YOKOHAMA--Kanagawa on Thursday became the first of the nation's 47


prefectures to prohibit smoking in public buildings.

The ordinance is aimed at protecting the health of nonsmokers from the


inhalation of second-hand smoke, or passive smoking.

Since the ordinance classifies public facilities into two categories, it may
take time until the policy is strictly observed across the prefecture.

The ordinance prohibits smoking in facilities such as hospitals and


schools. It obliges hotels and restaurants to choose between becoming
nonsmoking and creating separate smoking areas.
For violators, the ordinance sets fines of up to 20,000 yen ($215) for
smokers and up to 50,000 yen for facility operators. The penalty will be
applied to restaurants from April 1, 2011.

Restaurants and bars with up to 100 square meters of floor space are
exempt from the ordinance. However, they are required to make an
effort to separate smoking and nonsmoking areas.

3) SUMMARY

Kanagawa prefecture started to prohibit smoking in public buidings.This


is the first attempt in Japan.The ordinance is aimed at protecting
nonsmokers from inhalation of second-hand smoke,or passive smoke.

The ordinance obliges hotels and restaurants to make separate smoking


area.But small restaurants(up to 100 square meters of floor space)are
exempt from making separate smoking area.

4) IN MY OPINION

I become very uncomfortable when I can’t avoid smoke in public place.So


I think this law is valuable for many people who don’t like smoking.And I
want Aoyama Gakuin University reduce smoking places in campus
because I am forced to inhale smoke when I’m walking around smoking
area.I think smokers must have manners in order not to become
nonsmokers uncomfortable.
