Introduction.
This method statement briefly describes the detailed procedure, material, equipment and
manpower in executing the site clearing and earthwork within the limits of the work in
safe manner and incompliance with drawings, Technical Specification and HSSE
requirements.

2.0

Scope of Work.
Pre-construction activities, preparation and site clearing of site area.
Construction of temporary truck access ramp for hauling.
Cut and fill of the whole works package area as per drawing to specific formation
level profile.

Location.
Six (6) Stations in Sugut, Sabah

7.0

Description Of Works.
7.1 Pre-Construction Preparation Works
Prior to commencement, there are several preparatory works shall be executed which
are as follows:a) Topographical and pre-com survey plan
b) Establish boundary limit
c) Set-up reference point for g/line, TBM and station
d) Submit temporary work and site logistic detailed drawing
e) Existing services drawing within the site area. All the existing services shall
be marked on site

7.2 Utility Relocation

Existing utilities within the boundary shall be identified and pegged on site and
notified to JKR Rep. Any existing utility which obstruct the work shall be relocated
or protected as necessary.
7.3 Site Clearing
All existing structure, rubbles, debris, trees, vegetation and shrubs shall be grubbed
and disposed from site.
7.4 Stripping Top soil
Stripping top soil shall consist of the removal of top soil to an average depth of at
least 100mm below ground level.
7.5 Disposal of Material
Unwanted material from clearing, grubbing and stripping top soil shall be disposed to
approve location by the relevant government authorities.
7.6 Earthwork
a) Before commencing the work, the surveyor shall peg out the limit of
excavation. All setting out and leveling works shall be carried out in
accordance with construction drawings.
b) All TBM, Station, grid line reference point location shall be protect to avoid
any disturbance.
c) Surveyor shall monitor closely on the excavation and mark the required level
to the site foreman and machine operators as dictated on the drawing.
d) The excavation profile and formation level will be carried out in accordance
with earthwork drawing.
e) The excavated material (depending on soil test result) shall be utilized as fill
material.
f) Disposal of the excavated material/ earth surplus shall be transported by truck
to an approved designated dumping site.

7.7 Backfilling

a) Excavated material shall be utilized as backfill material. The suitability of the

backfill material shall be justified via soil test conducted by the independent
Test laboratory.
b) Suitable excavated material for backfill shall be collected and placed to the
stockpile area.
c) Prior to backfilling, the area shall be free from timber, formwork and debris.
d) Suitable machinery eg. Motor grader with ripper or shovel or back-pusher or
backhoe (depending on the site condition) will be used for spread level of fill
materials into the design grade with a slope provided to avoid water pounding
and divert surface water to the nearest temporary sump or trench.
e) The backfill material shall be placed and compacted by roller compactor in
layers of not more than 300mm thick compacted thickness. During the process
of compaction, each layer of the backfill material shall be watered and tested
to achieve 90% (cohesive material) or 95% (non-cohesive material) maximum
dry density (4.5% rammer method BS 1377). The field density test will be
carried out using sand replacement method in accordance with BS 1377.
f) The process of backfilling will continue until the fill formation level is
reached.
7.8 Sub-Grade
a) Fill Areas (top 300mm)
The material shall be laid and compacted FDT > 90% (cohesive material) or
95% (non-cohesive material) every 150mm compacted thickness.
b) Cut Area
The top of 300mm shall be scarified and re-compacted FDT > 90% (cohesive
material) or 95% (non-cohesive material) every 150mm compacted thickness.
c) If the sub-grade found to be unsuitable material, the top 300mm thick shall be
removed and replaced with suitable material and compacted as above.
d) The sub-grade surface shall be trimmed to the required level and gradient.
7.9 Dewatering
Dewatering shall be required upon requirement by the site condition which might be
due to the underground water or surface water (rain). Temporary trenches and sump
pits shall be constructed as water collection point.

7.10 Turfing

a) Turf material shall be com grass or other approved locally sustainable grass or
vegetative covered.
b) Turf shall be approximately 250mm x 250mm and lay as close turfing in
stretcher bond pattern. Small gap between the turf shall be filled with approved
soil.
c) Spot turfing shall be laid at no more than 600mm spacing. The space
between the turf shall be filled with approved soil.
d) Regular watering and fertilizer shall be applied as necessary to maintain the
growth of the grass.
8.0

QAQC.
All inspection and test activities shall be undertaken in accordance with Technical
Specification requirements as tabled in the attached Inspection & Test Plan.

9.0

Health, Safety, Security & Environment (HSSE) & PPE List.

9.1 Health, safety, Security and Environment in General.
a) Conduct HSSE induction training to all workers and staff including the Site
Engineer, Supervisor and Foreman before work commencement in order for
them to have full knowledge on all precautions needed for safety.
b) A full time Safety Officer shall supervise and monitor the site to ensure zero
accidents and as preventive measure.
c) All workers shall be equipped with PPE such as safety helmets, safety shoes,
safety vest, hand gloves and goggles (if required) at all times.
d) Access to the site shall be properly secured, cleaned, tidy and safe at all times.
Wash trough and sump pit will be maintained at all time.
e) Dust shall be minimized by spraying water to the ground surface during dry
season.
f) Conduct daily tool box meeting in order to ensure that safety procedure is
complied at all times through-out the construction period and to refresh the
workers of the importance of having a safe and healthy working environment.

9.2 Fire Preventing

a) There will be no burning activities on site.

b) All fuel storage tanks will be properly grounded and vented by provided
proper type fire extinguishers. Danger or No smoking or Open flames
signage will be prominently placed at these tanks.
c) Storage tanks above ground will be curbed to control the spread of spill
liquids in the event of leakage.
d) Welding activities (if any) will be performed in accordance with standards and
recommended practices. Fire extinguishing equipment will be provided in the
immediate vicinity of welding operations whenever combustible material is
exposed. Workmen will be shielded from welding rays, sparks, slag, etc. all
precautions will be complied in order to prevent fire outbreak during welding
or oxy-cutting activities.
e) Fire extinguishers will be placed at easy and readily accessible location,
properly maintained, regularly inspected and promptly refilled after use.
9.3 Incident Reporting
All lost time injuries, property damage accidents (excluding off-project vehicle
accident) and material losses in which the property damage/losses, will be reported to
the Client immediately after the accident or incident. Immediate notification will be
provided in advance prior to the written report.
