1. TSG POLICY
To contribute to the continuous improvement in performance of grid system in
Pakistan through the basic technical education and the advanced technology
The target objectives of this Policy are achieved through the following activities:
By maintaining a competent team of engineers and technicians in TSG as
technical expert as well as trainer.
By having an effective and numerically clear Annual Plan and Long Term
Plan of Trainings and Technical services.
By having an effective Maintenance & Management System of Training
Equipment and Facilities.
By introducing a culture of personal safety, fellows safety and equipment
safety not only while on the work but also in the general public.
By having a system of feedback, evaluation and technical information
sharing among all the stakeholders of TSG i.e., trainees, their supervisors
and management of GSO field of NTDCL/DISCOs & IPPs through
meetings, seminars, technical workshops, etc.

2. HISTORY OF TSG
2.1 CIDA Project Start in 1985
A technology transfer project between CIDA & WAPDA started in 1985 for
improvement and up gradation of GSO skills for O&M of grid system. TSG
NTDCL accepted the challenge and established a core technology on O&M and
training system.
2.2 CIDA Project Completed in 1990

Joint project of CIDA-WAPDA was completed.


2.3 JICA Project Signed in April 2005
Capacity building of TSG by cooperation of JICA Japan
An Agreement was signed between Government of Pakistan and Government of
Japan for improvement of training capacity on grid system operation and
maintenance in Pakistan.
2.4 JICA Project Started in April 2011
Identified the need for capacity building of TSG and worked out in 2011 for
improving core issues on old and obsolete training course curriculum and training
equipment the three years project started and will be completed in March 2014.

3. TSG INTRODUCTION
3.1 Introduction
Technical Services Group, hereafter called TSG was established in June 1985
vide an agreement between WAPDA (Govt. of Pakistan) and CIDA (Canadian
International Development Agency-Govt. of Canada) with the objective to improve
capabilities for maintaining the GSO system in WAPDA. The joint project of
CIDA-WAPDA was completed in 1990. Thereafter TSG was working without any
external support or assistance till the project under technical cooperation of JICA
(Japan) started in April, 2011 for capacity building of TSG. Since 2005, TSG is
functioning under the Services Division NTDCL.

3.2 Capacity Building of TSG
On 30.04.2005, an agreement was signed between Govt. of Pakistan and Govt. of
Japan for improvement of training capacity on grid system operation and
maintenance in Pakistan. Then the need of improvement of training capacity of
TSG NTDC was identified during the visit of a fact finding mission of JICA (Japan
International Cooperation Agency) Japan.
A team of AKC (Asia Kyodo-Sekkei Consultant)/JICA experts, arrived at TSG
Lahore in April 2011 for 1st survey visit of TSG NTDC to undertake and start the
project.
Japanese Technical Cooperation Project for Improvement of Training
Capacity on Grid System Operations and Maintenance in The Islamic
Republic of Pakistan
The following three main objectives were set for the project:
a) Provision of new and modern training equipment by JICA
b) Revision/up-gradation of the old training course books and facilities based on
the knowledge and skills acquired through TOT
c) Training of trainers (TOT) of TSG engineers and instructors in Japan

STRUCTURE OF TSG

At present TSG is functioning under the Services Division NTDCL, which was
created to provide technical support to NTDCL, DISCOs, GENCOs, etc. against
payment of service charges on cost basis. TSG is headed by a Chief Engineer.
TSG is playing its role of imparting training and providing technical assistance and
consultancy to Grid System staff of NTDCL, WAPDA, GENCOs, DISCOs and
others with a team comprising of following officers and support staff:

5-SCOPE OF SERVICES
To accomplish the target objectives based on TSG basic policy, TSG conducts
training courses and provide technical services/consultancy services mainly to
technical staff of grid system operation (GSO) department of NTDCL, GENCOs,
WAPDA & DISCOs and private sector.
5.1Trainings
TSG training courses are of two basic categories, Skill Enhancement (SE) trainings
and Promotion Criteria (PC) trainings. Each category has three fields i.e., Grids
Operation and Maintenance, Protection & Instrumentation (P&I), and
Transmission Line (T/L).
Refresher courses and seminar/workshops are also conducted time to time along
with these trainings.

5.3 Technical Services


Besides providing training to the workforce of GSO, it is also a primary objective
of TSG to provide technical services / consultancy services to them to improve
their performance capability and reliability of the grid system as and when
demanded. The quality standard of services is in accordance with the well
recognized international / national standards and the equipment manufacturers
recommendations. Safety of the personal as well as of the equipment is given
priority number one.
5.4 Scope of Technical Services/Consultancy Services
The present scope of technical services / consultancy services of TSG includes:
- Erection, testing and commissioning of grid station equipment such as
Transformers, Circuit breakers, Isolators, DC battery bank, etc.,

- Trouble shooting and overhauling of grid station equipment such as overhauling


of circuit breakers, overhauling of on load tap changers (OLTC) of power
transformers, etc.,
- Testing, commissioning and trouble-shooting control and protection &
instrumentation (P&I) relays and devices,
- Repair of different types of auxiliary equipment such as battery chargers,
protection relays, testing sets, etc.,
- Testing and commissioning of line bays, transformer bays and complete grid
station of all voltage levels, such as 500kV, 220kV, 132kV, 66kV, etc. The testing
package includes:
i) Current Transformers (CT): Current ratio test, Excitation/Saturation
characteristics/Knee-point test, Winding resistance test, Polarity test, Insulation
resistance test, C&DF test, etc.,
ii) Potential Transformers (PT/VT): Voltage ratio test, Insulation resistance test,
etc.,
iii) Capacitor Voltage Transformers (CVT): Voltage ratio test, Insulation resistance
test, C&DF test, etc.,
iv) Protection Relays: Programming and Functional testing, etc.,
v) Transformers: TTR test, C&DF test, Insulation resistance test, Winding
resistance test, Oil testing, Short circuit test, Open circuit test, Zero sequence
impedance test, Bushing CT tests, etc.,
vi) Shunt Reactors: C&DF test, Insulation resistance test, Winding resistance test,
Oil testing, Bushing CT tests, etc.,
vii) Circuit Breakers: Open / close Timing test, Contact resistance test, insulation
resistance test, Hi-pot test, SF6 gas tests, etc.,
viii) Isolator / Disconnect Switches: Insulation resistance test, Contact resistance
test, etc.,
ix) Station Grounding System: Earth resistance test, Earth mesh integrity test, etc.

x) DC Battery Banks: Ampere Hour (AH) capacity test, Impedance test, etc.,
xi) Any other machine or equipment subject to the available facilities,
- Technical studies and condition assessment studies of grid system equipment, and
investigation of their failures, etc.,
- Technical vetting of requirements of testing equipment and spare parts of grid
station equipment,
- Issuance and up-gradation of the SOP (Standard Operating Procedures) for
inspection and maintenance of grid system,
- Thermovision survey of grid stations and transmission lines,
- Technical audit of grid stations and transmission lines,
- Testing and calibration of energy meters at cut off points in NTDC, DISCOs,
GENCOs, WAPDA and IPPs as per requirements of WPPO Department,
- Any other task subject to the available facilities.

6- TRAINING CENTRES
6.1 TSG Training Center NKLP Lahore
TSG Training Center NTDC New Kot Lakhpat, Lahore is located adjacent to the
220kV grid station NTDC New Kot Lakhpat, Chungi Amar Saddu, Feroze Pur
Road Lahore. The training center is headed by a Deputy Manager/Senior Engineer.
This training center has been designed to conduct on job trainings (OJT) in grid
maintenance and P&I disciplines after completion of the theoretical trainings at

GSO center Tarbela. Transmission line and P&I promotion criteria trainings are
also imparted here. For boarding and lodging of the trainees, a hostel along with
messing facility is available within the same compound.
At TSG Training Center NKLP Lahore the training courses conducted are:
- Grid maintenance skill enhancement training semester-2,
- Protection and Instrumentation (P&I) skill enhancement training semester-2,
- P&I promotion criteria training,
- Transmission line promotion criteria training,

6.2 GSO Training Centre Tarbela


GSO Training Center Tarbela is located in Sobra city colony of Tarbela Dam and at
walking distance from Ghazi head-works. The training center is headed by a
Principal/Superintending Engineer. This center has necessary training
infrastructure, training facilities and training faculty for imparting theoretical
information of the grid system and practical training at workshop, laboratory and

model transmission line. For boarding and lodging of the trainees, a hostel along
with messing facility is available within the same compound.
At GSO Training Center Tarbela the training courses conducted are:
- Grid maintenance skill enhancement training semester-1,
- Protection and Instrumentation skill enhancement training semester-1,
- Dead-line skill enhancement training,
- Live-line skill enhancement training,

6.3 TSG Training Center Gatti Faisalabad


TSG Training Center NTDC Gatti, Faisalabad is located within the colony area of
500kV grid station Gatti, Faisalabad. The training center is headed by a Deputy
Manager/Senior Engineer. This training center is meant for conducting promotion

criteria trainings only. For boarding and lodging of the trainees, a hostel along with
messing facility is available within the same compound.
At TSG Training Center Gatti Faisalabad the training courses conducted are:
- Grid maintenance promotion criteria training,
- Grid operation promotion criteria training,

6.4 Grids Directorate


Grids directorate is headed by a Manager/Superintending Engineer and is
responsible for providing technical services and on-job trainings in the area of grid
stations O&M.
6.5 P&I Directorate
Protection & Instrumentation (P&I) directorate is headed by a
Manager/Superintending Engineer and is responsible for providing technical
services and on-job trainings in the area of P&I O&M.
6.6 Transmission Line Directorate
Transmission Line (T/L) directorate is headed by a Manager/Superintending
Engineer and is responsible for providing technical services and on-job trainings in
the area of T/L O&M.
6.7 R&D Directorate
Research & Development directorate is headed by a Manager/Superintending
Engineer and is responsible for participating in R&D activities in the O&M of grid
system.

6.8 Clientele
The main clientele of TSG are the grid system departments of NTDCL, DISCOs,
GENCOs, WAPDA, IPPs, other private sector, etc.
6.9 Training Quality and Trainers Evaluation
For evaluation and improvement of the training quality and performance of the
trainers, TSG has introduced a new system of evaluation agreed by the consultants
of JICA/AKC to achieve and maintain a good quality and standard of its trainings.
This evaluation system has been designed not only to evaluate the quality of
trainings and training facilities but also of the trainers performance. For this
purpose a set of evaluation sheets has been designed not only to get direct feedback
from the participant trainees but also from their supervisors. After obtaining the
feedback, the information data will be processed further to develop concluding
indicators and graphic tables to know about usefulness of the training courses and
performance standard of training instructors.
7- TRAINING EQUIPMENT AT TRAINING CENTERS
TSG has sufficient training equipment such as testing equipment, hand
tools/machine tools, model transmission lines, etc. necessary for practical in
workshop/laboratory and for on-job field training at its training centers. Moreover,
under the capacity building project of TSG trainings with the support of JICA
Japan, new latest and modern training equipment have been provided also at TSG
training centers.
