Board members in attendance were Mark Shockley, Mike Heath, Joan Bollenbacher, Tammy Frye, Gene Tromly, and Skinner Jones. Mr Tromly volunteered to be the meeting's scribe since our Secretary was not in attendance. The meeting was called to order at 6:30 Executive Session began our meeting with a scheduled resident in attendance. Discussed a repayment plan for the homeowner. Mr Skinner reviewed the past history of delinquent payments. Board approved a plan which was agreed to by the resident. A written plan will be submitted to Berkeley Management and payments will be monitored by the treasurer. Out of Executive Session at 7:20 The minutes of the May meeting were approved by unanimous vote. REPORTS President - Mr Shockley has received the Reserve Study, he said we must be successful in following the study's recommendations. Board members must have solidarity in looking after the interests of all residents. Vice President - No report Secretary - absent ACC - No report Common Grounds - Mr Tromly said that new mulch is being spread at the recreation area. Membership - No report Treasurer - Mr Jones reports that there have been no homeowner volunteers for the finance committee. New business - Mr Shockley discussed the publishing of the Reserve Study, lawyer fees, and pets urinating on resident's lawns. He mentioned that we should never snoop on our neighbors over their privacy fences. He wondered if 'beware of dogs' signs and security system signs in front lawns are considered within the community's rules for permitted signage. He heard that Mr Terry Anderson would be the coordinator for the resurrection of the Howe Farms Neighborhood Watch. Terry will be writing a notice in our next newsletter soliciting block captain volunteers. Watch captains will not have to attend numerous meetings to be able to assist the community. There will probably never be a published Resident Directory due to home owners not wanting to provide private information such as email and phone numbers. No potted plants will be provided to new residents as we never know who moves in.....we are having a hard time tracking landlords and renters. With so many military families only being here for three year tours, there is not a lot of 'buy in' interest to knowing the neighbors.

Discussed a particular resident who owed the association a considerable amount of overdue dues and fines. Turned over to collections and the city of Hampton is taking action against the homeowner for failure to correct his property code violations. The ACC chairman discussed trailers that are parked on city streets and behind fences. Had a general discussion about covenants and declarations. Mr Heath provided valuable guidance to the President concerning what the BOD can and cannot do about violators.
