SCOPE
This specification sets out the technical requirements for the design, manufacture, testing at
works, delivery to site, unloading, placing on foundation, erection, on site checks and tests
and maintenance during warranty period, as detailed hereunder and with all the associated
equipment specified herein, of the following items:

Sound Levels
For those items where reduced sound levels have not been requested, the
transformers shall be so designed that the average sound power level does not
exceed the reduced limits of sound levels as shown in Figure AA1, Appendix AA,
of AS 2374.6. Details shall be supplied of the guaranteed sound levels for each
cooling condition.

In evaluating the tenders, ENERGEX will capitalise the guaranteed losses and so
determine the economic advantages of the transformers offered. Capitalisation
of losses will be based on the guaranteed losses at the required power rating for
each item as stated in Attachment "1". Load losses will be those specified on the
principal tapping. For this contract, the following values will be used for the
purpose of making a fair economic comparison:

F and C are the $/kW capitalisation figures for the no-load and load losses
respectively.
5.5.4
As specified in AS 60076.1, the maximum allowable tolerance for the total losses
for all transformers to be supplied under this contract is +10%. For any
transformer, the maximum allowable tolerance for either the no-load loss or load
loss is +15%, provided that the total loss meets the above requirement of +10%.
Where the total loss exceeds the +10 % tolerance or either the no-load loss or
load loss exceeds the +15 % tolerance, ENERGEX reserves the right to reject
the unit. As an alternative, the unit may be accepted with the application of
Liquidated Damages as described in the Liquidated Damages portion of the
Standing Order.

6.
General
6.1.1
6.1.2
The external construction of the transformer shall be such that water cannot
accumulate, particularly at flanged or recessed locations, covers and terminal
boxes.
6.1.3
6.1.4
The bearing surface of all bolt heads and nuts shall be parallel to the surface onto
which they tighten.
6.1.5
6.1.6
The threads and heads of all bolts, screws and nuts and all pipework, flanges and
fittings shall conform to Australian metric standards.
6.2
6.2.1
The tank shall be fabricated from steel plate of adequate thickness with stiffeners
provided where required. All external joints shall be welded. The supplier shall
provide details of their welding processes (eg hand, machine etc)
6.2.2
The interior of the tank shall be designed so as to prevent the formation of air
pockets.
6.2.3
The main tank lid shall be welded to the main tank to reduce the possibility of oil
leaks.
6.2.4
The tank shall be pressure tested for a minimum of 24 hours to ensure that all
joints are leak proof. Pressures of the order of 50kPa should be used for this
test.
6.2.5
The tank when empty of oil shall be capable of withstanding a full vacuum without
permanent deformation. A recommendation on the vacuum to be applied to the
transformer is required if the tank is ever refilled with oil.
6.2.6
Oil level to the top of the windings shall be marked on the outside of the tank.

6.3
Radiators
6.3.1
Where free standing radiators are required, the feet of the mounting frame and
any associated pipework supports shall be Grade 304 stainless steel.
6.3.2
With reference to Section 7.4 and Clause 13.3.3, transformers incorporating 110
kV or 132 kV windings will be protected by Tank Earth Fault Protection. This
protection requires the feet of the radiator mounting frame and associated
pipework supports to be insulated from the radiator foundation. This requirement
needs to be taken into consideration when designing these structures.
6.3.3
It shall be possible to remove or install the radiators at all times keeping the
transformer tank filled with oil. Isolating valves shall be provided where
necessary to meet this requirement and shall be supplied complete with blankingoff plates.
6.3.4
6.3.5
The radiator banks shall be hot dip galvanised in accordance with Australian
Standard AS/NZS 4680.
6.3.6
The sound enclosure for the 110/11 kV and 132/11 kV transformers shall be
in accordance with Drawing Number PLSPEC-GA013-05.
The design of the transformer cooling shall be such that when the
transformer is installed in a closed sound enclosure, the full rating will still
be obtained without exceeding any temperature rise limits.

6.3.7
6.4
ENERGEX Drawings PLSPEC-GA013-05, PLSPEC-GA013-06, PLSPECGA013-08 and PLSPEC-GA013-09 show the standard spacings that are required
between the transformer tank and the radiators in the three alternative positions.
Where transformers are to be installed as replacements in existing sites or into
new non-standard sites, the standard spacings as specified in the above
drawings may not be available. For these cases, specific designs will be required
to suit the location. New sets of general arrangement drawings will be required to
cover these designs. If applicable, notification of a change from the standard
design will be advised as soon as possible after ordering.
Valves
6.4.1
All isolating valves shall be an approved butterfly type and all drain filling and
circulating valves shall be an approved gate type. Manufacturer's name and test
certificates shall be provided. Other types of valves shall not be used unless
approved by ENERGEX.
6.4.2
A drain valve shall be fitted to each transformer to completely drain the main
tank.
6.4.3
A circulating valve shall be fitted in the wall of the transformer adjacent to the lid
and diagonally opposite the drain valve. Note: For transformers up to 15MV.A
the drain and circulating valves must be a minimum size of 25 NB. For
transformers 15MV.A and above, the drain and circulating valves must be a
minimum size of 50 NB.
6.4.4
The main conservator shall be fitted with a drain valve. The drain valve shall be
25 NB for transformers rated 25MV.A and below, and 50 NB for transformers
rated above 25MV.A.
6.4.5

An isolating valve shall be provided on each side of the oil surge relay.
6.4.7
Where radiators are attached to the transformer main tank, each radiator shall be
supplied with a top and bottom isolating valve (except for units rated below 10
MV.A).
6.4.8
For transformers rated 25MV.A and below supplied with free- standing radiators
on a support frame, individual radiators do not require isolating valves. For
transformers rated 30MV.A and above, top and bottom isolating valves are
required for each individual radiator.

Drain valves shall be fitted to both upper and lower main oil pipes and shall be
accessible from the ground level.
6.4.11
All valves shall be readily accessible to operate. Drain, filling and circulating
valves shall be positioned so that attachment of external equipment is
unimpeded.
6.4.12
All drain filtering and filling valves shall be of the female type, filled with sealed
flange plugs. Tapered screwed plugs are not acceptable.
6.4.13
When stripped for transport, all flanged valves shall be provided with cover plates
(to remain with unit once commissioned) to prevent oil weeps.
6.5
6.5.1
The transformer shall be capable of continuous operation with 110% of the rated
voltage applied to the principal tapping. Such over-excitation will not cause any
overheating, or be in any way detrimental to the operation of the transformer.
6.5.2
6.5.3
Windings shall be constructed from copper only. Connectors and terminals are to
be made from copper or copper alloys.
6.5.4
Windings must be dried, compressed, sized and clamped so that they remain
tight in service.
6.5.5
The core shall be insulated from its supporting framework and such insulation
shall be capable of withstanding for one minute a voltage of 5kV.
For all transformers rated 30 MVA or greater, the transformer core shall be
earthed to the tank at one point only. This shall be achieved by taking the earth
from the core via an insulating gland to an externally mounted removable earth
link.
The earth link shall be accessible from ground level and clearly labelled.
6.5.6
The core and windings shall be securely supported within the tank so that
movement during handling, transport or when in service, is prevented.

An oil leak shall be deemed to be present if, after cleaning the suspected area
with solvent and covering it with chalk, whitewash or Dy-Chek Number 4 dye
penetrant, any discolouration whatsoever occurs in the chalk, whitewash or DyChek after a period of four hours with a pressure of one half atmosphere applied
to the top surface of the oil.
6.7

6.8
Four layers of the kraft paper shall be taped, half lapped, onto a linear
piece of insulating material of approximate length 100 mm. The
shape of the piece (eg. round or rectangular with rounded corners)
shall allow the paper to be wound taut without mechanical damage.
The ends shall be bound securely.
6.7.1.2
The four specimens shall be attached to, and dried out with the
transformer. The Contractor will use one sample for testing for the
degree of polymerisation at the end of the dryout. A maximum of a
20% decrease in the degree of polymerisation will be allowed. The
three remaining specimens shall then be located near the top of the
transformer, attached securely to the transformer in a position where
it is exposed to the moving oil stream and accessible from an
inspection hatch (maximum distance 400mm) without the need to
lower the oil below the top of the winding.
The location of the paper samples shall be shown on arrangement drawings and
the manuals supplied with the transformer shall include a description of the
process by which samples may be obtained and the transformer returned to
serviceable condition.
Conservator
6.8.1
The conservator shall have sufficient capacity to keep the transformer tank filled
with oil under all operating conditions, including 1.8 times the highest nameplate
rating. In any case, the conservator shall not overflow when the top-oil
temperature is less than or equal to 115C.
6.8.2
The oil pipework connecting the transformer tank to the conservator shall be
arranged so that air pockets cannot form either within the transformer tank or the
pipework.

Each conservator compartment shall be fitted with a sump to trap all sludge, thick
oil and water and prevent it from entering the transformer or tap-changer tank.
6.8.5
Depending upon whether it has one or two compartments, the conservator shall
be fitted with a detachable end plate at one or both end/s respectively.
6.8.6
6.8.7
The air space in the main tank conservator section shall not come into contact
with the air space in the OLTC conservator due to a common breathing
arrangement or for any other reason. This is in order to prevent contamination of
DGA results on the main transformer.

The bladder breather pipe shall be fitted with an oil-sealed desiccant breather
that shall be designed to keep the ingress of moisture into the bladder to a
minimum. The desiccant breather shall have a 1.25 inch BSP connection. It
shall be capable of having the desiccant (crystals) exchanged on site (not the
container and crystals).

The seal at the top of the breather shall be air tight to prevent air being sucked in
at the top of the breather instead of at the bottom through the desiccant.

Gas Sampling
Provision shall be made for obtaining gas samples from the gas and/or oil surge
protection relay and a receiver shall be provided for this purpose and shall be
accessible from ground level.
Oil Sampling
Provision shall be made to enable oil samples to be taken from both the
transformer tank and the OLTC tank without having to de-energise the
transformer. Suitable sampling pipes shall be brought down to ground level to
allow this to be achieved.
Lifting Facilities
7.5.1
Lugs suitable for lifting the transformer when filled with oil and ready for service
shall be provided. They shall be positioned so that any slings attached thereto do
not foul any part of the transformer. A four-point lift is required.
7.5.2
All parts of the transformer that must be removed for inspection or repair shall be
fitted with lifting facilities suitable for use with slings and shackles.
7.6
Jacking Lugs

Four jacking lugs, suitably positioned, shall be provided on the transformer for
handling purposes.

The weight of each surge arrester that will be used is 4.5 kg for 33 kV rated
arresters, 30 kg for 110 kV rated arresters and 35 kg for 132 kV rated arresters.
The design of the bracket shall be capable of supporting these weights.

The nominal heights of the surge arresters that will be used are 500 mm for 33
kV rated arresters, 1200 mm for 110 kV rated arresters to 1400 mm for 132 kV
rated arresters.

The bases of the three surge arresters will be tied to a common earth point using
an earthing conductor. A M12 x 40 mm Grade 304 stainless steel stud shall be
provided as the earth connection point. This stud is to be welded to the
transformer lid or tank as close as possible to the support bracket.

Provision shall be made for mounting two TEF protection current transformers to
the exterior of the transformer tank. One current transformer is to be mounted
adjacent to the tank earthing points to allow the tank earth conductors to pass
through the centre of the current transformer. The second current transformer is
to be mounted in such a position to allow the earth conductor from the HV
winding neutral bushing and the earth conductor from the tertiary winding
bushings to pass through the centre of the current transformer. The actual
positions for the two current transformers shall be determined in consultation with
the successful Contractor.
7.15

Standard earth conductors that are used are either 70 mm2 19/2.14 Cu PVC
insulated conductor or 120 mm2 37/2.03 Cu PVC insulated conductor, depending
on the substation fault levels. Allowance shall be made for two cables to be
installed in parallel from each point to be earthed.
7.15.3
The earthing conductor support design shall be such that all earthing conductors
are prevented from resting directly of the transformer tank. Suitable cable trays,
ladders or alternatives are to be provided to achieve this. Details of the intended
system to be used are to be provided by the Contractor.
7.16
7.16.1
The Contractor shall fully wire all control circuitry necessary for the satisfactory
operation, protection, supervision and testing of the cooling equipment specified
for each item. The cooler control circuitry shall be housed in a separate weather
proof and vermin proof brushed aluminium cubicle with a hinged access door,
hereafter referred to as the cooler control cubicle. This cubicle and the auxiliary
marshalling box can be combined into a single cubicle.
7.16.2
The cooler control cubicle shall be fitted with an anti-condensation heater suitable
for continuous operation from a 240 V, 50 Hz supply. The heater shall
incorporate an on-off switch and a thermostat to control the operation of the
heater. The heater shall be switched on when the temperature drops below
150C and switched off when the temperature rises above 200C. Typically a 75
Watt heater has been found sufficient to prevent condensation in a 0.15 cu. m
compartment.

The cooler control cubicle shall be fitted with an interior light controlled by a dooroperated switch.

The heater and light circuit shall be protected by a fuse in the phase circuit.

The door of the cooler control cubicle shall incorporate a stay to hold it open
during periods of maintenance.
Hinged panels carrying live terminals shall be fitted with a rear cover of suitable

terminals without first removing the whole cover.

Each pump and fan motor shall have a separately fused supply derived from the
main supply. Fan motors, if small, may be grouped in pairs for fusing and
thermal protection.

Each motor shall be protected against overload and single phasing by a hand

The cooler control circuitry shall incorporate an oil failure relay, controlled by a
flow switch in the main oil loop and suitably timed to prevent spurious operation
during oil pump start up and shut down. Operation of the oil failure relay shall

Alarm contacts from the phase failure relay, the thermal overload relays, and the
oil failure relay shall be connected in parallel to form a single cooler control alarm
which shall be wired to terminals in the auxiliary marshalling box.

The phase failure relay, each thermal overload relay, and the oil failure relay
shall, by means of either a mechanical flag or an annunciator lamp, provide a
clear visual indication of whether or not the relay has operated. If lamps are used
in preference to mechanical flags, a lamp test facility shall be provided.

Operation of the lamp test facility shall not cause a cooler control alarm to be
transmitted.
7.16.14
The cooling fan circuits shall be supplied with two external weatherproof fanisolate switches (lockable), to be mounted adjacent to the fan array, on either
side. Either or both of these switches, when placed in the "off" position, shall
inhibit fan operation and assert the "cooler general" alarm.
Sufficient space shall be allowed for the installation of the Temperature
Monitoring and Control System (TMCS) unit where fitted. As this style of device
is temperature sensitive, steps must be taken to ensure that maximum allowable

the temperature range 10-60C under the lowest and highest extremes of
ambient temperature and solar radiation. This combination shall be powered
from a 240 V, 50 Hz supply, shall incorporate a thermostatic change-over switch,
an on/off switch, and shall be protected by a suitably rated fuse. The heater shall
switch on when the box internal temperature falls below 15C, and off when it
rises to 20C. The fan shall switch on when the temperature rises to 35C and
off when it falls to 30C. The insulation of wiring to the heater shall be rated to
withstand the high temperature in the vicinity of the heater element.
7.17.4
The auxiliary marshalling box shall incorporate an AC distribution board for the
three-phase supply referred to in Clause 10.2.2. The distribution board shall

9.1.1
A relay providing gas detection and oil surge protection shall be fitted in the oil
pipe connecting the highest point of the transformer tank to the conservator and
shall be arranged so that all gas generated within the transformer tank passes
into the relay.
9.1.2
The gas and/or oil surge protection relay shall be fitted with two pairs of normally
open contacts, one for alarm initiation operated by the collection of a volume of
gas in the relay and the other for tripping operated by an oil surge or a low oil
level condition. The two contacts shall be wired to terminals in the auxiliary
marshalling box in accordance with Drawing Number PLSPEC-SC019-02. The
contacts shall be either of the microswitch type or of the magnetically operated
reed type and shall be immune to the effects of vibrations or earthquakes.
9.2
9.2.1
Oil surge protection shall be provided on the tap-changer diverter switch tank
either by a relay in the oil pipeline connecting the diverter switch tank to the
conservator or by means of a pressure sensitive switch.
9.2.2
The tap-changer oil surge protection relay or switch shall be fitted with a clean
normally open contact which closes in the event of an oil surge in the tap-changer
diverter switch tank. This contact shall be wired to terminals in the auxiliary
marshalling box in accordance with Drawing Number PLSPEC-SC019-02 and will
be used by ENERGEX to trip the transformer. The contact shall be of the
microswitch or magnetically operated reed type and shall be immune to the
effects of vibrations or earthquakes. The oil surge protection relay shall not
operate in the event of low oil level in the tap changer conservator section. A low
oil level condition will be annunciated only by means of a contact in the oil level
gauge of the OLTC conservator section.
9.2.3
If the tap-changer oil surge relay is provided in the pipeline connecting the tapchanger diverter switch tank to the conservator, it shall be positioned on the tapchanger side of the isolating valve fitted in that line.
9.3
9.3.1
Pressure relief vents of the spring loaded resealing diaphragm type shall be
provided. Each shall be fitted with a normally open alarm contact, closed and
latched in the operated condition and wired in accordance with Drawing Number
PLSPEC-SC019-02, and with a manually reset operation indicator visible from
ground level.

The device will be positioned and shrouded in such a manner as to confine any
hot oil released to as small an area as practicable. Details of the method

For 33/11 kV transformers with ratings of 8 MV.A and 15 MV.A, a dial type
indication thermometer will be satisfactory. For 33/11 kV transformers with
ratings of 25 MV.A and all transformers having 110 kV or 132 kV high voltage
windings, a microprocessor based temperature monitoring and control system
(TMCS) is required
9.7.3
The dial unit shall be located approximately 1.4 metres above base level, but the
temperature sensitive element shall be immersed in oil near the top of the
transformer such that the element may be removed for testing purposes without
removing oil from the transformer.
9.7.4
The TMCS unit shall be mounted in the Cooler Control Cubical. The actual
winding temperature measurement is to be achieved through the use of fibre
optic probes embedded in the transformer windings. Each transformer shall have
a minimum of 6 fibre optic probes embedded at various points in the windings for
all three phases of the transformer. The probes provided shall be compatible
with Luxtron Transformer Temperature Monitoring Instruments. The sensing end
of the probes shall be positioned at calculated hot spots.
The oil to air interface of the fibre optic probes shall not be mounted at a level
below the top of the windings without ENERGEXs approval. The instrument end
of the probes shall be terminated in a junction box accessible with the
transformer energised. Safety clearances shall be in accordance with AS 2067,
Tables 9.1 and 10.1.
9.7.5
For the 33/11 kV transformers with ratings of 8 MV.A and 15 MV.A, the type test
units for temperature rise tests of each transformer rating shall come complete
with fibre optic probes. These probes shall be used for hot spot temperature
measurement as part of the type test.
9.7.6
Both the dial unit and the TMCS unit shall include an input from the secondary of
the winding temperature indication current transformer. For the dial unit, the
temperature sensitive elements shall be heated by the secondary current of
current transformer. The manufacturer shall supply, install and calibrate all
additional circuitry as is required to ensure that the temperature sensitive
elements and heaters maintain an accurate thermal replica of the transformer hot
spot under all conditions of natural and forced cooling and for the short time
emergency overload. For the TMCS unit, the secondary current will be used to
continuously monitor load current variations to allow for timely switching of fans
and oil pumps.
9.7.7
Each device shall include an indicator showing the highest temperature reached
since each indicator was last reset. This indicator shall be easily read and readily
reset without the removal of covers.
9.7.8
Both the dial unit and the TMCS unit shall incorporate a transducer unit capable
of providing a direct current output of 0 to 10mA linearly proportional to the hot
spot temperature over the range 0C to 150C. Deviation from linearity shall not

exceed 1% of the true value at any point in the range. The output shall be
capable of driving a 1000 ohm burden.
9.7.9
The transducer may, if necessary, derive power from the 240 V 10%, 50 Hz
transformers auxiliary supply.

The transducer output shall be of the floating type, i.e. isolated from all other
circuits and earth, and shall be wired to terminals in the auxiliary marshalling box.
The level of isolation between the various inputs and outputs of the transducer,
including earth, shall be 2 kV rms for 1 minute.

Each device shall include an indicator showing the highest temperature reached
since each indicator was last reset. This indicator shall be easily read and readily
reset without the removal of covers.

shall stop before the oil pump.
9.9.4
Where TMCS units are used to perform the winding temperature and oil
temperature monitoring and cooling control, each unit shall incorporate sufficient
output contacts to achieve the operations as listed in Clause 9.9.2 above. In
addition, comments should be made on the possibility of controlling cooling fans
fitted with variable speed motors as a means of improving the overall control on
transformer cooling.
9.9.5
For the TMCS units, cooling control shall be based on a prediction algorithm that
controls the cooling fans and oil pumps based on current winding and oil
temperatures, ambient temperatures and step changes in load current.
9.9.6
In addition to the provision of cooling fan and oil pump control and temperature
based alarms and trips, the TMCS shall provide the following additional features:
Output alarms for the failure of cooling fans and oil pumps
Interface unit on the front of the device to allow for the display of current
temperatures, maximum temperatures recorded, trip and alarm settings and
alarms. Changes to settings shall be PIN protected.
RS-232 port and associated software (Windows based) to allow for the
connection of a Laptop PC for local interrogation.
Data logging. All events and data that are logged shall be date stamped. It
shall be possible to easily download all stored data onto a PC to allow for
remote analysis

9.9.7
The design of the TMCS must be such that an internal failure will result in all
cooling fans and oil pumps being switched on as a fail safe mode. Internal failure
of the TMCS is to raise an output alarm.
9.9.8
General
10.1.1
All secondary wiring and cabling shall be carried out in P.V.C. insulated, stranded
copper conductor. This shall have a cross-sectional area of not less than 2.5mm2
for current transformer secondaries, and 1.5mm2 for other wiring.
10.1.2
The wiring and cabling shall be suitable for operation for extended periods in the
environment of a hot sound enclosed transformer tank.
10.1.3
All connections between transformer auxiliaries, the auxiliary marshalling box and
the tap-changer mechanism box shall be carried out in either P.V.C. insulated,
P.V.C. sheathed single wire armoured cable, or in IP66 rated liquid tight flexible
metal conduit (oil and UV resistant cover) unless approved by ENERGEX. Cable
glands shall be used to terminate the cables/conduits into the relevant
marshalling boxes.
10.1.4
The P.V.C. sheaths shall be ultra violet stable, black in colour with not less than
2.0% carbon content, and shall be resistant to deterioration resulting from
exposure to direct sunlight. Cable shall be adequately supported throughout its
length with stainless steel cable ties and shall enter apparatus from below.
10.1.5
Each and every secondary wire shall be identified by a number that shall also
appear on wiring and schematic diagrams. Wire numbering shall comprise
ferrules made of insulating material that fit firmly and completely encircle the wire.
The ferrules shall have black characters indelibly marked on a glossy white
background, with the exception of 'trip' wires that shall be black lettering on a red
background.

terminals in the auxiliary, marshalling box (see Drawing No's PLSPEC-SC019-01,

other auxiliary apparatus.

off. The fibre optic probes in the type test transformer will be used to
indicate the hot spot temperatures at 1.5 p.u. for two hours.
In order to ensure that the hot spot temperature does not exceed the
specified limits during the test, the maximum winding gradient at
1.5 p.u. load shall be calculated from the previous full 1.0 p.u. heat

Test certificates of similar transformer designs should be provided with the tender
to provide an indication of the ability of the transformer design to meet our
requirements. Type Test certificates/ reports shall be complete and copies of
front pages only shall not be acceptable.
11.5.3
ENERGEX prefers that all Type Tests for equipment offered are certified by a
laboratory accredited by an Accreditation Entity. An Accreditation Entity is a
signatory to the International Laboratory Accreditation Cooperation (ILAC) Mutual
Recognition Arrangement (MRA), for example; the National Association of
Testing Authorities, Australia (NATA). Full accreditation details of the type testing
facilities and the accreditation certifying entity and any mutual recognition
arrangements with other accreditation entities shall be provided by the
Contractor.

Three certified copies of all routine test results shall be supplied to ENERGEX for
approval. An additional copy shall be despatched with each transformer and
shall be incorporated with the manual going to site with the unit.
11.6.2
For 110 (or 132) kV/33 kV/11 kV transformers, the test reports shall include the
calculated impedance between the primary/tertiary and between
secondary/tertiary windings on principal, top and bottom tap positions.
11.6.3
Payment under the contract shall not become due and payable unless and until
the certified test results, showing that the transformer complies with the
specification and that the manufacturer's guarantees are within the tolerances
specified, have been received and approved by ENERGEX.
General
12.1.1
The transformer shall be thoroughly dried out at the manufacturers' works and
preferably delivered filled with oil to the correct level and ready for service. The
maximum allowable water content of the insulation is 0.5%. Drying out of the
transformers on site shall be avoided. The oil shall be naphtha based. Paraffin
based oils shall not be used.
12.1.2
The transformer shall be delivered with sufficient oil to fill both the winding and
the diverter switch tanks to the correct level at 15C.

12.1.3
The oil supplied shall be standard mineral insulating oil that meets the
requirements of AS 1767.1. ENERGEX at present holds Nynas Nytro 10GBN oil
in stock. ENERGEX prefers that the oil to be used will be of the same type or
fully compatible with this oil.
12.1.4
If the transformer and oil are to be delivered separately, steps shall be taken to
ensure that the windings remain completely dry.
12.1.5
For transformers with windings of 33kV or less, the maximum water content of oil
used to fill the transformer shall be 10ppm. For transformers with 132kV or
110kV windings, the maximum water content of oil used to fill the transformer
shall be 5ppm.
12.1.6
The oil shall be classified as PCB free and guaranteed to contain less than 1 ppm
of PCBs. The Supplier shall provide a certificate along with other test reports to
prove compliance with this requirement. The test report shall indicate the
minimum detection limit for PCB in oil for the test method. The Contractor shall
supply full details of the oil offered, information regarding its acceptability with
regards to the environment and available procedures for disposal.

the General Safety Induction (Construction Industry) Blue Card training.

At all times during the conduct of work on ENERGEX premises the Supplier shall

period to deliver materials, etc. may at the discretion of ENERGEX be exempted

3. ENVIRONMENTAL CONSIDERATIONS
Tenderers are required to comment on the environmental soundness of the design and
material used in the manufacture of the items offered. In particular, comments should
address such issues as recyclability and disposal at end of service life.
4. RELIABILITY
Tenderers are required to state the reliability of the equipment and the performance of the
materials offered during its service life under the specified system and environmental
conditions.
Such statements shall include evidence in support of the reliability and performance claimed
including information on Failure Mode and Effect Analysis.
5. TRACEABILITY
Tenderers shall determine which sub-components in their equipment require traceability
and shall indicate these in the Schedule of Guaranteed Performance (Attachment 1). The
criteria for traceability shall be based on previously identified failure modes which may
necessitate the recall of equipment from service for rework or replacement should they
occur either in the field or are discovered during manufacture or testing at works.
6. TRAINING
Training material in the form of manuals must be provided for the items accepted under the
offer. The manuals to be supplied for each transformer shall provide sufficient information
to cover the following topics:
ENERGEX may be required to generate computer graphic images from the equipment,
manuals or drawings supplied under this contract for training purposes. The training
material shall remain the intellectual property of ENERGEX.
7. INFORMATION TO BE PROVIDED
7.1 Drawings and Information to be Submitted with the Tender
Specific technical requirements for each item offered shall be as stated in Attachment 1.
The Tenderer shall provide all details requested by Attachment 1 and shall guarantee

such data. A separate Schedule/Column of a Schedule shall be completed for each item
offered.
Attachment 2 details a checklist for the Risk Assessment information which is required to
be submitted with the tender.
In addition to the completed schedules, Tenderers shall submit with their tender a complete
description of the equipment offered including:
ENERGEX may require additional information to be provided for tender analysis purposes
and such information is to be provided within seven days of the request.
7.2 Drawings and Manuals to be Provided by the Successful Contractor
All information to be supplied under this contract shall be in the English language and all
drawings shall be dimensioned in metric units in accordance with AS ISO 1000. Where a
drawing is dimensioned in imperial units, the equivalent metric unit shall be shown in
brackets adjacent to it.
For this contract, standard drawings are to be produced for each transformer rating. These
drawings are to cover General Arrangement, Circuitry and Rating and Diagram Plate
requirements. The General Arrangement drawings are to include details of all alternative
arrangements that exist for each transformer rating, including bushings, cable boxes and
details of free standing radiators installed in the three alternative positions. The General
Arrangement designs are to comply with the relevant requirements as specified in
PLSPEC-GA013-02, PLSPEC-GA013-03, PLSPEC-GA013-05, PLSPEC-GA013-06,
PLSPEC-GA013-07, PLSPEC-GA013-08 or PLSPEC-GA013-09. Circuitry designs are to
comply with the relevant requirements of PLSPEC-SC019-01, PLSPEC-SC019-02,
PLSPEC-SC019-03, PLSPEC-SC019-04, PLSPEC-SC019-05, PLSPEC-SC019-06,
PLSPEC-SC019-07, PLSPEC-SC020-01 and PLSPEC-SC051-01. In addition, these
drawings are to include details of the OLTC manufacturers standard control circuitry.
The standard drawings for each transformer rating are required to be available a minimum
of 12 months prior to the first delivery. The successful Contractor(s) shall commence
production of the above drawings for each transformer rating on the contract as soon as the
Standing Order has been signed.
Once drawings have been approved by ENERGEX for each transformer rating, these
drawings are to remain as standards for the duration of the contract. Standard drawings
can only be revised with the approval of ENERGEX.

For those sites where special requirements exist eg restricted radiator spacings,
transformer enclosures requiring horizontal bushings, site specific drawings will be required
to be produced. These drawings are to be based on the standard approved drawings for
the items, with the modifications limited to those dictated by the site applications.
On delivery of the transformer to site, the Contractor shall provide four (4) copies of
manuals containing, as a minimum, the following information and drawings. Two of these
manuals are to be hard copies and two are to be in electronic format as CDs.
8. QUALITY OF DRAWINGS
8.1 Drawing Title Block
The drawing title shall be a concise description of the contents of the drawing; it shall
contain a sufficient number of distinct lines each describing an aspect of the drawing so that
all lines together represent an accurate and complete description.
The title shall be designed so that it reads from the general to the particular, top to bottom,
as indicated in the following example:

8.2 Drawing Revisions
A revision space shall be provided on each drawing sheet. The original issue of the
drawing is usually indicated as an A; the first revision is therefore B.
Revision descriptions should be as brief and concise as possible and, where appropriate,
should indicate the previously existing situation, eg Section B dimension 1028 mm was
1044 mm.
Where there are numerous revisions on the same drawing it shall be necessary to highlight
the revision note with a cloud effect or similar highlighting, and similarly each
correspondingly revised area of the drawing.
