1. Abstract
This document contains complete information about using TAWTHEEQ eForms system, it is
considered as the first step to become a professional user of TAWTHEEQ eForms system. After
going through this document, you will be aware of the registration process, and all transactions
related to TAWTHEEQ eForms system.

2. Overview
TAWTHEEQ means Attestation in Arabic.
TAWTHEEQ eForms is an online application developed specifically for public users. The users will
create tenancy contracts by registering themselves as Tenants (Person, Company, Government)
and uploading all supporting documents. On success, a contract number will be generated along
with the Audit information page that can be printed and used for further processing.

3. Accessing the System


3.1. Link to eForms
General Public can find link to the eForms at the following website:
https://tawtheeq.dma.abudhabi.ae/eforms/LoginCitizen.aspx

3.2. Login/ Register


To login or register to Eforms, please follow the below steps:
1. Go to https://tawtheeq.dma.abudhabi.ae/eforms/LoginCitizen.aspx
2. The main page will be loaded. You can either register as a new tenant or use your
credentials to log in the system.

3.3. Changing Language


Eforms are available in English and Arabic versions. You can easily switch to any of these
languages according to your need.

4. Registration Process
If you are the first time user of eForms, click REGISTER to open the registration options.
Registration can be made as Person Tenant, Company Tenant or Government Tenant.
Note: The registration is specifically for tenants. It is not intended for
Landlords/Property Management Companies (PMCs). Landlords can register on
behalf of tenant by using their (Tenants) information.
Please carefully select type of tenant and provide correct information for all fields. This
information will be used in creation and renewal of Tenancy Contract and will be
printed on Contract. User will not be able to change Emirates ID and/or Trade License
and/or P.O. Box of the tenant if he provided wrong information at this stage.

4.1. Register as Person Tenant


For Residential Units: Register as a Person Tenant if you are renting out a residential unit for
your family or as a Bachelor (single)
For Commercial Units: Register as a Person Tenant for commercial units, if you have not got the
trade license; yet the Initial approval of license is available. This contract will be considered as
Company Under Establishment contract applicable only on commercial units with Tenant as
Person
1. Click on REGISTER and select PERSON from options to register as a Person tenant as
shown in the below images

2. Fill in all the fields. There are tooltips all over the application that explains the user what
exactly is required.

3. Enter the emirates ID. Emirates ID must be 15 digits long and must be valid.
(Remember that you will not be able to change the emirates ID once you have successfully
registered)

4. Enter the name of the person as per the Emirates ID. The first name is mandatory
(Name can be entered in English or Arabic)

5. Enter a valid email


6. Enter a valid Mobile number
(Code will be sent to the mobile number which has been provided here)
7. Fill in all details and click on the Get Code button to receive the code via SMS.

Note: All fields marked with * are required and correct information must be provided

8. An SMS will be sent to the registered number having the code to be entered.

Note: If you didnt received the SMS with the code within few minutes, you may click the link
to go back (as shown in the image below) and check the details
If you provided the correct details and you still didnt received SMS within maximum 2 hours,

9. Enter the code in the place provided and click on Register button to complete the
registration process

10. Once the registration is done, system will show the confirmation message and you will get
an SMS with login credentials

11. Registration process is completed. You should be able to login to the system by using the
details received in the SMS

Login successful:
1. Use your login details to log in the system.

2. If the login credentials are correct, you will be logged in the application else an error
message will appear.

4.2. Register as Company Tenant


For Residential Units: Register as a Company Tenant if you are renting out a residential unit for
your staff
For Commercial Units: Register as a Company Tenant to get the commercial contracts applied on
offices, shops, showrooms, etc.
1. Click on REGISTER and select COMPANY from options to register as a Company tenant as
shown in the below images

2. Fill in all the fields. Enter the trade license number


(Remember that you will not be able to change the trade license once you have successfully
registered)

3. Enter the full name of the company as per the Trade license.
(Name can be entered in English or Arabic)

4. Enter a valid email


5. Enter a valid Mobile number
(Code will be sent to the mobile number which has been provided here)

6. Fill in all details and click on the Get Code button to receive the code via SMS.

7. An SMS will be sent to the registered number having the code to be entered
8. Enter the code in the place provided and click on Register button to complete the
registration process
9. Once the registration is done, system will show the confirmation message and you will get
an SMS with login credentials
10. Log in to the system using the credentials provided for company tenant

4.3. Register as Government Tenant


For Residential Units: Register as a Government Tenant if you are renting out a residential unit
for your staff
For Commercial Units: Register as a Government Tenant to get the commercial contracts applied
on offices, shops, showrooms, etc.
1. Click on REGISTER and select GOVERNMENT from options to register as a Government
tenant as shown in the below images

2. Fill in all the fields. Enter the P.O.Box. number.


(Remember that you will not be able to change the P.O.Box. once you have successfully registered)

3. Enter the full name of the government


(Name can be entered in English or Arabic)

4. Enter a valid email


5. Enter a valid Mobile number
(Code will be sent to the mobile number which has been provided here)
6. Fill in all details and click on the Get Code button to receive the code via SMS.

7. An SMS will be sent to the registered number having the code to be entered
8. Enter the code in the place provided and click on Register button to complete the
registration process

9. Once the registration is done, system will show the confirmation message and you will get
an SMS with login credentials
10. Log in to the system using the credentials provided for government tenant

11. Login info shows that the user has logged in

4.4. Duplicate Registration


Once the Emirates ID (for Person Tenant), Trade License (for Company Tenant), P.O.Box (for
Government Tenant) is registered for eforms; you cannot use the same details to create another
login. System validates and verifies for duplicated entries. In this case, you will get the error
message.

Note: If you forgot your password, you may use Password Recovery option at the main page
to get new password at your registered mobile number.

4.5. Password recovery


Password recovery is a powerful feature of eforms system. You can make a request and reset the
password (when desired). The system will generate a new password and forwards this to the
mobile number you have registered before.

4.6. Home Page/Dashboard


Once you log in, you will be directed to the home page/dashboard of eforms application as
shown in the figure below.

User name: Emirates ID/ Trade License/ P.O.Box.
Type: Person/Company/Government (type of tenant)
Profile : takes you to the User Profile page
Log out : logs you out from the eForms application

Create Sublease Tenancy Contract
Note: Details of these actions is explained further in this guide

Modify Occupant: Occupants can be modified for contracts having Registered
and Non-registered status.
Renew: All Expired contracts can be renewed. Registered contracts can be
renewed before expiry
Download Registered contract: Only those contracts can be downloaded which
have Registered status.

4.7. User Profile


You can always view the details of the user (Tenant) from Profile link.

4.8. Logging Out


To log out from the system:
Click on Logout which comes under the User link and also you can use the Logout option
appearing under the Login info link.

5. Contracts
Following are the actions that a user can perform for tenancy contracts:

Create New Tenancy Contract


Renew Tenancy Contract

Create Sublease Contract


Note: These all transactions can be performed by Person/Company & Government Tenants.

5.1. Create New Tenancy Contract


Log in to the eforms using Person/Company/Government tenant credentials. Enter the user
name and password; then click on LOGIN button.
In the below example, we have taken the Person tenant. For Company and Government tenants,
you have to follow the same steps.

New Tenancy contracts can be created using Create New Tenancy Contract option from the
Homepage. The following window will appear:

The wizard will guide you through each step that is required to complete the contract creation
process. The top menu is clickable and is explained below:

Residential Units:
Residential contracts can be created by Person, Company and Government tenants
Occupants must be added to units
In case of Group contracts, all units must have at least one occupant. The rental usage for
all units must be Residential

Step 1. Property Details


In property details section, user must fill in the Registrant Tawtheeq ID, Property ID and Unit/s
ID(s) for the contract and click on Verify Elements to verify the information validity. If you are
renting out an independent villa, then Unit ID is not required. Just provide the Tawtheeq ID &
Property ID and proceed.
(Examples: Property Registrant Tawtheeq ID (ACC5442), Property (PRP12345) and Unit (UNT12345))

If the details are correct, you will get a message Verified Successfully. In case, the details are
not correct, you will get the concerned error message
(For error messages, refer to Section 7. Error messages and workaround)
If the information is valid, user will be able to do the following:
1. User must select the Rent Usage. User need to provide info about how he/she will use the
unit, for Residential purpose or, for Commercial purpose.
i. If tenant will use the unit for Residential purpose, user must select Accommodation
Type to specify if he wants to use Unit for Family or for Singles (bachelors).
ii. You can also change the Residential usage to Commercial in case of villas; but your
require DED approval for the same
iii. If the tenant will use the unit for Commercial purpose, Accommodation Type is not
needed, hence it will be disabled.

2. If you are making a Group TC, you can add more units by clicking on the ADD button and
adding more Unit IDs.

Note: If user have provided more than one unit, all units must be of same type. For
example: All units must be of type residential or commercial. Mixed units are
not allowed to be rented under the same contract.

3. Click on NEXT button to proceed. All info will be saved as draft (when you click next). If you
do not wish to continue at this time, you may login to eForms later and reopen the saved
draft at the home page (explained above in this document)
Step 2. Stakeholders Details
In Stakeholders details section, user must add tenant and occupants as follows:

1. Add Tenant Details


i. User has to click Add Tenant link to add tenant details.
ii. Once user clicks the link, a form will appear as shown in the image below.

iii. Some of the fields are pre-filled (For example: Trade License Number, name, etc.)
iv. All required fields must be filled to add the tenant to the contract.
v. After adding the tenant, user can modify tenant details (if required) as shown in image
below.

2. Add Occupants Details


i. If at the previous section (property details), Rent Usage was selected as Residential,
only then Add Occupants option will appear.
ii. If at the previous section (property details), Rent Usage was selected as Commercial
or Industrial or it is disabled, Add Occupants option will not appear.
iii. User has to click Add Occupants link to add occupant details.
iv. Once user clicks the link, a form will appear as shown in the image below.

v. Click on the Fill with tenant data option if the tenant is also an occupant. You can also
add more occupants as desired
vi. All required fields must be filled to add occupant to the contract.
vii. After adding the occupant, user can modify or delete occupant (if required) as shown in
image below.

3. Click NEXT to go to next screen. All info will be saved as draft (when you click next). If you
do not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).

Occupants If user has provided more than one units at property details section,
Note:
minimum one occupant must be added for Every Unit.

Step 3. Contract Details


In contract details section, user must fill in all the fields as follows
1. Contract Dates
User must provide Contract Start date
(Contract Start date can be todays date or any future date)

User must provide Contract End date


(Contract End date can be any future date with minimum 1 month duration from contract start
date)

2. Contract Payments
User must provide Rent Amount
(Total rent amount for the duration of the contract)

User may provide Security Deposit


(This will be the refundable security deposit)

User must provide Number of Payments


(This will be the no of installments to pay the rent amount)

User must click Show/Update Payment Plan button to generate the installments.
Once Payments (Installments) are generated, user may define each installment
independently.
(User has to make sure that the installments total amount does not exceed the Total Rent Amount.
Besides, the last installment date should be within the contract end date.)

3. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).

Step 4. Attachment Details


In Attachment details section, user must scan and upload the required documents as follows:
1. Select the document type as shown in the image below.
(More than one document types can be selected if one scanned file contains more than one
document types.)

2. Click Add Files and new popup will appear where user may browse and select file to be
uploaded.
3. The selected file should automatically be uploaded and 1 row for each document type
selected should be generated automatically.
4. Provide the Document Name, No of pages, Expiry Date (If applicable) and any other special
notes for the document.
5. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).

Step 5. Special Terms


In Special Terms section, user may type if there are and special terms and conditions which
were agreed between Lessor and Tenant and needs to be printed on the Contract.

Step 6. Summary
Summary section will show all the sections from the Form. It will help user to review the
details he provided. If he wants, he can go back to modify the details. User must agree to the
terms and conditions for the eForms and click proceed at Summary page to Create Tenancy
Contract.

Step 7. Printable Contract


On success, a contract number should be generated and user may view the printable version of
the contract.

The created contract will be available at the home page under Tenancy Contracts List as shown
in the image below. You can click on the contract number and view the Audit page. This can
also be printed for further reference.

5.1.1. Modify Occupants


Occupants can be modified for Registered and Non-registered contracts. To modify occupants,
click on Modify Occupants icon. Remember that occupants can be modified only for residential
contracts.

The following window appears:

You can ADD a new occupant record, modify or delete an existing record. Once you are done,
click on Save button to go to the home page.

Commercial/Industrial Units:

Commercial contracts can be created by Company and Government tenants


Commercial contract is allowed for Person tenant only in case he provides the initial
approval of license issued by the license department. The same document must be
uploaded. This type of contract is called Company under establishment contract
In case of Group contracts, the rental usage must be commercial for all.

Step 1. Property Details


In property details section, user must fill in the Property/Unit Registrant Tawtheeq ID, Property
and Unit/s details for the contract and click on Verify Elements to verify the information
validity.
(Examples: Property Registrant Tawtheeq ID (ACC5442), Property (PRP12345) and Unit (UNT12345))
Note: If user have provided more than one unit, all units must be of same type. For
example: All units must be of type residential or commercial. Mixed units are
not allowed to be rented under the same contract.

1. If the information is valid, user will able to Click Next to go to next screen. All info will be
saved as draft (when you click next). If you do not wish to continue at this time, you may
login to eForms latter and reopen the saved draft at the home page (explained above in
this document).

Step 2. Stakeholders Details


In Stakeholders details section, user must add tenant and occupants as follows:
1. Add Tenant Details
i. User has to click Add Tenant link to add tenant details.
ii. Once user clicks the link, a form will appear as shown in the image below.

iii. Some of the fields are pre-filled (For example: mobile, emirates ID, etc.)
iv. All required fields must be filled to add the tenant to the contract.
v. After adding the tenant, user can modify tenant details (if required) as shown in image
below.

2. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).
Step 3. Contract Details
In contract details section, user must fill in all the fields as follows
1. Contract Dates
User must provide Contract Start date.
(Contract Start date can be todays date or any future date)

User must provide Contract End date.


(Contract End date can be any future date with minimum 1 month duration from contract start
date)

2. Rented Area
Whole Unit can be selected if you are renting a complete commercial unit.
Partial Unit can be selected if you are renting a partial commercial unit. If Partial Area is
selected, then Contract Area must be defined.
(Contract Area is the actual rented area from the total or available area)

3. Contract Payments
User must provide Rent Amount
(Total rent amount for the duration of the contract)

User may provide Security Deposit.


(This will be the refundable security deposit)

User must provide Number of Payments


(This will be the no of installments to pay the rent amount)

User must click Show/Update Payment Plan button to generate the installments.
Once Payments (Installments) are generated, user may define each installment
independently.
(User has to make sure that the installments total amount does not exceed the Total Rent Amount.
Besides, the last installment date should be within the contract end date.)

4. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved

Step 4. Attachment Details


In Attachment details section, user must scan and upload the required documents as follows:
1. Select the document type as shown in the image below.
(More than one document types can be selected if one scanned file contains more than one
document types.)

2. Click Add Files and new popup will appear where user may browse and select file to be
uploaded.
3. The selected file should automatically be uploaded and 1 row for each document type
selected should be generated automatically.
4. Provide the Document Name, No of pages, Expiry Date (If applicable) and any other special
notes for the document.
5. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved

Step 5. Special Terms


In Special Terms section, user may type if there are and special terms and conditions which
were agreed between Lessor and Tenant and needs to be printed on the Contract.

Step 6. Summary
Summary section will show all the sections from the Form. It will help user to review the
details he provided. If he wants, he can go back to modify the details. User must agree to the
terms and conditions for the eForms and click proceed at Summary page to Create Tenancy
Contract.

Step 7. Printable Contract


On success, a contract number should be generated and user may view the printable version of
the contract. The created contract will be available at the home page under Tenancy Contracts
List as shown in the image below

5.1.2. Group Tenancy Contract


If you select more than one unit in the initial step, then you are actually making a Group Tenancy
contract.

You have to add occupants to all units for a Group Tenancy contract.

For creating a Group Tenancy Contract, follow the same steps mentioned in the Section 5.1
Create New Tenancy Contract

5.1.3. Multiple Tenancy Contract

Multiple contracts can be created for commercial units if the area is specified for that unit.
Multiple contracts cannot be created on Group contracts

To create a multiple tenancy contract, follow these steps.


Step 1. Property Details
1. Log in the application using your credentials

Step 2. Stakeholders Details
In Stakeholders details section, user must add tenant as follows:

i. User has to click Add Tenant link to add tenant details.
ii. Once user clicks the link, a form will appear as shown in the image below.

iii. Some of the fields are pre-filled (For example: Trade License Number).
iv. All required fields must be filled to add the tenant to the contract.

v. After adding the tenant, user can modify tenant details (if required) as shown in image

Step 3. Contract Details


In contract details section, user must fill in all the fields as follows
1. Contract Dates
User must provide Contract Start date.
(Contract Start date can be todays date or any future date)

User must provide Contract End date


(Contract End date can be any future date with minimum 1 month duration from contract start
date)

2. Contract Payments
User must provide Rent Amount
(Total rent amount for the duration of the contract)

User may provide Security Deposit


(This will be the refundable security deposit)

User must provide Number of Payments


(This will be the no of installments to pay the rent amount)

User must click Show/Update Payment Plan button to generate the installments.
Once Payments (Installments) are generated, user may define each installment
independently.
(User has to make sure that the installments total amount does not exceed the Total Rent Amount.
Besides, the last installment date should be within the contract end date.)

3. Click next to go to next screen. All info will be saved as draft (when you click next). If you do
not wish to continue at this time, you may login to eForms latter and reopen the saved
draft at the home page (explained above in this document).

4. Rest of the steps same as for other contracts.

5.2. Renew Tenancy Contract


Tenancy contracts can be renewed using Renew Tenancy Contract option. Only those
contracts can be renewed whose status is Registered or Expired. You can click on the option
Renew Tenancy Contract or click on the Renew icon

Enter the previous contract number, contract start and end dated and click on Proceed.

The contract details will be verified and appears in the screen.

Step 2. Stakeholders Details


In Stakeholders details section, the previous tenant details are populated. You can make
changes to the tenant details (if required). Click Next button to proceed

Follow the same steps explained in previous sections for creating a tenancy contract. Once the
contract is created, the old contract is Closed the renewed contract has status NonRegistered
The status of the previous contract will becomes Closed and the new contract will have status
as Non-Registered

5.3. Create Sublease Tenancy Contract


Sublease contracts can be created using the option Create Sublease Tenancy Contract from the
homepage.

Step 1. Property Details


1. In property details section, user must fill in the Master Contract Registrant Tawtheeq ID,
Master Contract Number, Property and Unit/s details for the contract and click on Verify
Elements to verify the information validity.
(Examples: Property Registrant Tawtheeq ID (ACC5442), Master Contract Number: NRMS- 10074781501 Property (PRP12345) and Unit (UNT12345))

Note: If user have provided more than one unit, all units must be of same type. For
example: All units must be of type residential or commercial. Mixed units are
not allowed to be rented under the same contract.
