewriters and
they will be responsible for any loss or damage to the
typewriters while in their possession.
(c) Normal typewriters should only be used for this examination.
05. Publication of Results :
The names of successful candidates will be published in the
Government Gazette.
06. Applications :
(I) A specimen application form for admission to this examination
is appended to this notification. Applicants should prepare in
a paper of A4 size containing paragraphs from 01 to 07 on the
first page of their applications. (and not on paper of any other
size). This form may be prepared in a typewriter but it should
be filled in correctly and legibly by candidates own handwriting.
Officers who are deemed to be New Entrants for the purpose
of the Official Language policy may prepare their application
form in the Official Language and fill them up in that language.
Old Entrants officers however, have the option of preparing
their application forms and filling them up eigher in the Official
Language or in English.
(II) The candidates who are sitting this examination for the first
time need not pay any examination fees. However in the case
of subsequent sittings, their applications should be affix receipt
of the value of Rs. 75 on the due place of the application
obtained by payment of examination fees to any post office.
No refund will be made under any circumstances. Fees paid for
this examination cannot be transferred to any other examination.
(III) Applications of the officers in Publice Service should be sent
to Commissioner-General of Examinations through the Heads
of the Departments under which the officers is serving and
should be accompanied by certificate of satisfactory service.
Heads of Departments must ensure that each application is
completed in every respect and that they have signed the
certificate appended to the application form. They will forward
the applications of eligible candidates by registered post to each
the Commissioner-General of Examinations, Department of
Examinations, Pelawatta, Battaramulla on or before 07.12.2001.
Applications received after that date will be rejected. The name
of the examination should be indicated at the top left hand
corner of the envelope.
(IV) The Commissioner-General of Examinations will issue
Admission cards to all candidates whose applications have
been received. Candidates presenting themselves for
Examination must produce their admission cards to the
supervising officer at the examinations hall. They will not
admitted to the examination hall without these admission cards
that he/she has requisite qualifications to sit the examination.
If any applicant who has applied for this examination does not
receive an admission card at least seven days prior to the date
of examination, should bring into the notice of the Commissioner
General of Examinations, by the letter or by telegram with
giving the following particulars. (The telegraphic Address
Exams Colombo).

medium in which, they sat the examination to entry to the
relevant service or in official language. In case where initial
recruitment took place without a Competitive Examination,
they should answer papers in the language medium, which the
officer studied or in official language.
07. Identity Cards :
Candidates will be required to prove their identity in the examination
hall to the satisfaction of the supervisor for each subject they offer. For
this purpose any one of the following documents will be accepted.
(a) A valid Identity Card issued by the Commissioner of the

EDUCATIONAL ADMINISTRATIVE SERVICE
THE Minute of the Sri Lanka Educational Administrative Service
published in Gazette Extraordinary of the Democratic Socialist Republic
of Sri Lanka No. 423/12 dated 15th October, 1986 as amended by Gazette
Extraordinary No. 537/17 of 23rd December, 1988 and No. 920/13
dated 26th April, 1996 is hereby further amended as follows, with effect
from the date indicated against each amendment.

disciplinarily punished during the period of five years immediately

Para 24 By deleting existing Sub Paras. (a) and (b) and adding the
following as Sub Para. (a) and re-numbering the existing (c) as (b)
:
(a) Officers who were in Class IV of the service on the prescribed
date, Lecturers (Grade I) in Teacher Training Colleges, Planning
Officers, Officers who held the Special Post Grade I and other
Officers absorbed to Class III with not less than ten years of
satisfactory service and absorbed into Class III of the Service are
eligible to be considered for promotion to Class II, provided they
have been confirmed in their posts and have passed or have been
exempted from the II Efficiency Bar Examinations and the
second language examination.

Para 28 Re numbering existing Sub Para. (b) as Sub Para. (b) (i)

absorbed to Class II of the Service on 01.01.1985. Officers who
were appointed to that Class on 01.12.1985 will be absorbed
to Class II from that date.
(c) All Grade I Special Post Holders, all Lecturers (Grade I) who
were in Teacher Colleges, and all Planning Officers in the
Ministry of Education are to be absorbed into Class III of the
Service.

class of the general cadre of the Service
is compulsorily required to serve at least
3 years as a Principal in a Government
school, if he has not already served before
such appointment or promotion. If such
service falls short of 3 years, the period
he should serve after appointment on
promotion shall be equal to the difference
between 3 years and the period already
served.

Para. 18 By deleting the existing Para. and
substituting the following Para. therefor.

Para 18 : Appointments to vacancies in class
one of the service, is made by promotion of
Officers in the Class II of the service, who have
obtained a degree from a recognized University
or have passed any professional or other
examination deemed by the Committee to be
equivalent to the degree. Recommendation for
appointment to the Class will be made by a
preliminary Board of Interview, appointed by
the Committee consisting of 3 additional
Secretaries of Cabinet Ministers with the
Additional Secretary of the Ministry of the
Cabinet Minister in charge of the subject of
Education as Chairman and a final Board of
Interview comprising the Secretary of the
Ministry of the Minister in charge of the subject
of Education as Chairman and two Secretaries
of other Cabinet Ministers.
Only the candidates recommended by the
Preliminary Board of Interview should be
summoned for interview by the Final Board of
Interview. Such number of officers in Class II,
based on seniority, as not exceeding thrice the
number of vacancies shall be summoned for the

preliminary interview.

In the field of Dancing, Oriental Music,
Western Music, Handicrafts, Physical
Education, Art, Home Science, Special Education
and English, an officer will be considered eligible
to sit the examination if he has not less than 5
years service as a teacher in the relevant subject
and has passed at least at the S. S. C. or G. C. E.
(O/L) examination in six subjects including
Mathematics or Arithmetic and Sinhala/Tamil
language in not more than two sittings.

13. Delete Para. 19 (b) and substitute the
following Para:
(b) In order to implement the provisions of
Chapter IV of the Constitution of Sri
Lanka Democratic Socialist Republic and
the Language policy, an officer should
pass
the
required
proficiency
examinations in accordance with the
prevailing rules and regulations.
14. In Para. 19, delete sub Para (a) in Note and
substitute the following :
(a) If at the end of 3 years an officer has not
passed the specified official language
proficiency test his appointment is likely
to be terminated.
15. In Para. 27, delete Sub Para. (b) and
substitute the following under (b). Add
the new Sub Para. under (c).
(b) An officer in the service should serve the
Provincial Public Service for a specified
period or during the extension of such
period by agreement of the Committee
with the relevant Provincial Public Service
Commission based on the service
requirement, Office (Cadre) requirements
and other related matters. On the expiry
of such period of release the officer will
revert to the Ministry of Education and
Higher Education cadre or released to
another Provincial service.
(c) An Officer of the service during the
period of release to the Provincial Public
Service ; the decisions on appointments,
transfers, dismissals and disciplinary
control will be under the Authority of the
Education Service Committee.
16. Para. 29 By adding the following
sentence at the end of sub-section iii and
amending sub-section (iv) as follows :
iii. An officer absorbed to Class II of the
service on 01.01.1988 and 01.12.1988
will be pleased on the salary scale of
Rs. 55,200 7 X 2,400 Rs. 72,000.
iv. A teacher College Lecturer (Grade 1)
or a Planning Officer or an officer who
held a Special Post will be placed on the
salary scale of Rs. 18,600 16 X 600
Rs. 28,200.
17. Para 21 By amending Sub Para. (c) as
follows :
(c) An officer in the service will be exempted
from the 2nd Language examination on
completing 45 years of age. An officer in
the service will not be exempted from 1st
Efficiency Bar Examination and 2nd

I, P. L. Gunasinghe, Divisional Secretary of the Division of Minuwangoda
in Gampaha District in terms of Section 33 of the Land Acquisition Act
(Chapter 460) hereby give notice that a sum of Seven Thousand, Seven
Hundred and Fifty Rupees (Rs. 7,750) being compensation for the
acquisition of the Land described in the Schedule below has been deposited
in under case No. 2529/SPL of the District Court of Negambo to be drawn
by the person entitled thereto.
