Naturopathy National Competency Standards

I. INTRODUCTION

GuidingPrinciples:

ArticleII,Section15ofthePhilippineConstitutionensuresthatthe“Stateshallprotectandpromotetherighttohealthofthepeopleandinstill

healthconsciousnessamongthem.” Section16ofthesamearticlementionsthattheStateshalllikewiseprotectandadvance“therightofthe peopletoabalancedandhealthfulecologyinaccordwiththerhythmandharmonyofnature.” ArticleXIIIoftheconstitutionalsoestablishesaparticularmodebywhichtheStateshallupholdtherighttohealth,throughtheadoptionofan “integratedandcomprehensiveapproachtohealthdevelopment.”While“integration”referstoaunifiedhealthdeliverysystemwithbothpublic andprivatesectorparticipationaswellasutilizationofwesternandindigenoushealthcaresystems,“comprehensiveness”impliesdeliveryof servicesandtheundertakingofactivitiesrelatingtohealthpromotion,diseaseprevention,educationandplanning. ArticleXIIIfurthermoreemphasizesthathealthservicesshallbemadeavailableat“affordable”cost,andthatfreemedicalcaremustbegivento

impoverishedandthedisadvantaged.Itisclearfromallthis,therefore,thatalthoughtheState’sobligationtoupholdtherighttohealthofall,a

clearbiasisestablishedinfavorofthevulnerablesectors–thepoorandunderprivileged,elderly,disabled,womenandchildren.

AlawthatintroducesafreshandinnovativeapproachtoimprovingaccesstohealthcareandmedicaltreatmentistheTraditionalandAlternative

MedicineActof1997whichpromotesresearchintoandutilizationof“traditionalandalternativehealthcaresystems” . Theclearintentofthis lawistoimprovethequalityanddeliveryofhealthservicesthroughthedevelopmentoftraditionalandalternativemedicine,anditsgradual integrationintothenationalhealthcaredeliverysystem.

PITAHC,theinstitutioncreatedunderRepublicAct8423,iscreatedandtaskedtoconductresearchandstudyoftraditionalandalternative

medicine,trainnurses,physiciansandhealthworkersintheuseofsuchtechniques,educatethepublic,andformulaterulesandguidelinesforthe

regulationofthepracticeandusageoftraditionalandalternativemedicine . ConsideringtheseprinciplesandthestateofaffairsinNaturopathyaspartofpluralisticpracticeofmedicineorintegratedmedicineinthe Philippinesetting,theCompetencyStandardforNaturopathyforhealthcareprofessionalandworkersisdirectedtowardstheenhancementof naturopathswhoarenotonlyscientificallyandtechnologicallycompetentonNaturopathybutwhoarecommittedtocomprehensivecommunity healthdevelopmentconsistentwiththeholisticphilosophyandparadigmoftraditionalandintegrativemedicine. Thisisalsoconsistentwith primaryhealthcareprinciples,thecorecomponentsoftherighttohealth.

ThisCompetencyStandarddefinestheMINIMUMrequiredstockofknowledge,skills,attitudeformedicaland non­medicalhealthcare professionalsandworkersintheareaofNaturopathyThecompetencyalsodefinestheproperrolesandorientationneededforpracticerelevant andappropriatetothePhilippinesetting NationalCertificatesareissuedbyPITAHCwhentheprescribedunitsofcompetencieshavebeen achieved. ThisCompetencyStandardishereinformulatedanddevelopedtoensurethatNaturopathypracticemeetstheminimumlevelsofadequate knowledge,skillsandawarenessofindicationsandcontraindications.Specifically,thepurposeofthisbenchmarkdocumentareasfollows:

1.ToupgradethelevelofprofessionaleducationandtrainingofNaturopathsinTraditional/ComplementaryandAlternativeHealthCare(T/CAHC)

withtheendviewofqualitypatientcare,settingandmaintainingstandardsofcompetenceandintegrity,andprovidingqualitylife­enhancingand

well­beingservicesandproducts;

1.Toserveasbasisintheestablishmentofacompetencyassessmentandcertificationsystem,whichcanbeusedforsettingupaclassified/qualified

poolofnaturopathsreadytoservedomesticneedsprimarily(medical,andcommunityclinics,hospitals,etc.)andoverseasrequirementssecondarily;

1.Toserveasguide/basisfortheProfessionalRegulationCommissionandthevariousPhilippineHealthProfessionalAssociationsinthe

accreditationofthepracticeofNaturopathy;

1.ToserveasbasisforPhilippineHealthInsuranceCorporation’sfutureguidelinesforreimbursementofpractitioner/patientNaturopathyservices;

1.Toserveasguide/basisforthedevelopmentoftrainingprogramsinNaturopathyforcommunityhealthworkersandotherhealthworkers.

1.Toserveasabasisforthedevelopmentoftrainingprogramsoverthefullrangeoftrainingmodalitiesincludingthoseoftechnicalinstitutions,

apprenticeships,andcommunity­basedprograms;

1.TopursuethePhilippineInstituteforTraditionalandAlternativeHealthCare (PITAHC’s)goalofformulatingpolicies,standards,guidelines,and practices towardsimprovingthequalityanddeliveryofhealthservicesthroughthecomprehensive(preventive,curative,rehabilitative,and promotive)developmentoftraditional,complementaryandalternativemedicine,anditseventualintegrationintothenationalhealthcaredelivery system.

1.Tocontributetobringingaboutparadigmshifttowardsvalueformation,ethicalandsocialtransformationusingtheholisticphilosophyof

traditional,complementaryandalternativesystemsofmedicinethroughintegratedmulti­disciplinaryanddevelopmentalapproachestoTCAHC

trainings.
