Climate change is the most serious challenge human society has ever
faced and everybody including business houses has already realized
the gravity of the issue. The causes of climate change followed by
concentration of greenhouse gases in the atmosphere due to activities
in different sectors is being probed in a continuous manner by the
scientists and experts all over the world. Climate change is expected
to cause continuous decline in snowpack and earlier snowmelt
resulting in reduced water supplies. As the earths temperature
continues to rise, we can expect a significant impact on our fresh
water supplies with the potential for devastating effects on these
resources. As temperature increases, evaporation also increases,
sometimes resulting in droughts. The water cycle is a delicate
balance of precipitation, evaporation and other in between steps.
Warmer temperature increases the rate of evaporation of water into
the atmosphere which in turn increases the atmospheres capacity to
retain water. Increased evaporation may dry out some areas while
causing excess precipitation in other areas.
Analysis of recent observations suggests that this process is already
underway. The Inter Governmental Panel on Climate Change (IPCC)
found that a climate related warming of lakes and rivers has been
observed over recent decades. As a result, freshwater ecosystems
have shown changes in species composition, organism abundance,
productivity and phenological shifts (including earlier fish migration).
Also due to warming, many lakes have exhibited prolonged
stratification with decrease in surface layer nutrient concentration
and prolonged depletion of oxygen in deeper layers. As temperature
rises, people and animals need more water to maintain their health

and livelihood activities. Many important economic activities, like power

plants, cement and steel industries, raising livestock and agriculture
require huge quantity of water. The amount of water available for these
activities will also be reduced with growing temperature of the earth.
For developing and poor countries that have always faced hydrologic
variability, climate change will make water security even more difficult
and costly to achieve. Climate change may also reintroduce water
security challenges in countries that for a hundred years have enjoyed
reliable water supplies. Much of the developing world will have to cope
with droughts and/or the growing risk of flooding. A variety of climatic
and non-climatic processes influence flood processes, resulting in river
floods, flash floods, urban floods, glacial lake outburst floods (GLOF), and
coastal floods. Recently, in India, we have experienced unprecedented
flood in the city of Chennai and GLOF at Kedarnath shrine.
Managing water resources using an integrated approach will be critical

risks, water-related investigation projects are to be carried out with utmost
sincerity to determine the impacts of climate change on hydrology and
water use, to identify appropriate options, guidelines, and methodologies
for adaptation. Innovative technological practices and implementation of
strategies are also needed at the appropriate levels for adaptation as
well as for mitigation. Water management options including changes
in operations, demand management and infrastructure can facilitate
adaptation to climate change. Decision-making frameworks that use
robust solutions should be encouraged. Multidisciplinary, multi-sectoral
collaboration and adaptive management require institutional and
human capacity-building at various levels. Planning and designing of
new hydraulic infrastructure and the development of new hydrologic
tools, require involvement of engineering and technical personnel of
our country and The Institution of Engineers (India) being the premier
organisation of engineering professionals can play a crucial role in it.

Thereupon, Mr H C S Berry took over charge from Dr L V Muralikrishna
Reddy and presided over the meeting.
Mr H C S Berry, President presented the Scroll of Honour to Dr L V
Muralikrishna Reddy.
Mr H C S Berry thanked the members of the Council for electing him
as the President of the Institution of Engineers (India) and also the
members present at the meeting and sought their help and guidance for
development of the Institution.
Mr H C S Berry, President then delivered his Presidential Address.
In his address, the President professed that with the guidance and
advice of the Past Presidents, Members of the Council and all Corporate
Members of the IEI, he shall make all efforts to uphold the great standards
set by the illustrious Past Presidents and other engineers of eminence
While briefing the history of the coveted Indian Engineering Congress,
he highlighted that the aim of this Congress has been to enlighten the
technical fraternity about the developments and achievements of the
country in various fields of Engineering and Technology which have
contributed immensely towards fostering and rejuvenating the Indian
Economy, thereby enabling it to withstand the challenges ahead.
India has to increase manufacturing for creating opportunities of
employment. Make in India is the clarion call to the world to come
here and invest in manufacturing. Investment-friendly policy measures
are being contemplated for investors both Indian and foreign, to do
business in India. Indian Engineers and Technologists have an important
role for realizing the mission Make in India. Though Engineers are
professionally competent, there may be areas where improvement
is required for making them world class professionals. World class
infrastructure is required to give an impetus to manufacturing. Engineers
and Technologists would be involved in building dedicated freight and
industrial corridors, smart cities, highways, ports and providing clear
energy, including solar and nuclear energy. Digitization of India will help
a great deal in making manufacturing very efficient.
The recent spectacular advances in various fields of Science and
Technology have had a profound impact on sectors like health, agriculture,
communication, transportation and defence. These advances have been
driven by intense R&D, largely emanating from science laboratories in
the West, and by their transformation into new products or processes
that have flooded world markets. The world is today sharply divided by
a technology divide that separates the technological advances countries

from the technologically backward ones. India, as of now, has definitely

show promises as far as economic growth is concerned, but has been
struggling to achieve sustainable economic growth, self-reliance in
technology development and in gaining an important global position.
The focus of The Institution of Engineers (India), since its inception, has
been to promote and advance the science, practice and business of
Engineering in all its branches in India. The underlying implication may
be interpreted as that the Institution which is strategically equipped for
promotion and furtherance of S&T in India may be a key player in fostering
innovation aimed at improving the prevailing socio-economic conditions.
The President mentioned that the Government has declared 2010-2020
as the Decade of Innovations. The main aim of this declaration is to
develop a favourable eco-system in the country to stimulate indigenous
innovations and to produce solutions for the societal needs in terms of
healthcare, energy, urban infrastructure, water and transportation.
The President also stressed the need for enhancing the skill for application
of technology amongst the youth. The Institution has identified the issue
of skill development as a thrust area and has delved into the prospects
of imparting skill enhancement training to target participants through the
Engineering Staff College of India (ESCI) an organ of IEI. By setting
up well equipped laboratories in core engineering disciplines, ESCI
looks forward to fulfilling the training needs of AMIE and other young
engineers who need industry-orientation.
Being recognized by the Ministry of Science and Technology, Government
of India as a Scientific and Industrial Research Organisation, The
Institution of Engineers (India) has taken up the roll of promoting R&D
through funding and active participation, either in solo or joint mode, with
identified organizations. The role of the Institution has also undergone
a paradigm shift from that of a technology funding body to that of a
technology collaborator and facilitator. The proclaimed beneficiaries of
R&D Grant-in-Aid scheme over the last three Financial Years have been
over 200. The highlights of the R&D programme of the Institution may
be attributed to: comprehensive yet user-friendly application process,
rapid finalization and intimation to applicants, quick disbursement of
one-time grants, and dedicated support system to applicants, which
have culminated in wider acceptability and overwhelming recognition
for the scheme.
The President then apprised that the Associate Member of The Institution
of Engineers (India) (AMIE) is a professional certification given by
The Institution of Engineers (India) which has been widely acclaimed
and have shaped myriads of careers over the last few decades. The
contribution of AMIE students pronounced in Government Sectors like
Defence, Railways, CPWD and Public Sector Undertakings, UPSC
Engineering Services Examinations and many have rose to prominence
in these years. However, it is felt that corporate world is yet to realize
the significance of this unique program and it would be IEIs endeavour
to reach out to them and sensitize them on this issue. There are issues
with quality of technical education system in the country and the
employability of the engineering graduates. He strongly felt that as the
largest professional body in the country, IEI have a proactive role to
play in bridging the gap which exists between technical curriculum and
expectation of the industry.
The President was also pleased to announce that The Institution
of Engineers (India) is marching towards its 100 years of glorious
contribution to national development. IEI was established to fulfill the
need for trained technical manpower with the ability to contribute in
national development. The IEI has an opportunity to consolidate on its

historical legacy and build further to contribute significantly in the period

from now to completion of its 100 years in 2020. As the year 2019 marks
the 150th year of Mahatma Gandhis Birth, that also given an impetus
for IEI to highlight how engineering is being applied in the service of
mankind to improve the downtrodden and the deprived in the society.
He also highlighted the areas which demand attention in the build-up to
the centenary celebrations.
The President then enlightened that the IEI has been a respected
member and in many instances a founder member of various multilateral
institutions like WFEO, FEIAP, FIESCA, fib, IEA, etc. The Presidents
and Council Members also headed or were part of the governing bodies
of those prestigious organizations over the years. IEI also have a large
number of MoUs with other organizations similar to it.
Before concluding his speech, the President assured to try his level
best to establish The Institution of Engineers (India) as an Institution of
National Importance and give a new dimension to the higher education
programme by introducing user-friendly learning methods suitable for
in-profession student members.
