Background Overview
Punjab covers 205,344 square kilometers and is located at the northwestern edge of
the geologic Indian plate in South Asia. The province of Punjab is homeland of five
rivers: the Indus, Sutlej, Chenab, Jhelum, and Ravi. The province is mainly a fertile
region along the river valleys, while sparse deserts can also be found near the
border with India. The region contains Thal and Cholistan deserts. The Indus and
other rivers traverse the Punjab from north to south. Weather extremes are notable
from the hot and barren south to the cool hills of the north. The foothills of the
Himalayas are found in the extreme north as well.
Punjab is beset with abundant of natural and human made hazards that threaten to
affect the lives and livelihoods of its citizens - natural hazards including floods,
storms, earthquakes, heat-wave and drought to human induced disasters such as
fires, civil unrest, terrorism, industrial accidents, sectarian violence, rail, road and air
accidents, health epidemics and cross border conflicts.
Major parts of the Punjab, especially the eastern and southern regions are disaster
prone and continue to suffer from frequent hazards such as floods and droughts. In
1999-2002, a major drought affected 7,286 villages comprising millions of people in
the province. The agricultural crops, livestock and fruit orchards were severely
affected resulting in losses to economic assets, environment damage and
deterioration of health conditions of people in drought affected districts. During the
period 1988-2001, floods devastated more than 18,691 villages and killed 1,162
people. Over 10 million people were severely affected in the 2010 super floods and
2012 flash floods affected adversely two districts in Punjab. These floods also
destroyed agricultural crops, horticulture, livestock, livelihoods and infrastructures.
In upper to mid reaches of the Indus Basin, rivers like Jhelum and Chennab are the
cause of flooding. Major flooding is generally associated with the monsoon low
depression that develops in the Bay of Bengal and move across India in west/northwesterly direction to enter Pakistan. Apart from river floods that particularly affect
districts of Sialkot, Narowal, MandiBahuddin, Sargodha, Khushab, Shikhupura,
Layyah, Rajanpur, D.G. Khan, Jhang, Muzaffargarh and Jehlum, flash floods also hit
hilly and mountain areas of Punjab, which may cause landslides and road erosion. In
recent years, vulnerabilities of large cities to flooding have increased. Cities like
Lahore and Rawalpindi have experienced flooding due to inability of sewerage
system to cope with heavy rains. The confluence of river basins, the canal irrigation
network and interrupted drainage system are some of the major reasons for flooding
in Punjab.
Humanitarian Presence and Action in the province
Humanitarian community kept on responding to difficult situations upon request of
government of Pakistan in the province like 2010 super floods and flash floods in
2012. The activities have scaled down however enough number of international and
national organizations including UN agencies have been able to maintained their
presence since then in all affected areas like Rajanpur and DG Khan.
Coordination Arrangements in the Province
Provincial
OCHA established its presence at Lahore to establish liaison and coordination with
PDMA and government counterparts including NGOs, INGOs and UN agencies at
provincial level in Lahore.
No formal coordination structure is in place including cluster system, Inter Cluster
Coordination Mechanism.
Having basic presence at Lahore and an established relationship with agencies and
PDMA OCHA has the capacity and can deployed additional resources to establish a
coordination mechanism at provincial level for preparedness or emergency response
when/as advise by country office. However, this needs to be noted that based on
experiences southern districts of the province are more prone to monsoon flooding,
so mostly Multan is considered as suitable coordination hub for operational cluster
coordination.
Districts
OCHA established its satellite offices in DG Khan and Rajanpurin response to 2012
flood to support the coordination of localised response in light of the HCT's approved
humanitarian architecture. Coordination among the partners and response have
been significantly can be easily done once agreed at national and provincial level
and if needed in case of emergency scenario.
For internal business continuity planning OCHA has one primary location at Lahore
and another satellite office in DG Khan to cover south Punjab (the most vulnerable
districts). Whereas fully equipped Office in a box is also an alternate option to
immediately respond and to maintain flow of information during a sudden onset of
any emergency and later on to ensure an alternate place where coordination
mechanisms can meet the partners' needs.
Assessment Planning (MIRA, JAR presence, other capacity)
JAR is mainly based and limited to south part of the province,There are already
trained members who were trained as a part of MIRA's human resource
development in south Punjab in 2012. JAR needs to be kept in the system and their
expertise will be taken advantage ofin case of any emergency by refreshing and
reactivating their capacity in proposed MIRA training in Punjab.
