DEPUTY DIRECTOR, ECONOMIC DEVELOPMENT


Incumbent serves as Deputy Director for the Economic Development Department responsible for directing all
operations and personnel in administering economic development programs.
DUTIES: Supervises and directs Economic Development personnel, including interviewing applicants,
recommending hiring, planning/delegating work assignments, providing training and corrective instruction,
evaluating performance, and maintaining discipline.
Oversees and coordinates all Economic Development department operations, including administering and
analyzing related budgets, communicating with related local, state, and federal agencies, and coordinating grant
and funding activities.
Prepares, analyzes, and recommends financial incentive packages and/or technical assistance to new and/or
relocating businesses.
Communicates frequently with assigned personnel regarding new or revised regulations and/or procedures, and
project progress. Maintains contact with community/neighborhood organizations, business owners, and the
public via meetings, public presentations, and correspondence.
Recommends policy and major Economic Development program initiatives as needed to Mayor, Board of
Works, Economic Development Commission, Anderson Redevelopment Commission, and other groups as
needed.
Represents Economic Development departments in attending various meetings as needed, such as
boards/commissions, Common Council, and community organizations, and serves as spokesperson for the
department as needed, preparing and disseminating/presenting public statements and media releases.
Develops and implements comprehensive City Economic Development strategy to maintain and generate jobs,
integrating marketing, advertisement, financing, and other elements, and providing technical assistance to new
and/or relocating businesses as requested.
Manages and oversees the Anderson Redevelopment Commission, Flagship Enterprise Center, Anderson
Community Revitalization District, Tax Increment Financing Districts, and HUB Zones, including all aspects of
related projects and multiple funds grants.

Serves as City Compliance Officer for federally funded projects, including assisting in preparing bid packets,
monitoring contact awards, reviewing contractors payroll for appropriate wages, maintaining related records,
and preparing and submitting required reports.
Prepares reports and statistics for various departments and other organizations.
Performs related duties as assigned.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
Baccalaureate Degree in urban planning, public administration, or related area, or equivalent combination of
education, experience, and training. Five (5) years of related work experience preferred.
Thorough knowledge of the principles and techniques of budgeting and finance, grant writing and management,
and incentive packages with the ability to administer department budget.
Working knowledge of federal and state regulations relating to urban planning projects and City personnel
policies.
Ability to supervise and direct Economic Development personnel, including interviewing applicants,
recommending hiring, planning and delegating work assignments, providing training and corrective instruction,
evaluating performance, and maintaining discipline.
Thorough knowledge of standard English grammar, spelling and punctuation and ability to effectively
communicate orally and in writing with co-workers, Mayor, other city departments, various board/commission
members, community organizations, local, state, and federal agencies, business owners, legal counsel, and the
public during varied situations and circumstances, including being sensitive to professional ethics, gender,
cultural diversities, and disabilities.
Ability to work alone with minimal supervision and with others in a team environment.
Ability to work on several tasks at the same time and work rapidly for long periods, often under time pressure.
Ability to plan special events and activities, and present public speaking presentations.
Ability to comply with all employer/department personnel policies and work rules, including but not limited to,
attendance, safety, drug-free workplace, and personal conduct.
Ability to provide public access to or maintain confidentiality of department information and records according
to state requirements.

Ability to regularly work extended and evening hours, and occasionally travel out of town for conferences and
meetings, sometimes overnight.
Possession of a valid Indiana drivers license and demonstrated safe driving record.
II. SUPERVISORY FUNCTIONS: Incumbent applies numerous, complex, local, state, and federal rules and
regulations in planning, developing, and implementing a broad range of economic development projects to meet

identified needs of City residents. Incumbent exercises independent judgment in recommending, overseeing,
and assessing program activities and resolving problems.
III. SUPERVISORY ACCOUNTABILITY: Incumbent performs duties within general policy guidelines and
objectives of the department and City of Anderson. Incumbents performance has significant bearing on the
accomplishments of the department, with work product generally reviewed primarily for soundness of
judgment, compliance with legal requirements, and attainment of objectives.
IV. SCOPE OF WORK OPERATIONS: Maintains frequent contact with co-workers, Mayor, other City
departments, various board/commission members, community organizations, local, state, and federal agencies,
business owners, legal counsel, and the public for the purposes of exchanging information,
explaining/interpreting policies and procedures, collaborating on project planning, coordinating operations and
projects, and supervising personnel.
Incumbent reports directly to the Chairman of the Board of Public Works.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs a majority of duties in a
standard office environment, involving sitting and walking at will, keyboarding, close vision, hearing sounds
and communications, and speaking clearly. Incumbent regularly works extended and evening hours, and
occasionally travels out of town for conferences and/or meetings, sometimes staying overnight.
