save RSL

The President of Ballan RSL is not giving up the fight to save


the club from closure.
Robert Bob Nason said memberships were steadily
declining, meaning the community could see the doors of
the club close forever.
The RSL sub-branch was formed in 1919 after the region saw
810 men and women serve in the Great War.
Age [of members] is a major factor, Mr Nason said.
Despite a short period over WWII, the club has been around
for close to 100 years.
The Ballan branch, which in its prime had around 30
members, has just eight current supporters.
Mr Nason said the youngest members were aged in their
60s.
Theres only a few of us left as we have lost a few members
over recent years.
We cant let [the club] close. Without it, the town would lose
that involvement with Anzac Day and Remembrance Day.
Recent memorial services have seen up to 300 community
members marching along the streets of Ballan, with more
showing their support from the side.
However, whilst the community support is still strong,
those leading the march are dwindling.
We have always received a lot of support from the
community, and comments from them have been that they
would be sad to see the club go, Mr Nason said.
Weve had younger veterans show interest in helping to
move the club forward. Younger members would save us
from closing and take us on the next journey.
The Ballan sub-branch will be holding a membership drive
on Saturday August 13.
Mr Nason said although the branch was small, it was an
open door for past and present Australian Defence Force
(ADF) members.
We support those in need. Last year, for example, we
helped a previous ADF member obtain a wheel chair. We
also helped out the family of an ex-member who was taken
into hospice.
The RSL also provides services to members who have
sustained injuries, both physically and mentally, by assisting
in the application of advocacy services.
Unfortunately those applying for advocacy services is a
growth area, but we can help, Mr Nason said.
The Ballan RSL membership drive will be held in conjunction
with the Ballan Farmers Market on August 13 from 12:30pm
2:30pm at the RSL Hall, 145 Inglis Street.

A woman accused of murdering


Bacchus Marsh man Paul Hogan has
been refused bail.
Yu Tung Lo appeared in the Victorian
Supreme Court on Thursday (July 28)
charged with the murder of 48-year-old
Paul Hogan, who was shot dead in the
driveway of his Labilliere Street home
in May.
The 26-year-old Chinese national,
who lived with the deceased, is alleged
to have enlisted her friend Daniel
Duhovic to commit the murder.
The court heard that at around 8:20am
on May 24 the deceased was found in
his vehicle with a gunshot wound to
his head.
It is believed Lo met both the deceased
and the co-accused through the online
messaging application WeChat.
The crown said Lo and Duhovic
had become involved in a sexual
relationship after meeting in June 2015.
The relationship between Lo and the
deceased is in contention, however the
crown stated that she had moved into
his Labilliere Street property on May
2 of this year after he assisted her in
finding farm work in order to extend
her working holiday visa.
The court heard that Lo had texted
Duhovic the night before the murder,
describing it as having the name of
Paul and having a white van.
At 8:04pm she wrote I want to kill it.
Police allege that further efforts to
recover all of the data on the mobile
phone had been hampered with, as a
factory reset had been carried out at
8:50am on the morning of the shooting.

Murder in Marsh

A Bacchus Marsh man has been fatally shot in the


driveway of his Labilliere Street home, in broad
daylight.
Emergency services were called to the property just
before 8:20am on Tuesday (May 24) after the victim,
who was sitting in his vehicle, sustained a gunshot
wound to the head.
The man, identified by police as 48-year-old Paul
Hogan, died at the scene.
His alleged girlfriend, 26-year-old Yu Tung Lo, was
arrested by Homicide Squad detectives on Wednesday
night alongside a 33-year-old Thornbury resident
Daniel Duhovic.

It is also alleged Duhovic shot the victim at pointblank range at the request of Yu Lo. The pair appeared
in Melbourne Magistrates court on Thursday, each
charged with one count of murder.
A Maddingley resident who ran past the Labilliere
Street property just moments before the incident,
said he saw a female of Asian appearance and a man
standing outside the house at around 8am.
I was jogging past and I saw an Asian lady standing
outside with another guy, I think he might have been
[the victims] flat mate, not the shooter. They had a
whole heap of boxes and bags, I thought she might have
been going overseas or something.
The resident, who wished to remain anonymous, said
the two were standing and talking quietly.

They werent arguing. When I later heard there had


been a shooting on that street, I remembered that I had
seen them standing outside the house.
The area was cordoned off for over eight hours.
In the days following Mr Hogans death, tributes
flowed into Bacchus Marsh Noodle Lovers, where he
was employed as a delivery driver.
Members of the community also took to social media
to pay their respects.
What a tragic and sad case of affairs. No one wins
here; a family have lost a dad and another family will
be grieving over the choice their loved one made.

Call for changes to

A Ballan family mourning the death of 21-year-old

deadly stretch of the Western Freeway.

Keeping safe in the great outdoors

has a wide range of nature
experiences that include
easy, short walks as well as
more rugged terrain. People
have got lost in the more remote areas and Parks Victoria has actively contributed
to significant Search and
Rescues, working closely
with Victoria Police, CFA,
SES and other teams to help
locate missing and injured
park visitors, he said.

a boost in new innovative
features.
Parks Victorias Area Chief
Ranger, Stuart Lardner said
a number of emergency
markers had recently been
installed in the state park
to help visitors know where
they are, and have been.
The parks near Bacchus
Marsh are wonderful places
to visit, with a large diversity of walks and terrific experiences, he said.
Visitors and residents
love our natural bushland
so close to an urban centre,
but on rare occasions people
may lose their way and accidents can occur from time
to time.

Emergency Services Telecommunications Authority
(ESTA) markers had been installed at key trail junctions
and high-risk areas in order
to help locate missing or injured visitors.

in the review process in order to look for potential hazards and necessary signage.

visitors to come to Bacchus
Marks parks, such as the
Werribee Gorge and Lerderderg State Park, in order to
enjoy the benefits of nature.

walks and experiences are
attractive to adventurous
spirits, we also want to highlight the many delightful
picnic areas and short, easy
family walks that everyone
can enjoy.

action

Complying with intervention orders and communication
via text messaging were the focus at the Bacchus Marsh
Magistrates Court last week.
Bradley Evans appeared before the court on three charges,
all stemming from incidents occurring in May of this year.
It was alleged that Mr Evans sent multiple text messages
over three days to the victim, despite having a current
intervention order against him, as they corresponded over
the use of a mobile phone the accused had been paying for.
The victim attended the Bacchus Marsh Police Station to
report the matter. Despite this, the accused told the court that
the victim had still allegedly contacted him via email after
the incidents.
In his defence, Mr Evans admitted that he knew he couldnt
contact her and has since disposed of the phone.
Magistrate Kay Robertson told Mr Evans that I think
youve learnt your lesson now and put him on a six month
good behavior bond.

In a separate case Cameron Dawson pleaded guilty to


charges relating to a text message and phone call made to a
protected party.
Mr Dawson allegedly sent a text to the victim saying Please
stay off my property. He had no defence stating that he
knew he was prohibited from contacting her.
With no prior convictions Magistrate Robertson showed
leniency and found the charge proven but dismissed.

User groups have their say

User groups at Masons
Lane Reserve have had their
say on the lack of facilities at
the site.
Issues with the user groups,
council and the management of the reserve have
been ongoing, culminating
in a meeting being held between the user groups advisory committee and council
staff.
A report on that meeting
was tabled at the July council
meeting.
The user groups were also
asked to provide feedback
on the draft reserve management framework with
clubs revealing that they
are not happy with the proposed fees that they believe
are too high, for the Bacchus
Marsh Little Athletics Club
in particular.
The feedback on the fees
and charges component was
that the recoup percentage
was too high to commence
with and would raise the
athletic fees considerably.
Also the proposed fee schedule would be prohibitive to
club activities, the report
read.
Councillors voted to refer
the issues to an assembly of
council.

Bacchus Marsh
Soccer Club

The Bacchus Marsh soccer club used the meeting


to point out to council that
there is currently no dedicated soccer ground, unencumbered, in the shire, advocating for more soccer pitches
in the future.
Lighting was also identified
as a key problem.
There is no formalised
sportsground lighting at
Masons Lane Recreation
Reserve. Therefore, soccer
teams train under a temporary construction light
which is not ideal as a concentration of training in the
one area causes significant
ground damage, and the
quality of lighting is not at a
level that is considered safe,
the report read.
The Club has been using the
Darley hub and its lighting
- on multiple week nights,
but outlined pressures with
featuring the amount of
games required and has requested Council investigate
an alternate facility layout,
which would include removing and reinstating sportsground fencing between
summer and winter seasons.

that they have applied for
funding under Round Two
of the Community Sports Infrastructure Fund for sportsground lighting at Masons

clubs request - however, the
report states that early investigations indicate it would
be a logistical challenge and
costs would be prohibitive.
A meeting with staff, the
Football Federation Victoria and the club is being
organised.

The key issues for the BMLAC include future development of the facilities, including the pavilion and shade,
also pointing out issues with
the building.
Whilst the majority of

the pavilion have been completed, it is acknowledged
there remain building and
access issues with the Western Pavilion that require ad-

The report stated that council officers are working with
the club on designs for a new
pavilion.
An architect met with BMLAC representatives prior to
the User Advisory Committee to discuss the proposed
development drawings for
the redevelopment of the
Eastern pavilion, the report
states.
There is also a budget allocation of $75,000 in next

The club also pointed out
that it would be charged a
year-round fee of $2,878 under the fee policy but that
the club only uses the facility for six months per year as
it rebuilds its membership.

the concerns raised. This

management of the dogs

ground being at Maddingley.
The report noted that maintenance issues have arisen
with limited water supply,
and also with only one of the
grounds having an irrigation system.
The clubs feedback will be
taken into account in finalising the draft management
framework and fees policy,
the report read.

Boost for libraries

Once upon a time, the state government
gave Moorabool Shire Council $250,000
towards its libraries.
The happy ending is provided under the
state governments public Libraries Funding
Program, and is part of $41.5 million given to
councils in Victoria to be used to buy books,
run programs such as reading for kids, and
to improve public spaces.
Moorabool Shire Council CEO Rob Croxford
said council would receive $243,739 in
funding next year, which is 2.7 per cent more
than the previous year.
The 2016/2017 funding will continue
to develop and refresh our collections to
meet community needs and interests, Mr
Croxford said.

It will continue to provide a range of


activities and events, including regular
toddler and pre-school programs, author
talks and movie sessions for adults, support
for national celebrations such as NAIDOC
Week and exciting school holiday programs
throughout the year.
It will also increase the profile of the Rural
Library Service.
Victoria is home to 272 permanent library
branches and 29 mobile library services.
There were more than 46 million items
loaned from Victorian libraries in 2014-15,
with more than seven million Wi-Fi and PC
bookings.
Almost two million people attended
programs provided by library services
across Victoria.

Moorabool Libraries
Libraries are surprisingly busy places in Moorabool.
Statistics revealed by Moorabool Shire Council show that in the past
year, a total of 103,454 people visited local libraries in the shire
including the Lerderderg Library, and the mobile library service.
There are 6,645 locals who are members of Moorabool libraries.
The number of items available is a whopping 26,829 - including books,
DVDs, talking books and magazines, with a wide range of resources
also available online.
In the past year, Moorabool libraries have hosted 275 events, which
included childrens activities, adult events such as BacchChat, Movies
and author talks, and participation in national celebrations such as
Harmony Day and NAIDOC week.

been considered in adopted Structure Plans.

PROPOSED LEASE MADE UNDER SECTION 190 OF
THE LOCAL GOVERNMENT ACT 1989
At a meeting of the Moorabool Shire Council held on Wednesday 7 July, 2016, Council
resolved to give public notice of its intention to enter into a lease agreement with the Bacchus
Marsh Harness Racing Club for the lease of the Harness Racing Club Facilities at the Bacchus
Marsh Racecourse and Recreation Reserve at Bacchus Marsh Balliang Road, Maddingley, VIC
3340.
The lease will have, among other things, the following clauses:
Initial term of 7 years with 7 year option plus further 7 year option
$3,433 GST Inc. rental per annum for rst 7 years, evaluated at the end of the 7 year term.
First term of Lease expires 31 December 2023.
Under section 190 of the Local Government Act 1989, any person may make a submission to
Council in relation to the proposed leasing arrangement for the above site.

Council Clips

A request for a third extension
of time on a Maddingley building permit has been refused.
The application was to have
more time to construct six homes
within Delahey Close however,
two extensions had already been
granted.
A report put to the July council
meeting recommended that the
application be refused as the
permit was being warehoused.
Warehousing is a term used to

describe when a permit and land


are held while they appreciate in
value, before being sold, as land
with a current permit is more
valuable.
The report noted that no substantial work has commenced on
the site.
The Kantor test (used to assess
permit warehousing) provides
reasonable grounds for refusal
of the application for an extension of time, the report read.
Councillors voted to refuse the
application.

A head honcho has been appointed to oversee the Blackwood localised septic project.
Appointed by Moorabool Shire
Council, consultant James Maw
will begin the role in coming
weeks.
This is a joint position funded
by Central Highlands Water and
Council in order to address the
septic issue in Blackwood with
the discontinuation of the Blackwood Sewerage Project, said

A report prepared by council officers
on the permit application outlined that
because of a state government directive
for water authorities to sell off any surplus land, SRW planned to subdivide a
parcel of land on Gisborne Road, at Coimadai, on which it would build a house
and an access road.
However, the property falls within
the Merrimu reservoir catchment area,
and Western Water determined that
the proposal represented an unacceptable risk within an open water supply
catchment.
The application would have been refused, as council is required to refuse
any application that is objected to by a
water authority.
However, council had also pointed
out its own grounds of objection to the
proposal.

A local music lover has


been reunited with his
extensive vinyl collection
three months after it was
snatched from a property
near Ingliston.
The owner, who The
Moorabool
News
has
chosen not to name, said
the collection was valued at
around $8,000.
I felt empty, its hard to
explain. About 75 per cent
of my collection was taken,
Id lost a part of my life, he
said.
Id been collecting for
about 48 years. I enjoy music,

I like dancing and singing


thats all we did in the 60s.
The
investigation
into
the theft is still ongoing,
however Ballan Police Senior
Constable Mark Dunne said
the collection was very
recognisable.
When
recovered,
the
collection was recognised
as one from a prior burglary
that occurred a few months
back. We did some checks
and the owner confirmed
they were his items, he said.
Having ex-amount of
records, that we knew
were of value, stuck in the
memory. The investigation
is still ongoing and the items

have been returned.


The music lover said he was
still in disbelief.
When I found out, I just
could not believe it. There
were about three tonnes
worth of records, I picked up
two ute loads and there was
still some left.
I would like to thank the
Ballan Police very much for
their alertness; Mark Dunne
went down and saw them at
a house and he just clicked.
Im over the moon.

Samson

He was always the biggest man


around. Even from childhood,
Samson had stood out. With his
long hair and unnatural strength,
Samson was not your average kid.
Mum had always told him that he
was chosen by God to be a leader
one day. You must never cut your
hair, touch a dead body or drink
alcohol, she would tell him.
Samson grew up fast in a society
that was being oppressed by the
fearsome Philistines, and took on
the challenge that he must overthrow these people. Samsons first
battle came when he married a
Philistine woman and devised a
riddle for 30 young Philistine men
at the wedding feast.
Unable to come up with an answer, they threatened his new
bride to get the answer from Samson or they would burn down her
parents home and kill all of her
family. The seven days of wedding celebration were marked by
Samsons wife crying every day demanding an answer to the riddle.
When Samson gave in and told her,
the young men came back with the
answer.
This led to a fight between Sam-

son and the 30 men and resulted


in Samsons wife being taken back
and married to another man. Samson was now an enemy of the Philistines. Samson had also become a
Judge in Israel, which was their top
leader at the time.
Samson had God given supernatural strength, he had cunning and
strategy against his enemy, but he
also had a glaring weakness. Samson had a problem with lust for
women that led him into the lair of
Delilah.
Daily Delilah seduced him and
cried over him, to find out the secret of his strength. Each time as he
slept the enemy would come thinking that his strength was gone. Delilah wore him down until he told
her that his hair must never be cut
or else God would remove this gift
from him.
As Samson slept on her lap Delilah cut his hair and as those long
locks fell to the ground, the enemy
came and easily subdued him. After poking his eyes out, Samson
became an object of sport and ridicule for the Philistine people.
There are many people who have
been like Samson, in that they have

a gift and charisma, but they have


an Achilles heel. Many a great
man or woman, politicians, leaders
and even ministers have lost their
vision and calling in life being seduced by a weakness which they
are afraid to share with anyone.
Their charisma, great oratory skills
and position cannot carry a person
who has this ticking time bomb.
Samson went from National leader, to a blind prisoner, because he
didnt respect his gift and the life
that he had been given. For too
many people, pornography, affairs,
gambling, alcohol or drug addiction can bring down a good man or
woman.
The good news is that God does
forgive when we are truly sorry
for our actions, and you can start
over, a much wiser person. Samson
turned back to his God and as his
hair grew his strength returned for
one last victory over his enemy.
Success is not final,
failure is not fatal:
it is the courage to
continue that counts.

Climate change must


remain on the agenda
I would like to start this
weeks opinion piece with a
quote from Derrick Jensen;
I have used this before.
Derrick Jensen in (Endgame:
Volume II: Resistance, Seven
Story Press, New York, 2006),
says, Civilization is not
redeemable. This culture
will not undergo any sort of
voluntary transformation to
a sane and sustainable way
of living. If we do not put
a halt to it, civilization will
continue to immiserate the
vast majority of humans and
to degrade the planet until it
(civilization, and probably
the planet) collapses. The effects of this degradation will
continue to harm humans
and nonhumans for a very
long time.
This quotation seems to be
a rather pessimistic view of
our world. Surely we are better than this? I think Derrick
Jensen is making this com-

ment because we are better


than this. He could just say,
as too many these days are
saying, well it is all too late
and lets go on a trip OS and
forget all about it. However,
if we forget all about it this
culture will continue to go
on as usual.
I write this after listening
to the Republican Convention where Donald Trumps
running mate, Indianas
governor, Mike Pence had
this to say about coal: The
Democratic Party does not
understand that coal is an
abundant, clean, affordable,
reliable domestic energy
resource. Those who mine
it and their families should
be protected from the Democratic Partys radical anticoal agenda. In 2014, Pence
overturned an energy efficiency program enacted by
his Republican predecessor,
saying it was too expensive

for the states manufacturers. Yes, his predecessor was


a Republican and yet too
green for Pence.
Donald Trump, the Republican presidential nominee,
has called climate change a
hoax and promised to gut
U.S. environmental regulations and outlined plans in
May to sweep away environmental regulations ushered
in by Obama, scrap the Paris
Climate Accord, and revive
the Keystone XL pipeline
proposal.
And we might think Derrick Jensens quote above is
pessimistic.
I am also reminded of a
conversation I had at the
Burnie Market recently. I
was buying brussel sprouts
and the person selling them
to me was talking about the
warmer than normal winter weather we had been
having (which incidentally

didnt last all that long). I


mentioned climate change.
Instead of saying something
like, Well, I dont believe in
climate change and think
this warmer weather is just
part of a cyclical event. Her
response was as if I had said
something utterly abhorrent.
Anger was immediately obvious. What was she hearing
when I uttered those words?
We all know about One Nation leader Pauline Hanson,
but this election she could
bring several other party
members with her to power
in the Senate.
Her partys number two
candidate is Malcolm Roberts, who wants climate
change scepticism taught
in schools. He is a member
of the Galileo Movement,
whose aim was to see the
carbon tax repealed, and
says the CSIRO and United
Nations climate body the

IPCC support corruption


over claimed global warming and climate change.
Mr Roberts believes a cabal involving people in the
UN and banking sector are
profiteering from the fabrication of global warming.
Then we have the new
cabinet chosen by our Prime
Minister. The new Resource
Minister and Minister for
Northern Australia, Matthew Canavan said on climate change, There is a level of uncertainty about the
impact of carbon emissions.
Indeed, in the last IPCC report, the level of confidence
reduced in the forcing effect
of carbon emissions. There is
a lot about the climate system we dont understand, a
lot of assumptions we have
to make with projections of
course. I just feel we should
all be a little more humble

about our climate and our


system. He had previously
called for funding for climate
change sceptic scientists.
He also describes the Adani
Carmichael coalmine as incredibly exciting for Australia. Asked whether the
coalmine was at odds with
the Coalition governments
commitment to the Paris
targets to reduce carbon
emissions, he said: There
is nothing inconsistent between our coal mining industry and the targets we
are aiming for through the
Paris agreement.
Do we still think Derrick

athletes but one that is enjoyed by all.

On a very sad note, Erin Shepheard, one of our Bacchus Marsh Youth Girls (who
lives in Melton), has been struck down with not one but two rare diseases brought
on by a common virus. This will leave her in a permanent state of paralysis and
bound to a wheelchair for the rest of her life. She has also had her vision impaired
as a result of these infections.
Erin is a beautiful outgoing 18 year old who was busy studying year 12 and
working part-time at Bacchus Marsh IGA supermarket. Her one great love was
playing womans football for the Bacchus Marsh Football Netball Club Youth
Girls Team.

The girls were desperate
for a win and knew their finals hopes were on the line.
The girls started brilliantly
with confidence, drives and
stamina. Unfortunately they
fell away in the second quarter, lost their lead and were
on the back foot for the rest

of the game. With our team


very undermanned with
late withdrawals the girls
did what they could. Two C
grade players stepped up,
Sam McKay and Megon Fenwick. Unfortunately there
was a critical error on the
score sheet, allowing a draw.
However, the girls were not
disappointed and will refocus for the last two rounds.

uneasy. The girls were rattled at times and caused
