PAD 102 : INTRODUCTION TO PUBLIC ADMINISTRATION

COURSE DESCRIPTION
1.

Lectures and Tutorials


Lectures and tutorials will be held two hours each, every week. Students are
expected to attend lectures and tutorials. The university ruling on 80%
attendance must be observed. Students are encouraged to participate during
lectures/tutorials by asking question, give comments, opinions and equally
responsible that the class will be interactive and informative hours. Based on
Integrated CGPA (ICGPA), students will be tested according to TWO (2) criteria:
such as Program Learning Outcome 1 - Knowledge (will be measured based on
test and final exam) and Program Learning Outcome 5 Presentation (will be
measured based on oral/audio-video/poster presentation, written assignment and
participation for each member throughout the semester during discussion)

The breakdown of the course evaluation and assessment are as follows:


2.1.1

Test 1 (10 %) Week 6

It consists of 4 short essay questions in which the students are required to


choose 2 out of 4 questions. Mark for each question is 10 marks. Total marks are
20 and will be converted to 10 %. Topics covered from topic 1, 2 and 3. Time
allocated is 45 minutes.
2.1.2

Test 2 (10 %) Week 11

It is a set of 3 long essay questions. Students are compulsory to answer any


ONE (1) question. Each question carries 25 marks. Total marks are 25 and will
be converted into 10 %. Topics covered from topic 4, 5 and 6. Time allocated is
60 minutes.

Final examination (60 %)

It consists of 2 parts. Part A consists of 5 short essay questions and students are
compulsory answer ALL questions. For part A each question carries 10 marks.
Part B consists of 4 long essay questions and students are required to answer
any 2 questions. Each question carries 25 marks. Total marks are 100 and will be
converted into 60 %.
(* Topic 4 - Government administrative machinery excluded from final
exam questions)

Presentation/ Group Assignment (5 %) -

a.Description
It is a group work. Each group must comprise of maximum 4 members
(or as allowed by the tutor) in each group, depending on the size of the
class and lecturer/ tutors discretion. Lecturers/tutors may assign any
questions as long as related to topic 4: Government administrative
machinery. Presentation will be individually rated. Total marks are 25 and
will be converted into 5 %.
# Topic 4 - Government administrative machinery (topic 4 was excluded
from final exam; therefore this presentation is designed to assess
students knowledge and comprehension on topic 4).

Every group member has to present.

For other technical aspects such as color, font type, icon, students
are free to use their own creativity and make full use of the visual
aids available.

Written Assignment (10%)


There are 2 types of written assignment must be completed by the
students.
Written Assignment 1 - (3%)
a. Description
Based on the topic given for presentation, each group required to
write an essay in 700 words onwards. Font size Arial 11 and
single spacing. Total marks are 25 and will be converted into 3%.

Written Assignment 2 - (7%)


a.

Description
In order to succeed in final exam, each student is required to write an
answer based on past year questions/short or long questions on a topic

related to the syllabus. This is to ensure students may be familiar with


technical process on how to write clearly and concisely during final exam.
During tutorial class lecturers/tutors must provide at least 2-4 questions
for every topic and students are compulsory to answer any 1-2 questions
and submit their answer on that particular/following week.
(Lecturers/tutors can determined any questions as long as related with the
syllabus)
Ask students to write a few answers during class. Some mixture of inclass writing and outside writing assignment will give students the practice
they need to improve their skills.
After assignments have been checked, discuss the values of outlines;
explain how to elaborate their point and how to give an example for each
point given. Students need to be informed about their progress so that
they can formulate their thoughts, generate ideas, and focus their answer.

Methods of written assignment (Lecturers/tutors can choose any


method from here):

1. Tutorial questions: lecturers/tutors may provide any questions that


are related to the syllabus. Questions can be vary (short
essay/long essay/fill in the blanks, etc. )or
2. Workbook:
compilation of many questions from syllabus.
Lecturers/tutors can use their creativity to develop such workbook.
or
3. Model answer: Students may refer best answer from previous test/
final exam questions and written assignment. Students can
compare/review their work.
b. Submission of assignment
Students are required to write and lecturers/tutors need to check
their answers every week. For overall of assessment rate, each
student needs to submit their works on week 11 (Lecturers/tutors
will review students answer from topics 1-8). Marks for assignment is
20 and will be converted into 7 %.
c. Allocation of Assessment
Based on the assessment form provided. Assessment will be individually
rated.
2.1.6

Discussion (5 %)

a. Description :
For this part, students will be divided in small groups to explore a number of
issues/scenario related to public administration in Malaysia . Ask your students to
bring to class enough copies of a paper/ marker pen/color pen for each person in
their group. Each group will be asked to work on a different issue for 45 minutes.
Give your students guidelines for critiquing the topic. The most important step is
for every group members to participate during discussion because
lecturers/tutors will assess students performance during group activity. At the
end, each group required to produce mind map/summary of the main ideas and
present it in 5 minutes. Total marks for the 2 group discussion are 40 and will be
converted into 5 %.

lecturers/tutors will evaluate the students during the discussion
