THOUSANDS of school students


around the country were at the
forefront advocating against drug
abuse as Fiji marked International
Day Against Drug Abuse and Illicit
Trafficking from June 20 to 23.
Drug abuse and illicit trafficking
has become a major concern
amongst our young generation in the
country with authorities leaving no
stones unturned in educating people
on its detrimental effects on ones
life.
During the weeklong anti-

drug campaign around the country,


schools spearheaded activities in
order to educate children on drug
abuse related issues.
The activities were targeted to
enrich the students understanding
and comprehension of the severity
of being engulfed in drug related
problems.

During
this
week-long
campaign, schools have been
advised to spearhead activities in
order to educate the children on
these issues, the pitfalls of it and
how it could shatter their dreams and
that of their parents.

out that students need to be told that
drugs and harmful substances have
no place in their lives.
They need to be told to be
aware of people lurking around
school compounds, on the roads
or at bus stands trying to sell them
drugs, get away from them and dont
engage with them.
The children can themselves
advocate this virtue amongst their
colleagues, family members and
their community.

to take firm control and charge of
their destiny with strong guidance

from their parents, community


leaders and teachers.
He revealed that the challenges
posed by drug peddlers, peer
pressure, unsolicited information
passed to our children via social
media and competitive nature of the
market, are some of the issues which
is putting enormous pressure on our
children now.
He stressed that those preying
on our children know that they are
most vulnerable to these issues,
particularly because of their
innocence, element of curiosity and
mind development.

USP Lautoka honored for blood drives

THE gift of life to a child is given by a mother
but a second or subsequent chance of life is
given by a blood donor.
The act of giving blood therefore is indeed
noble and the Western Campus of one of the
principal Universities in the country has been
given recognition as a leading blood drive
organizer for the last five years.
University of the South Pacifics Lautoka
campus have been rewarded for the fifth
consecutive year as number one in the tertiary
institution category which has made their
efforts worthwhile since 2011.
Chairperson of the USP Lautoka Campus
Blood Drive Upendra Kumar has revealed
that to date they have collected more than 500
pints of blood which have been donated to the
Lautoka hospital blood bank.
Mr Kumar informed that the campus
organizes three blood drives annually but upon
request from the blood bank additional drives
are also organized by the university.
He said the donors are normally students

of the USP Lautoka campus, their staff and the


general public of Lautoka
Our Campus Director DrPramila Devi,
committee members Arunesh Chandra, Nishant
Reddy and the campus staff are very supportive
towards this worthy cause.
We strongly believe that this is the most
worthy community service our campus has
undertaken in the last five years.
Here at our Lautoka hospital there is
always huge demand for blood and the blood
bank always looks forward to generous donors,
he informed.
Kumar added that being recognized as one
of the leading blood donors from the western
division provides them lots of satisfaction.
He said that for the last five years blood
drives have been held in Lautoka, Nadi and
Sigatoka but now the campus is planning to
have the drive in other towns of the western
division as well.
Meanwhile, the annual awards program for
this year organized by the Fiji Blood Service
was held at Rishikul College recently.

Feeling lucky releasing soon

80 local Fijians will feature prominently in
cinemas around the country and in New Zealand
in the soon to be released movie Feeling Lucky.
The Dreamz Productions New Zealand
produced Hindi film also had 70 percent of its
shooting done in Fiji while the reminder was
done in NZ.
Lead Actor from the movie Rishi Deepak
told CITY STAR News that Fiji has never been
showcased in the manner in which it has been
done in Feeling Lucky.
Deepak revealed that mind blowing
locations from Fiji will be shown throughout
the movie.
He informed that the earlier two movies by
Dreamz Production Urban Turban and Twisted
Families were mainly shot in NZ and little
bit in Fiji but the latest release will be totally

different.
Most part of this movie has been shot in
Fiji so the local community and locations will
be seen in a major way in Feeling Lucky.
With its unique script and performances
by the actors I am very optimistic that movie
lovers in Fiji will give a thumps up to this
movie.
The actor from India added that he was very
amazed and touched by the hospitality shown
by the people of Fiji during their production in
the country.
Meanwhile, apart from Deepak Feeling
Lucky also features prominent local
businessman and singer Jagdish Punja.
The movie has been directed by
DeveshPratap Singh and produced by Dr
Rachael Singh.

YOGA removes stress from daily lives


and gives peace by connecting individual
consciousness to the universal consciousness.
Speaking at the International Yoga day
observance at Girmit Centre Lautoka on June 19
the newly appointed Indian High Commissioner
to Fiji Mr Vishwas Sapkal said that Yoga is a
gift of the Ancient Indian Civilization to the
whole world.
He added that life is very stressful in this

day and age and Yoga joints and connects mind

Sapkal also informed that the Prime
Minister of India Mr Narendra Modi requested
the United Nations General Assembly on
September 24, 2014 to adopted June 21 as the
International Day of Yoga.
On December 11, 2014 the Indian Prime
Ministers requested was adopted.
This adoption was whole heartedly
supported by 177 countries of the world making
it very pleasing for India.

It is the third quarter of the year 2016 and council is again reminding
those owing outstanding and unpaid rates to be co-operative and
settle their dues.
Ratepayers owe council close to 4 million in rate arrears and with
numerous follow ups and field visits ratepayers are isolating them
from the council in terms of defaulting in rate payments that hinders
the development in the Lautoka area.
Ratepayers are therefore requested to call into council for enquiries
and for arrangements on how payments can be done. Councils
recovery mechanism will not cease but will continue in terms of i
nstituting legal action.
Come forward and co-operate with council for a better and well
developed Lautoka.

CITIZENS are advised to cooperate with
the council in keeping the city clean and
beautiful. Council has been creating awareness
to citizens regarding litter problems and the
need to refrain from littering as it pollutes our
environment and becomes an eye sore to the
public especially tourists. Citizens are further
advised that council will strictly enforce the
provisions of Litter Promulgation 2008.
Council has appointed additional four
(4) litter prevention officers in an attempt to

reinforce the litter enforcement works with in


the city area. Citizens are reminded to adopt
environmental friendly practices and prevent
littering by adhering to following:
Make use of the public litter bins for
discharging rubbish whilst in the city;
Refrain from littering in drains/creeks,
roads, parks, market, bus stand, footpaths
etc;
Put a stop to burning especially in public
places;

confessed that Rugby Tourism is a big hit.
The staging of the pivotal clash also enabled

band of supporters to our shores.
And to top it all off, the match being

advertise Fiji as being more than a holiday
destination.
July 1, 2016 goes into the annals of the
history books as the first ever occasion when
Super Rugby came to Fiji.
It augurs well for Fiji as a leading Island
nation with its world-renowned warmth and
hospitality.
Super Rugby is now done and dusted.
Could this be the beginning of more good
things to follow? Is it an indication that it is a
stepping stone of more such rare internationals
being played in our country?

Maybe the World Rugby Sevens series in


the not too distant future. Surely we deserve it
being three-time world champions.
This Super Rugby match will surely
ring the bell across the rugby world that Fiji
has grown rapidly from what it used to be in
hosting such large scale events.
Crusaders captain Kieran Read remarked
even before the first ball was kicked in his
pre-match interview: We are humbled by the
reception of the Fijian people. This (match)
should be a catalyst of more such matches
played in Fiji.

WATER is the foundation of life and millions of people
in the developing countries of the world do not have access
to this vital necessity. Yet most people take water for
granted and waste it without paying heed to the problems
faced by the less fortunate.
In the rural areas of our country families still face water
shortages due to the lack of normal piped water supply in
their areas. Surela Devi who lives about eight kilometers
in the interior of Johnson Road, Drasa Lautoka has faced
water problems for the last 37 years of her life after her
marriage.
The tables turned for Devi after she shared her
problems with members of the Soroptimist International
Lautoka club who visited her in December last year with
groceries for Christmas.
According to SI Lautoka President Ranjini Sanjay the
club was determined to assist Devi after they witnessed the
extreme conditions she lived in due to water difficulties in
her area.
We realized the problem get worse during the dry
season so we decided to approach our donors and sponsors

for a water tank to be used as water storage which would


ensure clean and regular water supply for her.
Assistance was a bit delayed due to Cyclone Winston
but we were pleased when funding was received from Krish
and Ashnita Sharma of Glenwood Sydney, Australia which
enabled us to provide a 2,000 liter water tank to Devi who
lives alone on her farm after the demise of her husband last
year.
The water tank was finally delivered to her last month
and we visited her on June 19 for the official presentation.
Meanwhile, Devi informed that the water tank will
certainly make life easier for her.
Previously, the Government water truck used to
supply water but I did not have the storage facilities but
now the burden has eased.
I am really grateful to the SI members for their
assistance as now I do not only have clean drinking water
but I also have enough water for my vegetable gardens
which is my source of income.
The members have provided me with motivation
through their kind support.

FIELD Forty GangaiyammanKovil held its
Annual Fire Walking Pooja from June 6 to June
12, 2016 at Field Forty, Lautoka.
This years Pooja was very successful
and was blessed with much needed rain on

HEALTH MINISTRY LAUNCHES NCD MONTH

THE Ministry of Health and Medical


Services has launched the Non-communicable
diseases (NCD) month in efforts to raise
awareness on prevention of NCDs and healthy
living.
This years theme Youth for Wellness; Say
no to alcohol and tobacco use was advocated
through displays and wellness awareness.
Minister for Health and Medical Services,
Jone Usamate said the prevalence of NCDs in
Fiji is a concern causing heart problems, stroke
and diabetes which contributes to almost 80
percent of deaths in Fiji.
Minister Usamate while launching the
NCD month in Vunidawasaid people must
practice healthy lifestyles.
Eat more fresh foods and less processed
foods and engage in more physical activity,
or put simply, move more. Our health and
wellbeing is our responsibility and we must
take full ownership of this to live a productive
life.

Minister Usamate added that people should


not wait until they become sick to get screened.
Even if you are well, engage in routine
health checks so that you are aware of how
your body is progressing. A lot of times we see
people present to health facilities quite late,
Minister Usamate said.
For the month of July, the Health Ministry
will raise awareness on the importance of
getting screened at their health centres to know
their health status.
The National Advisor for NCD & Wellness,
DrIsimeliTukana said that people must get into
the habit of keeping track of their health.
We must focus on replacing illness with
wellness and this can be done if we all play
our part. Do not wait to fall unwell to practise
wellness, DrTukuna said.

PENANG SANGAM PRIMARY SCHOOL ASSISTED


PENANG Sangam Primary School
students were the proud recipients of desks and
chairs donated by the Latter Day Saints (LDS)
Charity.
The Rakiraki school suffered severe
damage during Tropical Cyclone Winston in
February this year.
The timely donation made on July 1 was
welcomed by the guest of honour, Assistant

Charity and thanked Brother Frank Stanford
who was instrumental in securing the donation

I thank the LDS Charity for this wonderful


assistance for the benefit of the children of
Penang Sangam School because we need such
good Samaritans to care for the needy and the
disadvantaged, Assistant Minister Bhatnagar
said.
Brother Stanford said he was duty bound to
reach out to the needy.
The school head teacher, Rajesh Kumar

said the donation will definitely make an


impact on the education of the children.
We are fortunate to be assisted as our
school suffered almost 95 per cent damage
during TC Winston, Mr Kumar said.
The donation included 280 desks, 30 swivel
chairs, three smart boards and two tables worth
about $10,000.

Green Scouts Movement launched

THE first ever Green Scouts Movement in the


world was launched during the International
Environment Day recently this year.
This year the World Environmental Day

held at Fiji National University in Natabua
Campus.
FNU Chancellor- Mr. Ikbal Jannif, and the
Minister for Local Government, Housing and
Environment. Parveen Kumar, were the Chief
Guests at the occasion. The United States
Ambassador for Fiji Mrs. Judith Cefkin, The
Commissioner- Western Division Mr. Manasa
Tagicakibau together with all the Heads of
Government Departments was present at the
occasion.
The occasion marked the official
declaration of the establishment of Green
Scouts Movement in Fiji. This is the First
Green Scout movement of the World.
Mr Jannifsaid Every Scout should be
a Green Scout, in other words every Scout
should be willing to protect the environment.
FNU chancellor is a past Commissioner of
Scouts.
The FNU Chancellor also emphasized
the fact that Fiji as a country rapidly growing
towards economic stability has to ensure
that a healthy balance exists between the
environment and the growth in industry and
commercial sector. This has to come about
through policies, legislations, regulations and
awareness creation. While FNU contributes
to the development process of the country
through educating the youth, the Government
is committed to providing employment for
the graduates in the appropriate fields. In fact
today, Fiji National University has taken up
the challenge of diversifying the courses to
produce young graduates to meet the needs of
the nation, even in the field of environmental
science and management.

Chinese scholarship for USP Lautoka Students

IN the current fast changing world due to
Globalization there are new demands that
needs to be met and those who keep abreast
with the demands have the competitive edge.
Keeping the demands in mind the University
of the South Pacifics Lautoka Campus started
offering Chinese language classes from 2014
and in a milestone achievement three students
from the campus have secured scholarships to
study Chinese language in China later this year.
The three were part of the 53 students who
successfully graduated at the fifth Confucius
Institute at the USP Lautoka graduation

ceremony on June 13, 2016.


This semester three students successfully
completed the Chinese language courses
from the Lautoka campus at credit level and
50 at social level. The social level courses
were offered at different levels starting from
Beginners 1.
USP Lautoka Campus Director DrPramila
Devi revealed at the graduation ceremony that
similar to previous years, the courses attracted
students of different age groups with the
youngest graduate being a 10 year old student
and eldest being 55 years old.
Devi revealed that the proudest moment for
the campus is the awarding of scholarships to

three of their students to study in China for four


weeks.
The three recipients ManasaVakalalabure,
Mere Vuda and Pritika Archana will be in
China from December 14, 2016 to January 14
next year.
Vakalalabure additionally has also secured
an opportunity to compete at the 15th Chinese
Bridge Competition in Beijing, China from
July 9 August 9.

Chinese language is highly beneficial for the
local students now.

courses, USP Lautoka campus also host
Chinese events such as Chinese Spring Festival
and mid- autumn festival.

Nadi Chamber of Commerce response to 2016 / 2017 National Budget

The national budget is no doubt the most
important document that is crucial for any
nations development and we feel, in light of
the natural disasters early this year, we could
not have expected better forecast
On the whole it appears to be fair, positive,
creative and balanced budget with incentives
for growth and investments.
Fiji remains an investor friendly nation with
taxation policies and changes that should
provide further incentives and confidence and
will hopefully make Fiji one of the best PIC to
do business with
Fiji continues to have huge potential, capacity
and resources to match any other country in
developments and growth
The GDP remains relatively strong despite the
natural disasters which is an indication of the
confidence of the private sector, the business
community
We have boundless opportunities (and
countless) in generating economic growth,
particularly in the private sector and this is
quite evident all over the country, despite the
effects of TC Winston. We are aware of the
shortages of raw materials etc for rebuilding,
rehabilitation and relief works but with further
tax incentives as announced, it will certainly
speed up the processes for procurement ..
T C Winston taught us many lessons.
International and National aid came forth
quickly and swiftly coupled by countless
humanitarian assistance that helped the
helpless. Its not over yet but hopefully the
shattered economic activities and lives will be
stronger than before in due course
Nadi in particular is enjoying unprecedented
growth and investments (and spared the wrath
of TC Winston) and we are pleased to see the
hive of activities in the private business sector
who are obviously confident than ever before
with past and current govt.s policies and
decisions.
Support for SMEs
Pleasing to note the various incentives in place
for SMEs including insurance. However for us
is Nadi only a few big companies are able to
insure their businesses and properties against
flooding. JICA study or the project on flood
mitigation is still in progress and nearing
completion that can convince insurance
companies to reconsider insuring businesses in
Nadi Town once again
MSMEs should be taking advantage of various
loans or grants that are available via various
attractive government and commercial loan
agencies. The Credit Guarantee Scheme should
be maintained and I hope more MSMEs
will take advantage of this scheme. NCCI
office will help facilitate anyone interested to
expand their businesses or start afresh. Many
are unaware of this scheme that is supported
by most commercial banks including FDB and
Carpenters Finance. Obviously needs more
public awareness through mass media, internet,
social media etc
Ease of doing business in Fiji needs to be
improved upon and fast tracked. Our ranking
is quite poor and Im sure we can and should
attempt to do lot better. Singapore has been
ranked number 1 for decades, NZ 2nd and Fiji
ranked 88. Surely we can improve upon this
fact by fast tracking on all the requirements
for investments, setting up businesses etc. the
much talked about one stop shop or one
window doesnt seem to be in practice
MSMEs are the real backbone of Fijis private
sector growth, employment and productivity
who account for approx. 12% towards the GDP
or close to 800 million dollars. The setting up
of a National Micro Small Enterprises Council
that will help provide funding, training, collect
data and support as announced will hopefully
further boost and inspire business growth
Infrastructure Investments, improving roads
etc
Good to see an allocation of $527million
dollars for Fiji Roads Authority ($95 million
for rural roads). Allocation of funds and strong

emphasis on infrastructure developments


is warranted for obvious reasons. We have
untapped potential in the rural areas that needs
to open up with incentives. Good tarsealed
roads will help truly create opportunities and
get the people together
There are many back packer resorts that is
not easily accessible which are the future of
ecotourism, growth and productivity. There
are many tourist related attractive tours and
activities in the rural areas such as Sabeto
mud pools, Sabeto Orchid gardens, Zipline
and waterfalls in Sabeto, Nausori Highland
Ecotours, Tau Caves and Momi gun sites,
Sigatoka River Safari, Abaca Village and
Waterfall et al. All these accessible roads should
be tarsealed to allow maximum patronage and
economic activities, increasing productivity
and vibrant economy.
Tarsealing of all roads in the rural areas along
with the provision of all essential services
such as water, electricity, drains and sewerage
will also see newer resorts and hotels being
built; agricultural, horticultural and animal
production activities to grow. This will prevent
the movement or migration of rural dwellers
to urban areas and ultimately boost domestic
growth and improve overall economic
wellbeing of the rural dwellers
Higgins has proven to be one of the best
road construction company who should be
considered to tarseal all the rural roads in Fiji.
All roads in the rural areas should also have
pedestrian footpaths (cycling paths should also
be considered), street lights and bus stops.
As mentioned earlier we have untapped
potential ..
And our roads are not safe at all as we continue
to see so many horrendous accidents all over
the country but more so in busy highways. A
separate submission will be made on this issue
to the relevant authorities very shortly
Maritime and Air Transportation.
Fiji is well known as the Hub of the South
Pacific with its strategic location and one of
the best developed PIC. We have to maintain
this status quo and further improve maritime,
air transportation and roads. Nadi was further
identified as the hub of air transportation of
the South Pacific is another major achievement
that we are proud of
Good to see the removal of departure tax for
visitors staying in Fiji for less than 72 hours
Civil Service and Administrative Reforms
Reforms to be on par with international
standards and modern global economy.
Various reforms should be implemented in
all the Ministries as well as investments in IT.
Many countries are forging ahead with such
investments and doing away with paper work.
Electronic or e government is the key or buzz
word and we can learn from e govt. of Korea
who have been ranked first in the world on e
governance for several years
The efficiency and transparency of
administrative work has significantly improved
; administrative civil service greatly enhanced;
and opportunities for people to participate in
the policy making processes expanded in South
Korea. Fiji has the capacity to do likewise and
we would like to see a skilled, professional and
accountable civil service
Health
We didnt see an increase in the Health Budget
but raising doctors salaries substantially will
hopefully help retain our specialists and further
boost their training in Fiji to meet a number
of objectives and programs to meet peoples
expectations.
We are short of many specialists such as
Urologists, ENT, Neurologists and others and
some of whom should also be stationed in the
Western and Northern Divisions
Shortage of drugs and other consumables
continues to occur that I hope can be seriously
addressed
Construction of Private Hospitals and 10
yr tax amnesty (announced last year) will
hopefully see more private hospitals in Fiji
and particularly so in the Western Division.
Zero duty on diagnostic equipment and some
consumables will also help more private sector

University Hospital - Lautoka Hospital and
likewise Labasa Hospital should also be
considered as University Hospitals in the near
future. Theres scope to turn these two into
super hospitals to kick start Medical Tourism

Nadi Hospital needs to be upgraded to

qualified senior doctors and specialists. It can
also be semi-privatised. This will help provide
world class medical care to tourists and locals
alike
Fijis life expectancy is 69 yrs and we are
ranked 118 in the world. In comparison
Australia is ranked second at 83 yrs and NZ 9th
with 82 yrs. The primary health care in all these
developed countries lies squarely with the GPs
and not the hospitals
General Practitioners (GPs) or Private Family
Physicians who all are members of Fiji College
of General Practitioners (FCGP) have a lot to
offer in the overall care and health needs of the
community. Role of GPs is often ignored who
are the largest group of Specialists in Fiji
can contribute significantly and take over the
primary health care of the entire community. A
separate submission to be made shortly to the
Ministry of Health
Increase in Tobacco Taxation by 15 % although
merited will not deter smoking trends as we
have seen in the past. The best solution is to
ban smoking in Fiji. Will submit alternatives to
tobacco farming in Fiji as an addendum
National Health Insurance Scheme
Unfortunately this still eludes us and very little
efforts being made to introduce a National
Health Insurance Scheme in Fiji. Only about
10% of Fijis population have some form of
private health insurance scheme which have
operated very successfully over the last 25 yrs
or so that started when Sheraton Fiji Resort
opened in Denarau
Cabinet can easily empower all the employers
to make private health insurance compulsory
for every permanent employee. This will cover
more than 50% of our population and the others
can be covered under social security insurance
(those below the poverty line)
Our life expectancy otherwise will never get
better. NCDs have to be prevented with bold
measures . Primary Health Care has to be
diverted to the GPs.
Sports and Youth
Good to see an emphasis on youth and sports,
upgrading sports facilities etc.
Prince Charles Park needs a facelift with more
sporting facilities and the stadium rebuilt to
international standards
Nadi should be declared the Sports City of the
South Pacific as we have the most important
commodity ie the hotel accommodation that
can easily cater for more than 10,000 athletes
and spectators from overseas
A National Sports Stadium with all the
amenities should be considered in the near
future for this region to encourage and embrace
Sports Tourism which is growing in strength
all over the world. We are missing out on
opportunities due to lack of international sports
structures that we need to tap into
Tourism
Undoubtedly this is now the backbone of our
economy and an increased budget will boost
marketing strategies for tourism.
Direct flights to Singapore is already paying
dividends but the sector is yet to attract the
expected volume of passengers that perhaps
needs more marketing
New route to San Francisco (twice weekly) will
likewise boost the tourism, trade and economic
growth
We need to tap into Cruise Ships as many
are opting to go elsewhere in the Pacific. We
need to explore and find out the reasons as to
why Fiji gets far fewer cruise liners whilst our
neighbours Vanuatu gets at least 2 every week
Yachting and Super Yachts is growing in
numbers creating additional productivity and
revenue
Taxes

Tourists have to pay quite a number of taxes


which amounts to 25% and this needs to
reviewed and addressed. We are competing
with many other South Pacific Island countries
who seem to be winning many potential visitors
that could have chosen Fiji but the high taxes
bites their pockets
Airport Departure Tax appears too high that
needs to be reviewed as well
Downtown Duty Free and Trading hours
NCCI is pleased to see this implemented and
Im sure tourists will take time out to shop in
town and other areas. Trading hours that will be
increased to 24 hrs soon will be an added bonus
Nadi Town that will soon be a City is the most
active area that is well policed, secured and
protected but the activities tend to die out by 10
or 11pm. 24 hrs trading will obviously allow
freedom to shop and other activities creating
employment opportunities etc

that has been discussed for more than 15 yrs
will spur business activities, investments and
unprecedented economic growth .

Police, Crime and Security
Nadi Police Force has to be strengthened
and well supported by resources. We need
more officers and vehicles to patrol the town
and respond to calls for assistance speedily
and professionally. Many a times they plead
inability to attend due to lack of transport
which is unacceptable.
The police station needs to be either rebuilt or
renovated to international standards. NCCI had
contributed substantially in the past to complete
the Police Bure and the Crime Branch office
Touting and harassment of tourists is still
taking place despite the best efforts by NCCI,
NTC and Police.
Police mobile units can be relocated at strategic
areas and we are continuing discussions with
NTC for availability of land. Manpower
resources is limited and hopefully with the
increased allowance in the Budget, more police
officers can be posted to Nadi soon. We cannot
allow any adverse reports or publicity that will
hurt the tourist market
Dogs and other stray animals
Reports of dog bites maiming the tourists as
well as locals is still another issue not taken
care of by relevant authorities. A survey done
in the west recently has revealed that a private
doctor or GP treats 5-10 dog bites a year which
equates to approx. 250 cases alone reported
by the GPs. There would be many more cases
presenting to hospitals and the figure could be
as high as 500. Some serious cases have been
reported amongst the tourists and one of whom
lost part of his finger who had to undergo
further treatment in USA (refer to the photos
and reports of this particular case submitted
earlier)
Too many dogs barking at night has prompted
tourists complaining of this noise pollution
as well. Dog trapping and or poisoning must
be conducted at regular intervals to eradicate
this burgeoning problem. We also see horses,
cows and cats running across roads or blocking
the roads especially in Martintar, Denarau,
Wailoaloa and Enamanu roads. Many dogs and
cats are also seen dead on the roads
Animal Pounds or shelters
We need to create or have animal pounds or
shelters that once existed in every district.
All stray animals can be kept until claimed
and funds/expenses can be obtained from
the owners to keep this option viable and
practicable
Too many animals along the Queens Highway
and elsewhere which have proven to be a
menace and dangerous will be taken care of.
Many tourists drive rental cars who are taken
unawares including our own locals resulting in
accidents.

2016 / 2017 National Budget Highlights

THE Government has announced that total


revenue for 2016/2017 is forecast at $3,175.3
million with a total budgeted expenditure of
$3,643.4 million. This provides a net fiscal
deficit of $468.1 million, Equivalent to 4.7%
of GDP.
The higher net deficit is driven by the
reconstruction and recovery plans for TC
Winston to which $207.9 million has been
allocated.
Balance of payments
In 2016, the current account deficit is expected
to be 1% of GDP. The lower deficit is due to
inward remittances and higher foreign aid for
TC Winston rehabilitation. The current account
deficit for 2017 is projected to rise to 2.3% of
GDP and a similar percentage is expected for
2018 and these exclude aircraft expenditure.
Government debt
The government debt position for July 2016
is forecasted at $4.5 billion. The Government
debt is projected to be 47.9% of GDP in July
2016 and forecasted at 50.4% of GDP in July
2017.
The 2015 inflation was 1.6% up from 0.1% in
2014. Imported inflation from low global fuel
prices continues to keep inflationary pressures
subdued.
Inflation averaged around 1.7% from January
to May 2016 and is projected to be around 2.0%
by yearend. Inflation is forecasted at 2.0% and
2.5% for 2017 and 2018 respectively.
Exports and Imports
2015 exports are estimated to have contracted
by 13.2% compared to the forecasted growth
of 1%. This is from a combination of lower
re-exports mainly led by reduction in prices of
mineral fuels and other reexportcommodities,
with marginal increase in domestic exports.
The domestic exports were mainly led by fish,
timber, gold, mineral water and garments, but

Total exports are expected to decline by 1.4%
in 2016 due to TC Winston. Total exports are
expected to grow by 8.9% in 2017 and 6.3%
in 2018.
Total imports are estimated to have declined by
13.2% in 2015 led by lower imports of mineral
fuel, food, machinery and transport equipment.
Import growth for 2016, 2017 and 2018 is
projected at 8.5%, 5.8% and 3.0% respectively.

To assist beneficiaries of the Poverty Benefit
Scheme & Care and Protection Programmes
with income generating projects so that they
can be graduated from the system. Budget
allocation of $1 million.
Capital Grant to Voluntary Organisation
Capital grant of $0.2 million to NGOs that
provide care and protection to children and the
disadvantaged in the communities.
Poverty Benefit Scheme Each household
(maximum of 4 individuals) is eligible for
a maximum of $160 per month inclusive of
$50 food voucher. Budget allocation of $23.2
million.
Social Pension Scheme Establishes a social
safety net for people above the age of 68
years and who do not receive any form of
government assistance by providing $50
monthly allowance. Reduction in the age
eligibility from 68 to 66 years effective 1 July
2016. A sum of $14 million has been allocated.
Education A sum of $53.1 million for tertiary
education scheme. This includes funding for
the National Toppers Scholarship Scheme,

provision of low interest loans for tertiary


education, accommodation and transport costs,
pocket allowances, books and study materials
and other associated costs.
Bus Fare Subsidy Bus fare subsidy to assist
students from low income households. The
assistance will also cover students who
travel by boat, carriers and other modes of
transportation where bus services are not
available. An increased funding of $20 million
with inclusion of technical colleges under the
scheme.
Electricity Subsidy $5.7 million has been
allocated for electricity subsidy to support
low income families. Northern Development
Programme A sum of $1.5 million to fund SME
development in VanuaLevu.
Women
Womens Plan of Action (WPA) Aims at
boosting womens employment opportunities,
equal participation in decision making,
eliminating violence against women and
children, improving womens access to basic
needs and addressing other womens issues.

Fiji Womens Federation National advisory
body to the Minister of Women for the
improvement and coordination of womens

NGO Grants A sum of $0.2 million to women
organisation to advance the interest of women

voucher for the duration of 10 months to
pregnant women in rural areas to assist reduce
cases of malnutrition and complications during

24hours toll free Domestic Violence helpline
which will provide reporting and free referral
platform for victims of domestic violence and
sexual assaults.
Women in Policing A sum of $0.02 million to
encourage and improve working capabilities
for women, including encourage equal
employment opportunities to enhance effective
and efficient policing.
Cottage Industry Development A sum of $0.1
million to assist women in cottage industries.
Children
Child Protection Allowance A sum of $3.5
million to assist children from poor families,
single parent families, prisoner dependents,
children with disability and children under
residential care.
Child Protection Programme An additional $1.0
million which involves awarenessprogrammes
and the implementation of the recommendations
of the Convention of the Rights of the Child and
continuation of the operations and monitoring
of the 24 hours toll free helpline for children.
Institutional Services A sum of $1.0 million
for management of institutional homes for
children under the age of 18 who are awaiting
court hearings or who have been placed under
the care and protection of the state.
Education for Needy Children $0.2 million for
Funds for the Education of Needy Children
organisation that provides financial supports to
disadvantaged children in Fiji.
Child Protection Division A sum of $0.02
million for the division responsible for handling
sexual offences and other related offences in
which children are the victims.
Child Health Development Programme / Food
Supplement for Malnourished Children A sum
of $0.08 million for Child Health Development
Programme and $0.05 million for the Food
Supplement for Malnourished Children.
Infants Food specially prepared for infants to
be duty free.
People with Disabilities
Fiji National Council for Disabled Persons An
increased funding of around $0.4 million to
assist in the implementation of the Rights of
Persons with Disabilities Bill 2016.
Initiatives for the Disabled A sum of $1.6
million to cater for the establishment of a
disability centre in Lautoka to serve as a
meeting place for disabled persons in the West.
The facility will also provide a storage space

for donated items and equipment, cater for the


increase in salary of teachers paid by registered
special schools and the purchase of a disabilityinclusive bus.
Employment Taxation Scheme for People with
Disabilities
Extension of the Employment Taxation Scheme
to includeemployment of disabled people for a
period of 3 years with 300% tax deduction.
Special Education A budget of $3.3 million for
grant to children with special needs, salaries
for teachers and other operational expenditure
including the purchase of assistive devices and
special books. A sum of $0.2 million is also
provided under the scholarship scheme for
children with special needs.
Priority Sectors
Education
The Government has budgeted $448.5 million
for the Ministry of Education, Heritage and
Arts, of which
$424.9 million is for operating expenditure and
$20.1 million for capital expenditure.
Some of the programmes are as follows:
Free Education Programme - $200 million
This covers tuition grants for Early Childhood
Education (ECE), primary and secondary
education levels and Technical Vocational
Education and Training (TVET). The ECE
tuition grant will cover three terms as opposed
to the two school terms currently covered.
Salary grant for ECE teachers - $3.5 million
This is to cater for an increase in salary based
on qualification.
Printing of textbooks - $5.5 million
The budget is for the printing of textbooks
for primary and secondary schools to ensure
timely provision of textbooks.
Rehabilitation works - $142.6 million
The rehabilitation works are for 495 schools
affected by TC Winston, which includes the
reconstruction and upgrading of existing
schools, provision of furniture and equipment,
educational resources and other supporting
services, including counselling.
Access to quality education - $0.3 million
As an on-going initiative for students having
difficulty with transportation, boat and outboard motor engine would be purchased.
Digital Literacy Programme (DLP) - $0.8
million
This involves the purchase and distribution of
laptops and tablets to Year 1 to Year 8 students
inselected schools. The Government advised
that 729 primary schools have been assisted
under theprogramme since 2013.
The Government has also budgeted $3.6
million for the free milk for Year 1 students and
another $8.4 million for location allowance to
cover expenses for teachers in remote to very
remote areas.
The Government advised that a sum of $1
million has been budgeted for the maintenance
and upgrading of school buildings and
institutional quarters. A total of $3.9 million is
set aside for the upgrading, maintenance and
construction of workshops and the purchase of
specialised equipment for technical colleges.
The Government also stated that it will continue
to promote skills development training through
the establishment of technical schools. Funding
support of $13.9 million is provided to cover
the operating grant of 11 technical colleges.
Budget Allocations and Other Key Initiatives
A sum of $42.5 million would be provided for
the Tertiary Education Loan Scheme. National
Toppers
Scheme will receive $10.6 million with an
additional 30 new places expected to be
offered. Other existing scholarships have a
budget of $4.3 million.
To encourage employment creation and
availability of employment opportunities for
students, the Government has increased the
Employment Taxation Scheme deduction
rate from 150 percent to 200 percent and also
widened the scope to include apprenticeship in
related area of study and employment during
holidays.

Health
The Government indicated that it has allocated
$244 million to the Ministry of Health and
Medical Services. A budget of $8.8 million
has been allocated to recruit more doctors and
nurses. Of this, the Government has allocated
$3.9 million for the recruitment of 200 new
nurses with the Governments intention of
achieving the target of 1,000 nurses by 2017
or a ratio of 40 nurses to 10,000 population.
Inaddition, $5 million is allocated to create
150 new doctor positions, which will increase
doctors to 900 by 2017 yielding a doctor
to population ratio of 1:1,000, which the
Government indicated is in line with the
World Health Organisation standards. The
Government has allocated $1.7 million to the
In-service Training to meet the full training
cost for doctors and nurses. The Government
advised that the allocation for doctors
salaries amounting to $40.7 million (personal
emoluments & FNPF) has been moved to the
Ministry of Civil Service budget. The
Ministry of Civil Service will manage the
implementation of the new salary scale as
well as other terms of employment related to
doctors.
The Government has allocated $37.1 million
for the procurement of major consumables such
as drugs, x-ray materials, dental prosthetic,
dressings, beddings and linens, family
planning supplies, staff clothing, laboratories
and the purchase of three new vaccines namely
Rotavirus, Pneumococcal and HPV.
The Government also indicated that the Free
Medicine Programme will continue with an
allocation of $10 million. Fijians below the
annual income of $20,000 will be eligible to
receive free medication from the list of 142
essential medications.
The Government further stated that the
following has been included in the Budget:
Cost of overseas and medical referrals
given the increasing number of patients needing
overseastreatment that are not available in Fiji
($1.3 million)
Charter of aircrafts to meet the demand for
medical evacuation of high-risk patients from
remotelocations, particularly in the rural and
maritime areas ($2.2 million)
Public Health Service Unit, whose core
role is to promote awareness, prevent and
control NCDs,HIV/AIDS and encouraging
family, adolescent, child, environment and
mental health ($6 million)
Construction and maintenance of new
health facilities and upgrading of existing
infrastructure ($43
million)
Upgrading and maintenance of major
urban hospitals and institutional quarters
around the country
($2.5 million)
Rehabilitation of health facilities severely
damaged by TC Winston ($3.7 million)
Extension of CWM Maternity Unit, which
includes the construction of 200-bed maternity

FLOYD Mayweather has refused to rule out
the possibility of a return to the ring despite
insisting he has no immediate urge to get back
in the gym.
One of boxings greats, a man who turned
his brutal sport in to something of an art form,
Mayweather retired last September, with an
unblemished 49-fight record.

Man earned a reported 120million for the
penultimate fight of his career, his long awaited
match-up with Filipino superstar Manny

But, true to his self- professed love of cash,
the 39-year-old admits he could yet lace up his
gloves again, as long as the terms for doing so
are to his liking.
For the right price, I may come back,
Mayweather told the Los Angeles Times.
A lot of fighters have to box. I dont have
to box. I dont have the urge to go to the boxing
gym. My urge is giving back to the sport now,
helping promote the young fighters.
Mayweather is widely acclaimed as
one of the best pound for pound fighters to
ever bestride the planet. And crucial to his
invincibility was an ability to avoid being hit.
But the American is wary about the prospect of
putting himself back in the firing line.
People have to realise, when I look at my
uncle Roger (Mayweather, who has health

Just one more tournament for Ryan


and his boys

IN the past three years, a freckled,


bespectacled,
red-headed
Englishman
has transformed Fijis sevens side into a
consistent world-beater.
As other nations spend millions on
bringing in star names, cross code athletes
and the like, the general level of play has
improved exponentially in the World Rugby
Seven Series.
But for little old Fiji, their way of going
about things has been different.
Their vast improvement has come thanks
to coaching, with Ben Ryan transforming the
island nation from one capable of thoroughly
dominating the occasional tournament to one
which regularly fights for tournament titles.
That change cant be understated, given
Fiji have gone from a team you fear once in a
while to one you want to avoid at all costs.
As such, Fiji head into the Rio Olympics
as red-hot favourites, and with the redheaded Ryan pulling the strings, it would
take a brave man to bet against Fiji claiming
their first ever Olympic medal in August.
Fiji sewed up their second straight World
Series title in London in May, thanks in part
to the consistency Ryan has been able to get
from his team.
They won three titles in the process while
reaching two other finals, all with a team that
will take a different, more dangerous form
come the Olympics.
Ryan said the key to Fijis resurgence
these past two years has been going back to

basics.
I think probably, in the last couple of
years before I came, it was happening less with
Fiji. They werent coming to tournaments and
cleaning up, Ryan said.
Maybe Hong Kong was the exception, but
everywhere else they were fairly inconsistent.
I suppose Ive added the basic foundation
stones. Ive got them a lot fitter, eating
correctly, put some framework in with the sort
of discipline and how you behave, team culture.
Technically, I guess an area where Fiji
had room for improvement was their defensive
system. There wasnt really one, and set piece.
Theyre start points.
Defensively, Fiji are now one of the
toughest teams to break down.
That has helped their attack flourish,
something Ryan feels he has also helped to
improve in his time as coach.
Id like to hope that as an attack coach
primarily on the field, Ive added something
to the way theyve attacked with just a bit of
framework that Ive put around the offloading
game.
Theyre still offloading more than any
other team, scoring more points than anyone
else, but hopefully weve got a little bit more
support around that.
Fiji scored 234 more points than any other
side in 2015-16, with 1704 through 10 rounds.
South Africa were next best, with 1470 points
scored, while New Zealand scored nearly 500
fewer points, clocking in at 1241.
Much of that damage has been done with
Ryans top team off the paddock, or, at least,

not together as a whole.


In the last tournament in London, Fiji
were without six first-team selections players Ryan described as world-class
talent.
He admitted that this current crop may
be the best Fijian team ever, saying they
were in the middle of a golden period,
but when the Rio Olympics have been and
gone, it may be the last we see of Ryan in a
Fijian uniform.
Having spent three years with the
Fijian team, after taking over in 2013,
Ryans contract is up at the end of the
season, and job offers are sure to come in
for roles around the globe.
One of those could even be a
consultants role in a Hollywood movie,
given reported interest in making a
blockbuster on Fijis run to the Olympics.
You cant disagree with the thinking
behind a movie on the team: Ginger
Englishman comes into a new culture,
takes charge of a team that are seen as gods
in their home land, and leads them to world
domination.
Such is the love for Ryan in Fiji now,
the locals recognise his car by its number
plate. Hes their biggest celebrity.
But whatever comes in the near future,
Ryan will have fond memories of his time
in Fiji and of the group of players hes
worked with.
Its been great, he said. I cant speak
highly enough about the group of players
Ive got. Theyre incredibly professional.

confirmed as the 12-Mens team to participate
at the Rio Olympics Sevens rugby event.
And Coach Ben Ryan says no teams will be
a walk over in Brazil predicting Argentina and
the United States as their first two obstacles in
Pool A on their way to the elusive gold medal.
Saying that, you cannot count out Brazil as
being host they will come out firing in-front of
their home crowd.
Argentina and USA are proven performers
and they will not make life easy for us, Ryan
said.

upset Samoa in the final qualifying process to
sneak in.

Mushroom recalls golden days

HE still remembers his run from Viseisei Village to Lautoka City and his effort in
leading the way in the marathon run from Buckhurst Park to Nausori Airport and
back to the starting point during his prime days.
South Pacific Games gold and silver medalist Shri Chand Mushroom has
laid down the challenge for upcoming athletes to be like him.
Long distance runners are hardly being developed these days with
most opting for short distance races says the nippy but gusty
Chand.

The Balawa Street Lautoka resident relates the
hardship of doing his own fundraising without any
outside help only to be able don the national jumper
and to make Fiji proud.
Now in his sixties, Mushroom as he is fondly
called vividly remembers all the happenings from
his golden and prime days.

I started competing in 1979 thats
when the South Pacific Games was held at
Buckhurst Park in Suva. I first competed
in the 10,000meters where I won silver
and New Caledonian athlete Alain
Lazarewon gold.

a year to compete in the

and New Zealand,

In 1981, I was in Brisbane for the Mini
Games. In 1982, I was in the Commonwealth
Games in Brisbane. This is where I had the
opportunity to have lunch together with the
Queen Elizabeth. Here, Her Majesty the Queen

cherish and have with me at home. In 1989 I
also got my honorary medal from the Late Ratu
Sir Kamisese Mara when I was awarded the
Sportsman of the Year award, he said.
Chand represented Fiji for more than a decade
where he managed to set some outstanding
records in marathon.
My last win while representing the
nation was in 1989 in Tonga where I won
gold and silver. My record in Fiji stands at
2hours 31minutes when running for 26miles;
10,000metres (31minutes), 5000m- 15minutes
40seconds.
He questioned, I dont know why there is
very less interest from people to compete
internationally in marathon races. In Pacific
Games hardly youll see people running
marathon.
Chand revealed his training routine that
paved the way for him to reach greater heights
and that brought him stardom.
I did my training in the early hours from
4am to 7am non-stop. Then in the afternoon I
would train from 5pm to 8pm. I had no coach;
I took my own responsibility to keep myself fit.
Back then we had to do our own fundraising
to participate for Fiji. I used to eat lots of
vegetables. I used eat two-dozen half cook eggs
in 2-days back then.
On the secret of his nick-name, I use to
sell mushroom thats where I got this name.
Mushroom has called on the executives

GENERAL Machinery (GM) and Islands
Electrical Wholesalers (IEW) 1 are tipped to
meet in the final of the Bank of Baroda Business
House Bowling tournament at the FSC Lautoka
Bowling Club.
The two teams sent out a clear warning
ahead of the semifinals after registering two
promising wins in the quarterfinals.

Sami Mudaliar defeated Babasiga Cabs 16-10
whilst IEW 1 accounted for 7-Wood 23-9.

quarterfinals, IEW 1 is tipped to win the final.

and may do it again if they meet in the final.

Raymond Singh says his best is yet to come
following two consecutive wins over 24-25
June at the Lautoka Golf Club.

18-hole individual stroke event on Saturday.
But less than 24-hours earlier the Islands
Electric boss had claimed the National Sports
Day Celebration Two-Men Ambrose event.

Shane Lowry on Tuesday became the latest golfers to withdraw
from the Rio Olympics because of fears over the Zika virus.
It is with deep regret I announce that I will not be
competing in the 2016 Summer Olympic Games this coming
August in Rio de Janeiro, Day said in a statement.
The reason for my decision is my concerns about the
possible transmission of the Zika virus and the potential risks
that it may present to my wifes future pregnancies and to future
members of our family.
The 28-year-old was later joined by US Open runner-up
Lowry, ranked 25th in the world. Lowry, 29, who got married
this year, said he felt he would be putting his future family
plans at risk and based his decision on firm medical advice.
The pair join the likes of Northern Ireland duo Rory
McIlroy and Graeme McDowell -- both down to compete for
Ireland, Fijis Vijay Singh, Marc Leishman of Australia and
South Africas Branden Grace in announcing their intentions
not to compete at the Games starting on August 5.
The threat of the mosquito-borne virus, which can lead to
birth defects, has been cited as the reason for withdrawal by a
number of golfers, as the sport returns to the Olympics for the
first time since 1904.
I have always placed my family in front of everything else
in my life, said Day, who has a four-year-old son Dash, and
seven-month-old daughter Lucy.
Medical experts have confirmed that while perhaps slight,
a decision to compete in Rio absolutely comes with health risks
to me and to my family.
My wife Ellie and I have been blessed with two wonderful
and healthy children and our plan is to have more.
While it has always been a major goal to compete in the
Olympics on behalf of my country, playing golf cannot take
precedent over the safety of our family.
I will not place them at risk. I hope all golf and Olympics
fans respect and understand my position.
Day, who won his first major tournament at the 2015 PGA
Championship, has ten career titles including this years Players
Championship, World Golf Championships Match Play and the
Arnold Palmer Invitational.
Lowry, who had been in pole position to win his first major
title at the US Open in Oakmont but finished joint second, said
he felt he would be putting his familys health at risk by being
in Brazil at the current time.
Wendy and I have just recently married and we hope to
be lucky enough to have a family in the near future. Based on
these circumstances I have received firm medical advice that I
should not travel to Rio this summer.
The World Health Organizations emergency committee on
the disease has said there is a very low risk of the Zika virus
spreading further internationally as a result of the Olympic
Games in Brazil.

NADI bagged its fourth Vodafone Fiji FACT


title beating Suva 3-0 via the dreaded penalty
shoot-out in the final at Ratu Cakobau Park in
Nausori.
The two-teams headed for the extra-time
after both teams failed to score in the given
mandatory time frame.

Machine. He put his body on the line to save
two spot kicks from Suva skipper Pita Rabo
and Waisake Navunigasau while Madhawan
Gounder directed his kick skywards.
