Indig-nation
In an interview shown in a national network,
President-elect Rodrigo Duterte explained his
campaign style in the last polls, particularly
his brutal and quick retort to questions of the
media. He said that he was just showing the
indignation of the Filipino people, over such
pressing problems like peace and order and
government corruption. He explained that he
was just personifying what the people feel, i.e.
he was the Filipino Everyman in flesh, angry
over the unabated criminality and widespread
and perennial poverty. You think I would
be elected Davao City mayor over and over
again if I am bastos?, he answered over his
gutter language during the campaign.
Dutertes hyperbolic style and curt sound
bites clearly capitalized on populism and
ensured his victory. It also showed the power
of satire and irony, two literary tropes which
if properly used, as in Dutertes, can be most
effective and disarming. Just recall his threat
of dumping one thousand criminals in Manila
Bay so it will be redolent and reek with rotting
flesh. It underscored his determination to
quell criminality, a basic issue certainly for
most electorates, which also differentiated
him from the trained, rambling and almost
memorized solutions offered by his other
presidential opponents.
By cursing during the campaign, Duterted
also satirized our flawed and hypocritical
morals as expressed in language. Indeed,
language alone cannot show interior
personality and psyche. In Dutertes case,
it was clearly publicity stunt meant to show
the shallowness of our standards of morality.
What differentiates indeed a foul-mouthed
candidate from those who sell their votes?
By coming out brash and brutal, Duterte
wasnt into mimicry, as his opponents did,
but he was into kinetic performance. Through
this, he also showed what ails Philippine
politics.
Ours is a politics whose theme song
of a Platters classic. Ours is politics of
pretensions.
So this explains the likes of a Joey Salceda
whose butterfly move is quite unlike Alis,
was denounced by a local homophobic radio
commentator who saw the Albay governors
party switching along gender lines.
We truly have thousand reasons to be
indignant. The incoming President has shown
how.

ADMINS LOSS: It is very easy
to conclude why the LP and the
P-Noy Administration lost the recent
elections. First is the weak and
stubborn (even deaf) leadership of the
president and his stalwarts. All of them
failed to listen to the popular clamor
for needed reforms in governance.
Especially during the last campaign
weeks the government could have
instituted and accomplished desired
service improvements but they did
not!
P-Noy could have asked some of
his erring cabinet men and managers
to resign or even to dismiss them
and the public would have applauded
him. He failed to convince Senator
Grace Poe to wait for her time and
just be the vice president of Sec. Mar
Roxas. Leni Robredo who may even
win her election, was brave enough to
accept the LP challenge. She and
her presidential partner were virtually
crucified by the people for the many
sins of the Administration.
ESCUDERO GAMBIT:
In the
beginning as borne out by surveys
it was pretty to be raw and full of
hopes and graceful promises. Sen.
Escudero who landed in fourth place
of the vice presidential race may
have cajoled Grace to run for the
prime post (so he can be her vice
president!). Alas, the shining star of
Poe eventually collapsed and she
landed third in the recent presidential
derby. If Grace had the humility to

opinions
unlimited
Atty. TONY (APA) ACYATAN
lower her ambitions, she would have
been the winning VP by now.
With Lenis acquiescence to run as
vice president the Bicol vote was
divided between her and Sen. Chiz
(and also Sen. Gringo). Her regional
popularity was sustained by the latest
results.
The earlier commitment
of Gov. Joey Salceda may have
been helpful (if indeed he supported
Leni). Chiz and Grace have another
battle to face that is, in the Senate
postings. The LP and their allies will
be in another showdown soon.
PHL GROWTH: The Australia and
New Zealand (ANZ) Banking Group
Ltd. sees the Phls economic growth
exceeding 7.0% in the first quarter
of 2016 - due to election-related
spending and a surge in industrial
production growth. In its latest Macro
Strategy Weekly, ANZ said the Phl
GDP likely grew 7.6% in first quarter
from 6.3% in the fourth quarter of
2015. It pointed out the countrys
first quarter GDP is expected to get
a boost from the election-related
spending.
Import growth remained robust,
indicating persistence of above trend
rise in household consumption. This

is also complemented by a surge in

industrial production growth, ANZ
said. The investment bank sees
the countrys GDP expanding 6.1%
this year before slowing down to
5.8% next year (due to weak global
demand expected by then. ANZ
said the Philippines has been a
focus for markets of late due to our
national elections.
EXPORTERS: The Philippine
Exporters
Confederation
Inc.
(Philexport) is confident the countrys
export sector will be in good hands
under
presumptive
president
Rodrigo Duterte. Philexport said
his announced economic team
is composed of competent and
some of the best people we had
during the administrations of former
Presidents Fidel Ramos and Gloria
Macapagal-Arroyo.
They are
the kind of economic team which
would bode well for the economy,
particularly for the export sector.
Philippine exporters expressed
optimism that the incoming
government will continually support
small businesses to grow and
sustain operations. Even with this
optimism, Philexport said it intends
to continue pushing for initiatives
to boost the countrys economy
and exports. To support MSMEs
which are the main engines for ecogrowth and employment, there is
need for higher government budget
for export promotion. research
and development, innovation and
financing.

stupid!

Unimplemented Naga Citys Anti-Noise

Ordinance and Dutertes Crowded Agenda
During the past few years, I had
been writing about the existence of
the Anti-Noise Ordinance in Naga
City which was authored by Dr. Ed
Enojado. It was approved in 1973
or 1976 by the Naga Citys Council
but never implemented even though
needed by the people.
I am glad that one of the things he
will do when presumptive President
Rodrigo Duterte assumes office is:
To ban or regulate Karaoke. He
should include the noise produced by
trimobiles that should have mufflers,
noise of radios in vehicles when parked
in front homes and other areas near
schools, hospitals, churches, etc. He
should also regulate use of karaoke
in barangays and private homes so as
not to molest or bother their neighbors
with their noise. I hope that city of Naga
will implement its ant-noise ordinance
before Duterte acts.
The following is a short column of
Julie Yap Daza in the Tempo dated
May 19, 2016 which jibes with things
president-elect Duterte said. Its a good
guide for those occupying positions in
the government
While the eyes and ears of media are
focused on the next Presidents ability
to quickly fill up some 18,000 positions
of national import, we have to wonder
if the newly elected/reelected local
officials spark a similar enthusiasm

from
my
window
nenita fuentebella-peones
among their voters?
What lies beneath is where local
governments presence or intrusion
shows in its might and right to use and
abuse its powers, just ask any plain
citizen trying to get hold of a license,
permit, receipt, a piece of paper as
small as a documentary stamp or
as large as a TCT, and lets see how
governors, mayors, and councilors will
be singing in tune with the hallelujah
chorus of Team Duterte.
As the cabinet-to-be focuses on
big-ticket items like infrastructure,
finance and the economy, justice,
foreign policy, etc. issues that
Every One considers too far from
their kidneys to be relevant the 19
million who caused Digongs victory
would feel more secure if their mayors
inspired the same aspirations for a
more caring government (make that

local government).
What matters to them is not what
goes on in the castles-in-the-air of
Big Government but down in the
streets (transportation, traffic), in
their homes (beauty, peace and
safety), in public hospitals (where
free services may not amount to
much), in the city or municipal hall
(where buying a document of no
value to anyone but yourself spells
an ordeal of mysterious delays the
tyranny of clerical scrutiny!).
In the 2016 elections, two city
mayors fought for supremacy,
Davao winning over Makati, but
they are only two examples of the
urbanization that has been creeping
up on us over the last half-century.
With relentless migration into the
cities spawning congestion, poverty,
crime, and the rest of the symptoms
of urban sprawl urban crawl is more
like it in Metro Manila our leaders
have been spectacularly dumb and
mute in giving the crowded cities
more breathing space.
Its a crowded agenda, all right.
Manilans are not the only ones
worthy of immediate solutions not
that their mayors think like urban
planners but Mr. Duterte, while our
rural cousins beg for 100 percent
priority, city slickers can only wish
their mayors were more like you.

21st Century Leadership

for Learning
By Mrs. Gina T. Atole - Teacher-3
Balaynan Elementary School
Goa District

Leadership for learning is the battle cry for educational

institutions. But this form gained its prominence in the 1980s.
Institutional leadership as it is also known has been popular for
school leadership and management.
Research in instructional leadership emphasized the role of
principal on schools success, an institutional scenario in the
1980s. However, instructional leadership is not solely the work
of the principal. Rather, it is distributed or shared responsibility.
Teachers are the key players in this type of leadership.
This shared responsibility is because of the advent of the
No child left behind Policy. Educators are tasked to ensure
that every child should not be left behind, they must learn. The
increase accountability not just to the principal but also to the
teachers is covertly and overtly expressed in this policy.
In this case the vital role of being a leader for learning is
expected from the teachers. The goal is for every child to have
high levels of performance. This is what is needed of the 21st
century learners.
To be leaders for learning means to possess certain
characteristics. According to Harrison et.al.(2007), for a teacher
leaders to contribute to schools performance, one must be a
resource provider. Sharing the instructional materials and the
professional resources is evident for this teacher. One must
also be an instructional specialist. Someone who guides his/
her colleagues to search, identify and implement effective
strategies suited for the students. Being an instructional
specialist equates having time to brainstorm and to suggest
activities for the learners and for the leaders.
Another characteristic that one must possess is that of
being a curriculum specialist. The need for a curriculum to be
fully understood by the teachers, its content, the instruction the
assessment plus its implementation is necessary. Curriculum
specialists help attaining these. They guide teachers to be within
the standard. They are there to facilitate and to demonstrate to
the teachers the process of learning.
In addition, these leaders for learning serve as role models
for neophyte educators. Their expertise, tie and effort are
great contribution to new professionals. They are also leaders
in their own way, in committees and in community activities.
Data coach is also their forte. They use data to discuss and to
strengthen instructions.
Most of all, being a leader for learning implies having a
leadership that has room for learning. Education is a continuous
process, to be a catalyst of change signifies learning, implies
not being content with the status quo rather always looking for
better ways to improve students performance.

The Computer: A Teachers Tool

By Lucience G. Orcine - SST II
San Antonio National High School
Iriga City

Times have really changed. Every day, new innovations are

being invented to make our lives easier and more convenient.
It is not only in our daily lives that state-of-the-art technologies
help us.
Educators now have all the reasons to make teaching easy.
The computer has become a handy tool where learning is
affected by social influences making the teaching process easy
for them as learning is similarly easy for students.
Using computers in the classroom is not really a very new
idea. Computers have been in use as a teachers tool for more
than five decades already. But of course, their popularity has only
been widespread in recent years because of their accessibility
and widespread availability.
Computers provide and facilitate student learning. They bring
teaching and learning to another level. Students nowadays can
access endless streams of information with just a push of a
button in the keypad. Students can build their own knowledge
influenced by social context.
The teacher uses the computer as his source of information
tool providing him with a vast amount of information in various
forms such as texts. graphics, sound and video. Available also
are multimedia encyclopedia in the internet.
The computer has likewise become a constructive tool that
the teacher can use to manipulate information that can visualize
ones understanding such as building new knowledge.
The Microsoft is practically a desktop publishing that the
teacher can very well use to make his students do projects
in writing. The same can be used by the teacher to make his
students work cooperatively organizing their ideas in attractive
format. This makes his teaching very interesting to his students
which subsequently results in effective learning.
The computer can make the teacher inspires his students
to create 3-D images and give them the feeling that they are
situated in a virtual environment.
The wonderful thing with the computer is not just the
teachers using it for making his teaching easy and effective
with the students on the other hand using the computer for
their researchers and practically everything they need to make
their lives as students interesting and even fun which is hoped
to be intellectual expecting there is such a state. On the lighter
side, the students can correspond with other students via the
facebook, twitter and instagram thus making learning they way
they want it.
The computer is here to stay. The teacher can have the
best time in his life in his profession using it to his advantage but
more importantly using it for his students to learn fast, correctly
and even comfortably.

Citronella Gives Hope in Fight vs Dengue

By Charmaine Aduviso

LEGAZPI CITY, -- Dengue, a disease

caused by a mosquito carrying dengue virus, has been shaking the country as it has
caused an outbreak not only domestically
but throughout the world.
This disease causes fever, severe headache, pain behind the eyes, muscle and
joint pain and rashes and sometimes
leads to death if not treated well.
Since there is no vaccine or any specific medicine to treat dengue, people
who have dengue fever are advised to
rest, drink plenty of fluid and reduce the
fever using paracetamol or see a doctor,
according to the World Health Organization.
While people try to find cure for this
disease, meanwhile, a cooperative in
Labo, Camarines Norte has found one
refreshing way to prevent it through
citronella.
Formerly focused on the production of
coconut and its products, the Kooperatibang Maliliit na Magniniyog ng Barangay Kanapawan (KMMBK) decided to
make citronella a part of their production
after its members were alarmed by dengue outbreaks that have been happening
all over the country.
Citronella is a tropical Asian grass that
has citrus-scented leaves and the oil obtained from this plant is often used as an
insect repellent.
This plant is harvested, air-dried and
then put into a machine in order to extract its oil.
Coconut oil is then mixed with citronella to produce various products that
provide great benefit to the community.

The products include soap, air freshener, massage oil and even lotion.
Not only has the cooperative made a
single product to be used in preventing
the disease but it has also become creative by making it as an everyday product that can be used by people for their
convenience.
Apart from its mosquito-repellent
properties, citronella oil also provides
various medicinal uses like relief from
inflammation.
It is rich in antibacterial and antiseptic properties, inhibits fungal growth and
kills intestinal worms.
It helps increase frequency and quantity of urination as well as provides relief
from depression, anxiety and stress.
It also increases sweating and promotes removal of toxins.
Citronella helps cure menstrual
spasms, cramps and cough; relieves
spasms of muscles and respiratory system; cleans the stomach from infections
and other problems and stimulates blood
circulation and secretion of hormones.
KMMBKs products are very much in
demand in dengue-prone areas around
the metro side of the country.
Its top products are the citronella soap
and oil.
It first showcased its products in Manila and since then became famous for
the products insect-repelling promise.
The cooperative is also the prime distributor of citronella oil in the Human
Nature Philippines, a company based in
the Philippines that offers organic products.

Not only does this cooperative help

in the prevention of the dengue outbreak but it has also brought benefits
to the people of Kanapawan.
Anita Flores, 49 years old and a
mother of four, has worked at the cooperative for as long as she can remember.
She was still young when her parents
also worked at the cooperative.
Before, Anita used to harvest citronella plants that were to be processed.
Now, she represents the cooperative
in various occasions like in the Labor
Day-Earth Month Trade Bazaar that
was conducted by the Department of
Labor and Employment-Bicol on April
28.
Dahil dito, napaaral ko ang mga
anak ko. Yung isa ay propesor na sa
PUP, yung isa kaka-gradweyt palang, yung isa gagradweyt ngayong
susunod na pasukan at yung isa nagaaral pa. Malaki talaga naitulong nito
sa pamilya ko, Anita said.
The KMMBK uses organic materials ensuring that their products are not
only safe and beneficial for their consumers but also to the environment.
Maraming mabibili ngayon na mga
mosquito repellent pero puno naman
ito ng mga chemical. Kami organic
lang para hindi naman nakakasama sa
kalikasan, Anita added.
Their cooperative is now expecting
that its products will be approved by
the Food and Drug Administration this
May. - (PNA)

Teacher's Greatest Challenge

By Mrs. Andring B. Amata - Teacher I
Aroro Elementary School
Goa District

Times have change. Before, the DepEd did not require so

many activities. The teachers work was confined within the
four walls of the classroom. Nowadays, education officials
are inclined to make the curriculum and the school instruction
methods more student-centered than teacher centered. They
seek to connect the classroom to real life situation and focus on
comprehension and understanding rather than memorization,
exams and drills.
It proposes that learning environment should encourage
students to be active learners, that there is need for them to
interact and work with other students, and the use of meaningful
tasks and original materials.
Due to mounting complexities of life the job of the teacher has
become complicated, likewise, not only that, the explosion of
knowledge has brought about the need for teachers to perform
several major roles: 1. An effective conveyor of organized
knowledge which has been developed for human experience
through the ages, such as language, mathematics and natural
sciences, history, literature and the fine arts, 2. An efficient
promoter and facilitator of learning that will enable the learners
to develop to the fullest their potentials for a continuing pursuit
of self education; and 3. A love humanist who possesses a clear
understanding and appreciation of the genuine human ideals
and values that elevate the human spirit, refine human nature

and contribute to the human beings quest for fulfillment.

Much is indeed expected from the teachers, for the burden
or big task of educating the children is placed on their shoulder.
Teachers are mandated to develop their pupils to their fullest
potential and to live productive lives.
We dont blame anyone though the multifarious duties facing
the teacher today. Its just that life nowadays has become more
complex and there are more challenges confronting teachers.
We have so many activities like, scouting, science fair, athletic
meets, programs, quiz bee math Olympiads, aside from district,
division, regional and even national achievement test to
prepare for. We have not only one but several district, division,
regional seminar workshops in such subject as English others
not to mention The Press conference. How much time is left
for actual teaching by the teacher? We wonder if we can still
maximize the little time left for quality teaching so that we can
produce quality graduates who will soon replace us as leaders
of our respective communities. Perhaps, it is the high time that
everyone concerned did her teaching or supervising duties
well. Then and only then we can expect quality education.
Let us face this challenges my dear teachers, let us work
hand and hand to overcome the blocks that 21st century brings
us. Let us design our mind for this new curriculum, which will
bring our pupils to become a productive citizen of the world.

CARD, Inc. aids micro-entrepreneurs establish business

A former employee of a
post office was able to establish a business in her hometown in Pangasinan through
the help of CARD, Inc. a social development organization
based in San Pablo, Laguna.
CARD, Inc. helped Erlinda
Labitoria put up a business,
which is now popularly known
as Crunchies Snacks Products.
These products are considered
as one of the top pasalubong
choices for tourists. At present,
these are also being sold in a
popular bakeshop in the Philippines.
On the average, the business sales range from P20,000
to P30,000 every day. It gets as
high as P100,000 when tourists
visit North Luzon especially
during festivities like Panagbenga in Baguio City. Crunchies is
being patronized by customers
because of its unique flavors.
Aside from the direct-fromthe-farm raw materials, fresh
honey is also being used. The

most popular product is banana

chips.
With the proper training
and the assistance from Mga
Likha ni Inay (MLNI), I know
that my products can be tasted
not only in the Philippines but
also in other parts of the world.
My goal is to make my business
sustainable so that I can pass on
Crunchies to my children in the
future, said Labitoria.
MLNI, a sister organization
of CARD, Inc. also offered to
assist her in improving the packaging and to add some variety to
the products like offering sugar
free products for health conscious people.
In the near future though the
help of CARD, Inc., she is planning to export her products to
other Southeast Asian countries,
for she believes that it would be
great to have the opportunity to
do business in other countries
belonging to the ASEAN region.
Before we had our business,

Teacher: Role in the Society

By Mrs. Andring B. Amata - Teacher I
Aroro Elementary School
Goa District

Molding a good man begins at an early stage of life as young

as they are, they should learn the basics of life, not just pure
academics but also on life dealings. They should be taught the
most precise knowledge, the most valuable things and the most
practical means of dealings with the society. Concepts and
right perspective should be made clear wrong notion should be
correct at once. Whatever they gain when they are young will
be with them when they grow old.
Since children spend most of their time in school, teachers
play a major role in bringing up a child in the right path of
our society. She is the molder of the youth, a mentor in the
development of knowledge, habits and skills, a builder of future
leaders, a creator of quality citizenry and a proactive individual
who assists the youth to become worthy members of the
community and nation as a whole.
The teacher sometimes faces an emergent situation. Though
there are guides, budget of works, proto-type lesson plans in
different subjects, yet there is no assurance of good outcomes.
The teacher is not an engineer who can easily instruct his
laborers to demolish a building he will renovate and follow the
prescribe, desirable and specific patterns whose outcomes or
products are predictable. But a teacher cannot undo anything
he has taught into the minds of the students when he realized
that he was wrong. The teacher often meets problems on the
way of executing the schemes to attain the goal, so we need
an immediate action to solve the predicaments.
A teacher is not only a mentor but also a mother to her
pupils, who have different backgrounds and who demonstrate
different behavior. There are students who need special
treatment or attention. Sometimes teachers loses her temper
and shouts to call the attention of a child, but the loud voice
and a mere touch to the child often sensationalized and for
that matter the respect which the teacher deserves is lost.
Society, particularly the proponents of human rights condemns
what has been done by the teacher and fails to see the other
side of the coin.
The norms of behavior in the community sometimes conflict
with the value that the school is trying to inculcate among the
pupils are sometimes opposed or rejected by the children,
peers and immediate family.
The teacher also receives criticism both from the government
and private sectors regarding the quality of the students. But
they have not offered the right means to work hand and hand
with the teachers to make the necessary and appropriate steps
for the development of our children. They seldom approach
and extend help to the teachers. Our parents must work hand
and hand with the teachers. They should follow-up what has
been done in the classroom, develop study habits of the child,
assist the students to write and read with comprehension and
help them apply what has been learned in the classroom in the
real life situation. But our present society deprives this parents
assistance; many are working mother so their responsibilities
are left in the teachers hand alone.
At any rate it is always the teacher factor that counts much
in the attainment of quality education. The teacher must always
seek new and better ways of teaching through reflective action,
they must be open to try new techniques and activities and
strongly face the sense of accountability for the students
success. They must focus their teaching on the vision, mission
and the shared values.
Lastly, the true gauge of the teachers important role can be
measured in the students output by his ability to demonstrate
the understanding and thoroughly apply knowledge, skills and
habits of the mind the variety of contexts particularly in real
life situation.
It is my wish, our vision that children of today will not merely
exist in the world we will leave behind, but they will live to make
it safer and better for their own children.

may 22 issue.indd 6

I did not know where to get the

funds to send my children to
school. But because of CARD,
my dream for my children to
get quality education can now
become a reality. My eldest and
youngest children will soon fol-

low my footsteps as entrepreneurs while my other three children plan to work abroad after
graduation, to become a doctor,
and to become a veterinarian,
she added.
This is a proof that CARD,

Inc. is an institution that empowers women to become more

than just a nanay. These mothers are given the opportunity
to create a source of living for
their family and to also create
employment for the people in

the community.
CARD, Inc. and MLNI are
member institutions of CARD
Mutually Reinforcing Institutions, a social development organization serving 3.3 million
members in the country today.

CIDG chief: Duterte's peace program, do-able

By Jorge Hallare
LEGAZPI CITY -- Presumptive president Rodrigo Duterte can bring
about peace and order in six
months, Criminal Investigation and Detection Group
Director Victor P. Deona
said during a press conference on Monday morning at
the office of the 5th Regional
Investigation and Detection
Unit inside Camp Gen. Simeon A. Ola here.
Deona said it even does not
need a Duterte to make the entire country peaceful and have
change.
The problem, he said, was
that many would like to have

change but no one wanted to

change.
Duterte cannot bring change
alone and cannot do it if the
people will not cooperate, he
said.
If we will only rely on
the coming president for the
change that we want, we will
only have frustration so that
there is a need for all citizens
to unite and cooperate with the
incoming president," the CIDG
head stressed.
On the part of the Philippine National Police, he said,
it could be done if its members
would only enforce all laws.
All we lack is enforcement," Deona said, adding that
there were many laws but the

Teachers beliefs and practices

related to effective
mathematics instruction
By DARLENE B. SAPINOSO - Teacher I
Sta. Barbara Elementary School
Nabua East District
The components of effective mathematics instruction is lesser
than about the components of effective reading instruction,
since research in math is less broad than in reading. At the
beginning and the end of the school year teachers beliefs
about (1) the nature of mathematics (i.e., procedures to solve
problems versus a tool for thought), (2) mathematics learning
(i.e., focusing on getting correct solutions versus understanding
mathematical concepts), (3) who should control students
mathematical activity, (4) the nature of mathematical ability (i.e.,
fixed versus malleable), and (5) the value of extrinsic rewards
for getting students to engage in mathematics activities were
assessed. (6) Teachers self-confidence and enjoyment of
mathematics and mathematics teaching were also assessed.
Analyses were conducted to assess the coherence among
these beliefs and associations between teachers beliefs and
their observed classroom practices and self-reported evaluation
criteria. Findings showed substantial coherence among teachers
beliefs and consistent associations between their beliefs and
their practices. Teachers self-confidence as mathematics
teachers was also significantly associated with their students
self-confidence as mathematical learners.
However, conclusions still can be drawn from some very
good studies that do exist, as well as from typical grade level
expectations in math. As is true for reading, there is no single
best program for teaching mathematics. Rather, certain key
abilities involved in learning math need to be addressed in
instruction, with the importance of different abilities shifting
somewhat across the elementary grades.
Elementary education instruction in mathematics should
include development of the following math-related abilities:
concepts and reasoning (e.g., basic number concepts, meaning
of operations such as addition, geometric concepts); automatic
recall of number facts (e.g., memorization of basic addition facts
such as 3 + 4 so that children know answers instantly instead of
having to count); computational algorithms (the written procedure
or series of steps for solving more complex types of calculation,
e.g., for two-digit addition with regrouping, calculation starts in
the right-hand column and tens are carried from the ones to
the tens column); functional math (e.g., practical applications
such as time and money); and verbal problem-solving (e.g.,
solving word problems). Because progress in math builds heavily
upon previously learned skills, it is important for instruction to
be clear, unambiguous, and systematic, with key prerequisite
skills taught in advance. For instance, children should not be
expected to develop automatic recall of addition facts if they do
not understand the basic concept of addition or the meaning
of the addition sign. It is also essential for children to have
sufficient practice to acquire new skills. For example, although
manipulatives such as cubes or sticks can be very helpful in
developing basic concepts, many children will not spontaneously
progress from accurately solving facts with manipulatives to
automatic recall of facts. Instead, most children benefit from
practice activities focused specifically on helping them to
memorize facts. Similarly, learning computational algorithms
such as those used in long division or two-digit multiplication
often requires considerable practice. Although effective general
education instruction can help to prevent low math achievement
in many children, some youngsters with genuine math disabilities
will require more intensive, long-term instruction in order to be
successful.

problem was lack of discipline

to implement them and the
people themselves did not follow these laws.
The CIDG chief, a strict
disciplinarian especially during
his stay as regional director of
the PNP Bicol regional office,
said that with the kind of leadership that Duterte brings with
him, he can see that the people
would follow and contribute
toward the attainment of peace
and progress within six months
of his rule as president of the
country.
"It is not only the PNP and
the AFP but also the entire

we in the PNP will follow and

Information Technology: Changing

the Classroom Scenario
By Mrs. Ma. Liza D. Buenaagua - Teacher 2
Pinaglabanan Elementary School
Goa District

Times have change, havent they? Today students are living

in the most intensely stimulating period in the history of the world.
They are being besieged with information from computer, smart
phones, television and understanding.
Gone are the days of using chalks, slides and manila paper
in presenting data during lectures and meetings. The use of
basic technical skills and the availability of various software
packages are signs that we have indeed arrived at the use of
desktop publishing and graphics program an example of which
is the powerpoint, one effective way of bringing your message
to the world.
Information technology is causing vast changes in the way
information is being handled. It is affecting peoples lifestyle.
With the internet, one can keep contact with others, catch up
with the news, look up a history project or play an online game.
These developments definitely affect education, the students,
educators and the school itself. Technology has also begun to
change the roles of teachers and learners. In the traditional
classroom, the teacher is the primary source of information and
the learners passively receive it. This model of the teachers
as the sage on the stage has been in education for a long
time and it is still very much evidence today. However because
of the access to information and educational opportunity that
technology has enabled, in many classroom today we see the
teachers role shifting to the guide on the side as students take
more responsibility for their own learning using technology.
Being part of this changing world, it is our great honor as
teachers to use and show to our students that we are competent
enough in bringing the new technology to them, and for us to
lessen our burden in teaching, Thus, technology is the powerful
tool that can support and transform education in many ways,
from making it easier to teachers to create instructional materials,
to enabling new ways for students to learn and work together
However, before we can achieve this, education must first be
thoroughly convinced of the important of this development which
is evidently in our midst. The infrastructure has to be laid out for
the school facilities. The operating units as well as the over-all
system should be properly synchronized with teaching methods,
materials and learning experiences. A thorough exposure and
hands-on experience by administrators, educators and students
would undoubtedly be conducive to appreciating new trends
in our ever-changing environment. It will be up to instructional
designers and educational technologies to make the most to
change the education so that effective and efficient education
is available to everyone everywhere.
Training our students to successfully meet these new
demands is one big challenge for both educators and educational
institution. Communicating in the classroom and sharing
information is now facilitated through global links, opening in
a new world in education. Now a day, people start to see the
value of using word processing, powerpoint desktop publishing
and graphic program, although these are basic work can be
productive if procedures are simple. Let us ask ourselves if we
have these basic technical skills, do you know how to use word
processing, spreadsheet application or any desktop publishing?
If your answer is YES, have you thought of using it in your
classroom management?
If education is about knowledge and intellectual skills, then
information technology lies at the heart of it all. We are just at
the beginning of this transition. Education is going to get some
more changes in the coming times.

Mga Likha ni Inay seeks market at first-ever arts event

Mga Likha ni Inay
(MLNI), an institution of
CARD Mutually Reinforcing
Institutions (CARD MRI), a
social development organization held its first-ever Arts
Event on May 17 at the AIM
Conference Center in Makati
City.
This one-day event provides
the opportunity for CARD MRI
members to display their pride
and passion towards the artistic
talent and brilliance of the Filipino people for the appreciation
not only by fellow members,
but the general public as well.
Led by MLNI President and
CEO Julius Adrian Alip, the
arts event is set to emphasize
localities and their arts and artists in an effort to further promote the products of CARD
MRIs micro-entrepreneurs to
the mainstream market.
We would like to raise
awareness about the brands
that we are building to support
the CARD MRI micro-entrepreneurs. That is why we have
done this event, Alip said.
The presentation adopted
the theme Created from the
Heart and Home, Mga Likha Ni
Inay Builds a Nation and Crafts
a Better World.
In collaboration with renowned design house Anthill
Fabric Gallery and CARD
member, Ms. Beth Agarao of
Lumban, Laguna, a mini-fashion show was spotlighted in the
arts event, showcasing indigenous materials, like Tnalak,
Lumban and loom fabrics produced by CARD MRI clients
and communities.

Selected CARD MRI staff

and members, called as Social
Change Ambassadors, served
as models and wore the unique
collections of the microentrepreneurs.
The event also featured esteemed local photographers
such as Jake Versoza and
CARD MRI Regional Director
Jeffrey Rilles who showcases
a photo exhibit of the crafts of
the Nanays, including Tboli
and Yakan textile weaving, bag
making, brass working, pottery,
muscovado and turmeric processing, seaweed farming, and
fruit selling,
A live performance by Joey
Ayala and Jonan Aguilar spiced
up the event during cocktails
and registration, respectively.
MLNI is the 14th institution
of CARD MRI that consolidates
the products of the microfinance
clients, improves their products
through technical assistance,
and markets these products to
the mainstream market.
We believe that financial
services combined with business development services
create a more sustainable livelihood or business for micro
enterprises. This is our way of
helping the poor, our way for
our goal of poverty eradication
in the country, Dr. Jaime Aristotle Alip, founder and managing director of CARD MRI,
said.
MLNI is on its second year
as an institution with five stores
in Luzon and Mindanao and
109 consignment and distribution outlets in known malls in
the country like SM, Kultura,

Unleashing MLNIs potential in e-commerce

Mga Likha ni Inay embraces

widespread digital revolution
Filipino brand and marketing company Mga Likha
ni Inay (MLNI) is heeding
the call for upgrading the
micro, small and medium
enterprises (mSMEs) in the
Philippines to tap electronic
commerce (e-commerce) to
gain market share for these
mSMEs by launching its very
own online store.
MLNI launched its own online platform to promote microentrepreneurs craftsmanship in
response to recent researches
showing the overwhelming desire of SMEs to adopt smarter
and more affordable marketing
strategies to increase sales and
customer engagement.
The Philippines fast-growing digital, social and mobile
users definitely create unprecedented opportunities for the 3.3
million strong micro, small and
medium enterprises (mSME)
of CARD Mutually Reinforcing Institution (CARD MRI), a
social development institution
where MLNI is a member institution.
As of January 2015, the
countrys 100.8 million population is 49 percent urbanized
with 44.2 million active Internet users, 40 million have
active social media accounts,
114.6 million have mobile connections or about 114 percent
versus the population and 32
million have active social accounts.
Electronic commerce (ecommerce) allows developing
countries to compete in international trade, but the full potential of its benefits can be realized only when governments
create business environments
that harness the power of the

internet.
For a typical Filipino mSME
owner, marketing remains a
challenge due to tight budgets
and lack of information. While
digital marketing is a compelling channel to engage customers, many business owners do
not know where to start and
how to maximize the returns
on their investment.
On the other hand, Filipino
consumers love using the web
for both work and play. On any
given day they turn to the web
to shop, watch movies, listen
to music, do research, or catch
up with friends on a whole host
of devices.
In the Tboli tribes of Southern Cotabato, craftswomen
weave the traditional tnalak
cloth and yield conventional
bags from it, skilled artisans
who were unable to sell their
products beyond the remote
region. With the launching of
the MLNI online store, they
are now able to market and
sell traditional products without leaving their villages or in
some cases even their homes.
In the Philippines, about
99.6 percent of registered firm

is composed of SMEs, about

65 percent of the countrys
labor force is from SMEs and
32 percent of the Philippines
Gross Domestic Product is
from SMEs.
The mSMEs majority are
from the indigenous people,
artisan enterprises, fisherfolks,
farmers, homemakers, novice
entrepreneurs and other small
businessmen.
Likewise, MLNI supports
local artisans and underprivileged rural women with worldclass talents and crafts. It
reaches out to weavers, capiz
makers, jute workers, wood
carvers, paper molders, leather
workers and other underprivileged rural women with worldclass talents and products, according to their website.
Through this company,
these local artisans who are
members of CARD MRI will
be able to bring their products
into the mainstream market,
bringing positive changes in
their lives, and therefore effecting towards nation building, said MLNI President and
CEO Julius Adrian Alip.
SMEs provide jobs for 70
percent of the workforce, and
produce about 30 percent of
the countrys output making
them an invaluable asset to
the Philippines developing
economy.
Today, technology is
more than ever the mSMEs
greatest equalizer. This is a
greater weapon towards sustainable profitability throughout this digital transformation
said Dr. Jaime Aristotle Alip,
founder and managing director
of CARD MRI.

1st Catanduanes Abaca . . .
and trading has been assured,
its
provincial
director
HeginoBaldano said in a
separate statement.
Apart from showcasing locally crafted abaca products,
which is expected to attract
new buyers and open additional markets, the trade fair will
also present tour packages being offered by various homegrown tour operators featuring
local sites and attractions.
According to DOT Bicol
Regional Director Maria OngRavanilla, the festival, which
her office is fully supportive
of, welcomes the beginning of
an era that recognizes the great
potentials of the island-province as an exciting eco-tourism
destination.
The exoticness of the island
will also be the focus of the celebration that will place at the
center stage the marvelous local tourism attractions popularized by verdant environment,
rich ecosystem and majestic
beaches, Ravanilla said.
She describes Catanduanes
as a promising travel destination owing to its off-the-beaten-path ecotourism wonders,
dive sites and sea surfing venues like Puraran Beach where
waters offer thrill and adventure reeling with surf, sand
and sun featured as the islands
tourism icon sitting amid the
backdrop of scintillating coves

and rolling hills.

The Provincial Tourism Office (PTO) has also prepared a
Flores de Mayo (Flowers of
May) celebration, a santacruzan event incorporating abaca
products to the old Filipino
religious tradition that is observed all over the Philippines
during the month of May.
Santacruzan, which is considered to be the "Queen of
Filipino Festivals", features
beautiful town belles and goodlooking escorts selected into
this colorful pageant parade
under
beautifully-decorated
hand-carried bamboo arcs locally called arko.
It will be staged on May
27 as a float parade and abaca
garments fashion show cum

modern cocktail dresses -- the

The Barong Tagalog is a
traditional attire which is actually an embroidered formal
garment used by both the Filipino men and women not only
for formal dressing but also as
the most common traditional
wedding costume.

the top blouse and the saya is
the skirt -- has evolved with
the passage of time as original-

To name a few, KABALIKAT CIVICOMs presence is

They have their men scattered all over strategic areas

the busy thoroughfares, manning and de-clogging the traffic
and always ready to lend a hand

KABALIKAT CIVICOM
has also a long standing Memorandum of Agreement (MOA)

We have also received reports about people introducing
themselves as DOLE employees or retired employees, offering special arrangements allegedly from DOLE. These are

made it clear that their retired

authorized conduct visits to any
company or to represent the department.
The same reminder has been
released by DOLE seven years
ago, and again in 2013, when
news were received about people falsely representing DOLE

According to DOLE Bicol,
the focus of their office is to provide clean, honest, and efficient
service to Bicolanos in the labor
aspect. Any authorized payment
to be received by DOLE can
only be done within their respective regional and provincial offices, stated DOLE.
Trayvilla also is also urging

Catanduanes Governor Araceli Wong, in another statement, said that those are only
among the line-up of events
that will highlight the milestone of the abaca industry,
from production and processing skills to technology development, marketing and investments.
The 1st Catanduanes
Abaca Festival will also be a
grand showcase of the distinct
culture and heritage of Catandunganons that contribute in the
making of the island a unique
tourist attraction, Wong said.
These activities, the governor said, will feature as well
the exceptional resilience from
natural calamities of Catanduanes, given that the province
occupies the first landmass to
be kissed by the waves of the
Pacific Ocean, exposing it to
tropical cyclones constantly
hitting the countrys eastern
seaboard.
We dedicate the celebrations especially to the provinces booming abaca industry
as it is high time now that the
province pays tribute to it in
recognition of its significant
contributions to the islands
economy and to the good life
that its people enjoy, Wong

In 2013, AKB bid for reelection, but it was not allowed by the Commission on
Elections (COMELEC) due
to alleged failure to represent
the marginalized community.
This, however, was disputed
and escalated to the Supreme
Court, causing COMELECs
decision to be forestalled.
Once again, AKB targeted
re-election this 2016 and impressively bags first place

The victory of AKB, as it
appears, is credited mainly on
their answered call for a solid
Bicolano support. According
to reports, the party even garnered 347,777 votes in Camarines Sur alone.
According to statements
released by AKB, they vow
to provide quality service, not
just for Bicolanos, but for all
Filipinos. With the slogan:

pressing our gratitude to God

Catandunganons in nurturing
this industry while promoting
the local tourism industry.
The province, sitting off the
northeastern side of the Bicol
Peninsula and separated from
the mainland by Maqueda Bay,
has a total of over 35,500 hectares of abaca plantations cultivated by 15,454 farmers producing an average of 19,000
metric tons of fiber yearly, representing 33.2 percent of the
total national annual production, to become the countrys
fiber industry leader.
This makes abaca its backbone industry that since time
immemorial has made the island a prized contributor to
countrys fiber export earnings.
In 2012 alone, the country
posted an amount of USD 120
million in abaca export earnings or an over Php 5 billion on

the back of increased demand

for abaca pulp and cordage in
the Philippines major markets, according to PhilFIDA
records.
Called a smart crop owing to abaca plants resistance
to typhoons and drought, it
serves as the top agricultural
commodity that keeps the local
economy alive from the farm
gate down to traders receipts
providing stable employment,
livelihood and business opportunities leading to the provinces lower poverty rate compared to other Bicol areas.
In its latest poverty incidence report, the Philippine
Statistics Authority placed Catanduanes poverty rate at 27.1
percent, the second lowest next
to Camarines Nortes 24.7 percent among Bicols six provinces -- with Masbate topping
the list at 44.2 percent, followed by Albay, 36.1 percent;
Camarines Sur, 33.5 percent;
and Sorsogon, 32.1 percent.
