A. SCHOOL PROFILE
Name & History
Rapu-Rapunhons had long valued education as the most significant
inheritance they could bequeath to their children. Motivated by this powerful
vision of liberating themselves from the clutches of ignorance & poverty, parents
sent their children to private secondary schools in Legazpi City. Then the 3 hours
ride in a small, motorized boat was beset with danger but it did not dampen their
spirit. The need for higher education was too great to be ignored, the risk & high
cost notwithstanding.
These were the reason why the plan to put up a secondary school in
Poblacion, in Rapu-Rapu was conceived. And in 1962, The Municipal Council of
Rapu-Rapu head by the late Mayor Amando Q. de la Cruz pass the resolution
which sought to create a secondary school in Rapu-Rapu. It was immediately
presented to Provincial Board of Albay for final approval. The following were
some of the provisions in the resolution.
1. The school site will be donated by the municipal government of RapuRapu;
2. The school fund will be provided by the provincial government;
3. The School will be named ALBAY HIGH SCHOOL-RAPU-RAPU will be a
sister school of Albay High school branches in province.
4. Administration and supervision of the school will be under the Bureau
of Public Schools-Division of Albay
So Albay High School-Rapu-Rapu formerly and officially opened in SY 19631964 with two classes, first year with 34 students and second year with 24
students. There were three faculty member and three non-teaching personnel.
The school utilized the donated Gabaldon building which was vacated by
Rapu-Rapu Central Elementary School. There were two rooms used as a
classroom and one big room used as office of the Principal, Support Staff and
Library. Later, two rooms were added to the existing Gabaldon Building.
The first Teacher-In-Charge was Mr. Hermie Melgar and in 1964 he was
replaced by Antonio de la Torre.
In 1965-1966, the first batch of 27 students graduated from Albay High
School-Rapu-Rapu.
In 1969, Bicol Teachers College (BTC) became the Bicol University, The first
State University in Bicol Region. It was implemented through Republic Act No.
5521 on June 29, 1961 sponsored by the late Honorable Carlos Imperial.

The incorporation of the former Albay High School in Rapu-Rapu to Bicol


University was approved by the Bicol University Board of Regents in 1972. Thus
Albay High School became Bicol University Pilot High School (BUPHS).
After staying in Gagabaldon Building from 1963-1974, the school, in SY 19741975, finally transferred to its permanent location (locally owned by BU Site) in a
three hectare-lot donated by Mr. Jose Hizon Sr. at Nagcahubas, Poblacion, RapuRapu, Albay.
Consequently, with the implementation of RA #6655 otherwise known as
FREE Secondary Act of 1989, BUPHS was turned over by Bicol University to the
Department of Education Culture & Sports (DECS). This was made possible
through the memorandum of Agreement (MOA) signed on May 10, 1989. The
signatories were Secretary Lourdes Quisumbing, BU President Patria Lorenzo and
the Catanduanes State College President. The MOA called for all elementary and
secondary Schools under school Universities and College which were situated
outside their campuses to be turned over to DECS.
In 1989, under DECS Order No. 22, s. 1989, BUPHS was absorbed by DECS
and it became officially known as Rapu-Rapu National High School (RRNHS).
From its humble beginning of 58 students in 1963, RRNHS now has 1,067 and
currently serves the 13 baranggays of Rapu-Rapu Island and four nearby
barangays of Batan Island.

B. COMMUNITY PROFILE
MUNICIPALITY OF RAPU-RAPU

Socio-Cultural
Rapu-Rapu is a third class municipality in the province of Albay, Philippines.
According to the 2010 census, it has a population of 35,875 people.
The
municipality comprises three islands: Rapu-Rapu Island, Batan Island, and
Guinanayan Island.
According to local folklore, the name Rapu-Rapu was originated from the
name of forest tree which was commonly found in the municipality at the time it
was created. This tree is not visible today and the people do not even know that this
tree existed and how it looked.
Communal agricultural communities thrive in the Municipality Rapu-Rapu.
This community was largely developed due to the presence of productive and lush
land. Cultural practices mirror the agricultural and fishing trade of the locality.

Political

Before 1891, Rapu-Rapu was the barrio of Prieto Diaz, Sorsogon and it was
later transferred to Bacon Sorsogon mainly because of its geographical location.
Rapu-rapu was nearer to Bacon than Prieto Diaz. Governor Arlington Betts, the Civil
Governor of the Province of Albay then, created Rapu-Rapu a separate municipality
in 1901. A plebiscite was held when people of Rapu-Rapu were made to choose
whether they will still like to belong to the province of Sorsogon or to be transferred
to the province of Albay. The people choose Rapu-Rapu to be part of Albay, making
it as one of its municipalities.

Geographical location

Rapu-Rapu is 374 km (232 mi) southeast of Manila and 36 km (22 mi) east of
Legazpi City, the provincial capital. The small island of Rapu-Rapu and Batan lie to

the east of Luzon and together with the islands of San Miguel and Cagraray, form
the northern rim of Albay Gulf. These islands represent a low monoclonal
continuation of the eastern structural arch into the waters of Lagonoy Gulf. Most of
the land surface of Rapu-Rapu has exposed basement-complex rocks in its interior
consisting mainly of serpentines. Rapu-Rapu has deposits of coal and copper

Economy
The island of municipality is blessed with natural resources. There are forest
areas in the municipality which are abundant vegetation such as ipil-ipil, narra,
bamboo, and fruit bearing trees, and flowers and he home of different species of
fauna. Different type of fish and sea foods are also abundant in the coast of RapuRapu.
The source of income of Rapu-Rapunhons comes from fishing which is
considered as one of the chief occupation mainly because of the presence of large
fishing grounds surrounding the three islands which comprises the municipality.
Another source of income is the wide hectares of land utilizes for agricultural
purposes.

Climate

Rapu-Rapu has a tropical climate. There is significant rainfall throughout the


year in Rapu-Rapu. Even the driest month still has a lot of rainfall. According to
Kppen and Geiger climate is classified as Af. The average annual temperature in
Rapu-Rapu is 27.1 C (80.8 F). The average annual rainfall is 2,848 mm (112.1 in).
The driest month is April with 132 mm (5.2 in). Most precipitation falls in December,
with an average of 476 mm (18.7 in). The warmest month of the year is June with
an average temperature of 28.3 C (82.9 F). In February, the average temperature
is 25.7 C (78.3 F). It is the lowest average temperature of the whole year. The
difference in precipitation between the driest month and the wettest month is 344
mm. The average temperatures vary during the year by 2.6 C.
Typhoons are an especially frequent and destructive menace in the Bicol
region. The months of September, October and November experience the more
destructive of these violent tropical storms. Forty percent of the storms carrying
high-velocity winds in the Philippine pass through Southeastern Luzon where RapuRapu is located
