1. Objectives
This is a compilation of the plans/specifications and design analysis submitted by
the Architect/Engineer.
It deals with life safety from fire, smoke and like emergencies of the proposed
project.

It covers construction, protection and occupancy features to minimize danger


to life from fire, smoke, vapor and fumes before buildings are vacated.

It specifies the number, size and arrangement of means of egress sufficient to


permit prompt and safe escape of occupants in case of fire or other
conditions dangerous to life and property.

2. Short Project Description


The proposed project is a 2-storey residential and apartment building located at
Buag, Bambang, Nueva Vizcaya owned by Ms. Editha A. Remolazo.
The proposed building will be composed of concrete columns, beams, concrete
hollow blocks, steel trusses and purlins, steel casement windows, metal roofing
and eaves, wooden ceiling and furnitures.
It is composed of three (3) door residential building: the first door is the main
building and the other 2 doors at the back are apartment buildings. There are 10
rooms total; one room at the ground floor and three rooms at the second floor in
the main building. The other 2 doors is composed of three rooms each at the
second level; a kitchen, dining area, and 2 toilet/bathrooms each.
3. Statement of who is the enforcing authority for the National Building
Code and the Fire Code of the Philippines.

The administration and enforcement of the provisions of this Code (National


Building Code of the Philippines, P.D. 1096) including the imposition of
penalties for administrative violations thereof is hereby vested in the
Secretary of Public Works, Transportation and Communications, hereinafter
referred to as the "Secretary".

P.D. 1096 directed the DPWH Secretary to prescribe standards, rules and
regulations on fire resistivity. However, on 25 March 1978, The President
issued P.D. 1185 known as the Fire Code of the Phil, which more than
satisfied the requirements called for by P.D. 1096. Implementation was
vested to the Dept. of Natl. Defense and was assigned to and enforced by
the Chief of the Local Fire Service (CLFS) in each municipality or City.

The Administration and Enforcement of the Fire Code (R.A. No. 9514: FIRE
CODE OF THE PHILIPPINES OF 2008) and this IRR shall be under the direct
supervision and control of the Chief, BFP, through the hierarchy of
organization as provided for in Chapter VI of Republic Act No. 6975, the DILG
Reorganization Act of 1990 as amended by Republic Act No. 9263, the Bureau
of Fire Protection (BFP) and Bureau of Jail Management and Penology (BJMP)
Professionalization Act of 2004.

4. Statement of the Codes and Standards used in the design.

5. Discussion of Fire Protection and Life Safety Issues.


a. Building Classification and Construction
Residential. The proposed building is classified as Residential occupancy
in which sleeping accommodations are provided for normal residential
purposes and include all buildings designed to provide sleeping
accommodations.
Type of Construction- Type III. The proposed residential building will be
made up of masonry and wood construction. The structural elements are
strictly made up of materials in accordance with the Code. In addition, the
proposed building will be one-hour fire-resistive throughout. The Exterior
walls shall be of incombustible fire-resistive construction.
b. Hazards of contents and combustible loading including fire scenarios
adopted if design is performance based;
Low Hazard. The proposed building is classified as Low hazard since it is
low in combustibility that no self-propagating fire therein can occur and
that consequently, the only probable danger requiring the use of
emergency exits will be from panic, fumes or smoke or fire from some
external source.
c. Occupancy Classification
Group A. The proposed building construction is classified as Group A
Residential, which is a one-family dwelling with an occupant of not more
than 10 persons..
d. Structural Requirements/Separation of Building Spaces

The design and construction of the proposed building and its structures
will be in compliance with the provisions of the National Structural
Code for Buildings, latest edition, adopted and promulgated by the
Board of examiners of Civil Engineers pursuant to Republic Act
Numbered 544, as amended, otherwise known as the "Civil
Engineering Law".

All electrical systems and installations in this building is in conformity


to the provisions of the Philippine Electrical Code, latest edition,
adopted and promulgated by the Board of Electrical Engineering
Examiners pursuant to Republic Act No. 184, otherwise known as the
Electrical Engineering Law.

The location of the proposed residential building adjoins or has direct


access to the National Road. The front wall has a setback of 1.5 meters
from the front property line. Both sides of the building are made of FireResistive Walls. The whole lot will be surrounded with concrete fence of
at least 2.0 meters high.

The building will be constructed and arranged as to provide adequate


light and ventilation. The clear height of habitable rooms, bathrooms,
toilet rooms and utility rooms will be 2.65 meters measured from floor
to ceiling.

The average area of the bedrooms is 12.0 square meters; kitchen: 8.40
square meters; and 2.20 square meters for bathrooms.

The proposed building will be provided with adequate and potable


water supply, plumbing installation, and suitable wastewater treatment
or disposal system, storm water drainage, and other measures
required for the protection and promotion of health of persons
occupying the premises and others living nearby.

Water Supply system is provided by constructing deepwell for the


abstraction of groundwater and is subject to the provisions of the
Water Code of the Philippines.

The water piping installations inside buildings and premises shall


conform to the provisions of the National Plumbing Code of the
Philippines.

Wastewater Disposal System for the proposed building will be through


Imhoff or Septic Tank. Sanitary and industrial plumbing installations
inside buildings and premises shall conform to the provisions of the
National Plumbing Code.

e. Exit and egress description


i.

Basis of design;
The design was based on the FIRE CODE OF THE PHILIPPINES OF
2008 (R.A. No. 9514)

ii.

Number of exits;
The proposed building is composed of two exits; one at the front and
one at the back. The first floor is more or less 3.0 meters high from the
ground.

iii.

Travel distances;
Travel distance from the farthest point to exit doors is more or less 4 to
5 meters away.

f.

Fire Suppression Description


Portable extinguishers will be provided; one at the ground floor and one at
the first floor along the hallway. LPG cylinders will not be placed directly
adjacent to electrical convenience outlets and/or switches.

As a precaution, if the burner does not have an automatic igniter, a


lighted match stick shall be placed on the burner before the gas knob is
turned on. Tank/cylinder valves/regulators shall be closed after the LPG
appliance is used.
Design criteria used for sprinkler system/standpipe. For the proposed
building, dry standpipes are not required in accordance to Section 1212b
of the Fire Code.
g. Fire detection, alarm, communication and evacuation systems
Description of each system including features and controls. Fire detection,
alarm, and communication systems, if required will be in accordance with
NFPA 72 and the Philippine Electrical Code. An emergency evacuation plan
will be posted on strategic and conspicuous locations in the proposed
building. This shall be drawn with a photo-luminiscent background to be
readable in case of power failure. The minimum dimension shall be 8
inches in height and 11 inches in width.

h. Exit light and emergency lighting systems


In this proposed project, emergency lighting facilities shall be provided for
means of egress in case of power failure subject to the approval of the
City/Municipal Fire Marshal having jurisdiction as to the suitability of the
equipment for its intended use and the conditions in the individual
premises.
i.

Emergency Power Supply


Description. Emergency power supply is not applicable in this project.
Power supply will be taken from the local electrical supplier, NUVELCO.

j.

Fire Department Access


Description and location of street hydrant and BFP station. BFP Station of
Bambang is more or less a kilometer away from the proposed building,
which is always ready to serve as needed. Telephone call is always
available at the BFP station.
