theAirinterface.IthandlesthecontrolplanesignallingofLayer3betweentheUserEquipment(UE)andthe
RadioAccessNetwork(UTRANorEUTRAN)aswellasfortheradiointerfacebetweenaRelayNodeandtheE
UTRAN.Thisprotocolisspecifiedby3GPPinTS25.331[1]forUMTSandinTS36.331[2]forLTE.RRC
messagesaretransportedviathePDCPProtocol.
ThemajorfunctionsoftheRRCprotocolincludeconnectionestablishmentandreleasefunctions,broadcastof
systeminformation,radiobearerestablishment,reconfigurationandrelease,RRCconnectionmobilityprocedures,
pagingnotificationandreleaseandouterlooppowercontrol.[3]BymeansofthesignallingfunctionstheRRC
configurestheuserandcontrolplanesaccordingtothenetworkstatusandallowsforRadioResourceManagement
strategiestobeimplemented.[4]
TheoperationoftheRRCisguidedbyastatemachinewhichdefinescertainspecificstatesthataUEmaybe
presentin.Thedifferentstatesinthisstatemachinehavedifferentamountsofradioresourcesassociatedwiththem
andthesearetheresourcesthattheUEmayusewhenitispresentinagivenspecificstate.[4][5]Sincedifferent
amountsofresourcesareavailableatdifferentstatesthequalityoftheservicethattheuserexperiencesandthe
energyconsumptionoftheUEareinfluencedbythisstatemachine.[5]

RRCinactivitytimers
TheconfigurationofRRCinactivitytimersinaWCDMAnetworkhasconsiderableimpactonthebatterylifeofa
phonewhenapacketdataconnectionisopen.[6]
TheRRCidlemode(noconnection)hasthelowestenergyconsumption.ThestatesintheRRCconnectedmode,
inorderofdecreasingpowerconsumption,areCELL_DCH(DedicatedChannel),CELL_FACH(Forwardaccess
channel),CELL_PCH(CellPagingchannel)andURA_PCH(URAPagingchannel).Thepowerconsumptionin
theCELL_FACHisroughly50percentofthatinCELL_DCH,andthePCHstatesuseabout12percentofthe
powerconsumptionoftheCELL_DCHstate.[6]
Thetransitionstolowerenergyconsumingstatesoccurwheninactivitytimerstrigger.TheT1timercontrols
transitionfromDCHtoFACH,theT2timercontrolstransitionfromFACHtoPCH,andtheT3timercontrols
transitionfromPCHtoidle.[6]
Differentoperatorshavedifferentconfigurationsfortheinactivitytimers,whichleadstodifferencesinenergy
