TheBankidentifiesimprovingmaternalhealthasacorporatepriority.Wealsounderstandthat
toimprovematernalhealth,itisnecessarytothinkmultisectorallywiththePathwaysapproach,
asfactorsthatleadtopoormaternalhealtharebroadandrequireimprovementsinarangeof
otherissues,suchaseducation,genderequity,healthsystems,androads.

Thereareavarietyofstrategiesandapproachesthathaveshownpositiveresultsinimproving
theaccesswomen,especiallypoorwomen,havetobasicmaternalhealthservices.

servicestothepoorwomenintheirhomesthroughcommunitybasedskilledbirthattendants,
mobileteamsforprenatalandEPI,communitybaseddistributionofcontraceptives,maternity
waitinghomesandruralmidwiferyprograms.SriLankaandMalaysiasuccessfullyreduced
maternalmortalityinarelativelyshorttimebecauseofincreasedcommunityoutreachthrougha
nationalnetworkofhealthcenters.

2.ImprovingEducationforGirlsandWomen:Provideknowledgeandeducationabout
maternalhealthtowomenandtheirfamiliestopromotebetterhealthseekingbehaviors.Improve
accesstoeducationforgirlsofpoorfamiliesinordertodelayearlychildbearingandimprove
women'sempowerment.Korea,Thailand,andIndia(KeralaandTamilNadu)areexamplesof
countriesthathaveinvestedingirlseducationandhaveimprovedmaternalhealthoutcomes.

3.Targetingpublicsectorsubsidiestopoorfamiliesanddisadvantagedareas:Poorer
areaswillneedmorefinancialandhumanresourcestoimproveaccessibilityandimprovequality
ofservices.Mexico'sProgramaNacionaldeEducation,SaludyAlimentation(PROGRESA)has
improvedserviceutilizationbyprovidingmonetaryassistance,educationhealthservicesand
nutritionalassistancetopoorwomen.Thetransferofmoneytowomenhasimprovedtheir
statusanddecisionmakingpowerovertheirhealth.Introducecommunityfinancingschemes.
Promoteprivateservicesforthosewhocanafforditandassurepublicfundsareusedtofinance
transportationandcareforthepoor.Bolivia'sNationalInsuranceProgramforMothersand
Childrenprovidescoveredservicesformaternalandnewborncare.

4.DevelopingEffective'poorfriendly'ReferralSystems:Sensitizecommunitiesandprivate

sectorontheirroles.Improvecommunication(roadsandtelecommunication)inrural,poorareas.
Strengthenpartnershipsbetweentraditionalbirthattendantsandskilledformalprovidersbuild
linkageswithotherreproductivehealth,nutrition,genderandadolescenthealthinterventions.
Cubabuiltastrongreferralsystemandestablishedmaternitywaitinghomesforruralwomen.

5.ImprovingQualityandAvailabilityofEssentialandEmergencyObstetricCareservices
(EOC)forthePoor:Strengthenpoliciesandcapacitybuilding,trainingofprovidersforimproved
qualityofcare,availabilityofdrugs,equipmentandsuppliesandimprovelogistics.Ensure
availabilityofemergencycareservicesthatalsoincludeEOC.Indiapaysadditionalincentives
toproviderstoprovidetwentyfourhourEOCandprovidestransportsubsidiestopoorwomen
seekingEOC.TheRegionalPreventionofMaternalMortalityNetwork(RPMMN)inAfricahas
shownthatthiscanbedonewithinexistingresourcesfromcommunities,governmentandthe
privatesector.

6.PromotingAffordableMaternalHealthServices.ScaleupAdolescentSexualand
ReproductiveHealthInformationandServices:Provideinformationandservicesfordifferent
agegroupsandforbothinschoolandoutofschoolprogramsimprovegirlsparticipationand
broadenthemtoincluderecreationandlivelihoodactivities.Jamaicahasasuccessfulprogram
forreducingunwantedpregnanciesamongadolescents.

7.StrengtheningMonitoringandEvaluation:Identifyappropriateindicatorsandtoolsthatwill
provideinformationonthepooreg.differentiatedprocessindicators(availabilityofEOC
services,deliveriesbyskilledattendantsbyincomegroup)maternalauditsathealthfacilityand
communitylevel,andReproductiveAgeSurvey(RAMOS)wherevitalregistrationisgood.
Conductbenefitincidenceanalysis.Hondurashasintroducedmaternalmortalityepidemiological
surveillancebasedonCDC/PAHOguidelines.IMMPACTwillbestrengtheningselected
countries'capacityinmonitoringandevaluation.
