Exercise Malabar 15
Initiated in 1992, as a bilateral exercise between the Indian and US Navies, the scope,
complexity of operations and level of participation has increased steadily in successive
editions of the India-US Malabar Naval Exercise. The 18th edition of the exercise was
held in the Western Pacific in July 2014 in which Japanese Maritime Self Defense Force
(JMSDF) was invited to participate.
MALABAR-15, the 19th edition of the exercise, will be conducted in the Bay of Bengal from 14 -19 October 2015. Alongwith the Indian Navy and the US Naval Forces, JMSDF
will also participate in the exercise. The scope of MALABAR-15 includes wide-ranging
professional interactions during the Harbour Phase and a diverse range of operational
activities at sea during the Sea Phase. During MALABAR-15, the Indian Navy will be
represented by INS Shivalik an indigenous frigate, INS Ranvijay a guided missile destroyer, INS Betwa an indigenous frigate and INS Shakti a Fleet Support Ship. In
addition, one Sindhugosh class submarine, INS Sindhudhvaj, Long Range Maritime Patrol Aircraft P8I and integral rotary wing helicopters are also scheduled to participate in
the trilateral exercise.
The US Navy will be represented by the ships from Carrier Task Force (CTF) 70 of
the USN 7th Fleet, which is based at Yokosuka, Japan. The CTF will include the Nimitz
class aircraft carrier USS Theodore Roosevelt, Ticonderoga class Cruiser USS Normandy
and Freedom Class Littoral Combat ship USS Forth Worth. In addition, one Los Angeles
class nuclear powered submarine USS City of Corpus Christi, F18 Aircraft from US Carrier Air Wing and P8A Long Range Maritime Patrol Aircraft will also participate in the
exercise.
The JMSDF will be represented by JS Fuyuzuki, a missile destroyer with SH 60K
integral helicopter.
MALABAR 15 is part of the process of enhancing naval cooperation among important navies of Indo-pacific regions which helps in enhancing mutual understanding. Sharing of best practices by the three navies will strengthen their respective capacities and
help create better synergies for effective and speedy action to deal with challenges of
disaster prevention and relief and maritime safety and security in the Indo-Pacific region,
for the benefit of the global maritime community.

Alternate Train Accommodation Scheme VIKALP New


Passenger Friendly Measures to be Introduced w.e.f.
01.11.2015 on Pilot Basis
With a view to provide confirmed accommodation to waitlisted passengers and also
to ensure optimal utilisation of available accommodation, a scheme called Alternate Train
Accommodation Scheme VIKALP has been conceptualised and is being introduced
w.e.f. 01.11.2015 initially only for the tickets booked through internet as a pilot project for
six months, on Delhi-Lucknow and Delhi-Jammu sectors of Northern Railway. In this
scheme, wait listed passengers of a train can opt for confirmed accommodation in alternate trains.

Salient Features
The Alternate Train Accommodation Scheme (ATAS) is presently being launched under the
name Vikalp on pilot basis only for the tickets booked through internet on two sectors i.e.
Delhi-Jammu and Delhi-Lucknow sectors. Based on the feedback it will be provided on PRS
and also on other sectors.
The scheme is presently being implemented only across Mail/Express trains of same category.
No extra charges shall be taken from passenger or any refund shall be provided for difference
of fare.
The scheme is applicable to all waiting list passengers irrespective of booking quota and
concession. In pilot phase the scheme will be available on few pre-designated trains in the
above sectors only.
Under this scheme, waiting list passengers will give choice to opt for ATAS scheme.
ATAS opted passengers who remain fully waitlisted after charting will only be considered for
allotment in the alternate train.
Fully WL passengers opted for ATAS should check PNR status after charting.
Either all passengers of a PNR or none will be transferred to alternate train in same class.
The passenger can be considered for shifting to a train leaving from any station amongst the
cluster of stations defined by Railways based on the convenience of the passengers to a
station serving the destination station on the same analogy.
The ATAS opted passengers who have been provided accommodation in the alternate train
will not figure in the waitlisted charts of their original train. A separate list of passengers
transferred in alternate train will be pasted along with the CONFIRMED and WAITLIST
charts.
The passenger allotted alternate accommodation can travel in the alternate train
on authority of original ticket.
Waitlisted passengers of original train shall not be allowed to board the original train if
allotted alternate accommodation. If found travelling, they will be treated as travelling without
ticket and charged accordingly.
Passengers once provided alternate accommodation in alternate train will be treated as normal
passengers in alternate train and will be eligible for upgradation.
In rare situations, passengers who have been provided alternate accommodation might get
dropped/re-allotted in alternate train due to last minute change in composition of the
alternate train at the time of chart preparation. So, passengers who have been provided
alternate accommodation should check PNR status also after preparation of charts of the
alternate train for final status.
This information will be available on Call Centre (139), PRS Enquiry Counters, Passenger
Operated Enquir y Terminals installed at stations and WEB ENQUIRY
on www.indianrail.gov.in.
When an ATAS opted passenger opts to cancel, after he/she has been given an alternate
accommodation, he/she will be treated as a CONFIRMED passenger and the cancellation
rules will apply accordingly.
No refund for difference of fare between the original train and the alternate train, including
Tatkal charges, if any, will be given to re-allocated passengers.
Once an ATAS passenger has been allotted alternate accommodation, journey modification
will not be permitted. If required, the passenger will have to cancel the ticket and book a
fresh ticket for modified journey.

When a passenger who has been allotted alternate accommodation has not performed his
journey in the alternate train, he can claim for refunds by filing a TDR request.

IMPORTANT PASSENGER INFORMATION


1. Opting for VIKALP does not mean that confirmed berth will be provided to passengers in
alternate train. It is subject to train and berth availability.
2. Once confirmed in Alternate train, Cancellation charges will be as per your berth/train status
in alternate train.
3. In this scheme, your boarding and terminating station might change to nearby cluster stations.
4. You can be transferred to any alternate train available within 12 hrs from the scheduled
departure of original train, in which you have booked
5. Please check PNR status after charting.

IMPORTANT INSTRUCTIONS FOR DBA


1. H/20 switch needs to be set along with ATAS effective date range to define trains under
ATAS scheme, so that option for alternate accommodation will be taken from waitlisted
passengers booked in the train
NOTE : It is suggested that the scheme be launched with effect from ARP opening date or
no-booking date of main train otherwise it will lead to breach of priority for waitlisted
passengers booked in same TDRC prior to launch.
2. For grouping of trains under ATAS scheme, a feature is provided in GUIDBA. Using this
option Database operator can define set of main trains with every alternate train to which
WL passengers will be transferred. E.g. Alternate train S is mapped to main trains M1, M2,
M3; then waitlist passengers of M1, M2 and M3 will be transferred to vacant berths in train
S. Flexibility to indicate scheme start date and end date with special/alternate train is also
provided. While defining these pairs, following restrictions are imposed by the system :
(a) Train type of main train as well as alternate train should be same.
(b) Train source station of main train and alternate train can be from cluster of principle
stations.
(c) Destination station or principle station of alternate train should be present as a valid ISL
in main train.
(d) The scheduled departure of the alternate train is at least hour and maximum 24 hours
after the scheduled departure of original train.
NOTE: In case the scheme is to be applied on all trains of a sector to balance load across
different trains in the sector, then multiple pairs should be defined by DBA. For example: If
there are four trains in a sector say A, B, C and D and it is desired that waitlist in any of these
4 trains if present should be transferred to vacant berth in any of these 4 trains if available
i.e. every train is a main train as well as alternate train based on availability status at the
time of charting. Then database will have to define 4 pairs of ATAS group, one for each train
as alternate trains and other three trains as main train i.e. B, C, and D will be main train for
A; A, C and D will be main train for B and so on. Also it will be required to set ATAS flag (H/
20) on all these 4 trains so that ATAS option from Waitlist passengers is taken in all 4 trains.
3. In alternate/special train, database operator can mark the train as reserved for ATAS in a
given period i.e. only ATAS opted waitlist passengers wil be transferred to this train and no
normal booking will be allowed in the train.

ATAS in a given period i.e. ATAS opted waitlist passengers will be transferred to this coach
first and no normal booking will be allowed in this coach. Coaches blocked for ATAS in alternate
trains will have only GN quota defined in it.
5. Resetting of chart switch will not be permitted in main trains which are marked under ATAS
Scheme i.e. once charts are prepared for the main train it could not be reverted back in any
scenario.

First National Tribal Carnival to be held in Delhi

Ministry meets
First National Tribal Carnival will be held in Delhi from February 12 to 17, 2016. The
carnival will be inaugurated by the Prime Minister. This was announced by Union Tribal
Affairs Minister Shri Jual Oram in New Delhi today while addressing the meeting of the
Parliamentary consultative committee attached to his Ministry. He said the purpose of
this carnival is to showcase and promote various facets of tribal culture on a large scale.
The Minister said, the underlying idea is to preserve and promote various facets of the
tribal life relating to culture, tradition, customs and their skills and to expose it to the
general population with a view to utilizing the potential for overall holistic development
of the Scheduled Tribes. Activities liked displaying documented traditional socio-culture aspects, collection of art/artifacts, cultural performances, demonstration of skills
like sports, paintings, traditional healing practices etc. will be part of the six day event.
The Minister said, the thematic panel discussion on issues like tribal health, education,
skill development and culture with experts in the relevant filed will be a part of the carnival.
Shri Oram informed the members that the events during the carnival will be a mix of
live musical and dance performances, exhibitions, display of craft, fashion show, panel
discussion, book fair etc. He said, a pride parade by tribal troupes in traditional attire
shall be added event. The carnival promises to be a mix of art, music, traditional food and
one of its kind of non-stop venue for lively entertainment of Indias traditional tribal way
of life full of experience and knowledge. The Minister said around three thousand tribals
from across the country are expected to take part in the carnival. Beside, eminent tribal
personalities who excelled in various field i.e sports, art and culture, literature, academic,
medicine etc have also been invited.
It may be recalled that in a review meeting before the Prime Minister in January this
year it was decided that Ministry of Tribal Affairs shall initiate a Tribal Carnival with
cultural troupes from various tribal communities of different States.
The members of Parliament attending the meeting congratulated the Ministry for
this initiatives and gave their valuable suggestions. They were of the view that seminars
during the carnival should have focused discussions on various important tribal issues.
One member suggested that such carnivals should be organized on state level also. Another member suggested that carnival should have separate section for traditional tribal
healing practices.
Earlier the Secretary of the Ministry Shri Arun Jha gave a power point presentation
about the carnival. He said the carnival will not only showcase the tribal cultural and
heritage but will also be a celebration of the tribal spirit. Shri Jha informed the member
that a film festival of tribal films will also be held along the carnival.

Agreement between
India and Egypt on Maritime Transport
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its
approval today for signing of an agreement between India and Egypt on Maritime Transport.
Recognizing the significant mutual benefit that can be derived from-cooperation in
the area of shipping between the two countries, it has been decided to sign the Agreement with a view to strengthening cooperation and to render sustained mutual assistance and advice on merchant shipping and other related maritime matters.
The Agreement would be signed on a mutually convenient date and venue.
Signing of the Agreement will help, both countries to encourage and facilitate the
development their maritime relationship and cooperate in the task of enhancing and stimulating steady growth of maritime traffic, exchange and training of staff and students from
various maritime establishments, exchange-of information necessary for accelerating and
facilitating the flow of commercial goods at sea and at ports, establishment of joint ventures in the fields of maritime transportation, shipbuilding and repairs, maritime training, information technology including development of simulators, port facilities and related maritime activities, etc.

CMs panel for Swachh cess on telecom, fuel
The chief ministers panel on Swachh Bharat has suggested a cess on petrol and diesel as well
as telephony services to raise funds for Prime Minister Narendra Modis pet scheme.
In a radical move, the panel has also recommended that anybody contesting an election for
local bodies must have an individual household toilet.
A levy on accumulated waste produced by mineral waste generation plants like coal, aluminum
and iron ore and issuance of Swachh Bharat bonds by central and state governments to raise
resources are among the other suggestions.
The budget had allowed the government to levy a Swachh Bharat cess at a rate of 2% or less
on all or certain services, if need be.
According to estimates, the government can raise around Rs 15,000 crore if it imposes a 1%
levy.
A state-level Swachh Bharat Kosh may be set up on the lines of the Swachh Bharat Kosh set
up at the central level and certain part of the CSR contributions by PSUs/companies may
be spent in states where they are located, the panel said.
Pitching for Swachh Bharat grading for all gram panchayats, municipalities, blocks, districts
and states each year to promote competition, the panel said the incentive amount for
construction of one unit of individual household latrine should be raised to Rs 15,000.
Both the Centre and states should work towards eradication of manual scavenging through
strict enforcement of law, it said, underlining also the need for integration of rag-pickers
into waste management system so that their livelihoods are not adversely affected.

SC allows voluntary Aadhaar use in Job scheme, Jan

The Supreme Court on Thursday relaxed its earlier order to extend use of Aadhaar card on
voluntary basis in social welfare schemes like the rural job guarantee scheme, old age pensions,
provident fund and Prime Ministers Jan Dhan Yojana.
A constitution bench comprising Chief Justice H.L. Dattu, Justice M.Y.Eqbal, Justice C.
Nagappan, Justice Arun Mishra and Justice Amitava Roy modified the August 11 order on a
batch of applications by the central government and its various agencies seeking the relaxation
of the said order by which the use of Aadhaar card was limited for getting foodgrain and
kerosene under PDS and for LPG.
The court said: We also make it clear that Aadhaar card scheme is purely voluntary and cant
be mandatory till the matter is decided.Reuters
It also asked the government to follow all court orders from September 23, 2013.
Before passing the order, the court asked Attorney General Mukul Rohatgi to indicate three
social welfare schemes that the government wanted to link with voluntary use of Aadhaar
card.
After mentioning the rural job scheme, old age pensions, provident fund and prime ministers
Jan Dhan Yojana, Rohatgi wanted to add linking the opening of bank accounts with unique
identification number and the court said: Modification and clarifications can be limited.

said that they were opposed to permitting the use of Aadhaar card for getting the foodgrains
and kerosene under the PDS and LPG but the three judges bench headed by Justice
J.Chelameswar for striking a balance permitted this and we have to live with it.
At this Chief Justice Dattu said: I am also a citizen of this country. I want to use my (Aadhaar)
card for getting facilities. Can you say that I cant use it?
In response, senior counsel Gopal Subramaniam said: Even if you consciously know the
dangers of parting with information for getting Aadhaar card and yet you opt for it then the
state has to step in.

Indias telecom subscriber base touches 101 crore in


August
Driven by growth in mobile phone users, Indian telecom subscribers crossed 101 crore mark
in August, as per regulator Trai data.
The number of telephone subscribers in India increased from 1,009.31 million at the end of
July 2015 to 1,014.70 million at the end of August 2015, thereby showing a monthly growth
rate of 0.53 per cent, Telecom Regulatory Authority of India (Trai) said in its monthly
subscribers report.
The wireless or mobile subscriber base in the country grew by half a per cent to 98.86 crore
in August from 98.32 crore in July.
Out of the total wireless subscriber base, 88.59 crore customers were found active.
However, the subscriber base of landline continued its decline despite public sector BSNL
and MTNL offering free calling schemes.
The landline or wireline connections declined from 2.61 crore in July to 2.60 crore at the end
of August.
The growth in mobile users was led by telecom major Bharti Airtel with net subscriber addition
of 13.12 lakh in August, followed by Idea Cellular with 11.67 lakh users, Vodafone 11.27 lakh,
Tata Teleservices 8.25 lakh, BSNL 8.12 lakh, Telenor 3.9, Aircel 3.84 lakh Videocon Telecom
(with Quadrant) 1.16 lakh and MTNL 18,132.
Sistema Shyam and Reliance Communications, both companies that are in process of
consolidation, lost 1.82 lakh and 4.91 lakh users, respectively.
Reliance Communications saw maximum erosion in subscriber base in Bihar where its right
to use 900 Mhz spectrum (2G) expires this December.

NJAC ruling setback to parliamentary

A surprised government called the Supreme Courts Friday move to strike down the National
Judicial Appointments Commission (NJAC) Act a setback to parliamentary sovereignty.
The SC opted for the collegium system for appointment of judges to the higher judiciary,
prompting the government to say that the apex court has gone above Parliament and peoples
will.
The minister, a lawyer by profession and a former law minister, said the NJAC was a part of
judicial reforms that was exercised after deep consideration. We will go through the judgment
and come out with a structured response, Prasad told reporters.
Earlier, law minister Sadanand Gowda said he will go through the text in detail and consult
Prime Minister Narendra Modi, legal experts and others. The minister insisted that the act
represented the will of the people as it was backed by all the members in the Lok Sabha and
Rajya Sabha.

Pension fund regulator seeks fiscal support from


Centre
after achieving a new milestone in assets under management (AUM) and subscriber base
early this month, the Pension Fund Regulatory and Development Authority (PFRDA) is
looking for some fiscal support from the government for its ongoing move to expand
subscriber base further.
The AUM of its national pension system (NPS) has crossed Rs.1-trillion-mark in the first
week of October at around Rs.1,10,000 crore, while the NPS subscriber base also crossed 1crore-mark in the first week of October.
Our efforts are now targeted at expanding the subscriber base further, particularly in the
corporate and the private citizens segments.
We are looking to an early breakthrough in this segment, which will grow the base and
coverage significantly, PFRDA Member R. V. Verma, told PTI.
The regulator is also working towards further improving the infrastructure for minimising
the response time. As part of this measure, PFRDA is more closely co-ordinating with the
Centre and States whose share accounts for over 90 per cent of the total AUM.
Other important area of the regulators initiative is to harmonise the scope of NPS for the
government and private/corporate sector, thus bringing parity between these two segments
in terms of choice of pension fund managers and investment allocation choice.

Gap widening between rural and urban India


While inflation has been slowing both in rural and urban areas of the country, there is a
widening difference between the two as rural inflation is decelerating at a much slower pace.

The resultant gap between rural and urban inflation has more than doubled over the last
one year, data analysed by HSBC Global Research show.
Urban inflation momentum, according to the analysis, has slowed to 4.5 per cent, which is
lower than the Reserve Bank of Indias target level of 6 per cent.
The trend in price gains in rural India, however, is running at 6.5 per cent.
The excess inflation in rural India, HSBC noted, is arising from food, fuel, transportation as
well as from core inflation. The difference between rural and urban inflation is most stark
for fuel and transportation, followed by core and to a lesser extent food.
Consumption data from the NSSO suggests that rural Indias fuel mix is more geared toward
domestically produced firewood, chips and biogas inputs, which are not a part of the global
deflation cycle.
On the other hand, fuel products more widely used in urban India, such as LPG, petrol and
diesel, have benefited from lower global prices.
Despite two successive years of drought, overall food inflation in India has remained tepid,
as low global prices have made it possible to import food products that are in short supply.
Rural Indians, however, do not seem to have benefitted as much from food imports as their
urban counterparts, according to the analysis.
Vegetables and oilseeds are seeing more stubborn price trends in rural areas than they are at
urban centres possibly because insufficient distribution channels may be hindering imported
vegetables and oilseeds reaching rural areas, HSBC said. While much of Indias food is produced
in rural India, rural Indians seem to be facing higher food price pressures, at least for some
items.
Its analysis of the rural-urban output shows that a steeper decline in the potential growth of
rural India is likely driving the excess core inflation.
It is possible that insufficient investment, growing bottlenecks and impact of two successive
droughts have contributed to lowering rural Indias potential (or trend) growth and the
narrow output gap is keeping core inflation from slowing rapidly in rural areas, despite weak
growth.

German Refugee Policy Row
A fall in support and a government row over the refugee crisis raised the heat on German
Chancellor Angela Merkel today, forcing allies to defend the integrity of her coalition.
Germany, a favoured destination for migrants, expects 800,000 to a million new arrivals this
year. Many Germans feel the country cannot cope with the record influx.
As tempers frayed, Merkels conservatives met fierce resistance from their Social Democrat
(SPD) coalition partners over plans for transit zones at border crossings to process refugees
asylum requests.
They have had to deny such centres would resemble concentration camps.
Asked whether the transit zone row heralded the end of the ruling coalition, Bavarian Interior
Minister Joachim Herrmann told Deutschlandfunk radio: No! We shouldnt talk about the
failure of the coalition every time (there is an argument).
A Forsa poll showed support for Merkels conservatives had dropped one percent to 38 percent,
its lowest level since June 2014.
Merkel is trying to steer a course between pressure from her conservatives - especially the
Bavarian Christian Social Union (CSU), sister party of her Christian Democrats (CDU) - to
take a harder line on refugees and SPD opposition to the transit zones.
Bavaria is the first point of entry for many migrants and the state has threatened to take
the government to court unless it tries to limit the flow of asylum-seekers.

China warns against US South China Sea move


Beijing warned on Thursday that it would firmly oppose infringement of its sovereignty
after indications Washington will soon send warships close to its artificial islands in the
South China Sea.
Tensions have mounted since China transformed reefs in the area also claimed by several
neighbouring countries into small islands capable of supporting military facilities, a move

Senior officials in Washington have signalled that the US military could sail close by the
islands in the coming days or weeks to demonstrate that Washington does not recognise a
Chinese claim to territorial waters around them.
Chinese foreign ministry spokeswoman Hua Chunying said that the country respected freedom
of navigation and overflight in the South China Sea, but would firmly oppose infringement
of sovereignty under that pretext.
Beijing insists it has sovereign rights to nearly all of the South China Sea, even waters close

White House launches anti-bullying campaign in


Hindi, Punjabi, Urdu
The White House has teamed up with a Sikh and an Asia Pacific community group to launch
a public awareness campaign to address bullying in six languages including Hindi, Punjabi and
Urdu.
The resources for the Act To Change campaign are also available in Chinese, Korean, and
Vietnamese as one out of three in the Asian American and Pacific Islander (AAPI) community
does not speak English fluently.
The initiative launched, in partnership with the Sikh Coalition and the Coalition of Asian
Pacifics in Entertainment, will also feature video testimonials of AAPI celebrity athletes,
artists, and entertainers.
Growing up, sometimes people made me feel like an outsider; I was the perfect storm of
nerdy, gay, and Indian American, wrote Maulik Pancholy, a member of the Presidents Advisory
Commission on AAPI discussing the campaign.
In the AAPI community, this problem is often complicated by cultural, religious, and linguistic
barriers that can keep AAPI youth from getting the help they need, he said.
In addition to raising awareness, the campaign encourages AAPI youth and adults to share
their stories, engage in community dialogues, and take action against bullying.
The campaign website, ActToChange.org, includes video and music empowerment playlists,
and encourages one to Take a Pledge to join the #ActToChange movement and stand up
against bullying.
The Sikh Coalition has also launched a new anti-bullying awareness video. The short fiveminute film was developed for community members to share on social media to raise
awareness to the challenges that Sikh children face when confronting this problem.
Sikh children are acutely vulnerable to abuse in our nations schools, said the Sikh Coalitions
law and policy director, Arjun Singh.

Exiled Tibetans vote for new political leader


Thousands of Tibetans worldwide voted on Sunday for a political leader to keep up their
struggle for greater freedom in China and to head their exiled government.
Harvard-educated Lobsang Sangay, current prime minister of the exiled government who is
recontesting for the top job, is the front runner ahead of four others.
But rival candidate Lukar Jam Atsok is looking to make waves, advocating Tibets complete
independence from China, rather than the exiled governments more moderate stance of
greater autonomy for their homeland.
In the preliminary round of voting, 87,000 exiled Tibetans in about a dozen countries from
Australia to the United States are registered to cast ballots for a prime minister and for a
new exiled 44-member parliament.
Monks, nuns and families stood in long queues waiting to vote at the main temple in the
northern Indian hill station of Dharamsala, where the exiled government is based.

Canadas new prime minister, Justin Trudeau, is moving back to the house where he grew
up.
The Liberal leader, son of former prime minister Pierre Trudeau, led his party to victory in a
federal election on Monday, defeating Stephen Harpers Conservatives by a wide margin.
While the final vote count was not yet complete, Trudeaus Liberals were on track to win 174
of Parliaments 338 seats, according to Elections Canada.
That means Trudeau is on track to break the record for the biggest gain in seats in an election,
which was previously held by the Conservatives, who added 111 seats in the 1984 election.
It is the largest percentage increase in seats ever gained by a party in an election.
The stunning win returns Trudeau, 43, to the prime ministers official residence at 24 Sussex
Drive where he lived for almost 12 years while his father was in office.
Trudeau, who took over a party in shambles in 2013, trailed early in the campaign, brushed
off by his opponents as being more style than substance and an intellectual lightweight who
was not ready for the job.
But a bold pledge to run a budget deficit and boost spending to spur the economy, as well as
a positive message and his gregarious nature, helped the Liberals engineer a turnaround.

Britains new counter-extremism strategy gives


government overarching powers
Parents of children under 16 who have been influenced by extremism can now write directly
to the British Passport Office to cancel their passports, according to the provisions of the
governments Counter-Extremism Strategy (CES), Prime Minister David Cameron announced
on Monday.
The CES contains a raft of tough new measures that empowers the government and its arms
with far greater powers than at present in respect of pre-emptive action to counter extremist
action.
Calling Islamic extremism the challenge of our generation, Mr. Cameron said that the
scheme had been tried and comes after a series of successful court order applications by local
authorities to protect children at risk of travelling, either by their own choice or as part of a
family unit.
In the last year, the CES states, there were 338 counter-terrorism related arrests: 157 were
linked to Syria and 56 are under 20 years old, which is a growing trend.
The new measures beef up the prevent strategy and will put much of the onus on identifying
extremist tendencies on institutions like schools, universities, the government sector,
charities, the National Health Service and prisons as a statutory duty.

India most attractive investment destination
globally, says EY report
India is considered the most attractive market by international investors, according to a
report released by tax consultancy giant EY on Wednesday.
The report ranks India as the premier choice for investors worldwide, with 32 per cent of
respondents ranking it the most attractive market.
While it shows Indias approval ratings as an investment destination to be more than double
that of China and six times that of Brazil, it also points out 60 per cent of respondents placed
it among their top three choices for investing.
The second edition of the annual survey by EY explores the investment plans of around 500
global investors, half of whom already had business in the country.
A third each were from North America and West Europe, respectively.
Indias outlook among investors has risen, with 37 per cent convinced it would be among the
top three economies by 2020, against 29 per cent last year.
Existing investor experience has helped, with 70 per cent of businesses, which already operate
in India supporting that idea.

2K-cr financial inclusion fund created


The Reserve Bank of India (RBI) on Thursday announced the creation of a new financial
inclusion fund with a corpus of Rs 2,000 crore to support developmental and promotional
activities like financial inclusion and research and transfer of technology.
After the completion of the initial five years, the RBI decided to merge both the Financial
Inclusion Fund and Financial Inclusion Technology Fund into a single fund Financial Inclusion
Fund (FIF).
The contribution to FIF would be from the interest differential in excess of 0.5 per cent on
Rural Infrastructure Development Fund (RIDF) and Short Term Cooperative Rural Credit
(Refinance) Fund (STCRC) deposits on account of shortfall in priority sector lending kept
with NABARD by banks.

The new fund will be in operation for another three years or till such period as may be
decided by the RBI and the Government in consultation with other stakeholders.
According to the Reserve Bank of India, the objectives of the Financial Inclusion Fund will be

infrastructure across the country, capacity building of stakeholders, creation of awareness to
address demand side issues, enhanced investment in Green Information and Communication
Technology (ICT) solution, research and transfer of technology, increased technological
absorption capacity of financial service providers/users with a view to securing greater financial
inclusion. The fund will not be utilized for normal business/banking activities, it said

Singh Rathore, Minister of State for Information & Broadcasting, assured industry players
that the government policies would be supportive and calibrated in order to enhance the
modernization and monetization of the sector.
In phase II of the auction of the frequencies for the radio, there was no provision for
broadcasting news.
This was changed during the phase III auction, when private radio was allowed to broadcast
the news of the All India Radio for a specified time, he said, hinting that the government
was open to the demand of the private broadcasters to have news bulletins.
Talking on the issue of foreign direct investment in the news media sector, he said, I cant
really say that we are going to make it happen in a given timeframe, but the very fact that we
have started thinking about it, means we have started moving ahead with it.
He mentioned that a lot of initiatives were being taken by the government to support the
M&E industry in the country, such as channelizing more advertisements to the digital media
like You Tube, outsourcing some of the creative works of Doordarshan and All India Radio to
the industry. He added, We are reducing advertisement in newspapers and spending more
on digital to increase our digital strength for future.

Zaheer Khan: retires from international cricket
In sports writing, the phrase one of the best is used liberally. It is a term easily produced
when culling a list of exceptional performances or to summarise a sportspersons career without
necessarily having to quantify the claim; it is assumed that once you take that persons name,
their achievements speak for themselves.
With time and excessive usage, one of the best runs the risk of being bandied about too
easily.
It is a term of appreciation and respect, and yet it can easily end up being somewhat
perfunctory.
In the case of Zaheer Khan, who on Thursday announced his retirement from international
cricket, the phrase actually holds true: he actually was one of Indias best fast bowlers and, for
two periods in his international career, on par with the best in the world.
From an Indian context, on a thin list of genuine fast bowlers, Zaheer rightly occupied a

BCCI to invite bids for new IPL teams to replace CSK,

The ninth edition of the Indian Premier League (IPL) is set to see two new teams take the
field after the BCCI on Sunday said it will float a tender and invite bids for new franchises to
replace the Chennai Super Kings and Rajasthan Royals for the next two years of the popular
twenty20 tournament.
The BCCI said that it will implement in toto the interim report of the Supreme Courtappointed Justice Lodha committee, which recommends the suspension of the owners of
both CSK and RR for two seasons following a betting scandal.
The two suspended franchises will return for the 2018 edition, the cricket board said after a
working committee meeting in Mumbai on Sunday. The decision to draft in two-new teams
for two years means that the IPL would remain an eight-team league.
The names and composition of the two new teams are not known. However, following the
Lodha Committees recommendations in July, several leading business figures and corporate
houses had expressed their interest in bidding for the franchises.
According to media reports, they included Gautam Adani (Adani Group), Venugopal Dhoot
(Videocon Group), Harsh Goenka (RPG Group), PVP Ventures and the JSW Group.
The BCCI also announced that Vivo Mobile India, the Indian arm of Guangdong-based Chinese
mobile communications firm Vivo Electronics Ltd will replace PepsiCo as the title sponsor of
the IPL for the next two seasons.

Vivo, as per a BCCI media release, is to give the bank guarantee in the next ten days. The
move comes after PepsiCo confirmed its intention to exit the title sponsorship of the IPL
earlier this month, citing concerns over the BCCIs handling of the IPL betting and spotfixing controversy and its aftermath.
In 2012, PepsiCo paid Rs.396.8 crore or $71.77 million for the IPLs title sponsorship between
2013 and 2017.
As per the contract, PepsiCo paid Rs. 206 crore for the first three years and was supposed to
pay Rs. 190 crore for the remainder of the five-year deal. PepsiCo has paid the BCCI a bank
guarantee of Rs. 78 crore.
In a detailed e-mail response to queries about the project, the BCCI said, The BCCI has
certain standard operating procedures (SOPs) but considering the scale of its operations, a
need was felt to have the SOPs vetted by an outside agency to make them more exhaustive.

All India Football Federation (AIFF) on Sunday appointed former India captain Bhaichung
Bhutia as the advisor for overall issues of the game and the Federation.
AIFF President Praful Patel tweeted: Have appointed Bhaichung Bhutia as Advisor to #AIFF
and myself for the overall issues of the game and the Federation. Welcome on board
#Bhaichung. First call improving the #Indian National team and readying the boys for World
Cup U17. #AIFF, Patel wrote.
AIFF general Secretary Kushal Das said that the Federation would seek Bhutias suggestions

Genetically engineered viruses improve efficiency of
solar cells
Researchers at the Massachusetts Institute of Technology (MIT) have used genetically
engineered viruses to achieve a significant efficiency boost in a light-harvesting system used
in solar cells.
Nature has had billions of years to perfect photosynthesis, which directly or indirectly supports
virtually all life on Earth.
In that time, the process has achieved almost 100% efficiency in transporting the energy of
sunlight from receptors to reaction centres where it can be harnessed - a performance vastly
better than even the best solar cells.
One way plants achieve this efficiency is by making use of the exotic effects of quantum
mechanics - effects sometimes known as quantum weirdness.
These effects, which include the ability of a particle to exist in more than one place at a time,
have now been used by engineers at MIT to achieve a significant efficiency boost in a lightharvesting system.
The researchers at MIT and Eni, the Italian energy company, achieved this new approach to
solar energy not with high-tech materials or microchips - but by using genetically engineered
viruses.
According to MIT professor Seth Lloyd in photosynthesis, a photon hits a receptor called a
chromophore, which in turn produces an exciton - a quantum particle of energy.
This exciton jumps from one chromophore to another until it reaches a reaction centre,
where that energy is harnessed to build the molecules that support life.

1. About 795 million people are undernourished around the world thats one in nine people
on earth.

undernourishment and the numbers of children being underweight in the last 25 years.

the other direction, theres actually a higher proportion of undernourished people now than
in 1990-92.
9. If female farmers had the same access to resources as men, the number of hungry people in
the world could be reduced by 100-150 million, according to the World Food Programme
(WFP).
10. There is actually enough food in the world today for everyone to have nourishment for a
healthy life.

Sweden may become worlds first cashless nation


Sweden is on track to becoming the worlds first cashless society, thanks to the countrys
embrace of information technology as well as a crackdown on organized crime and terror,
according to a new study.
Niklas Arvidsson, a researcher at KTH Royal Institute of Technology in Sweden, said that
the widespread and growing embrace of the mobile payment system, Swish, is helping hasten
the day when Sweden replaces cash altogether.
In a country where bank cards are routinely used for even the smallest purchases, there are
less than 80 billion Swedish crowns in circulation, a sharp decline from just six years ago,
when 106 billion Swedish crowns were in circulation.
The rest is socked away in peoples homes and bank deposit boxes, or can be found circulating
in the underground economy.
The result of collaboration between major Swedish and Danish banks, Swish is a direct payment
app that is used for transactions between individuals, in real time.
The services direct collaboration with Bankgiro and Swedens national bank, Riksbanken, is
a critical factor in its success, researchers said.
But if Swish starts to be used on a larger scale and grow to include retail transactions and ecommerce, Arvidsson said it is likely the countrys entire payment system infrastructure will
have to be revamped.
With digital giro systems, early electronic payment services and other advances in online
financial services, Swedish banks have been early adopters of advanced IT systems, he said.
Besides simplicity and lower costs, digital payments also add transparency to the nations
payment system.
Several banks in Sweden already have 100 per cent digitalised branches that will simply not
accept cash.
The transformation would present serious challenges for those who are unfamiliar with
computers and mobile phones mainly older people living in rural areas.

Monsanto India JV Sues 8 Domestic Seed Firms


Monsanto Indias joint venture firm - MMB - has moved court against eight domestic seed
companies for refusing to pay over Rs 400-crore trait fee for using its Bollgard Bt technology

The due amounts are mainly on sales of genetically modified cotton seeds - incorporating the
patented technology - during the 2015 kharif planting season, Monsanto India CEO Shilpa
Divekar Nirula said.
Monsanto partnered Mahyco to form an equal joint venture company MMB for sub-licensing
the Bollgard II and Bollgard technologies to Indian seed companies.
These seed firms are selling hybrid cotton seeds using this technology for last 10 years.
She said eight seed companies - Prabhat Agri Biotech, Ajeet Seeds Ltd, Kaveri Seed, Ankur
Seeds, Nuziveedu Seeds, Green Gold Seeds, Ram Agrigenetics and Amar Bio Tech - have
refused to pay the dues, citing the state governments price control order on cotton seeds.
She charged that these seed companies have breached the contracts agreed mutually
between the two parties and also attacked the Seed Association for trying to project the
bilaterial dispute as an industry issue.
Currently, MMB receives a trait fee of Rs 122.96 per packet for Bollgard I and Rs 183.46 per
packet for Bollgard II technologies, inclusive of service tax.

Worlds largest toxin database to help develop new


drugs
The European project Venomics has succeeded in creating the largest database of toxins in
history after analyzing 203 species of poisonous animals, which will in turn help develop new
medicines.
The pharmaceutical applications being worked on are chiefly focused on cardiovascular diseases,
obesity and diabetes, leaders of the project told a press conference here, EFE reported on
Saturday.
The project, financed by the European Commission, was developed by a consortium of several
companies and international research centres with the goal of speeding the development of
drugs by using high-yield omics technologies.
One of these companies is Spains Sistemas Genomicos, which led the development of the
database.
To create it, venom was extracted from the various species and analysed to obtain small
amounts of toxins in order to determine their potential uses.
Species including snakes, tarantulas, wasps, sea anemones and a very poisonous blue octopus
were collected for study during the 2012 and 2013 expeditions to such places as French
Guiana, Mayotte and Polynesia.
That company, a leader in next-generation sequencing and its bioinformatic analysis, worked
up the database that contains all the data from different areas of the project that will serve
for future research..
Venomics is a project financed by the European Commission with a budget of 6 million euros
($6.8 million), and boasts of the participation of institutions like Belgiums University of
Liege, the Portuguese company and leader in molecular biology NZYTech and the Danish
pharmaceutical company Zealand Pharma.
