WARRANTIES/CONDITIONS FOR COAL PROPOSAL

1. Condition/Warranty:
I. The storage area to be 3ft above adjacent ground level
II. Maximum heap should not be above 9 Mtrs
III. Fortnightly reshuffling of coal should be done to avoid/reduce risk of
spontaneous combustion
IV. Round the clock security
V. Ensure proper Safety measures to save water accumulation at site
VI. Ensure proper steps to dewater accumulated water between storage
piles
VII. During monsoon season coal should be covered by double tarpaulin
and adequate drainage to be made
VIII. Ensure 20000 liters X 3 water tanks available with 24 hrs water
supply to save spontaneous combustion
IX. Unless and until a flood or inundation condition prevailed at the
storage site, no isolation loss will be admissible for heap(s)/pile(s) of
coal due to flood/inundation.
X. No coal stack shall contain more than 100 tonnes.
XI. Clear space of not less than 3 meters shall be maintained all around
each stack.
XII. The site shall be thoroughly cleared of leaves, grass, weeds, pieces
of timber, cotton wastes or other foreign matters.
XIII. Steam or other pipes or sewer openings under, in, through or
adjacent to a coal stacks shall not be allowed
XIV. Coal should not be stored in places where ambient temperature may
exceed 26.5C.
XV. Coal storage should be deposited in layers rather than in conical
piles as storage in latter manner allows some ventilation through the
piles
XVI. Use of automatic heat alarms (thermostate) instead of thermometers
inside buried pipes
XVII. Coal sprayed with high flash point mineral oil decreases tendency to
spontaneous ignition by protecting of surfaces from oxidation
XVIII. Breakage of coal during handling should be avoided as far as
possible

The conditions of coal storage which predominantly influence of tendency


of spontaneous combustion in coal are given below:
1) Nature of coal: Lignite and Bituminous coals are most prone to
spontaneous combustion while Anthracite is least so.
2) Size: the smaller the coal size more prone it is to combustion tendencies
3) Age: freshly extracted coal is very much susceptible and tendency dies
away with period of storage. However, this again increases if the period of
storage is long ranging over 3 to 6 months
4) Ventilation: to provide ample ventilation pipes projecting vertically and
horizontally into the stacks are used, at horizontal intervals of 2 to 4.5
meters and vertical intervals of about 1.5 meters. Alternatively to avoid
spontaneous heating by suppressing ventilation, the heap may be built
tightly blanketed with fine coal.
