NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF INDIGENOUS PEOPLES

UNITED NATIONS DIPLOMATIC WORLD MISSION

The establishment and implementation of the NAAIP "American Aborigine Council on Human Rights" (AACHR) is a
much needed component of the direction taken by NAAIP to provide resource and facilitation in delivering sustainable
mechanisms for future development of a perpetually developing American indigenous / aborigine society. The AACHR is
necessary medium providing indigenous participants the education, implementation and monitoring of human rights
protections mandated for indigenous peoples in America and the world. The American Aborigine Council on Human
Rights (AACHR) has initiated its efforts as a national whistle Blower against corrupt and inhumane judicial practices,
systemic police and governmental oppression, abuse and encroachment, tribal lands rights and development in accord
with UNDRIP mechanisms.
AACHR not only addresses long ignored issues of human rights abuses of aborigine in America, but throughout the
western hemisphere. The AACHR along with the current missions of the NAAIP will continue to seek rights and
protections for all aborigines of the Americas, and with representatives in the Caribbean, West PaPua (Indonesia),
Canada, Columbia, South America, Dominican Republic, Dominica, Puerto Rico, New Zealand, Haiti and Ethiopia, the
global efforts and agenda of building infrastructure within the most vulnerable groups of indigenous peoples in these areas
are taking front stage of NAAIP priorities.

The "International Coalition of Aborigine Women" (ICAW) has become a most needed and timely institution supporting
the newly developing freedoms and exercise of rights for indigenous / aborigine peoples of North America. Addressing
issues of education and personal security for women and children are the paramount concerns affecting American

aborigine peoples. On the global front, ICAW has partnered with various UN ECOSOC members in south America to
develop a global "Aborigine Enumeration Assessment Project" to location and need of indigenous peoples existing in
remote and under developed regions.
The ICAW has been necessary in fostering a sense of power and collaborative sustainable building for women in tribal
communities in restoring and maintaining heritage repatriation and increased access to education for protections
facilitation of international rights of women and children. The basic human rights of Aborigine women and children will
be addressed through the ICAW and will be available to all who are in need in the Americas, initial focus on issues of
aboriginal / indigenous women and children in the United States; utilizing international conventions, agreements and
laws, which mandate specific protections of basic human rights; the ICAW is an advocate for change.
NAAIP International, in association with provisions and protections provided within the UNDRIP and the United
Nations Millennium Development Goals, the Sustainable Development Agenda structures and the General Assembly 2014
Outcome Document are the guiding AACHR instruments, for sustainable international protections and implementation.
Further, be it known to the international community and the world, that the NATIONAL ASSOCIATION FOR THE
ADVANCEMENT OF INDIGENOUS PEOPLES, UNITED NATIONS DIPLOMATIC WORLD MISSION extends
"Notice to the World", of the charter establishing the Consulate of the National Association for the Advancement of
Indigenous Peoples International [NAAIPi].
The formation of this Consulate is in no way to be deemed as alternative to any laws that are currently in force, but
instead, is an extension and a bridge towards a Mission of peace, mutual trust and respect for each others cultural beliefs
and policies. This Consulate encourages the World Communities to extend opportunities to educate others of our
practices of the need of a peaceful co-existence in Peace, Harmony and Balance; a place of refuge.

Mission Statement
The NAAIPi Consulate will work hand in hand, as agreed, with all Indigenous Peoples of the Earth, when located in
America, uplifting humanity and providing information and temporary refuge to assist in facilitating security concerns of
indigenous peoples, communities and general affairs in America. A most important function of the Consulate will provide
immediate data and indigenous identity verification to agencies worldwide; offering immediate access for local and state
law enforcement agencies who may encounter a need for tribal or indigenous identification verification. The Consulate
will function as an international embassy, inclusive and provisional of all Aborigine / Indigenous Peoples internationally
who wish to engage in positive productive behavior benefitting all humanity. The plenary power of NAAIPi is established
for and by the more than 23,000 American aborigine / indigenous members of NAAIPi. This Consulate is established for
the purpose of secure data collection and distribution for the betterment of American Aborigine / indigenous peoples
primarily and secondly to facilitate consultative services to all indigenous transitioning in America.

PRIMARY Duties including but not limited to: Establish and maintain the: mission and mission post for and On behalf
of the mission head in representative capacity and provide for the maintenance and good order of the aborigine peoples,
families, staff, and other public servants there unto belonging: with absolute respect for and utmost integrity of Testators
Will and Living Trust, in absentia. "Domicile is established by virtue of the legal estate of NAAIPi thereof with absolute
allegiance and fidelity, excluding all others. Any and all family and friends domiciled with members of Consulate of the
National Association For The Advancement Of Indigenous Peoples international" hereafter referred to as NAAIPi" have obtained Plenary Authority
status under a Diplomatic Peace Mission, opposed to war in any form and extended as foreign national, nonresident
aliens to the receiving state, United States of America, aforesaid.
NAAIPi acknowledges that as an Embassy, Heads of State, individually, are neither citizens, nor subjects of the receiving
state, neither the family nor friends by imprescription and the term imprescriptible is operative herein duly recognized
in the case Rabang v. I.N.S. (CA9 1994), 35 F. 3D 1449@N4, of United States v Wong Kim Ark 169, 18 S. Ct.456,42 L.
Ed 890 (1898), Undy v. Undy, L.R. 1 H.L. Sc.457. NAAIPi is not a legal entity created by, for, nor on behalf of any
other person, group association, corporation for political or commercial purposes. NAAIPi is not surety, nor does it
assume culpability on behalf thereof as civilitier mortuus to the receiving state aforementioned. NAAIPi exists to uplift
humanity and correct the errors of inhumanity. The below listed appellations shall serve the terms designated unless
removal or resignation occurs. Each positive was filled properly through valid elections and letters of appointments within
Consulate records.

Amendment
This amendment adopts by letter of appointment the below defined elected positions to which the following duties are
designated and will be fully performed by the individuals designated herein. An election was held and by majority vote
each individual named below had the necessary votes to be placed in the positions defined herein. Each Head of State
named has been fully vetted, qualified and sworn by oath of office to uphold performance of the following duties to
constitute growth and furtherance of this Consulate from this day forward:
NAAIPi Director General: Consul General and Charge de Affaire equivalent to Ambassador of Foreign Affairs, meet with
all International Heads of State, Chain of Command Authority Figure, Command Post Official Officer in Charge. The
Director General is to instill the Peace Mission itinerary of the Consulate of NAAIPi expediently, secure and reclaim
property of parties to this Consulate. The Director General is appointed to lead, guide, instruct, teach, assist, and issue
letters of authority while exercising the judgment of a Moral Vanguard of Humanity. The Director General will have
credentials bearing the name of his/her free national appellation of the TRIBAL NATION and NAAIPi designation of
authority; possessing full Plenary power credentialed.
NAAIPi Chief Administrative Director: Deputy Consul General (DCG), appointed to serve as Consulate Magistrate Judge
and will upon need of the Director General, assist and/or fill in for Director General. DCG will assist and supervise all
instructions, affairs, meetings, hearing as requested by Director General. DCG is to conduct the affairs of the Consulate
whenever needed. DCG has the authority to grant letters of authority to those qualified for establishing and expanding the
Peace Mission of the Consulate. DCG is hereby and herein granted plenary Consulate powers; immunity by letter of
appointment within the Consulate Private recordings. The DCG will have credentials bearing the name of his/her national
appellation and nation.
NAAIPi Foreign Minister Consul Affairs: Appointed to serve as Magistrate Judge and will upon need of the Director
General ensure consul duties are to meet, construct contacts, review contracts, plan, teach, guide, lead, retrieve, reclaim the

property of Consulate members, assist all Heads of States, Chain of Command authority figure, Command Post Officials
in charge. FMCA will be responsible for the affairs of the Consulate members under the authority of this Consulate who
has been properly appointed by Certificate of Appointment that will remain within the records of the NAAIPi
Consulate.

Consul Agent: Appointed to serve as Magistrate Judge and will assist all positions within the Heads of State in the
functions of their duties upon request to assure seamless functionally of this Consulate at all times without delay.

Appointment Pending
Treasurer: Appointed to serve and will manage, account for and keep records of all monies pertaining to Consulate
Finances. Will purchase all items needed for the day-to-day operations of said Consulate. Will provide financial reports
that will be verified by three additional heads of states to assure accuracy and integrity at all times; will assist Secretary
General(s). Appointment Pending

Secretary General(s): Appointed to serve and keep all records of all affairs of the Consulate charges. Keep records of all
travel and accommodations monies allocated and disbursed. Upon need of Consul General, Deputy Consul General,
Foreign Minister of Consul Affairs, Consul Agent and Treasurer. Will assist in preparing of minutes, schedules,
appointment letters, compilation policies and changes to policies, travel itineraries and will verify parties of the Consulate
documentation through proper credentials and letters of appointments. Appointment Pending
Herein contains additional and pertinent information relating to the formation of Consulate of the NAAIPi Provost
Division. After a diligent search of qualified candidates for the uncompromised position of Provost Marshal and Provost
Deputy Marshal, this Consulate is pleased to announce and make official Notice of the Election by unanimous vote that
the acting Provost Marshal that will serve and protect is Appointment Pending and Appointment Pending, herein now
being appointed to acting Provost Marshalls for the above name Consulate. Deputies are currently in training and will be
issued proper credentials and identification from this Consulate and will be verifiable by the Provost Marshal, Deputy
Provost and any NAAIPi Head of State.
