nutrition security are the leading concern of recent time and stressed

farming, organic farming, farm mechanisation etc and thereby improving
the productivity and income. Dr Patel emphasized that industry and

Climate change is the most serious challenge human society has ever
faced and everybody including business houses has already realized
the gravity of the issue. The causes of climate change followed by
concentration of greenhouse gases in the atmosphere due to activities
in different sectors is being probed in a continuous manner by the
scientists and experts all over the world. Climate change is expected
to cause continuous decline in snowpack and earlier snowmelt
resulting in reduced water supplies. As the earths temperature
continues to rise, we can expect a significant impact on our fresh
water supplies with the potential for devastating effects on these
resources. As temperature increases, evaporation also increases,
sometimes resulting in droughts. The water cycle is a delicate
balance of precipitation, evaporation and other in between steps.
Warmer temperature increases the rate of evaporation of water into
the atmosphere which in turn increases the atmospheres capacity to
retain water. Increased evaporation may dry out some areas while
causing excess precipitation in other areas.
Analysis of recent observations suggests that this process is already
underway. The Inter Governmental Panel on Climate Change (IPCC)
found that a climate related warming of lakes and rivers has been
observed over recent decades. As a result, freshwater ecosystems
have shown changes in species composition, organism abundance,
productivity and phenological shifts (including earlier fish migration).
Also due to warming, many lakes have exhibited prolonged
stratification with decrease in surface layer nutrient concentration
and prolonged depletion of oxygen in deeper layers. As temperature
rises, people and animals need more water to maintain their health

Bearing Technology
est Bengal State Centre of the Institution organized a twoday All India Seminar on Bearing Technology under the aegis
of Mechanical Engineering Division, IEI, during December 4-5,
2015 at Kolkata. Mr Sisir Kumar Banerjee, Chairman of the Centre,
welcomed the dignitaries and the participants. Prof (Dr) Madhusudhan
Bhattacharya, former Head, Mechanical Engineering Department,
Jadavpur University, graced the occasion as the Chief Guest. In his
address, Prof Bhattacharya discussed various functions of bearing. He
stated that where there is any movement there must be a bearing. In
human body also we noticed so many bearings and those are hydro
static bearings. In case of rotors where high rotation
is required, to avoid the friction of metal to metal,
bearing is implicated, mentioned Prof Bhattacharya.
He also spoke about De-stressing of distress Angel,
which is mounted on one vertical axle and installed
on top of the dome of Victoria Memorial at Kolkata
for showing direction of wind. He also explained in
detail about the functioning and rotation of the Angel.
The Guest-of-Honour, Prof (Dr) Siddhartha Ray,
Dean, Heritage Institute of Technology, Kolkata,
stated that any machinery equipment is based on ball
bearing which is best taken care of all the mechanical
engineers through their workings in designing and
He also spoke about stand alone (off grid) power plants, grid connected
centralized system and grid connected distributed system. Mr Rabin
Roy highlighted the challenges with few case studies like 50 kWp Roof
Top Project at Saroj Gupta Cancer Hospital, Kolkata; 20 kWp system at
remote village of Odisha for community development; Mini Grid, 25 kWp
Project at Tamang Arunachal Project, etc. He further discussed about
the growth of solar power generation state-wise and explained why in
some states, its performance is good and in other states, it is not up
to the mark. Earlier, Prof H B Goswami, Past Chairman of the Centre,
welcomed the august gathering.

ITEM 3 To receive the report of the Council on election of the
President and composition of the Council for the Session 20152016
The President announced that the Council had duly elected Mr H C
S Berry, FIE as President of The Institution of Engineers (India) for
the Session 2015-2016. The members welcomed the announcement.
Thereupon, Mr H C S Berry took over charge from Dr L V Muralikrishna
Reddy and presided over the meeting.
Mr H C S Berry, President presented the Scroll of Honour to Dr L V
Muralikrishna Reddy.

members present at the meeting and sought their help and guidance for
development of the Institution.
Mr H C S Berry, President then delivered his Presidential Address.
In his address, the President professed that with the guidance and
advice of the Past Presidents, Members of the Council and all Corporate
Members of the IEI, he shall make all efforts to uphold the great standards
set by the illustrious Past Presidents and other engineers of eminence
While briefing the history of the coveted Indian Engineering Congress,
he highlighted that the aim of this Congress has been to enlighten the
technical fraternity about the developments and achievements of the
country in various fields of Engineering and Technology which have
contributed immensely towards fostering and rejuvenating the Indian
Economy, thereby enabling it to withstand the challenges ahead.
India has to increase manufacturing for creating opportunities of
employment. Make in India is the clarion call to the world to come
here and invest in manufacturing. Investment-friendly policy measures
are being contemplated for investors both Indian and foreign, to do
business in India. Indian Engineers and Technologists have an important
role for realizing the mission Make in India. Though Engineers are
professionally competent, there may be areas where improvement
is required for making them world class professionals. World class
infrastructure is required to give an impetus to manufacturing. Engineers
and Technologists would be involved in building dedicated freight and
industrial corridors, smart cities, highways, ports and providing clear
energy, including solar and nuclear energy. Digitization of India will help
a great deal in making manufacturing very efficient.
The recent spectacular advances in various fields of Science and
Technology have had a profound impact on sectors like health, agriculture,
communication, transportation and defence. These advances have been
driven by intense R&D, largely emanating from science laboratories in
the West, and by their transformation into new products or processes
that have flooded world markets. The world is today sharply divided by
a technology divide that separates the technological advances countries
