HOUSING AND HUMAN SETTLEMENTS
HOUSING TECHNOLOGIES
Technological change is placing increased pressure on the real
estate industry. It has reduced the market edge of the real estate
professional by democratizing information and allowing other
settlement service providers to occupy priority positions in the
transaction. It forces real estate firms to create new ways of
adding value for consumers and thus has raised the cost of doing
business, leading to consolidation of the industry. Finally, by
creating a vast array of investment vehicles, technology has
drawn household wealth away from owned housing toward
financial markets, thus decreasing demand for real estate
services. This article describes how each of these impacts will
play out in the future.
NHA ON HOUSING MARKET
The National Housing Authority (NHA) is the sole national
agency mandated to engage in housing production for low
income families. It traces its roots to the People's Homesite
Corporation (PHC), the first government housing agency
established on 14 October 1938 and to the National Housing
Commission (NHC) which was created seven years later, on 17
September 1945. These two agencies, the PHC and the NHC,
were eventually merged on 4 October 1947 into the People's
Homesite and Housing Corporation (PHHC).
The Ministry adopted the wholistic approach to housing. The
NHA was placed as an attached agency to the MHS.On 26
March 1986, Executive Order No. 10 was issued placing the
NHA as well as the other agencies attached to the abolished
MHS, under the administrative supervision of the office of the
President. Subsequently, Executive Order No. 90 was issued on
17 December 1986, rationalizing the housing structure in the
government along lines of specialization and concentration.
EO 90 identified the key housing agencies to implement the
National Shelter Program and defined their respective
mandates. The NHA was mandated to be the sole government
agency to engage in housing production. Under the said
Executive Order, NHA was placed under the policy and
program supervision of the Housing and Urban Development
Coordinating Council (HUDCC), the umbrella agency for
shelter charged with the main function of coordinating the
activities of various government housing agencies engaged in
production, finance and regulation.
Executive Order No. 20 on 28 May 2001 reaffirmed mass
housing as a centerpiece program in the poverty alleviation
efforts of government. Said EO likewise reaffirmed HUDCC's

administrative supervision over the housing agencies including


the NHA.
AITECH
- Accreditation of Innovative Technologies for Housing
- AITECH stands for Accreditation of Innovative Technologies
for Housing. It is a system for accrediting innovative
technologies for housing. AITECH was conceived as a result of
the numerous building technologies that have been developed
in the last few years using non-traditional or alternative
materials and systems. Cognizant of their potential in reducing
over-all housing costs, it has become imperative to accredit
these innovative technologies for low-cost housing.
AITECH responds to queries and requests from
private manufacturers of indigenous and innovative building
materials/systems for technical and engineering evaluation
leading to accreditation of these products. The AITECH InterAgency Committee reviews and accredits the technologies
OBJECTIVES OF THE COMMITTEE
The AITECH Committee acts as a review and approving
body for applications for accreditation of innovative
technologies appropriate for housing. Its main objective is to
assist producers of innovative technologies in securing
acceptance of their products or systems in the market as well
as to make these technologies acceptable for funding under
government housing loan programs.
The Committee also aims to encourage and promote the
use of innovative technologies as an alternative to traditional
housing construction system; and to develop standards,
guidelines, and procedures for accreditation system.
SCOPE OF WORK AND FUNCTIONS OF THE
COMMITTEE
The AITECH Committee reviews applications for
accreditation of new and improved technologies which are
appropriate for housing and can serve as alternatives to
traditional or conventional building technologies.
The Committee performs the following functions:

Review and approve applications for materials


testing and engineering and economic evaluation of
local and/or foreign innovative housing
technologies;
Provide services as testing, wherein evaluating
agencies conduct the necessary validation on
innovative technology systems / materials;
Issue certificates of validation and / or
accreditation to manufacturers / owners of
approved innovative technology systems /
materials;

Issue implementing guidelines and procedures on


the said accreditation system for public
dissemination;
Determine the amount of processing fee to be
charged by testing / evaluating agencies for the
information of applicants;
Establish performance and cost standards and
identify relevant tests for building materials /
systems as the basis for evaluating and accrediting
innovative technology systems / materials;
Review appropriate applications of new
technologies and use of innovative building
materials;
Provider a short-list of accredited building
technologies to funding institutions and
dissemination of information to other possible endusers; and
Undertake such other functions as may be
necessary to disseminate information to support its
primary functions.

ROLES AND RESPONSIBILITIES OF PARTICIPATING


AGENCIES
The roles and responsibilities of participating agencies
are:
HUDCC - gives final approval for issuance of
accreditation certificate. The HUDCC Chairman
affixes his signature on the certificate.
2. NHA - evaluates applications based on checklist of
requirements; refers to evaluating agencies (UPBRS, DOST, DPWH); evaluates and validates costs
and structural designs; and consolidates evaluation
results. Also assigned as AITECH secretariat.
3. DOST-PCIEERD - evaluates materials properties
(physical, mechanical behavior, etc); and conducts
research and development of new technologies.
4. HGC - appraises housing unit.
5. UP-BRS - evaluates structural designs, properties of
building materials, and overall technical feasibility
of technologies, and conducts information
dissemination.
6. DPWH-BRS - evaluates structural designs and
properties of building materials.
7. HDMF - reviews and accepts accredited
technologies for mortgage financing under UHLP
and HDMF housing loan programs.
8. NHMFC - reviews and accepts accredited
technologies for mortgage financing under UHLP.
9. CIAP - disseminates information; and includes
applicable technologies in the Modular Coordination
System.
10. HLURB - evaluates technologies for compliance
with housing standards based on BP 220 / National
Building Code.
11. DTI-BPS- monitors quality of production through
regular inspection of local production plants; and
takes charge of patenting technologies.

CRITERIA FOR ACCREDITATION


Innovative technologies include local and international
technologies that use non-traditional or alternative materials or
system with significant reductions in construction costs
(thereby insuring affordability) as opposed to the use of
conventional materials and systems (e.g. concrete hollow
blocks). In addition, innovative technologies place emphasis
on environmental considerations.

DEFINITION OF TECHNOLOGY
The term "technology" refers to (1) new production

BP344 & other applicable laws;
2. Structural evaluation / validation of submitted
structural designs (based on design load and
allowable applied stresses);
3. Cost effectiveness based on the resulting
construction costs (current cost estimates of housing
construction inclusive of mark-up) as compared
with housing units built with conventional building
technologies. Use of special equipment and costs of
transport shipment of materials should also be
incorporated in cost estimates;
4. Appraisal / validation of housing units using the
technology for mortgage acceptance by funding
institutions;
5. Physical properties and structural soundness of
technologies in relation to health consideration and
suitability to local climactic and topographic
conditions;
6. Locally available raw materials for the production /
use of particular technologies; and
7. Consistency of required quality in mass production.
STEPS IN ACCREDITATION
Technology evaluation shall be based on the
information provided in all documents submitted to the
AITECH Secretariat as well as on plant and site inspection
conducted by the AITECH member-agencies. The steps in
accreditation are as follows:
The Committee performs the following functions:

1. The proponent submits AITECH accreditation


application.
2. AITECH Secretariat receives application and
reviews attached documents if complete.
3. If documents are complete, AITECH Secretariat
issues Order of Payment for Evaluation Fee.
4. NHA-HTDO evaluates compliance to standards,
structural design, cost evaluation or seek assistance
of support agencies. Forward to DPWH, ASEP for
complicated structural analysis, and / or to UP BRS / DPWH - BRS / DOST for testing.

5. Conduct of Site/Plant visit and Inspection.


6. AITECH Secretariat prepares Consolidated Report
and Recommendation to be submitted to GM for
endorsement to HUDCC Chair.
7. GM to endorse the recommendation for AITECH
accreditation to HUDCC Chair. HUDCC Chair
approves recommendation and signs AITECH
accreditation certificate.
8. Secures approved AITECH accreditation certificate
and informs proponent.
