CHAPTER RULES AND BYLAWS

For
A NON-PROFIT ORGANIZATION
FILLMORE, CALIFORNIA

SOUTHERN CALIFORNIA YOUTH FOOTBALL

ADOPTED FEBRUARY 13, 2014

SECTION I
NAME: The name adopted of this organization Southern California Youth Football
Under its own chapter. Sanctioned under Pacific Youth Football League (PYFL)
rules and bylaws
ADDRESS: 834 Wileman St Fillmore CA 93015. Meetings will be held bi
monthly at a pre-designated location determined by the Executive Board.
STRUCTURE: In accordance with section 501 C (3) of the Federal Internal
Revenue Code, Southern California Youth Football shall operate as a non profit
organization.

SECTION II
PURPOSE: So Cal Youth Football is dedicated to promoting the value of hard
work, teamwork, and sportsmanship under proper and experienced coaches and
mentors.
CREED/MOTTO: So Cal Youth Football- To inspire and promote teamwork,
leadership, and self discipline that goes far beyond the playing field. Promote a
learning environment that will seek to inspire all participants equally with no
regard to sex, race, creed, physical ability or national origin.

SECTION III
The Executive Board shall consist of the President, Treasurer, Secretary and Cheer
Director. The Executive Board shall conduct the affairs of this organization. This
includes controlling and managing all property belonging to the organization, as
well as conducting business on behalf of the organization. In the event of a vote
that is tied, the President shall vote twice and be the tiebreaking vote.
PRESIDENT: The President shall have supervision, direction, and control of the
business and affairs of the organization and Executive Board. Shall have both
original and appellate jurisdiction over any infraction and asses penalties against
any team, coach and player and parent. The President shall confirm and approve
head coaches, assistant coaches and sub committees. The President shall be a
resident of Fillmore, CA.
TREASURER: The Treasurer shall keep and maintain an adequate and correct
accounting of the properties and business transactions of the So Cal Youth Football
Program.
SECRETARY: The Secretary is responsible for posting an agenda for general
board meetings. They shall provide minutes for all meetings.

SECTION IV
MEMBERS AT LARGE: Members at large shall perform and assist with other
duties as deemed appropriate by the Executive Board. All Board members must
abide by assisting at the 4th of July Fireworks booth and home games during the
season. A minimum of 3 homes games per home stand is required by each board
member to help with one of the following functions; snack bar, field
commissioner, announcer, or scoreboard operator. If a board member does not
assist with a minimum of 3 games on a given Saturday they will be removed from
office the following Monday by written notice from the President. If a board
member is not able to assist at the necessary 3 homes games they must make up
those games the following home stand.
TERMS OF OFFICE: The Executive Board shall serve a 3-year term of office.
Any member of the Executive Board may be removed from office by either written
resignation, or recall vote by the executive board. The Executive board may reinstate for office following the 3-year term. The numbers of terms are not limited
to any number of consecutive terms. Each member of large serves a one-year term
and can re-apply every year.

VACANCIES: The President shall take immediate action and appoint a qualified
member to the Executive board, if a seat on the board becomes vacant.
HEAD COACH: The head coach for football teams will abide by CIF, PYFL, and
So Cal Youth Football rules, regulations, and bylaws. Any person selected to be a
head coach must be serve at least 2 full seasons without interruption to be
considered as a head coach. The head coach must be in good standing and have no
prior suspensions or bans from any PYFL chapter including the Fillmore Bears or
any other youth sports program. They will be responsible for daily practices and
weekly games. The HC will not be under the influence of alcohol or any controlled
substance at any practices and games.
SELECTION PROCESS: Those seeking Head Coaching positions will be selected
by the President and will be interviewed by a selected panel of coaches and former
players at the discretion of the President.
ASSISTANT COACHES: Head Coach may choose their staff and must be
approved by the President prior to beginning any controlled practices. All coaches
must pass a background check.

SECTION V
TEAM COMPOSITION: Per PYFL bylaws the team must have a minimum of 16
players and maximum of 25 players. However the maximum of 25 can be more at
the discretion of the head coach and President. Drafting Procedures and guidelines
are in accordance with PYFL official rules. Practices will commence on the date
prescribed by the PYFL. All players must submit a complete physical form
furnished by a licensed medical physician.
REGISTRATION COMPOSITION: Registration dues will vary from year to year
depending on the price for field usage, equipment costs, and insurance rates.
Refunds will be granted prior to equipment being ordered. No refunds will be
provided after any gear has been ordered.

SECTION VI
Qualifications: Any Person seeking a nomination for President must have served as
a member for 3 years and have a minimum of 5 years coaching experience. They
must also be in good standing and have not been removed or banned from any
other league or youth organization. The Executive board must be residents of
Fillmore, CA. in order to better serve the So Cal Youth Football Program.
