TERMS OF REFERENCE
Conduction/Facilitate the training courses developed for Local
Government Institutions (LGIs) representatives

Introduction

Plan International Bangladesh (PIB) has been operating various development


programs in Bangladesh since 1994. Since 1996 Plan Bangladesh has been
implementing Water Sanitation and Hygiene (WASH) programme in Bangladesh as
the emerging needs of the community people.
Since 2002 Plan International Bangladesh has been promoting sanitation through
the Community Led Total Sanitation (CLTS) approach with the capacity building of
Community Based Organization (CBO) at village level. From 2004 this village
based model of CLTS was scaled up as Upazila based decentralized total sanitation
model in partnership with other leading development organizations. Presently Plan
International Bangladesh has been implementing South Asia WASH Results
Projects in 81 Unions of 8 sub-districts under six districts of Bangladesh. The main
objective of the project is to promote and enable the sustained use of hygienic
household toilets, and the practice of hand washing with soap. The main
implementation strategy of the projects is Payment by Results (PbR) where the
project results framework is the centre to operational planning and budgeting;
100% key programme deliverables for Output phase has achieved by December
2015, and the post 2015 is focused on the achievement of programme outcomes
i.e. proper use and maintenance of installed WASH hardware facilities (household
latrines, Community latrines, School latrines and Water Points, etc.) and practicing
sustainable hygiene behaviour by the community people.
Plan International Bangladesh has been implementing the project with the
partnership of Local Government Institute LGIs. Capacity building of the partners
e.g., Union Parishads (LGIs) is one of the prime responsibilities for establishing
local level WASH governance system. To support Union Parishads (LGIs)
representatives a qualified group of trainers / training consultants/ training farm
will be engaged for a specific time period. South Asia WASH Results project team
has planned to conduct/facilitate 42 batches 2days long training workshop on
WASH program management/issues for LGIs representatives of 8 Upazilas under 6
district of Bangladesh. Training schedule and module in bangle version has
developed for smooth and effective conduction of the training courses. To
facilitate/conduct the mentioned training courses/ batches for LGIs
representatives, it is needed 3 (Three) individual Training consultant/Farm for
conduction the training courses as per training plan.
Title of the Assignment:

Conduction / Facilitation support for two days long training workshop on WASH
program implementation for LGIs representatives of 81 union Parishads of 8
Upazilas under 6 districts of SAWRP areas.
Scope of work:
The specific tasks will be as follows:

The Training consultants /Farm will be responsible to facilitate/conduct 32

batches training workshops (courses) as per developed training module,


which will be covered 64 Union Parishads of Chirirbandar and Khansama
upalila under Dinajpur district, Jaldhaka upazila under Nilphamari district,

Hatibanda upazila under Lalmonirhat district, Sreepur Upazila under Gazipur


district, Karimganj and Nikli Upazila under Kishorganj district and Borguna
Sadar Upazila under Barguna district.
Training will be held at 8 Upazila level and Plan International Bangladesh will
arrange non residential training venue, logistics and food support for all
participants.
The Training consultants /Farm will facilitate / conduct two days long training
workshops with the assistance of respective upazilas Plan International
Bangladesh staff (WASH Coordinator).
The Training consultants /Farm will prepare a final training report (detail with
Upazila based findings).
The Training consultants /Farm will participate a short sharing meeting on
training facilitation and other relevant issues at Plan International Bangladesh
Dhaka office before starting conduction of training workshop.

Methodology

Plan International Bangladesh will arrange a sharing meeting with selected


Training consultants /Farm and provide necessary information along with
training module in Bengali version.

Conduct training workshops by the selected Training Consultants /Farm with


make a clear understanding of all the participants.

The Training consultants /Farm is expected to submit a final report with proper
documentation after end of all training workshops (courses).
All the training workshops will be completed within 40 days.
Each individual consultant should not train more than 11 batches. Individual
farm may employ more than one consultant.

Expected Deliverable:
Selected Training consultants /Farm will deliver
a) Conduction /facilitate 32 batches 2 days long training workshop by 3/4
individual Training consultants / Farm.
b) A final training workshop report for 32 batches with proper documentation.
When (Time table):
The duration of the assignment will be from September 25, 2016 to November 03,
2016.

How the task/assignment will be carried out:
The Training consultants /Farm will perform the task coordination with WASH
Results project`s assigned staffs and take need base assistance regarding more
clarification about any part of the module.
Parameters for selection the consultant:
She/he/ the farm should have experienced as trainer/Training
consultants/Farm in conducting training at field level (Upazila).
The trainer/Training consultants/Farm should have experienced and
knowledge on Water Sanitation and Hygiene (WASH) program.
The trainer/Training consultants/Farm should have clear understanding on
social mobilization / community mobilization mechanism/process.
The trainer/Training consultants/Farm has experienced working with LGIs
(especially conducting training / orientation) will be preferred.
Submission check list:
Required papers and bills from the trainer/ individual training
consultants/Farm.
End date of delivery on or before November 03, 2016.

Payment mode:
After completion of assigned 50% training workshops (batches) as planned, Plan
International Bangladesh will pay first instalment (maximum 80 % of the
completed tasks); and after completion of assigned 100% training workshops final
bill will pay to the vendor by Plan International Bangladesh. Any payment will be
made through account payee cheque within 7 working days after submission the
final request and Invoice through proper channel.
Proposal Submission: Copies of technical & financial proposal need must be
submitted in a separated sealed envelope to Plan International Bangladesh, House
14, and Road 35, Gulshan- 2, Dhaka on or before 10 th August 2016 by 5:00 PM.

Child Protection Policy:
The farm/individual training consultant shall comply the child Protection Policy of
Plan International Bangladesh. Any violation /deviation in complying with Plan
International Bangladeshs child protection policy will not only result-in
termination of the agreement but also Plan will initiate appropriate action in order
to make good the damages/losses caused due to non compliance of Plans Child
Protection Policy.
